Dear readers,

By now it is well-acknowledged that Human Development, as the UNDP states, is about creating an environment in which people can develop their full potential and lead productive, creative lives in accord with their needs and interests.

The booming tourism industry is such possible environment. It is a motor for increasing prosperity for local communities, both at the micro level of involved individuals and their families, as well as at the level of the communities in the region where they live and work. Or as our Minister Geert Bourgeois justly states in his policy letter entitled Toerisme, hefboom voor Ontwikkeling:

“Tourism is trade. Tourism is economy. Tourism is development.”

At the ViaVia Tourism Academy we strongly believe that, fundamental to achieving this, is the strengthen-ing of the necessary human competences and capabilities of both private and public stakeholders so they can develop and secure for the longer term their local conditions of life economically as well culturally and ecologically.

It is within this context that together with our Flemish Ministry of Tourism; the Malawi Ministry of Tourism, Wildlife and Culture; the Malawi Institute of Tourism; and the University College Leuven we envisioned the implementation of this project targeting tourism education, entrepreneurial capacity building and intercultural competence enhancement within the tourism sector in Malawi.

It is with joy and a certain pride that we share our results in this publication, though we would like to emphasize that for the ViaVia Tourism Academy the end of this project is merely the finishing of a first chapter in an on-going story and we look forward to continue the fruitful collaboration with all partners involved!

Persoonlijke ontwikkeling is een mensenrecht! De bloeiende toeristische industrie vormt een omgeving waarin ieder zijn eigen potentieel kan exploreren in overeenstemming met zijn behoeften en belangen. Het is een motor die bijdraagt tot een verhoogde welvaart, of zoals minister Geert Bourgeois in zijn beleid stelt: “Toerisme is handel. Toerisme is economie. Toerisme is ontwikkeling.”

De ViaVia Tourism Academy is ervan overtuigd dat het versterken van de capaciteiten in de publieke en private sector noodzakelijk is om bij te dragen tot verbeterde ecologische, economische en sociale levensomstandigheden. Het is binnen deze context dat we samen met het Vlaamse Ministerie van Toerisme, het Malawische Ministerie van Toerisme, Natuur en Cultuur, het Malawi Instituut voor Toerisme en de Hogeschool Leuven de focus binnen dit project gelegd hebben op het toeristische onderwijs, capaciteitsopbouw bij ondernemers en de verbetering van interculturele competenties.

Met vreugde geven we hier de resultaten van de vruchtvolle samenwerking weer. Dit eerste hoofdstuk in de capaciteitsver-sterking in de toerismesector in Malawi werd afgesloten en we hopen spoedig een tweede hoofdstuk te mogen aanvangen!

Malawi’s Growth and Development Strategy mainly is to continue reducing poverty through sustainable economic growth and infrastructure development. Next to agriculture, energy, mining and infrastructure; tourism is seen as a key priority area by the Malawian Government.

With its unique natural environment and cultural heritage, being a stable and friendly country, being a still fairly unknown destination; it has an enormous touristic potential. It is therefore not surprising that the World Travel & Tourism Council identified it within the top 3 fastest growing countries in terms of tourism contribution to GDP, 8.7% from 2011-2020; in between China en India!

To make Malawi’s tourism potential truly effective as a lever for local development a social, economic and intercultural understanding of business realities is essential. This implies knowledge on how to take advantage from trends in the tourism market and how to create access to the linkages between local initiatives and global players. Building knowledge is a crucial step in the process of integrating tourism in a sustainable local development.

Malawi’s ontwikkelingsstrategie legt hoofdzakelijk de focus op armoedebestrijding doorheen duurzame economische groei en infrastructurele ontwikkeling. Naast landbouw, energie, mijnbouw en infrastructuur ontwikkeling, staat ook toerisme op de prioriteitenlijst. Met haar uniek landschap, stabiele en vriendelijke cultuur en nog behoorlijk onbekend imago heeft Malawi heel wat toeristisch potentieel. Het is daarom niet zo verbasend dat het World Tourism & Travel Council Malawi in de top 3, tussen China en India, plaatste in termen van toerisme bijdrage aan het BNP (8.7% tussen 2011-2020).

Om dit potentieel echter voluit te ontwikkelen en toerisme in te zetten als hefboom voor lokale ontwikkeling is een goede sociaal, economisch en intercultureel inzicht essentieel. Het opbouwen van kennis over toeristische trends en het opzetten van samenwerkingsverbanden tussen lokale en globale partners is daarbij een belangrijke stap in het duurzaam toerisme proces.

The general aim of our project was threefold:

1 I The development of 3 competence-based tourism trainings, as well as the didactical transfer through an effective train-the-trainer program.

2 I Capacity strengthening of existing & starting local small and medium enterprises within the tourism (-related) sector.

3 I Valorization of the training trajectories in cooperation with the Malawi Ministry of Tourism, Wildlife and Culture.

D E D O E L S T E L L I N G

De algemene doelstelling van dit project was drievoudig:

1 De ontwikkeling van 3 competentie gestuurde toerisme vormingstrajecten, alsook de didactische overdracht doorheen een effectief vorm-de-vormers programma.

2 Capaciteitsversterking van bestaande & opstartende lokale KMO’s binnen de toerisme (-gerelateerde) sector.

3 De valorisatie van de vormingstrajecten in samenwerking met het Malawi Ministerie van Toerisme, Natuur en Cultuur.

O U T P U T :

Four training programs were designed and tested, each of which corresponds to a specific training need of the tourism sector in Malawi. Through several train-the-trainer courses and specific workshops 104 trainers and 56 entrepreneurs were strengthened:

With a total budget of € 319.285 this amounted to approximately € 2.000 per SME/trainer of which 80% was funded by the Flemish Government.

In addition, the Malawi Institute of Tourism was supported through a donation of a professional projector for PC-presentations and 15 contemporary tourism textbooks for their library. As well as a professional audit to see how they could provide recurring trainings in Business Planning and Entrepreneurship for the private sector.

O U T C O M E :

Malawi has 3 training trajectories structurally deployable for quality assurance and innovation within the tourism sector:

➔ The training “SME Development in the Tourism Sector” can be used as a supporting and guiding tool in creating a healthy business environment for SME’s in the tourism sector.

➔ The training “Tour Guiding = SMILES Management” will be used for licensing official guides in order to monitor the quality control.

➔ With a proper training in “Sustainable Tourist Experience Design” future executives in the public and private policies will be able to execute their role more efficiently.

Finally, a sustainable consortium of partners was set up, which after implementation of this project already drafted a follow-up project, signed off by the current Malawian Minister of Tourism and Culture, honorable MP Rachel Mazombwe-Zulu.

1 . S M E D E V E L O P M E N T I N T H E T O U R I S M S E C T O R

This training program encompasses all the necessary steps an entrepreneur needs to undertake to develop a successful enterprise and follows that dynamic from a to z, by teaching opportunity-identification, feasibility study, product design, market development, customer service design, and so much more; all adapted to the reality of the tourism sector.

2 . T O U R G U I D I N G = S M I L E S M A N A G E M E N T

Tour guides can make or break a tour. This training addresses the biggest challenges for the successful tour guide and teaches how to manage the SMILES of the customer. To do so, tour guides need to tell their stories (S) appropriately, continuously adapt their tours to the moods and motivations of their tourists (M), develop the necessary intercultural competences (I), create local experiences (LE) and responsibly mediate the socio-cultural, ecological and economic sustainability of touristic encounters with the local community and the natural environment (S).

3 . S U S T A I N A B L E T O U R I S M E X P E R I E N C E D E S I G N

Departing from current trends and challenges within the sector, this training will address insights and competences necessary for tourism product developers and destination managers to improve and add meaning to tourist experiences. Through a varied and interactive program, participants will learn how to create (more) WOW-experiences within their tourism sector and how to do this while maximizing positive and minimizing negative ecological, socio-cultural and economic impacts through the creation of intelligent and efficient public-private partnerships.

4 . S O C I A L M E D I A A N D N E W M A R K E T I N G O P P O R T U N I T I E S F O R S M E ’ S

This workshop focusses on the use of social media to promote tourism services and to engage customers in a more personal way. When done properly, social media can be cost-effective and extremely beneficial for SME’s to build brand awareness and creating a buzz. Participants will learn about the social media opportunities, the conversation management and communication strategy planning. The workshop also includes a face-to-face follow-up.

O U T P U T :

Er werden 4 opleidingstrajecten ontworpen en getest, die elk beantwoorden aan een specifieke opleidingsbehoefte van de toerisme sector in Malawi. Vervolgens werden doorheen verschillende train-the-trainer opleidingen en probleem specifieke workshops 104 vormers opgeleid en 56 ondernemers versterkt.

Met een totaal budget van € 319.285 kwam dit op ongeveer € 2.000 per KMO/vormer waarvan 80% gesubsidieerd werd door de Vlaamse Overheid.

Daarnaast werd het Malawi Institute of Tourism ondersteund met een schenking van een professionele beamer voor pc-presentaties en 15 actuele toerisme handboeken aan hun bibliotheek. Ook een professionele audit werd doorgevoerd om te kijken hoe de school permanente vormingen in Businessplanning en Ondernemerschap voor de private sector kan verzorgen.

O U T C O M E :

Malawi beschikt over 3 trajecten die structureel inzetbaar zijn in het kader van kwaliteitsbewaking en innovatie van de toeristische sector:

➔ De opleiding “SME Development in the Tourism Sector” kan ingezet worden als ondersteunend en begeleidend instrument in het creëren van een gezond ondernemingsklimaat voor KMO’s.

➔ Het opleidingstraject voor reisgidsen “Tour Guiding = SMILES Management “ zal ingezet worden voor het toekennen van licenties aan officiële gidsen ter bewaking van een kwalitatief toeristisch aanbod.

➔ Dankzij een gepaste training in duurzame productontwikkeling “Sustainable Tourist Experience Design” zullen toekomstige kaderleden binnen de publieke en private sector hun beleidsuitvoerende rol efficiënter kunnen uitvoeren.

Tot slot werd een duurzaam consortium van partners opgebouwd die na de implementatie van dit project reeds een vervolgproject heeft uitgetekend, ondertekend door de huidige Minister van Toerisme en Cultuur in Malawi, MP Rachel Mazombwe-Zulu.
