Call to Order

Chair Stephanie Newton called the meeting to order at 7:03 p.m.

Roll Call

Members present: Leslie Chartier, Greg Soriano, Miriam Cummins, Keith Kolkow, Robyn

Davis, and Stephanie Newton

Members absent: None.

Business from the Public 7:04 p.m.

Joe Fradella identified himself as an Albany resident and a member of the Bahá’í faith. He said he was

just observing the meeting.

Paige Hook identified herself as a Stayton city councilor and said she was observing the meeting.

Approval of August 24, 2021 Minutes 7:05 p.m.

Motion: Commissioner Miriam Cummins moved to approve the August 24, 2021, minutes as

presented. Commissioner Robyn Davis seconded the motion, which passed 6-0.

HRC proposed project updates 7:06 p.m.

Newton: Community Education

Commissioners ran a booth at the Albany Farmers’ Market where they spoke on the topic of equity.

Newton said there was a great response.

Soriano: Community Walk

Commissioner Greg Soriano said the time set for the community walk is October 17, at 1:00 p.m.

Soriano had spoken with Commissioner Keith Kolkow for help planning the walk.

Newton suggested Soriano contact Communications and Engagement Officer Matt Harrington to

place the event on the city calendar and to get help promoting the event. Cummins asked for a map

of the walk and suggested that the city partner with Linn County Health Department to add a vaccine

clinic along the route.

Parks & Recreation Director Kim Lyddane will see about reserving Monteith Park for the walk.

Cummins: Multicultural Festival

Cummins said the event is currently slated for the spring of 2022.

Human Relations Award 7:18 p.m.

The Human Relations Award winners will be announced at a city council meeting in October,

preferably October 27.

HRC Event Debriefs and Upcoming Events from HRC Calendar 7:21 p.m.

Kolkow noted it was National Hispanic Heritage Month and relayed information about events

sponsored by Greater Albany Public Schools. Lyddane said the City Council issued a proclamation in

honor of the month.

Cummins requested that the commission look at other heritage months and plan ahead to

recommend proclamations. Cummins will list the dates of the other heritage months and send them

to Lyddane and Newton.

The commission agreed to have a presence at the Saturday, October 9, Albany Farmers’ Market.

Newton will create a sign-up sheet for the event and send it to Lyddane.

Highlights from this Meeting for 2021 Annual Report Preparation 7:26 p.m.

The planning of the community walk, the attendance at the Albany Farmers’ Market, and the

upcoming Human Relations Awards presentation were listed as items to include in the annual report.

Business from the Commission 7:30 p.m.

Lyddane will find out when the next community survey will be conducted. Kolkow suggested that the

next survey include questions about feelings of belonging in the community.

Staff Updates 7:32 p.m.

Lyddane said an electronic survey was conducted at the Pride event earlier in the year with questions

about community belonging. Lyddane will report back to the group with the results.

Next Meeting Date

The next regularly scheduled meeting is on Tuesday, October 26, 2021.

Adjournment

Hearing no further business, Chair Newton adjourned the meeting at 7:35 p.m.

Human Relations Award

Process Two categories

o Individuals

o Albany organizations or businesses

Publicity seeking nominations [normally the last week of October/first week of November]

o News release

o Posting on City’s website

o Provide Blake Pang at United Way, Love INC, and Chamber with the nomination form

(English and Spanish) and the news release for distribution via their networks

o Nomination forms due by 5:00 p.m. Friday, [normally a date in December]

Application status is shared at the [normally December] HRC meeting without revealing the

nominees’ names. Nominations are accepted up until the HRC decides who the award recipients

will be.

HRC makes HRA selections and votes by email

o Selects top three finalists for the two categories (if enough applications are submitted)

Selects award recipients for the two categories (receives award)

Selects up to two runners-up for the two categories (receives certificate)

(Name of “award” recipients to be kept confidential so that it is a surprise at the awards

presentation.)

City orders award(s) and prepares certificates.

HRC presents the awards and certificates at the [normally February], city council meeting
