    he majority of HR Managers are doing their bestto ensure an effective HR function, but they aredoing so in the absence of a common framework forpeople practices. This has contributed to a lack of

    competence, consistency and credibility in the HR professionat large, despite pockets of excellence.

    During the course of 2012, HR Directors from leadingcompanies identi ed 13 HR Standards. The SABPP HRSystem Standards Model encompasses the four phasesof all good quality management practice, that is: prepare,implement, review and improve.

    The three Standards components are (1) HR-businessalignment at the strategic level, (2) the functional and cross-functional HR value chain, as well as (3) measuring HRsuccess.

    On 21 May 2013, a hundred HR Directors and SubjectMatter Experts, as well as eight HR professional bodies andAssociations, gathered at the HR Standards DevelopmentSummit in Johannesburg to de ne and write these rst formal13 HR Standards for South Africa.

    The Summit was part of a national initiative driven bythe HR quality assurance and professional body, the SABoard for People Practices (SABPP) and HR Future , SouthAfricas premier HR magazine. The project was born fromthe acknowledgement that other business activities such asproduction, accounting and engineering have clearly de nedstandards while, in the eld of HR, there is a total absenceof Standards. The Summit was facilitated by Dr MichaelRobbins, Managing Director of IMOR(UK), who assertedafter the event: South African HR Directors are leadingthe world after today. There are six groups doing this workglobally, but South Africa is now at the forefront of setting HR

    Standards.Siphiwe Moyo, Chairman of SABPP opened the Summit,announcing: This project is the most profound national HRproject in South Africa ever. Setting proper HR Standards forSouth Africa will not only raise the level of professionalism

    in HR, but will also improve the quality of people practicesin organisations. One delegate remarked: This was thebest day in my HR career. After today I am proud to be inHR. David Bischof, Chairman of the Assessment Centre

    Study Group summarised the day as follows: An exciting,invigorating and intellectually stimulating day with fantasticcolleagues. Stan Horwitz, a board member of the SouthAfrican Organisation Development Network, described theevent as an outstanding, groundbreaking summit.

    Going forwardDuring Phase One of the project, a total of 13 groupsgenerated the draft Standards based on three dimensions:(1) a clear de nition of what the Standard element means;(2) the objectives of the Standard; and(3) the implementation of the Standard in practice.

    During June and July 2013, the broader market will beconsulted for their inputs about the Standards (Phase Two),and the nal Standards will be launched at the rst NationalHR Standards Roll Out on 20 and 21 August (Phase Three).

    All HR professionals, academics, consultants and serviceproviders are invited to participate in this historic event.

    The National HR Standards Roll Out will provide anoverview of the 13 Standards, an in-depth review of theStandards, and brainstorm sessions to develop practiceguidelines for applying the Standards in the workplace.

    Clear, formal HR Standards will take the practice of HRto new levels of relevance, signi cance, excellence andcredibility. This is exactly what HR needs in order to playits rightful role. The HR Standards Development initiative iswriting a crucial chapter in the history of HR in SA and all HRprofessionals can be a part of writing this history.

    As HR professionals, we owe it to our clients, and otherstakeholders within and outside our organisations to drive aframework for high quality HR work. SABPP andHR Future

    will drive this process and stay in close contactwith the HR community to ensure that they are involved inthe nalisation of the draft Standards, as well as supportingthem with the necessary capacity-building when they start toapply these Standards in practice.

    2. Provide an overview of the 13 StandardElements (by the facilitators from the StandardsDevelopment Summit);

    3. Present Case Studies to support and explain theStandards (by 13 HR Directors who have led themarket towards applying the 13 Standards); and

    4. Engage in groups to discuss how to impliment theStandards.
