This is being done through fresh recruitments, transfer of experienced personnel from DAE units such as operating plants, BARC and IGCAR, induction of postgraduates through AERB Graduate Fellowship Scheme (AGFS) from IIT Bombay and IIT Madras and Diploma courses in Radiological Physics (Dip. R.P.) conducted by BARC. Total sanctioned strength in AERB as on December 31, 2016 is 459 comprising of 387 scientific and technical and 72 supporting staff. However in position strength is 325 comprising 268 scientific and technical & 57 supporting Administrative/Accounts/Auxiliary staff. 10.2 IMPLEMENTATION OF PERSONS WITH DISABILITIES ACT 1995 AND IMPLEMENTATION OF RESERVATION POLICY FOR SCHEDULED CASTES/TRIBES/OBC During the year 2016, AERB recruited 02 officials through BARC Training School and IGCAR Training School as Scientific Officer (C). One candidate belonging to OBC was recruited as Upper Division Clerk (UDC) and one candidate belonging to Physically Handicapped (Ortho) category was recruited as Lower Division Clerk (LDC). One candidate belonging to OBC was recruited as Scientific Assistant (B). There are no backlog vacancies in Person with Disabilities Quota. Rosters are maintained as per the orders on the subject. The backlog vacancies are being worked out and periodic reports and returns are sent to DAE. 10.1 MANPOWER AUGMENTATION

AERB manpower is being augmented at various levels and through various channels in view of the expanding nuclear power programme and increasing number of nuclear and radiation facilities in the country. This is being done through fresh recruitments, transfer of experienced personnel from DAE units such as operating plants, BARC and IGCAR, induction of postgraduates through AERB Graduate Fellowship Scheme (AGFS) from IIT Bombay and IIT Madras and Diploma courses in Radiological Physics (Dip. R.P.) conducted by BARC.

Total sanctioned strength in AERB as on December 31, 2016 is 459 comprising of 387 scientific and technical and 72 supporting staff.However in position strength is 325 comprising 268 scientific and technical & 57 supportingAdministrative/Accounts/Auxiliary staff.

10.2 IMPLEMENTATION OF PERSONS WITH DISABILITIES ACT 1995 AND IMPLEMENTATION OF RESERVATION POLICY FOR SCHEDULED CASTES/TRIBES/OBC

During the year 2016, AERB recruited 02 officials through BARC Training School andIGCAR Training School as Scientific Officer (C).One candidate belonging to OBC was recruited as Upper Division Clerk (UDC) and one candidate belonging to Physically Handicapped (Ortho) category was recruited as Lower Division Clerk (LDC). One candidate belonging to OBC was recruited as Scientific Assistant (B). There areno backlog vacancies in Person with Disabilities Quota. Rosters are maintained as per the orders on the subject. The backlog vacancies are being worked out and periodic reports and returns are sent to DAE.

10.3 INFRASTRUCTURE DEVELOPMENT

10.3.1 Development of AERB and Regional Regulatory Centres (RRCs)

AERB is establishing three Regional Regulatory Centres and the progress of work is as follows:

• 20% completion of Eastern RegionalRegulatory Centre (ERRC), Kolkata building construction.

• Work order for construction of SRRC,Chennai building was awarded.

• Design for refurbishing & upgradation ofexisting buildings at Mumbai headquarters is completed.

10.3.2 Development of Information & Technology Infrastructure

The revamping of the entire website of AERB is under progress. This website would be made more people centric and transparent to the public.

10.4 TRAINING As a part of competence development, AERB continued to train its staff by organising training programmes, workshops, on-job training at nuclear facilities, refresher courses, technical talks, colloquia and participation in DAE’s Advanced Training Institute (ATI) etc. AERB also imparted training on regulatory and safety aspects with respect to nuclear and radiation facilities to other organisations, such as NavyOfficers,Bangladeshnationalsetc.onrequest.

10.4.1 Training Imparted for AERB Staff

(i) Induction of New Officers from 59th

Batch (OCES 2015) During the year, two Trainee Scientific

Officers(TSO)arerecruitedinAERBfrom59th batch of HBNI training schools; one Chemical Engineer from BARC training school and other Mechanical Engineer from IGCAR training school. After the initial induction training course at AERB, these officers are posted to PFBR, Kalpakkamsite for gaining familiarity and practical experienceinthefield.

(ii) Refresher Training Course on Topics Related to Siting of Nuclear Facilities

A refresher training course on topics related to ‘Siting of Nuclear Facilities’ was conducted during May to July 2016 for AERBofficials. In thiscourse,aseriesof8 lectures were given by in-house experts in siting of nuclear facilities. Total 34 participants attended the lecture series.

(iii) Training on Reactor Physics Aspects of Fast Reactors

A training programme on Reactor Physics Aspects of Fast Reactors was conducted in August2016forfiveweeks.Lecturesweredelivered by Reactor Physicists of AERB

and Dr. H.P. Gupta, Raja Ramanna Fellow, Ex-ThPD, BARC. These lectures were conducted for AERB staff on the upcoming technology of fast reactors.

(iv) Refresher Training Course on Topics Related to ‘Design of Nuclear PowerPlants’

A refresher course on ‘Design of Nuclear Power Plants’was conducted forAERBofficers. Inthis course 12 lectures were given by AERB experts in design of nuclear facilities. Total 20 participants from various divisions of AERB attended the refresher course.

(v) Lecture Series on ‘Experiences ofRegulatory Practices of USNRC’

To familiarize the AERB officers withregulatory framework of other countries, lectures series on ‘Experiences of Regulatory Practices of USNRC’ were organized during the period. Six lectures were delivered by AERB experts.

(vi) Management Development Programme ‘ResidentialTrainingforSeniorOfficersof AERB’

A three days residential training programme was conducted during November 3-6, 2016 forseniorofficersofAERBon‘ManagementDevelopment Programme’ at National Water Academy (NWA), Pune. A total of 22 officersparticipatedintheprogramme.

10.5 AERB COLLOQUIA/ LECTURES During the period following Colloquia/lectures were conducted at AERB:

• Colloquiumon‘StrengtheningSafetyCulturein an Organisation by Enhancing Personal Contribution’ by Shri V.V. S. Rama Rao, Outstanding Scientist & Dy. Chief Executive (P&MS), NFC, Hyderabad.

• Colloquium on ‘Events of Pressure TubeLeaks in KAPS-1& 2’ by Shri Vivek Piplani & Shri Anup Prabhakaran, OPSD, AERB.

10.6 KNOWLEDGE MANAGEMENT

10.6.1 Knowledge Portal A 'Knowledge Portal' has been functional on the internal website of AERB, as part of knowledge preservation and easy retrieval. Training/teaching material, proceedings of Conferences and Seminars, etc. were included in the portal at regular intervals. AERB Codes/Guides/Manuals are also being included on the portal.

10.6.2 AERB LibraryA well-equipped library is maintained in AERB. A total of 53 new publications have been added during the period and with this, the total collection of publications has gone up to 10,508. In addition, 20 Journals were subscribed during the period. Reference and Information Services have been provided to the users and visitors of the Library. List of New Additions, World Nuclear News, NucNet News, NEI Newsletter, Bulletin of the Atomic Scientist Newsletter etc. are circulated in digital form regularly by sending e-mails to AERB staff. Table of Contents of new issues of important journals of AERB's subject interest are also circulated regularly by email alerts.

10.7 PROMOTION OF EXCELLENCE IN HUMAN RESOURCES

10.7.1HigherQualification

• Shri R. S. Rao, SO(F), NSAD, AERBacquired Doctor of Philosophy (Ph.D) in ‘Development of Models and Methodologies of Containment Hydrogen Distribution Studies’ from Indian Institute of Technology (IIT), Bombay, Mumbai.

• Shri S. K. Dubey, SO(F), NSAD acquiredDoctor of Philosophy (Ph.D) in ‘Experimental and Numerical Investigation of Heat Transfer Behaviour in Supercritical Fluid using Freon 22’ from Indian Institute of Technology (IIT), Bombay, Mumbai.

10.7.3 Promotion During the year, 39 AERB employees were promoted under the Merit Promotion Scheme.

10.8 AERB AWARDS FOR MERITORIOUS PERFORMANCE

AERB started its award scheme from the year 2012 to promote excellence among its staff and recognise outstanding achievements of those engaged in regulatory and associated R&D activities. AERB award scheme comprises of individual awards as well as group achievement awards. The categories of awards are: Young Scientific Officer Award,Outstanding Performance/Special Contribution Award, Leadership Award-1 (lower than SO/G), Leadership Award-2 (SO/G and above), Meritorious Service Award and Group Achievement Award. In all these categories, awards for the year 2015-16 were distributed during the AERB Annual Day function on November 15, 2016. Former Chairmen of AERB were invited as the Chief Guests to the function. During this occasion former Chairmen shared their experiences on Nuclear Regulation in India and provided valuable insights on future challenges ahead and the way forward.

10.9 WELFARE ACTIVITIES FOR AERB EMPLOYEES

10.9.1. AERB Staff Club Activities AERB staff club conducts sports and cultural activities for the welfare of the staff and family members.Awell-equipped physical fitness centre(Gym) is being maintained by the AERB Staff Club efficientlyforhealthbenefitofitsofficials.Duringthe year, sports tournaments were conducted for Cricket, Swimming, Brisk walk, Table Tennis, Badminton, Chess and Caroms successfully.

The AERB Annual Day was celebrated on November 15, 2016 at DAE Conventional Centre, Anushaktinagar. Around 600 persons consisting of AERB staff and their family members graced the occasion. The family members of AERB staff also participated in this annual cultural programme. The participants of the cultural programme were presented with mementos in appreciation of their talent. Prizes were distributed to the winners of Sports Tournaments- 2016 and also to meritorious children of AERB employees who scored above 90% in the academics.

10.9.2 International Yoga Day International Yoga day was celebrated on June 21, 2016 at AERB with a large participation from AERB employees. A talk on Yoga were delivered by Dr. Jawahar T. Shah, Renowned E.N.T.Surgeon and yoga practitioner, Mumbai and Shri Ram Kishan,

RP & AD, BARC. The yoga session on relaxation & meditation, pranayama, kriya and mantra was organisedforbenefitofAERBstaff.

10.9.3 Vigilance Awareness Week

AERB has celebrated the ‘Vigilance Awareness Week’ during October 31 to November 05, 2016. Apart from Pledge taking ceremony and Displaying Banners at prominent locations, a Vigilance Quiz was conducted and many employees actively participated in it.
