UN Decade for Human Rights Education, 1995-2005

Congratulations! On December 9, 1994, as the direct result of advocacy by educators andhuman rights activists from around the world, the UN General Assembly (GA) launchedUN Decade for Human Rights Education, 1995-2005.

The GA resolution #49/184, operative part 11, calls upon international, regional, andnational nongovernmental organizations, in particular those concerned with women, labourdevelopment and the environment as well as all social justice groups, human rights advo-cates, educators, religious organizations and the media, to increase their involvement informal and nonformal education in human rights and to cooperate with the Centre forHuman Rights in implementing the United Nations Decade for Human Rights Education.

The international community has created public policy for human rights educationand put it firmly on the international agenda. The ball is now in our court! As educatorsfrom around the world reach out for professional support, very clear request emerges:“Please, join hands in enhancing human rights education specifically in the United States.As the highway of information reaches to all corners of the world, your efforts in humanrights education will inspire the development of a human rights culture worldwide.”

Each one of us who has made a commitment to engage in human rights education is acatalyst for social change. The young people, with whom we can dialogue on democracyas the delivery system of human rights and for whom human rights is to be the valuesystem that informs their lives in dignity with one another, are the leaders of the ThirdMillennium. We owe them our special, undivided attention.

In view of unprecedented political transitions in all and from all directions, the pro-cess of learning about human rights as universal, indivisible and interconnected and asrelevant to people’s daily lives is not a simple one. We all know that there are no easyanswers in the teaching and learning about human rights. However, we need to under-take it and carefully evaluate its results along the way. Thus, it is imperative that weengage in dialogue throughout society of how best we can all abide by the political, civil,economic, social, and cultural contract of human rights.

On the pages of the Fourth R, let’s engage bravely in this essential dialogue abouthuman rights education and its introduction throughout the school system as part of theUN Decade for Human Rights Education. Your letters and specific ideas will be pub-lished. Together, we will go forth in this important path.

Amnesty International Members JudgePostersWhen members of AIUSA Human Rights Educators’ Network col-laborated with Scholastic magazines for a series of articles on hu-man rights and the UDHR last year, Scholastic also announced ahuman rights poster contest for students in grades 4-8.

At the 1994 Annual General Meeting of AIUSA in Chicago,the 350 Amnesty members attending voted on 50 of the best sub-mitted posters. Several of the posters were also displayed at the AIinformation booth at the National Education Association Conven-tion in New Orleans.

In the December 9, 1994, issues of Junior Scholastic and Scho-lastic News, several of the top posters were printed with an accom-panying story acknowledging AI’s help with the poster contest.

As a resource, class sets for the special issues of Scholasticmagazines highlighting human rights and the UDHR are avail-able for purchase from Scholastic, Inc., by calling 1-800-631-1586.

Introducing Project Human RACEProject Human RACE (Rights, Awareness, Curriculum, Educa-tion) is one of the first human rights curriculum libraries for teach-ers in the nations sponsored by Amnesty International. It willprovide kindergarten through twelfth grade teachers in the Metro-politan School District of Madison, Wisconsin with curriculumand resources to enable them to teach any human rights educationtopic, such as conflict resolution, genocide, peace education, rac-ism, the United Nations Convention on the Rights of the Child,multicultural awareness, and diversity.

Project Human RACE was created as a way to give somethingback to the Madison community, which has been supportive of thelocal AI chapter’s human rights work since it was established in1978. Denise Janssen leads the project and is also the humanrights education coordinator of the Midwest Region, a member ofMadison’s AI chapter, and a teacher in the Madison MetropolitanSchool District.

The goals of Project Human RACE are to provide resourcesthat empower human rights teachers as well as support their ef-forts with additional curriculum materials. These materials, whichare selected by teachers and funded by the local AI chapter, mayalso be used in conjunction with teaching political science, socialstudies, literature, history, economics, and related arts.

Seventh Annual Amnesty InternationalStudent Activism Day Held in BostonMore than 500 students from Amnesty International’s NortheastRegion converged on the campus of the University of Massachu-setts at Boston on November 12, 1994, for a day of speakers, work-shops, education, and enjoyment. This seventh annual StudentActivism Day also raised $2,000 to benefit AIUSA and the world-wide movement for human rights.

The event featured appearances by AIUSA volunteers and staff,including speeches by both Heather Wiley, a member of the boardof directors, and Carlos Salinas, government program officer forLatin America and the Caribbean.

Other highlights included a speech by Dorothy Thomas, direc-tor of the Women’s Rights Project at Human Rights Watch, andthe moving personal accounts of both Laila Terzimehic, a Bosnianhigh school student presently residing in the United States, andConstancio Pinto, a refugee from East Timor.

Mr. Pinto’s speech was particularly timely, as he was one of theorganizers of the 1991 protest march at Dili, East Timor, wherehundreds of peaceful demonstrators were killed when Indonesiantroops opened fire. On Student Activism Day, the third anniver-sary of the Santa Cruz massacre was commemorated by partici-pants who heard Pinto describe his experience and pinned coloredflowers to a banner in memory of those who lost their lives.

Students also attended two sessions of workshops that focusedon building skills and raising awareness.

Students Are Partners in Human RightsEducation through the Teacher-StudentBuddy SystemTeachers can spend great amounts of time and energy researching,planning, and implementing classroom activities that enable theirstudents to develop significant knowledge of human rights and acompassionate and critical human rights consciousness. Such con-sciousness is the life tool with which students will affect positivesocial change in their world. But sometimes no matter how inno-vative the classroom lessons are or how much creative energy teach-ers put into them, such lessons fall short of providing studentswith one of the most important elements of human rights educa-tion: the ability to empower themselves.

In most educational systems, teachers are given the context andthe power to serve as intellectual, social, and cultural mentors totheir students. But what if students were given the opportunity toshare in that role? Could students themselves mentor teachersand in the process positively impact their peers’ learning? Thesequestions were posed by a high school Amnesty group at St. Ignatius

College Prep in San Francisco. Eager to experiment with a newmodel of cooperative learning, the students recently ventured intocreating the Teacher-Student Buddy System.

The role of buddies is to support teachers in their efforts tobring human rights issues, lessons, and activities into the class-room. Students who volunteer as buddies also collaborate in theteaching process. This may entail researching a topic, country, orissue; identifying resources the teacher can use; supplying theteacher with educational materials or ideas on the subject; andteaching collaboratively.

As a first step in the program, the students sent an interestform to all the teachers at their school. The teachers were able toindicate on the form whether they would benefit from a humanrights buddy throughout the year or from a single speaker. Thenthe students organized a school breakfast for interested teachers––approximately 10 out of a faculty of 90. Together the teachers andbuddies drew outlines of the educational needs and goals of theteachers and formulated plans for their collaborations.

To put together curriculum plans, students went to the libraryin small groups after school and met to give each other ideas andsupport on chosen topics and issues. Topics ranged from the deathpenalty (for those working with religion teachers) to indigenousrights, women’s rights, or specific countries (for those workingwith social studies and foreign language teachers).

It is still early to determine the success of the program. How-ever, it is clear from the level of student and teacher involvement,commitment, and enthusiasm that it promises to be a valuable edu-cational experience for participants.

“In this program,” said Jean Chadbourne, a student buddy whomentors Mr. Kreft, a religion teacher, “I find myself changing froma student to an equal member of a working relationship. It is anovelty for me as a student to discover that a teacher would findmy knowledge useful and important.” Mr. Kreft claims that “work-ing in tandem with my Amnesty student buddy has afforded meaccess to documents, information, and encouragement that I wouldotherwise be unlikely to find. She has been a wonderful asset tothe learning experience both for my students and for myself.”

By creating a context in which teachers can learn from stu-dents and peers can learn from each other, the teacher-student buddymodel fosters a democratic learning environment and compensatesfor some of the structural inequalities that students face in thetraditional school system. The process of student empowermentunfolds naturally, and students’ motivation for learning increasesdramatically when they are presented with the opportunity to usetheir knowledge and expertise effectively to educate others andthemselves.

Celebrate Human Rights!To celebrate the inaugural year of the United Nations Decade forHuman Rights Education, 1995-2005, Partners in Human RightsEducation and AIUSA Human Rights Educators are calling forworks of art and writings by students in grades 4-12. Consider thefollowing media and genre: essay, poetry, short story, poster, litho-graph, all forms of paint, T-shirt design, charcoal, or drama. Lit-erary works should not exceed 1,000 words.

Themes can include rights in general; specific rights such asthose in the U.S. Bill of Rights, the UN Declaration of HumanRights, or the UN Convention on the Rights of the Child; prob-lems or successes in an area of the world; rights and responsibili-ties; a celebration of particular freedoms; the voice of youth.

All contributing writers and artists will receive certificates rec-ognizing their contributions to human rights advocacy. Exceptionalentries will be exhibited at Amnesty International USA’s AnnualGeneral Meeting (AGM) in Boston in June.

Updated HRE Resource Notebooks to beCompleted in June, 1995In 1990, the AIUSA Human Rights Education Steering Commit-tee introduced the first Human Rights Education Resource Note-books, copies of which were placed in all AIUSA offices and withmembers of the Steering Committee. These sets of two large loose-leaf notebooks were organized by content areas (e.g., death pen-alty, refugees, and the rights of children) and contained articlesabout human rights education as well as specific lesson plans andactivities, which could be used in the classroom and in other set-tings.

Steering committee members and staff in some AIUSA officeshave responded to requests for materials from AI members andnon-AI educators in the U.S. and abroad by copying specific sec-tions of the notebooks, with a nominal charge for copying andmailing. Educators’ Network members have utilized the materialsto teach at AI conferences, professional conferences in a variety ofeducational fields, and human rights education workshops aroundthe world.

Recognizing the growing interest in human rights education,the HRE Steering Committee proposed to update the resource note-books. The committee examined the current status of the expand-

ing field of human rights education, which encompasses topicsthat were not included in the original notebooks. The new note-books will provide up-to-date, practical, and comprehensive re-sources in the following 11 content areas: children’s rights, deathpenalty, economic justice, gay and lesbian rights, indigenouspeoples, peace and conflict resolution, race and ethnicity, refu-gees, religious tolerance, the UDHR, and women. These topicsreflect the state of the art, which finds human rights educationincluded within a growing number of subject areas and fields ofstudy. Each section will include an introduction, practical activi-ties, and a list of resources.

In addition to the content-oriented sections, four other sectionswill address specific aspects of human rights education: HRE foryoung children (a holistic approach for building a foundation forhuman rights learning), literature (resources that integrate many

of the content areas), workshop models (the development of hu-man rights educators through participatory workshops), and a hu-man rights education primer (basic information for AIUSA officestaff, volunteer leaders, and local and student group members whomay not be familiar with HRE).

Completed notebooks and individual sections will be availablefor purchase by participants in the AIUSA Annual General Meet-ing (AGM) in Boston June 23-25. In July, the materials will bealso available through AIUSA regional offices, steering commit-tee members, and the North American Partners for Human RightsEducation (NAPHRE) Resource Center at the University of Min-nesota. AIUSA Human Rights Educators’ Network has been working foryears to spread the understanding and advocacy of rights to chil-dren and adults. Today more than ever, we need to increase aware-ness and activism. Recognizing the importance of teaching rights,the United Nations has declared 1995-2005 the Decade for Hu-man Rights Education. How can you develop your role as a hu-man rights educator?

1. Become a member of the Educators’ Network and askothers to join. Dues are $10 a year to help pay for TheFourth R, which you receive twice a year. Member-ship also provides a regional network newsletter anda directory of network members in your region. Theseregional resources offer opportunities to coordinateactivities and share ideas.

2. Use the resources that the Educators’ Network offers.The revised, expanded, and updated Human RightsEducation Resource Notebooks will be available inJuly and contain many activities for the classroom andother audiences. Also share your copy of The FourthR with other teachers. Take special note of Vol. 6No. 1, Summer 1994, a valuable resource guide, andthis issue, which can connect you with other humanrights and HRE organizations.

3. Consider membership in the North American Part-ners for Human Rights Education (NAPHRE).NAPHRE membership can enlarge your connectionsto important literature, curricula, organizations, andother services.

Amnesty International:The Struggle for Human RightsAmnesty International (AI) is a worldwide movement ofpeople acting on the convictions that governments mustnot deny individuals their basic human rights and thatordinary men and women can effectively pressure gov-ernments to live up to their commitments in human de-cency. The organization was awarded the 1977 NobelPeace Prize for its efforts to promote global observanceof the UN Universal Declaration of Human Rights. AI’seffectiveness depends on its impartial application of asingle standard of human rights to every country in theworld.

“Civic Declaration” Calls for a New CitizenshipThe Center for Democracy and Citizenship at the Hubert H. Humphrey Institute ofPublic Affairs, University of Minnesota, has ongoing programs with human rightsand citizenship responsibilities in their core. Project Public Life’s Public Achieve-ment program develops citizenship leaders of all ages in schools and communitiesthrough a variety of learning experiences, including workshops and classes. Par-ticipants learn that citizenship is more than obeying the rules, and they developskills and strategies for solving public problems.

“Civic Declaration: A Call for a New Citizenship” is a recently published docu-ment outlining the new citizenship project of the American Civic Forum. Theauthors of the “Civic Declaration” argue it is not only our right but our responsibil-ity to have government by and of the people and not simply government for thepeople.

Children Prepare for 1995 World SummitFor more than a year, children ages 8-18 all over the world have been attendingpreparatory meetings to learn about the United Nations as part of the 1995 WorldSummit of Children project. In June 1995, when the UN will be celebrating itsfiftieth anniversary, these young citizens will meet in approximately 20 internationalsites. They will interact through telecommunications to prepare three documents––a proposal for a young general assembly to become part of the UN, a proposal for aninternational day for children to interact with local and global leaders, and an inter-national report about how governments are keeping their promises to children.

Children Fold Paper Birds of PeaceA “citizenship of peacemaking” project was initiated ten years ago in response tomedia inquiries to American children at Hiroshima International School. Duringthe fortieth commemoration of the atomic bombing of Hiroshima children werestunned by reporters’ questions: “Do the hibakusha (bomb victims) resent you livingin Hiroshima?” “Do you feel guilty as Americans living here?” “What do you kids dofor peace?”

As residents of the International City of Peace and Culture, the students wereespecially bothered by the last question. So they decided to start a club and write abooklet telling other children why the paper crane was significant to Hiroshima.They invited children around the world to learn how to fold paper cranes, teachothers, and send a thousand cranes to Hiroshima, where they would be taken to thechildren’s monument in Peace Park and photographed. The originating classroomor school then was sent a certificate.

Supported by UNESCO, the club spread worldwide. Today, it is known as theBirds of Peace Project sponsored by the United Nations Association of the UnitedStates of America (UNA–USA). The project has expanded its mission to maintainand sustain school communities as international peace sites and UNA partnershipschools with a commitment to the UDHR.

Partners in Human Rights Education Teach K-12ChildrenMore than a hundred three-person teams of lawyers, teachers, and community rep-resentatives currently teach human rights in K-12 classrooms in the Midwest throughPartners in Human Rights Education.

The project’s goals are to provide a universally accepted human rights valuesframework for students to begin questioning how to make the world a better placeand to support teachers in facilitating an environment that encourages students torespect human dignity and become agents of change.

Team members are matched according to their preferred student age group, timeavailability, and school location and are provided with materials and access to re-source experts. They participate in human rights education training and developand organize their own human rights team approach, including the schedule, les-sons, and methodology.

In addition, the Partners Project has worked with the St. Paul Pioneer Press tocreate a human rights newspaper supplement for students and has helped to developa year-long series of children’s human rights spots for Radio AAHS.

The Partners Project was established by the Minnesota Advocates for HumanRights and the University of Minnesota Human Rights Center in 1992.

Citizens Lobby for the Convention on the Rights of theChildOn February 16, 1995, President Clinton signed the Convention on the Rights of theChild. To be ratified by the U.S., the convention now needs a two-thirds majorityvote in the Senate.

To assist in ratification, a U.S. lobby campaign of youth in each state is beingorganized by Voices of the Next Generation in preparation for the 1995 World Sum-mit of Children.

Grassroots action models of RESULTS, Alliances Benefiting Children, and Voicesof the Next Generation, along with educational materials from Child Rights Interna-tional Research Institute, Coalition for Children of the Earth, UNICEF, and the UnitedNations Association of Minnesota are being used.

Children’s Peace Garden to be DedicatedIn August 1995, the Children’s Peace Garden will be dedicated in Los Alamos, NewMexico, site of the creation of the nuclear bomb. The goal of the project is to makea formal, unified commitment for peace and to join as one in the promise to continueworking together for justice and respect for life.

This monument is designed as a sister statue to Genbaku No Ko No Zo (Monu-ment for A-Bombed Children), the one in Hiroshima funded by Japanese children.

women, and children. Every day the workshop participants broughthyacinths, tulips, or roses for their teachers and participated withenthusiasm.

Following the workshops, Flowers and Moore developed achecklist for trainers doing human rights education workshops athome or abroad and field tested their plan.

Flowers Teaches Human Rights in GazaIn October 1994, Nancy Flowers was invited by Ghassan Abdullah,head of the Palestinian Centre for Human Rights Education(PCHRE), to present human rights workshops for Arab educatorsin the towns of Hebron, Ramallah, Gaza, and Nablus. The timingwas opportune because authority for schools in the West Bank andGaza had been passed to Palestinians only weeks before. One ofFlowers’ most moving experiences, repeated in every town, wasthe sight of children lined up in school yards to sing the nationalanthem and raise the flag. These acts were previously forbidden.

In addition to international human rights and appropriate meth-odologies, a primary focus of the workshop was democratizationof Palestinian schools. Participants discussed such topics as cor-poral punishment, student and parent councils, and how to giveteachers a voice in policy making.

Because most Palestinians were likely to have personally expe-rienced human rights abuses, participants were provided with smalljournals and asked to record their ideas, associations, and responses.Although these journals were strictly private, many participantsexpressed appreciation for this activity. Each participant also re-ceived a packet of resource materials in Arabic prepared by PCHRE.

This program has unusual potential for success. Local educa-tional authorities seem eager to introduce human rights into theschools, and PCHRE has attracted local leadership. Flowers wasespecially impressed with the commitment, skill, and energy ofPalestinian educators, all of whom had experienced long years ofthe Intifada, most of whose warriors were kids with rocks, oftentheir own students.

Guyana Embarks on Human RightsEducation EffortAI-Guyana and the Guyana Human Rights Association (GHRA)have embarked on an ambitious human rights education effort.With encouragement from the Ministry of Education, they are edu-cating teachers about human rights, developing their skills in teach-ing human rights, creating curriculum for the Guyana context,and training trainers who will work with others throughout thecountry. Alim Husein of AI and Merle Mendonca of GHRA haveprovided the leadership for this project.

This section focuses on Human Rights Education trainingsby individuals from the United States. In future issues, wewill highlight educators from throughout the world train-ing in the United States and other countries.

HRE Workshops Held in SlovakiaIn August 1994, Beverly Edmonds (AI Children’s Network) andDave Donahue (AI Educators’ Network) presented a three-daychildren’s rights workshop in Bratislava, Slovakia, and a one-dayworkshop in Rimavska Sobata, Slovakia. The workshops wereorganized by the Milan Šimecka Foundation (MSF) in Bratislava.

The Bratislava workshop ended with teachers developing cur-ricula appropriate to their own schools. For example, a group ofteachers from SŠala, Slovakia, created lessons to prepare theirschool for integrating students with disabilities who would jointhe school community in the fall after having attended a separateschool.

Throughout 1994, MSF held a series of 12 workshops on hu-man rights for teachers at different sites in Slovakia. Teacherswho attended the initial workshops are now ready to teach theircolleagues about human rights, expanding the network of humanrights educators.

Romanians Participate in HRE WorkshopsIn early February 1994, Nancy Flowers, former chair of the Am-nesty International Educators’ Network, and Ellen Moore of theAIUSA Urgent Action Network were asked to run two three-dayworkshops for teachers and school administrators in Romania. Theoverall project was the vision of SIRDO, the Independent Societyfor Human Rights in Romania, overseen by Ligia Neacsu and FelicaTibbitts, and underwritten by the Dutch Helzinki Committee.

Flowers and Moore were temporary employees of the UnitedStates Government as part of the United States InformationAgency’s Academic Specialist Program. They put together a skel-etal plan for three days of hands-on experiential modules. Once inBucharest they worked with a team of Romanian activists, teach-ers, and translators developing each section of the program.

They used videos, panels, work stations, discussion groups,mock lessons, and journal-keeping to teach the nearly 60 partici-pants in each workshop. Participants searched the local Roma-nian press for stories with human rights themes of “rights denied,”“rights in conflict,” “rights exercised,” and “rights protected.” Theyshared Romanian proverbs, adages, and folk tales, and analyzedthe human rights themes in them. They discussed the state ofhuman rights among vilified groups in Romania: gypsies, Hun-garian Romanians, former Communists, Jews, Serbs, Turks,

In April 1994, a three-day training session for 40 teachers, ad-ministrators, and ministry officials was held in Georgetown,Guyana. David Shiman and Krishanti Dharmaraj of AIUSA werethe trainers. Ministry of Education officials from Barbados,Trinidad-Tobago, Grenada, and Jamaica were invited and partici-pated in the workshop. The Minister of Education indicated strongsupport for human rights education in the final public session,which was attended by more than 100 people. This workshopreceived materials from Save the Children, and AIUSA Commit-tee on International Development funded the trainer’s travel ex-penses.

A follow-up workshop in August 1994 involved eight educa-tors and Shiman, who developed curriculum to be pilot tested inearly 1995. Another workshop, planned for August 1995, willfocus on revising the materials and training trainers to continuethe human rights education work.

HRE Workshop Held in BermudaA trip to Bermuda had its desired tonic effect for Patrick Manson—especially coming at semester’s end for a fifth and sixth gradeteacher. But Manson said it also awakens one to the reality thatBermudians, latter-day beneficiaries of British colonialism, are qui-etly searching for economic and racial fairness while living underthe umbrella of institutions that maintain the status quo.

Courtesy of Amnesty International Bermuda, Manson visitedthe island of pink sand and motor scooters in the summer of 1994to present lessons and materials to 13 high school teachers, all ofwhom were new to human rights education but somewhat awareof Amnesty International. The lessons were standard introductoryones emphasizing the “discovery” of rights on the part of students,the UDHR, children’s actions, what high schoolers can do, andthe role of AI.

Early on, however, Manson became aware that the educationalsystem in Bermuda, which is based on European-style teaching,has kept economically and racially marginalized youth from get-ting into higher education. Pre-teens take a test that slates themfor either the “academic” or the “non-academic” track, and theylive with the result of that test for the rest of their lives. As aconsequence, those who sometimes need that critical adolescentperiod to become more fully proficient in language and numbersare not given the opportunity to prove that they are “college mate-rial.”

Though the teachers at the workshop were of diverse back-grounds, the students in their high schools had already been di-vided along class and racial lines by the test. All of the teacherswere sensitive to the problem, but ironically they had never opened

up classroom discussion to address the resentment and bitternessthey saw in some young Bermudians. Students with non-academicdiplomas, for instance, just take an additional year at BermudaCollege, although they have often been accepted at colleges in theU.S. on a four-year basis. In the last segment of the workshop,participants focused on ways they could use human rights educa-tion in the context of Bermuda’s institutional reality.

South African HRE Programs DevelopedThe long history of egregious human rights violations in SouthAfrica led the National Institute for Citizen Education in the Law(NICEL), based in Washington, D.C., to form partnerships withthree South African organizations aimed at promoting human rightseducation. NICEL, Lawyers for Human Rights, the Street LawProgramme, and the Community Law Centre (CLC) developed

two innovative human rights education programs aimed at expand-ing training in human rights to populations that had been fre-quently overlooked in earlier South African HRE efforts.

A partnership between NICEL, Lawyers for Human Rights, andthe South African Street Law Programme yielded the innovativetext entitled Human Rights for All. Drawing heavily on the expe-rience of U.S. educators experienced in teaching about the Holo-caust, this text differs in focus from available human rights educa-tion materials. Instead of looking primarily at specific humanrights issues such as torture or the death penalty, this text teachesabout the meaning of human rights, the idea of environmentalrights, and the right to development. The text employs an ap-proach NICEL has used in all of its educational materials: it teachesstudents what existing international standards are and then asksparticipants to debate issues openly. Human rights issues are ex-plored through participatory activities.

Another text produced by the partnership in South Africa cameabout from the Community Law Centre’s commitment to conduct-ing HRE with adults in rural community settings. The long dis-tances human rights trainers have to travel to conduct workshops,as well as literacy problems, language and cultural differences,and the inadequacies of the Human Rights for All text to meet theneeds of rural South Africans made this type of education difficult.

Already adept at finding solutions to these dilemmas, the CLC

enlisted NICEL’s assistance in the creation of a text to be used incommunity settings with rural South Africans. The book uses largecartoons to illustrate each article of the UDHR and includes a sim-plified version of the appropriate text in both English and Zulu.The cartoons are action oriented and illustrate common humanrights issues facing rural South Africans. The book includes ques-tions that prompt participants to analyze the content of the UDHRand the drawings in the context of their daily lives. The text,Human Rights/Amalungelo Oluntu, has been used successfully inmany parts of South Africa.

NICEL’s work in South Africa is only one part of its interna-tional programs, which include projects in East Africa, LatinAmerica, and East/Central Europe. In the United States, NICELhas made information about the law available to citizens for morethan 20 years. This work has centered around NICEL’s primarytext, Street Law: A Course in Practical Law, currently in use in all50 U.S. states. A U.S. version of the Human Rights for All text isin production, and will be released by West Publishing Companylater this year.

International HRE Training Activities

Canada Presents Sixteenth Annual InternationalHuman Rights Training ProgrammeThe International Human Rights Training Programme is a three-week intensive summer session bringing together more than 100participants from approximately thirty-five countries. The pro-gram seeks to advance the cause of human rights through educa-tion and comprehensive practical training supporting the work ofhuman rights groups. It uses adult education methodologies toencourage active participation.

Participants learn:

• how to use the human rights framework• about the links between civil rights, development, and so-

cial and economic rights• methods of popular education and communication tech-

niques• organization building through organizational and strategic

planning, management, goal setting, fund raising, and evalu-ation techniques

• how to carry on partnership and networking activities es-sential to promoting the cause of human rights
