1.0 Introduction and Purpose

This document details the procedure for giving advance notice of the connection (application of Distribution Safety Rules) and energisation (making live) of apparatus and confirmation of the disconnection of apparatus. The aim of this procedure is to ensure the safety of our staff, contractors, landowners/occupiers and other interested parties, such that they are made aware in advance of transformers, switchgear, cables and overhead lines being energised, or where by their proximity or relation to other apparatus, they must be regarded as energised. During the construction phase of grid, primary and secondary substations and the installation of cables and overhead lines, no electrical connection exists between the apparatus concerned and the distribution system. Until such time as a connection is made, or is configured such that a connection could be made, work is often completed outside the scope of the Distribution Safety Rules. Safety, during this phase of the work, is achieved by compliance with current legislation covering construction work and associated activities. The first electrical connection, at any voltage, and any subsequent work on the apparatus covered by this procedure shall be carried out in accordance with the Distribution Safety Rules. This procedure supersedes the following documents: • Use of Safety Clearance Certificates LPN E5/7/2/1 • Live Connection Notice. SPN OI G13 • Live Connection Notice (PN 1991) • Notification of Energised Apparatus Certificate (STA597) • Disconnection Certificate (STA859).

2.0 Scope

This procedure details the use of the following: • Notice of Connection/Energisation for grid and primary substations • Notification of ‘Live’ Electrical Apparatus Certificate for all apparatus on third-party land

or a construction site • Disconnection Certificate for all apparatus on third-party land or a construction site.

3.0 Objective

This document details the procedure for giving advance notice of the connection (application of Distribution Safety Rules) and energisation (making live) of apparatus and confirmation of the disconnection of apparatus.

5.0 Definitions

Term Definition

EHV Extra-high Voltage – 33kV and above

HV High Voltage – 1000V to 33kV

LV Low Voltage – up to 1000V

Apparatus* Any item of electrical machinery or equipment in which conductors are used, or supported, or of which they form part of (e.g. transformers, switchgear, cables, overhead lines etc.).

Plant* Mechanical plant including all machinery and equipment not elsewhere defined as Apparatus

6.0 Responsibilities

Authorised Person or Senior Authorised Person

The Authorised Person (AP) Senior Authorised Person (SAP) responsible for the connection/energisation shall:

• Use the Notice of Connection as detailed in this procedure to notify all relevant persons associated with that site that apparatus is being energised.

• Send a copy of the Notice of Connection to the Project Manager.

• File a copy of the Notice of Connection in the project file.

Control Engineer

The Control Engineer shall forward where necessary a copy of the Notice of Connection to other Control Centres (DNO/National Grid/Airport Operator)

Project Manager/Field Operative

The Project Manager/Field Operative responsible for the connection/disconnection shall:

• Use the Notification of ‘Live’ Electrical Apparatus Certificate or the Disconnection Certificate as detailed in this procedure to notify all relevant persons of the energisation or disconnection of apparatus associated with secondary substations or the LV network.

• File a copy of the certificate in the project file and retain a copy in line with local practices.

• Return the Notification of ‘Live’ Electrical Apparatus Certificate/Disconnection Certificate to the local area office with the completed work instruction.

• Return any Disconnection Certificate issued in an emergency to the local Delivery Services Team.

The Supervisor shall:

• File a copy of the certificate in the project file.

• Send the Notification of ‘Live’ Electrical Apparatus Certificate for unmetered connections to the local authority once it has been returned from site.

UKPNS Operational Engineer

At UKPNS airports the UKPNS Operational Engineer shall:

• Use the Notice of Connection, Notification of ‘Live’ Electrical Apparatus Certificate and Disconnection Certificate as detailed in this procedure to notify all relevant persons of the connection, energisation or disconnection of substations and/or apparatus.

• Ensure that the UKPNS Airports Notification to Connect/Energise HV/LV Apparatus to the Distribution System and Airports Notification of Disconnection of Electrical Apparatus from the Electrical Distribution System forms are completed and signed by all relevant parties before any work is carried out.

7.0 Records

Copies of all documents will be held in the Project Files associated with the specific Energisation or Disconnection project.

8.0 Process Detail

Connection and Energisation of Grid and Primary Substations and Notification and Disconnection of electrical apparatus on third-party land or a construction site.

8.1 Connection

A Notice of Connection (Appendix A) is used to notify the relevant parties of the first connection of apparatus associated with a grid or primary substation. The issue of this document helps to discharge part of UK Power Networks obligations under the CDM regulations.

• Before any electrical connection is made between new construction work and an EHV, HV or LV distribution system belonging to either UK Power Networks or a customer a Notice of Connection shall be issued to all other parties that have been working on the site and to those having a vested interest in the work on the site. This may include the CDM Principal Contractor (or their representative), National Grid or any other company which has been involved in the recent construction phase of the work.

• The first electrical connection shall not be made until receipt of this notice has been acknowledged. Note: At UKPNS airport sites, the Operational Engineer shall also have

the signed UKPNS Airports Notification to Connect/Energise HV/LV Apparatus to the Distribution System form prior to the connection.

• Any further connections not covered by a previous notice shall require an additional Notice of Connection.

• The time and date on which the Notice of Connection will take effect shall be agreed with the CDM Principal Contractor.

• The originator of the Notice of Connection will decide who needs to sign the notice and shall ensure that all signatories are fully aware of the extent of the apparatus covered.

• All signatories shall be given a copy of the Notice of Connection. The signed and completed Notice of Connection shall be kept in the site file and a copy sent to UK Power Networks Network Control. UK Power Networks Network Control should be in receipt of the completed Notice of Connection 48 hours before the proposed commissioning date.

• UK Power Networks Network Control shall forward where necessary a copy of the Notice of Connection to other Control Centres (DNO, National Grid etc.) controlling apparatus at that site.

• At UK Power Networks Services sites the appropriate Control shall forward where necessary a copy of the Notice of Connection to other Control Centres (DNO, National Grid/other Airport Control)

• The CDM Principal Contractor shall be advised to ensure the site induction procedure is updated to advise new entrants what is, or is not, connected.

• Where the contractor has left the site and could reasonably be expected to return, a copy of the Notice of Connection shall be sent to the CDM Principal Contractor's head office with a request to provide confirmation of receipt and understanding of the Notice of Connection. If confirmation cannot be obtained then other actions on site may be necessary.

• If delays or advances in the work programme are likely to affect the date quoted on the Notice of Connection Rules all parties, including UK Power Networks Network Control, shall be informed and copies of the Notice of Connection modified accordingly.

8.2 Energisation

Further to the issue of the Notice of Connection there may be situations where a subsequent Notice of Energisation is required to notify the relevant parties of the actual energisation of apparatus associated with a grid or primary substation. The same form (Appendix A) may be used for this activity.

8.3 Energisation of Other Apparatus

A Notification of ‘Live’ Electrical Apparatus Certificate (Appendix A) shall be used to notify all relevant parties of the energisation of all apparatus not associated with grid and primary substations. The issue of this document helps to discharge part of UK Power Networks

obligations under the CDM regulations. The document allows for individual items of apparatus to be identified as being energised as well as numerous items on the same site. Before energising any cable, overhead line or item of equipment on third-party land or a construction site for the first time:

• A Notification of ‘Live’ Electrical Apparatus Certificate shall be issued to the customer, landowner or site manager responsible for works on the site.

• The carbon copy of the certificate shall be returned and archived in the job file and a copy retained in the pad.

• The customer’s, landowner's or site manager’s signature should be obtained, wherever possible, to acknowledge receipt of the document. Note: At UKPNS airport sites, the Operational Engineer shall also have the signed UKPNS Airports Notification to Connect/Energise HV/LV Apparatus to the Distribution System form prior to the connection.

• A copy of the construction and/or route plan identifying the apparatus that is being energised shall be attached to the certificate.

• A separate Notification of ‘Live’ Electrical Apparatus Certificate shall be issued for each individual service being energised. The service cable size, earth fault loop impedance and cut-out fuse size shall be recorded on the bottom of the certificate.

• For unmetered connections the Notification of ‘Live’ Electrical Apparatus Certificate shall be retained with the completed work instruction and returned to the local area office to enable the certificate can be sent to the local authority.

8.4 Disconnection of Apparatus

A Disconnection Certificate (Appendix A) shall be used to notify all relevant parties of the disconnection of apparatus. After disconnecting any cable, overhead line or item of equipment on third-party land or a construction site which supplies a meter from the distribution system:

• A Disconnection Certificate shall be issued to the customer, landowner or site manager responsible for works on the site. Note: At UKPNS Airport sites, the Operational Engineer shall also have the signed UKPNS Airports Notification of Disconnection of Electrical Apparatus from the Electrical Distribution System form prior to the disconnection.

• The carbon copy of the certificate shall be returned and archived with the job file.

• The position of the apparatus being disconnected shall either be drawn in the space provided on the certificate or a copy of the construction plan identifying the disconnected apparatus shall be attached to the certificate.

• The apparatus being disconnected shall be identified to the customer, landowner or site manager.

• All disconnected cut-outs shall be removed.

• All disconnected LV service cables shall be removed from third-party land and pot-ended in the public highway.

• All HV cables that are abandoned in the ground shall have their cores strapped together with ample binding wire as detailed in HSS 40 029.

• The customer’s, landowner's or site manager’s signature should be obtained, wherever possible, to acknowledge receipt of the document.

• For unmetered connections the Disconnection Certificate shall be placed in the column or street furniture enclosure that is being disconnected. This will enable the local authority operatives to identify that the correct apparatus has been disconnected.

Note: A Disconnection Certificate shall not be issued to allow third parties to assume any apparatus or plant equipment is dead. All apparatus or plant abandoned on site shall be treated as live until UK Power Networks attends site and proves dead by approved methods and removes the equipment.

8.5 Notice Periods

Notice periods will differ dependent upon the size and nature of the project. The decision as to the date and time of the clearance notification should be made as early as possible in the construction programme (consistent with reasonable certainty). Reasonable notice must be given to contractors in order for them to fulfil their obligations.
