1.1 Aims of the Document The aims of this document are to: Define the structure of the HSS Continuous Professional Development (CPD)

Framework Specify programme names and where they sit within the Post registration/post

graduate portfolio Identify Framework learning outcomes Articulate the regulations governing the awards offered within these programmes

1.2 Progression Routes

1.2.1 BSc /BSc (Hons) Professional Practice These programmes are ‘top-up’ degrees delivering learning at level 6 only.

Internal Progression Students who have successfully completed an Advanced Diploma Nursing or Advanced Diploma Midwifery with Bournemouth University will be eligible to apply for entry with advanced standing to the BSc (Hons) Professional Practice programmes and credited with 120 credits at levels 4 and 5 and 60 credits at Level 6 – see also section APL arrangements. Students who have successfully completed a Dip HE Operating Department Practice or FdSc Paramedic Science with Bournemouth University will be eligible to apply for entry with advanced standing to the BSc (Hons) Professional Practice programmes and credited with 120 credits at levels 4 and 5. Students who have successfully completed the PG Dip Advanced Nurse Practitioner with Bournemouth University will be eligible to apply for entry with advanced standing to the MA Advanced Practice programme and credited with 120 credits at Level 7 In order to take advantage of exciting new approaches to learning and teaching, as well as developments in professional practice, the current, approved, progression routes to these programmes may be subject to change. Where this happens, students will be informed and supported by the Faculty as early as possible.

2. ACADEMIC AND PROFESSIONAL CONTEXTS This new and innovative development of a CPD Framework within the Faculty of Health and Social Sciences (HSS) links, for the first time, health and social care studies under one Framework, and has been driven by two main agendas. Firstly, a need to review our current CPD provision in light of changing markets across health and social care locally; and secondly recognition of the development of a national agenda for professional and advanced practice roles. Up until now, the CPD, Levels 6 and 7 level provision for both health and social care within HSS have been managed largely independently of each other within different frameworks. This new CPD Framework brings the areas of health and social care together, and the different levels of study into one Framework. This is seen as an exciting and innovative way to maximise learning opportunities and provide a streamlined learning journey for potential students from that of professional practice to advanced practice.

The HSS CPD Framework enables learning which can be accessed via ‘bite sized chunks’, with step on/off points for awards at BSc (Hons), Grad Cert., Grad Dip, PG Cert, PG Dip and Masters. The CPD Framework will provide learning which enhances practice and fits the requirements of health and social care employers in demonstrating outcomes in practice. It is anticipated that many of our students will continue to come through employment routes, but alongside this, the framework also needs to provide appropriate learning opportunities for those numbers of self-funding students.

The Framework promotes inter-professional learning to develop knowledge and skills, thereby positively enhancing practitioners’ understanding of collaboration and working in partnership across agencies, professional boundaries and with service users and carers. This is central to Working Together-Learning Together (DH 2001) and A Health Service of all the Talents: Developing the NHS Workforce (DH 2000), the Department of Health’s vision for post-graduate education in which life-long learning and interprofessional working focus on the flexibility of training programmes and career structures. Current academic provision does not necessarily cater for these demands and it is in response to this demand that this Framework has been developed.

The development team have been mindful of not just the ‘academic’ structure of the Framework, but also the enterprise aspects which could promoted. Students undertaking either ‘stand-alone’ CPD units or whole programmes leading to awards have historically been funded by the South West NHS Strategic Health Authority, however, cessation of SHA funding from April 2011 has led students to self-fund or seek (minimal) sponsorship from their employers. It is not yet known the total impact this will have on students, but the flexibility of the Framework has been reviewed with this in consideration. There has been interest from the South Central SHA which has resulted in some units being bought. Equally with the uncertainty of income from the Higher Education Funding Council for England following the Government report on Higher Education and Student Finance (Browne 2010) after academic year 2011/2012, this review is mindful of students self-funding in future. However, in the past couple of years some of the CPD units have already been linked with highly successful enterprise activities. Notably partnerships with NHS Trusts and the private and voluntary social care sector where students gain their learning via ‘in house’ courses and then write their achievements up for academic credit. In some instances the learning has been delivered by the university in the form of masterclasses

and students, who have wished to, have gained academic credit via work based learning units. It is envisaged that this flexible approach to learning will continue within the new HSS CPD Framework Whichever route the students take, the aim of the framework is to develop students’ specialist knowledge and understanding of their own professional practice in order to enable them to act as critical, knowledgeable and responsible practitioners, capable of initiating, developing and embedding new understandings within in their professional practice. We envisage that a student will enrol only on one or two units at any one time, have a defined period of time to complete the unit (6 months), and be able to accrue units at his/her own pace. Students will be able to adopt a ‘pick and mix’ approach to accruing credits and develop in a number of areas relevant to their professional practice and not be restrained by a specific subject discipline. This reflects the diversity of clinical practice and the need for health and social care professionals to undertake CPD in a number of relevant areas. Student progression will be monitored via unitE and at exam boards where individual units will be consider as the student achieves them and cumulative achievement is recorded on exam board spreadsheets.

3. FRAMEWORK AIMS

The HSS CPD Framework aims to provide opportunities that enable qualified health and social care professionals to undertake units of study appropriate to their work place, and at the same time accumulate credit for progression to honours degree/Grad cert/Grad Dip/PG Cert/ PG Dip or M level programmes. It aims to produce knowledgeable and skilled critical thinking practitioners who have the potential to enhance the care of clients/patients, and enables them to act as critical, knowledgeable and responsible practitioners. The Framework aims to enable students:

• To undertake continuing professional development (CPD) in a systematic and reflective manner.

• To evidence learning experiences and outcomes and apply these so as to

change and improve professional practice.

• To become a critical thinker through critical writing skills.

• To inform the knowledge base in an area of professional practice.

• To adopt the attitudes and skills to direct and undertake continuing professional development throughout professional life.

The units available in this framework are focused on supporting health and social care practitioners to develop their practice. Practitioners must engage in reflective practice and critically evaluate what they do and how they act in a rapidly changing and continually evolving health and social care environment. The framework encourages students to demonstrate how learning outcomes can be, and have been, applied in everyday practice. In addition to reflective practice, the framework is based of the concepts and principles of evidence-based practice and client-centred care. In their work, students must refer to, and acknowledge the existing knowledge base and research evidence in particular. Students must be able to critically appraise the evidence and to use it in conjunction not only with their own professional knowledge and experience, but also informed by the needs of individual service users/patients. The programme aims to enhance the knowledge and attitudes of the student to improve professional practice, and reinforce CPD as a meaningful and life-long commitment.

3.1 Framework (Programme) Overview

Students are able to transfer their completed CPD units into a named award as guided by HSS staff. The CPD Framework consists of units of study that have been developed specifically to enhance the knowledge and skills of practitioners so that they may improve the care of clients/patients. Most of the units are ‘work-based’ i.e. learning that takes place either in or as a result of the experience of work; by using an actual work role and an organisation’s objectives as the focus for academic enquiry. It will also be possible within the Framework for students to access specified units from other post-qualification top-up degrees, viz: BSc (Hons) Advanced Nurse Practitioner; BSc (Hons) Emergency and Urgent

Learning and Teaching Strategies and Methods – Level 6 The acquisition of the knowledge and understanding, intellectual, practical and transferable skills will depend on the nature of the CPD units undertaken. Learning and Teaching strategies include lectures, practical sessions, group discussion and debate, seminars, structured reflection, tutorial, mentorship in practice and enquiry based study. To widen participation web-based and distributed support materials will be supplied enabling students to take a blended approach to learning. Students will also be encouraged to undertake independent reading to support and consolidate taught aspects. All students will be able to access individual tutor support and support in practice (where appropriate) to facilitate their individual learning needs. Assessment Strategies and Methods – Level 6 Assessment will be via a variety of means depending on the CPD units undertaken. This includes written assignment, portfolio, structured appraisal, OSCE, assessment in practice, presentation to peers and critical reflection. The mandatory unit of Locating and Evaluating Evidence for Professional Practice is assessed via a group presentation and report.

professional development Learning and Teaching Strategies and Methods – Level 7 The acquisition of the knowledge and understanding, intellectual, practical and transferable skills will depend on the nature of the CPD units undertaken. Learning and Teaching strategies include lectures, practical sessions, group discussion and debate, seminars, structured reflection, tutorial, mentorship in practice and enquiry based study. To widen participation web-based and distributed support materials will be supplied enabling students to take a blended approach to learning. Students will also be encouraged to undertake independent reading to support and consolidate taught aspects. All students will be able to access individual tutor support and support in practice (where appropriate) to facilitate their individual learning needs. Assessment Strategies and Methods – Level 7 Assessment will be via a variety of means depending on the CPD units undertaken. This includes written assignment, portfolio, structured appraisal, OSCE, assessment in practice, presentation to peers and critical reflection.

5. ADMISSION REGULATIONS The regulations for this CPD Framework are the University’s Standard Undergraduate and Postgraduate Admission regulations with the following approved additions:

• Be currently engaged in practice, normally a minimum of 20 hours/week APL

Applicants may enter a programme with credit and advanced standing on the basis of prior certificated and/or experiential learning within the limits prescribed by the University. Applications for the accreditation of prior learning (APL), including Direct Entry, must be processed in accordance with the Academic Procedure C2.

Language Requirements – all levels: Applicants for whom English is not their first language, must offer evidence of qualifications in four components of English: Listening, Speaking, Reading and Writing. As a minimum, results will be in line with UKBA requirements and are currently, for the majority of courses, IELTS (Academic) 6.5 (with a minimum of 6.0 in each of the four component scores) or equivalent. Acceptable qualifications include IELTS (academic), as above, TOEFL (internet based), or direct equivalents. Entry requirements BSc (Hons)/BSc Professional Practice (Level 6 top-up degree) Students may enter this Level 6 programme with credit and advanced standing if they have been awarded an HND, Dip HE or Foundation Degree (awarded by a UK HEI, or by Edexcel or SQA), or an equivalent qualification, the learning outcomes of which are demonstrably appropriate in terms of knowledge, understanding and skills, and which may be valued at, or carry, at least 120 credits at Level 4 and at least 120 credits at Level 5.

• Students achieve 60 credits from level 6 CPD option units and then enrol on the full honours programme. Any combination of units is accepted. Students receive a transcript for any CPD units they take and a certificate only for the final award. Students who do not wish to progress further can exit with BSc Professional Practice either immediately after completing 20 credits or at a later stage. An Assessment Board takes place following completion of the 20 credits of study (as per programme diagram).

• BSc (Hons) Professional Practice students take a further 20 credits from the CPD

Framework and the mandatory unit of Locating and Evaluating Evidence for Professional Practice (20 credits).

Students at Salisbury NHS Trust and PCT who have completed an Adv Dip Nursing award (60 Level 6 credits) at BU and due to NHS contractual arrangements, completed CPD units equitable to those delivered by Bournemouth University at the University of Southampton (up to 20 Level 6 credits) may exceptionally bring these 80 credits in to BU’s BSc (Hons) Professional Practice provided that the prior learning is deemed current and appropriate. Students will bring credit but not their marks. Where students are admitted under this arrangement, no other APL exemptions will be granted. The University’s standard APL credit allowances apply to all other students. Approved Internal Progression arrangements

Internal Progression Where formally approved progression arrangements involve 40 or more Level 6 credits, no further APL may be granted on the basis of individual unit exemption(s) and the award will be made on the basis of the credits identified in the Framework/Programme Specification. Internal Progression is an arrangement for credit transfer which allows progression with advanced standing from one Bournemouth University programme and/or award to another programme, or level/stage of a programme, leading to a specified award of Bournemouth University. All of the following internal progression arrangements are based on APCL as they involve the maximum volume of APL towards receiving a BU award, no further APL transactions, i.e. individual unit exemptions, are allowed towards any of the receiving awards listed here: BSc (Hons) Professional Practice from the following underpinning programmes: Bournemouth University Advanced Diploma Nursing Advanced Diploma Nursing (all branches) 2005 and 2009 curricula. Instead, the classification will be based entirely on their performance on the receiving programme. Non- Bournemouth University students Accreditation of Prior Learning (APL), Individual Unit Exemption BSc (Hons) and BSc Professional Practice awards – Individual Unit exemption Where no formally approved progression arrangements exist, a maximum of 40 level 6 credits may be accepted to allow entry with advanced standing to the programme provided that the prior learning is demonstrably at level 6 and deemed current and appropriate. The award BSc (Hons) will be made on the basis of a minimum of 80 level 6 BU credits which make up the named award. The award of BSc will be made on the basis of a minimum of 40 level 6 BU credits which make up the named award.

Students enrol on a 20-credit CPD unit as part of the CPD Framework before enrolling on BSc (Hons) Professional Practice programme. Prior learning is assessed on entry to the BSc (Hons) against option units from CPD Framework. Students enrol on full honours programme but can exit with BSc Professional Practice after the 20 credit CPD unit if they don’t wish to progress full honours. Some students request this immediately, others at a later stage. An Assessment Board takes place following completion of the 20 credits of study (as per programme diagram). Exceptional APL arrangements approved for MA Leading and Developing Services, MA Advanced Practice (Child and Family Social Work) and MA Advanced Practice (Vulnerable Adults) and MA Advanced Practice APEL may be granted for up to 60 credits towards the award of PGDip. All other APEL and APCL credit allowances remain within the standard University limits provided that the prior learning is demonstrably at Level 7 and is deemed current and appropriate.. The above exception is allowed on the basis of the current PSRB requirements; the new Professional Capabilities Framework for Social Workers which outlines the career and professional development structure for social workers; and the level of confidence the University has in the Social Work provision. 6. ASSESSMENT REGULATIONS The regulations are the University’s Standard Undergraduate/Postgraduate Assessment Regulations with the following approved exceptions. The approved exceptions meet the Nursing and Midwifery Council requirements for the ‘Learning and Assessing in Practice’ and ‘Preparation for Supervisors of Midwives’ units.

In order to pass the MOSCE the student must gain a pass mark (60% at Level 6 and 70% at Level 7) in both Station 1 and Station 2. If a student fails more than one body system in Station 1, no overall pass for this station can be given and the student will therefore fail the MOSCE. If a student is required to make a second attempt it will be necessary to undertake both Station 1 and Station 2 and obtain a pass mark in both stations. A pass will be awarded where the overall unit mark is at least 60% (70%) and the mark in each separate element of the unit assessment is not less than 60% (70%). This is recorded as a pass/fail on the programme profile. *Previously titled ‘Physical Assessment of the Adult’. Internal progression from Postgraduate Diploma Advanced Nurse Practitioner Students who have previously received accreditation of prior certificated learning (APCL) towards the Postgraduate Diploma Advanced Nurse Practitioner Programme on the basis of HSS’ Level 7 ‘Independent and Supplementary Prescribing for Nurses and Midwives’ unit and/or ‘Advanced History Taking and Physical Assessment’ unit* may be allowed entry with advanced standing to the MA Advanced Practice programme provided that the prior learning is deemed current and appropriate. The credit the student has been awarded for the unit(s) must not have been used to contribute towards other named BU awards. In total, the credit awarded for the unit(s) can be used towards a maximum two (rather than one) named BU awards. *or the Level 7 predecessor unit, ‘Physical Assessment of the Adult’. The BSc (Hons) Professional Practice Award is a degree level programme of study which consists of:

Students may enter this Level 6 Scheme with credit and advanced standing if they have been awarded:-

a) an Advanced Diploma, HND, Dip HE or Foundation Degree (awarded by a UK HEI, or by Edexcel or SQA), or

b) an equivalent qualification, the learning outcomes of which are demonstrably appropriate in terms of knowledge, understanding and skills, and which may be valued at, or carry, at least 120 credits at Level 4 and at least 120 credits at Level 5.

Students who wish to achieve a BSc (Hons) Professional Practice must provide evidence of certificate and intermediate level achievements. If they do not hold a diploma or equivalent this can be achieved by:

• 120 Level 4 credits. This is achievable through professional registration & minimum of 12 months professional experience

• 120 Level 5 credits. This is achievable through a portfolio of learning and 5 years professional experience
