Questions Raised About Ownership of Midway Sunset Trading PostCouncilman Craig Noble Had Sold Building to Retain Council Seat, Buyer Stopped Making Payments in May 2009by Michael Long

Local real estate investor Laura Geiger has told the Taft Independent that she quit making payments in May 2009 on the Midway Sunset Trading Posts building that she had purchased from Councilman Craig Noble in December 2008. Geiger said that she purchased the building from Noble in December 2008 as an investment, and to help Noble retain his city council seat which was in question because Noble was leasing city land where the building was located, a conflict of interest that could force Noble to resign from the council. In November and December 2008, Councilman Cliff Thompson made the conflict an issue before the city council and publicly told Noble he should resign from the council. Geiger said that Thompson had called her in December to see if she was interested in buying the building. Taft City Councilman Craig Noble has not returned calls to the Independent to answer questions about the real estate deal. "For now, we don't know exactly who owns the building," said Councilman Randy Miller. The city council has held two closed session meetings to discuss the issue, the most recent at Tuesday's city council meeting, but no action on the issue had been reported by the council. A city offical had asserted in a meeting at city hall two weeks ago that the city was now the owner of the building. The Independent has made a Freedom of Information Act request to the Taft City clerk for information and documents pertaining to ownership of the build and any lease agreements. Geiger told the Independent that she had received an email from the city in October 2009 telling her that the land lease where the building is located had been terminated.

Bricklaying and Who Really Owns the Midway Sunset Antique Building?

Well, ol Cliffy is mad as hell now.....seems he's off the Oil Workers Monument Committee bcause he never attended any meetings.....and talk about being petty...Cliff, got so mad when he found out he was off the committee, that he wants back his oilworker brick display box that the he built and donated to the committee 2 years ago and gave to the all volunteer group to display and sell commemorative bricks. Cliff donated the display box which was used as a model to have TCI prisioners build several others like it. So there are a few more out there and Cliff wants three back...so hide the other ones guys. When he heard the bad news, Cliff reportedly said, ”How can you kick me off the committee after all I have done for the monument?" Right! He was suppose to sell and market bricks as a committee member.....but nothing ever happened and Cliff just stopped going to the meetings....and there’s the issue about where the committeee wanted to put the mounment and where Cliffy wanted it. Oh well....maybe he was busy at the city council working on the "Save the Midway Sunset Trading Post" building committee trying to figure out how Councilman Craig Noble can keep the building (and his council seat) he bought several years ago and then sold for $1 in December 2008 to a local realtor who wanted to see a restautrant there - so he could keep his city council seat (he could not own the building on city owned land and have a lease with the city at the same time that he was sitting on the council) - but then Craig had to take the building back from the realtor after the realtor stopped making payments on the lease in May 09 (and this was never disclosed to anyone, not even the WSW - surprising since it was such a big deal last year when - you guessed it - Councilman Cliff Thompson worked REALLY worked hard to get Councilman Noble kicked off the Council - ((Cliffy was mad at Craig then - but they are best friends now)) - for Craig's conflict of interest). Seems that the realtor got disgusted with Craig and the city council and quit making

payments to Noble - and also the lease payments (and not to mention thousands in insurance money) to the city - not payments on the price of $1 that is the only record of the sale on paper according to the realtor - but on the undisclosed agreement between Craig and the buyer for $160,000 - can you say IRS? The realtor tells the WSW that she bought the building to save Craig from being removed from the council. But now, you see, because the realtor could not get the city to sell her the land (the city owns the land that the building sits on - what use is an old building that does not own the land it sits on - especially if your trying to get a bank to give you a loan to fix it up and the bank says "YOU DON'T OWN THE LAND? NO WAY! The realtor says that Councilman Noble assured her that since the rail rail (who once owned the land but since sold it to the city) once offered to sell him the land, that the city council would surely sell her the land to her....NOT! Well, seems like a conflict of interest is out there somewhere.. But since the city ain't talking and Craig won't call back the Taft Indy to tell us what is happening with the building, and the city won't discuss it - since it is a closed session item - what's a body to do? You will never find this item on the city council agenda, well not the public agenda that we can all see, but the Closed City Council Agenda, which none of use ever get to see or hear about because what they talk about in closed session stays in closed session. ONE WONDERS REALLY WHAT THE CITY ATTORNEY THINKS ABOUT ALL OF THIS STUFF, SINCE IT IS HER DUTY TO ADVISE THE CITY COUNCIL ON LEGAL ISSUES....does Craig own the building now, or does the city own the building, as one city official contended recently....did you hear about that Craig? And when does the public get to know what’s going on with city owned property - Is it city owned, and if not, and if Craig owns it, how does it qualify for closed session hearings - who is hiding what?

Taft Union High School will host Orientation Night for eighth graders at 6 p.m. Monday, Feb. 22, in the Mullen gymnasium.The event will showcase the activities at the school from sports and clubs to electives and academies, explained Assistant Principal Rona Angelo. “We want to show all the opportunities available, all the good things going on,” she said. The incoming freshmen and their parents will get an overview of the high school and will be able to schedule counselor appointments so they will have priority to sign up for popular classes and summer school classes. Staff will be on hand to answer questions. The new students will receive free Class of 2014 T-shirts, popcorn and prizes. “We are excited to welcome our new class to the ‘Cat family,” Superintendent/Principal Mark Richardson said.

Wednesday morning, Faith in Action hosted a media briefing on the 2010 Census with a variety of speakers including Senator Dean Florez and Taft Chevrolet’s Devinder Bains. The Census sets out every ten years to count every person in the United States to collect population information, help allocate funds for education, road repair and law enforcement, and to determine the number of seats each state gets in the House of Representatives, among other things. Faith in Action’s event was designed to educate the media on the importance of the Census, from assuring the confidentiality of the questionnaire to combating the fear some have in filling it out. All of the speakers stressed the importance of the Census and being counted. “It’s all about counting,” Bains said. “And realizing you need to be counted.” Florez added that it is crucial that everyone be counted, including non-citizens of the United States because of the wide range the Census data reaches. With the data tied to the distribution of funds in each state, an accurate collection is essential so that cities and counties statewide can receive federal funds for community organizations such as school lunch programs, senior citizen centers, hospitals and more. The speakers also expressed their concerns on the fear of the Census some have, a fear that is being exacerbated by anti-Census activist groups. For some it’s a fear of an invasion of privacy

and others, it’s a fear of being deported from the country. Bains encouraged people to overcome the fear of the unknown and others continued to emphasize the confidentiality of the entire process While the Census is a government run operation, they only want to get a precise population count for the United States. The ten question form does not ask for any financial information such as credit card or banks numbers, nor do they ask for a driver’s license or social security number. Florez guaranteed that the Census is completely confidential and others explained that they do not share the information attained from the questionnaire with anyone and that no personal questions are asked. Venues where the Be Counted form can be picked up in person have yet to be established in Bakersfield. Census Seeking 200 Applicants to Countby Jessica Wallis

The Census is still recruiting on the Westside and is looking for about 200 qualified applicants to make sure that Taft and the Westside get counted this year. In the previous Census the Westside did not receive an accurate count due to lack of participation. The accurate count from the Census determines grants for the city, how roads get built and repaired in our area, how many teachers can be hired for our schools, how many police officers and firefighters are needed for the area, as well as government representatives.“The Census is extremely important to our community, people don’t realize how close we are to getting extra grants for the community and getting the resources we need,” said Bud Rice, GIS & Development Services Manager for the City of Taft, “We are just completely uncounted in our population and housing, we need to get the credit for everyone that is here.” If you are interested in working for the Census or looking for work in your community you can apply for the Census at Career Services Center, a short test will be given to you and is offered about 3 times a week for your convenience. If you are nervous about passing the test, Kathy Lehman and Maria Gonzales, recruiting assistants, can help you study to ensure you of passing the test. The Census will employee you for about an 8 week period with flexible hours in which you will receive $15.50 per hour as well as $.50 per mile. To qualify for employment for the Census you must be 18 years of age or older and provide documents showing that you can legally work in the United States. Upon passing the test a background check is performed that takes about 4 weeks and then you can begin working. “We know people are looking for work in Taft, and we urge them to apply for the Census, we have such a large area to cover, Taft, South Taft, Ford City, Taft Heights, Derby Acres, Dustin Acres, and Valley Acres, we need all the help we can get but people are just not applying, we are to the point of begging people and knocking on doors to recruit,” said Kathy Lehman, “We also want to stress that working for the Census does not jeopardize your current means of income, meaning if you are on welfare or unemployment you can still work for the Census.” It is also important to inform the community that every single person residing here needs to be counted, and the Census is not looking

Taft District Chamber of Commerce Honored by Kern County Board Of Supervisors on 100th Birthday

Fred Schell of the Taft Chamber of Commerce (left) receives an award on behalf of the Taft Chamber of Commerce from Supervisor Ray Watson on Tuesday honoring the Chamber’s 100th Birthday. The Chamber was incorporated in January 1910. The Chamber later that year organized a campaign to get the City Taft incorporated which was passed in November 1910 by a vote of 212- to 18, or 92% in the affirmative.

The Taft City Council Finance Committee meet on Monday this week to recap revenues and expenditures for the last 6 months of 2009. The committee had not met since August last year. The Council had only just approved the 2009-2010 budget at their January19th 2010 meeting, 6 months past the July 2090 deadline. New committee member Craig Noble joined with committee members Mayor Dave Noerr and Treasurer Bill Lebaron to discuss the year end budget review along with city staff and City Clerk Louise Hudgens.

Hi Everyone,

Hasn’t it been nice the last couple of weeks ?? Rain !! What a concept. It certainly is welcomed and needed but I don’t have to tell you that. It is nice to see the hills so green this early on; snow in the mountains, how great is that; cleaner air too. By Jove, I think it must be winter

time in Taft, the best of places to live. I’m still an old school kind of guy. I still cruise Center Street after all these years. In the 50’s and 60’s it was called “Dragging Center”. Our parents hated it, but then, they always knew where we were. There used to be Devine’s Drive-In where the Gas War convenience store is now located at 10th and Center. We’d circle around there, head east down Center Street bumper to bumper, turn right on 4th Street, then left on Main Street, turn left at the old ‘Rec’, down to Center, then left backup Center to complete the circuit. It would take twenty minutes to make that 7-8 block lap but no one cared. It was to see to be seen. Sometimes we’d cruise on down to the A & W Drive-In ( Little Caesar’s now) and roll thru their parking lot, then back up 2nd Street to Center or we’d flip a “U” on Center at 2nd Street. The City folks later put a ‘No U-turn’ sign at that intersection to try an stem the cruising. Friday and Saturday nights were packed with kids and cars. When I was in the Navy in the mid 60’s, I’d leave San Diego on Friday by bus and wind up in Bakersfield (B-town). I’d call Devine’s Drive In and ask the car hop if there was anyone in the parking lot I knew. Sure enough, one of my friends would be in there having a 10 cent coke and 25 cent fry. They’d immediately come over to the bus station and pick me up even when some of them were on a date. Now where else but in a small town could that that kind of thing happen ?? Sometimes when I am out driving around I am stunned by what I see when I really look at what I’m looking at. Have you ever noticed how tall those two trees are in the Ford City Park ?? Would it be fair to say that they are probably the tallest, fullest trees in Taft ?? Now I have started to notice the other trees in our community. Probably some palm trees around somewhere may be taller, but these two trees just look huge to me. The County must have their hands full taking care of them. Sometimes you just have to look up. When you are out and about and driving by on Center Street, do you take notice of the Fox Theater ?? Do you think it’s always going to be there because it has always been there ?? Ginny and I, on the night we went to see Avatar, a first run movie mind you, there were only about ten people in the theater with us. How long do you think that they will continue to operate with that few patrons in attendance ?? If we don’t go to the movies here in Taft instead of B-town (I won’t preach to you about the convenience, the cheaper ticket prices, the gas savings, etc) but I will tell you, “use it or lose it”. Remember the hospital we didn’t use ?? See you at the movies ?? Well, the City finally has a budget, probably the last City in California to have one. Yikes !! Not a record we should be proud of. We all have to remember it is a fluid document that can be changed and modified as needed. Hopefully this year the Council can approve one by July 1, like we are supposed to. Even the State had a budget in place. Here’s a thought to ponder; “Say what you mean and mean what you say, but just don’t be mean when you say it”. Know anyone like that ?? Stay in touch. Randy

Melissa Iger of the Kern Tree Foundation gave a presentation to the City of Taft Tree Committee on Thursday. The city plans to plant nearly 3,000 trees. Iger recently joined the Taft Community Board of Directors.

Steven Thomas loves his job as a “Shaker Board” performer for Taft’s Little Caesar’s pizza.“I love it,” said Thomas. “It’s the greatest job in the world. I get to entertain and perform for people, especially the kids.”Everyday around noon, Thomas heads out for the intersection of 10th and Kern Streets in Taft and dances while he flips, throws, drops and catches the sign to attract drivers as they head for lunch.His job is to get drivers attention with his remarkable sign tossing and twirling and suggest they go to Taft’s Little Caesars pizza shop for lunch.
