Company History:

The company was founded in 1992 by entrepreneur couple Rakesh and Rashmi Verma, who had returned after a 12 year stint in the US working for General Motors and IBM respectively. The company's very initial focus was on providing training and solutions on the IBM mainframe platform. A chance meeting between the promoter couple and representatives of MapInfo software, a GIS (Geographic Information Systems) tool used for map creation and analysis, led to CE Info's decision to get into mapping and GIS. At that time, digital maps were unavailable for India, and GIS was not a word commonly known. CE Info became the first distributor for MapInfo in 1994, and set about the massive and pioneering task of mapping out all of India.

1994 - 2004: Building the base map data, and serving the enterprise GIS market-

Over the next 10 years, from 1994 to 2004, the company focused single-mindedly on creating the complete India map data product. The challenges the company faced in creating this massive dataset were two-fold:

1. how to bear the large amount of investment needed to build the data, and

2. how to ensure the huge database stayed relevant and up-to-date.

The company's strategy to address these challenges was elegant and simple - provide enterprises with GIS solutions on top of the map data that added significant tangible benefits to their business operations and planning. In this way, the company was able to generate a revenue stream to drive future investments into building the map data. And because the enterprises were using it for their operations on a daily basis, they would provide the necessary feedback to ensure currency of the data.

For example, in 1995 when Coca Cola wanted to re-enter India, the company provided them help in planning their logistics and distribution of bottles from the bottling plants to almost every town and village across India.

Similarly, in 1996 when Hutch (now Essar) was deciding where to place their towers based on demand, CE Info built the map data and model on top of it to recommend the locations. Thus, the company focused from 1994 to 2004 in building out the map data set for India and in the process developed a customer list of over 500 large enterprises.

2004 - 2007: Bringing maps to end consumers (MapmyIndia), and making the map navigable-

In 2004, the company analyzed the mapping trends and application around the world, and saw that in US and Europe, maps had become commonly used by individual consumers. Online map portals such as Yahoo Maps and Map quest were very popular (Google Maps had not released then, it came online in Feb 2005) and in Europe people were beginning to get familiar with GPS navigation devices that could guide a person while driving to his destination.

With a strong desire to place India among the elite countries where maps had substantially improved the quality of everyday life of people, CE Info decided to introduce something revolutionary for Indian consumers: MapmyIndia.

MapmyIndia.com, launched in September 2004, became India's first interactive maps and directions portal. For the first time users could zoom and move the map across all of India, and search for addresses and points of interest such as ATMs etc. on the map.

MapmyIndia released the most comprehensive navigable map for India in 2006 and brought Yahoo! Maps to India, supplying them the map data to create their own online portal. MapmyIndia's navigable map also started powering Airtel GPS Navigation on the Blackberry. MapmyIndia's comprehensive map coverage of India, unparalleled in industry, continued to be expanded and strengthened.

2008 - Current: Productizing the maps via the MapmyIndia Navigator-

In January of 2008, MapmyIndia launched its stand alone personal navigation device with All India maps pre-loaded on the unit. The device came with a car kit (stand and charger) and was the 1st complete PAN [Presence Across Nation] India seamless navigation.

MapmyIndia Navigator was approved as India's first genuine accessory by General Motors India and was followed for the same by Ford India in the summer of 2008. Over the years companies such as Maruti Suzuki, Toyota, Fiat, TATA Motors, Mahindra etc have all approved MapmyIndia navigator as a genuine accessory. These have offered for sale from the respective companies via their car dealerships.

MapmyIndia has launched its own LIVE vehicle tracking system, where using a combination of Maps, GSM Module, GPS Antennae, back end server, it is able to track and trace vehicles. On the top of this platform, it has built very intuitive reports that can be made available in PDF / EXCEL formats. MapmyIndia has the ability to integrate its devices into temperature sensors etc. In the recent past MapmyIndia has integrated 3D data onto its maps along with multiple languages (8 regional languages), multi million points of interest.

In its latest offering MapmyIndia has launched MapmyIndia Carpad, which is a 3G enabled connected device with 3D maps pre-loaded. This Carpad has been designed for the car and has the ability to engage tracking, navigation, internet browsing, phone calling most 17.8 cms (7") devices do not have phone capabilities), social networking and many other exciting features. MapmyIndia runs a dedicated call center for its customers, who are new to navigation and supports Car manufacturers by providing sales and service support on a PAN India basis.

The Customers

The GIS industry in India can be divided into 4 categories - Software, Hardware, Data generation and Services.

Software: Major players like ESRI, Bentley, AutoDesk and Intergraph provide generic GIS software products. There are recognized Indian players in this segment.

Hardware: GIS specific hardware is supplied by companies like Trimble and Leica.

Data Generators: The vendors in this segment supply data either in the raw, processed or value added form. NRSA (National Remote Sensing Agency), a government agency, plays a leading role in this segment. Other Government agencies like National Atlas and Thematic Mapping Organisation (NATMO), National Informatics Centre, Natural Resource Data Management System, etc, also play a significant role in this segment. There are also private companies like Eicher, ML Infomap, Infotech Enterprises and RMSI. Other companies that already produced these maps for other applications are also willing to sell them.

Services: GIS Services include consulting, planning, application development, database design and development, analysis and modelling, data conversion and integration and training and development. Large Indian consulting companies include Infotech Enterprises, Rolta and RMSI. System integrators include companies like TCS, CMC, Tata Infotech, Rolta and Infotech Enterprises.

Online maps portal. Users can search for maps of locations (e.g. Connaught Place, New Delhi, Delhi), get landmark based step-by-step driving directions between any two points across India (e.g. Delhi to Manali via Shimla) and search for points of interest spanning over a hundred categories like dining, shopping, entertainment, travel, medical, religious, education and a lot more (e.g. Restaurants in Defence Colony, New Delhi).

Tracking and Telematics

As modern technology advances, useful tools like GPS tracking devices have made tracking and diagnostics more effective. By using vehicle tracking systems the user will always know the exact location of their vehicles. It enables him to see the vehicle’s location on a map, the speed it is travelling at, and helps in keeping a check on route deviations. Once the vehicle reaches the desired destination it sends a message.

Tracking Services: MapmyIndia provides enterprises API and solutions whereby one can track vehicles, children or any other assets. The concept of tracking is a new phenomenon; as previously such technologies were not readily available. It works on the principle of reverse geocoding i.e. as the vehicle is passing via an area, and the latitude and longitude are known, the name of the area can be made to appear on the screen.

Navigation Maps: Pan India maps covering 4000 cities and millions of kilometers of road network with millions of points of interest, full 3D advanced navigation with 3D elevation model. Available as part of in-dash navigation units or mobile phones with GPS units. These maps are also licensed to various navigation devices, phones, cars, software platforms. Apart from its own standard portable navigation device (PND) offerings, MapmyIndia also provides customized portable device product solutions to car manufacturers which are used as standard bundled offerings for specific car models and genuine accessory/ recommended accessory. Hence, now the company has a wide array of global partnerships with car and car systems OEMs, navigation engine providers, system integrators that enables it to provide customized and turnkey solutions.

Location Maps (LBS maps): Designed for location based services on telecom network platform. such as a friend finder, or a bar/restaurant finder etc. These LBS maps work on various telecom applications that can run on various wireless carriers in 2G, 2.5G, 3G, LT, CDMA, EVDO environments on a variety of phone platforms such as Symbian, Nucleus OS, Blackberry OS, Apple OS, Android, RTOS (Real Time Operating System) etc. This service is traditionally used by businesses such as banks, travel companies, real estate portals with multiple outlets spread out across the country. They use it in form of a store locator which allows their customers to search for an outlet nearest to their location and get driving directions to it.

Web APIs: MapmyIndia location APIs allow software developers to program and incorporate MapmyIndia maps and search functionality without the handling raw vector map data and GIS infrastructure. Businesses/developers can leverage these APIs to integrate interactive, zoom, drag map mash-ups, generate and display dynamic driving directions, and execute local searches on MapmyIndia's map data

Other Services

1. Geo Coding - This is a custom service that MapmyIndia executes for its clients whereby it is able to map enable (show on map), a particular address. This process is known as Geo-coding. Geo-coding is useful in areas such as plotting of customers near a store, address of insurance holders with relevance to a branch outlet, the number of addresses in a particular locality etc.

2. Large scale mapping projects - These are custom project for large businesses or the government agencies whereby a complete city is mapped out to obtain various attributes such as - Number of household per municipal wards - Buildings with a height definition greater than 30 metres - All electrical utility lines for a given city - Telecom network and its connectivity for a city / rural - OFC / Network fibre mapping

3. Every Dealer Surveys (EDS) - Every dealer survey is the census of each outlet that sells a particular category of product. The categories could be as diverse as carbonated drink, biscuits or even mobile SIM cards. A typical survey will encompass a sweep of a city while recording the following information: Outlet name, proprietor name, address, GPS

coordinates, type of shop, type of locality, whether category stocked, what brands in the category are stocked, presence and detail of SGAs etc.

4. Field Surveys – MapmyIndia has considerable expertise in conducting large scale surveys to collect geographical and demographic information. Mapmy India utilizes this capability to conduct customized surveys for enterprises. These are specific to task at hand. An example is a census of tobacco outlets within a city with a complete detail of location, GPS coordinates, branding, products stocked, presence of sales generating assets (coolers, display cases etc.). Another example is marking the location of all fuel pumps within a city along with the GPS coordinates and approximate daily sales across the types of fuel dispensed.

Second, if more companies want to share these data across their organizations, they must ensure that it is available in an open architecture-computing environment.

Emerging Applications

Applications like vehicle tracking are seen as a huge potential with government willing to invest in such applications, the recent example being municipalities of Hyderabad and Vijaywada. Also with versatile applications like RF-based vehicle tracking getting attention (as recently a pilot project was launched based on the New Delhi-Jaipur highway, with real time data on the fleet of vehicles which can also be accessed by clients on the Internet), new avenues for companies are opening up. Indian GIS Policy

For a long time many felt a need for a major change in the Indian map policy, which was recently obliged. Survey of India, the premium authority which possesses the onus of defining and maintaining a map policy, has recently introduced bifurcated map policies for civilian as well as defense applications.

Defense Series Maps (DSMs) - These will be the topographical maps (on Everest/WGS-84 Datum and Polyconic/UTM Projection) on various scales (with heights, contours and full content without dilution of accuracy). These will mainly cater to defense and national security requirements. This series of maps (in analog or digital form) for the entire country will be classified, as appropriate, and the Ministry of Defence will formulate the guidelines regarding their use.

Open Series Maps (OSMs) - OSMs will be brought out exclusively by Survey of India (SOI), primarily for supporting development activities in the country. OSMs will bear different map sheet numbers and will be in UTM Projection on the WGS-84 datum. Each of these OSMs (in both hard copy and digital form) will become "Unrestricted" after obtaining a one-time clearance of the Ministry of Defense. SOI will ensure that no civil and military Vulnerable Areas and Vulnerable Points (VA's/VP's) are shown on OSMs.

Absence of a coherent public policy

GPS technology is one of the significant inventions of the twentieth century. GPS has become a popular device in western countries but has not yet reached the household of the common man in India. Despite globalization, GPS and its related technology have been unable to penetrate the heart of Indian consumers. There is an absence of a coherent public policy regarding the same, which is denying these aspects:

1. Co-ordination between government and non-government agencies.

2. Building stable infrastructure.

3. Consideration of common man’s needs and necessities.

4. The free exchange of ideas to help reduce the disparity between the size of the GPS markets in India, and the western world.

Strengths- India needs GIS enormously for better population control, better environment, transport and better quality of life. All this needs a GIS to work. In this regard, MapmyIndia has following strengths-

Opportunity: In a vast country like India, with much demographic diversity, GIS promises immense opportunity for the IT Sector in India, as it has a big domestic market that needs to be catered to. The Indian market potential in GIS is high. The growth rate of the Indian GIS market is estimated to be around 30-40 per cent annually. Each geographic state of India has its own culture, addressing nomenclature, multiple dialects.

1. Internet Service After a flip-flop of one year, Indian government has been able to dodge the bureaucracy and privatize the internet business in the country. This means many companies other than the government sponsored VSNL can also provide internet services at competitive rates and service quality. More and more service providers will offer value-added services to their subscribers on the net. Maps on demand services, and various other information services, integrated with maps will get a boost.

2. Logistics With the maturity of Indian consumer market, more and more homogeneous products are available, it has become imperative to reach the market at the right time and place at the lowest total cost. Logistics systems cover the entire spectrum from procurement and production storage and distribution. This is emerging as a hot area to remain competitive for companies and logistics and supply chain management industry is growing fast. From Rs. 20 crore industry two years ago, it is estimated to be worth between Rs 100 crore and Rs 400 crore today. It is estimated to cross Rs. 1,000 crore in two to five years. While Union-Transport went in for signing contracts with Bharat Electronics and National Remote Sensing Agency (NRSA) for its various service requirements, GeoLogistics has commissioned the services of IIT, Mumbai to map the potential of logistics business in India. This means the growth of business in GIS sector in India.

3. Highways The government has announced the investment of more than Rs. 30,0000 crores in next five years in the building up the national highways all across the country. Entry of specialised multinational companies in consulting for these projects. ICT, Lea Associates, Kampsax are already here. Use of GPS for surveying will get a boost. Need for Aerial data for these projects will be felt badly. High-resolution imagery from IRS 1D and SPIN 2 will be great demand.

4. Pipeline Reliance is lobbying with the government to lay a 3,000 km oil pipeline in western and central India for transport of oil and petroleum related products. It also envisages laying of telecom cables alongside. The proposed pipeline is expected to run through the states of Gujarat, Rajasthan, Madhya Pradesh, Maharashtra and Andhra Pradesh. Other Oil majors line IBP, OIL, ONGC are also entering into the petro-product distribution and marketing business. GIS is a sure necessity.

5. Car Navigation Systems As the major car companies from all over the world arrive in India, the market size for cars is coming to saturation in the country. Due to bad road infrastructure and low purchasing power of India, the companies will have to push too hard to sell their cars. Result: a lot of innovative solutions may be offered to the customer to buy a particular brand. If the defence ministry does not come in the way, the car navigation systems will be available in the Indian market by more than two service providers by mid-next year.

6. Insurance The new insurance policy, which tends to privatise the insurance business and throw it open to foreign and Indian investors, will attract massive investments in the GIS sector. Real benefit and action may be expected in three years, when the investment arrangements would have been formalised.

Threats:

1. Unpreparedness to face international competition: The possibility for Indian companies and experts to participate in overseas GIS projects very much depends upon the exemplarity of the national model and the capacity of companies to promote and sell it. Due to the current small domestic market for GIS, there's no training ground for companies to experiment, learn from failures, take risks and innovate. Thus Indian companies are unprepared to take on international competition in higher value chain segments.

2. Unfavorable government policies: The restrictive and unclear government regulations inhibit the growth of the domestic market, which in turn prevents Indian companies from showcasing their skills in the international arena.

Flexible and evolving governmental policy, which helps the needs of the industry, still keeping in mind national and security interests of the country are required. Security cannot be a secondary issue.

3. Lack of experience: The lack of experience of Indian companies also dissuades foreign tie-ups in the domestic market, which discourages import of new technology.

4. Privacy Issues: With extensive use of personal information for demographic analysis, issues arise concerning the proper use of such information. One other area being mobile-based tracking, where issues related to individual privacy and the misuse of personal information can be of a concern. Also, increasing satellite imagery resolution can be seen as a threat for personal as well as national security, especially in the absence of global policy.

5. Sustained Growth: With increasing introduction of new companies using geospatial technology, the GIS industry needs to sustain its growth, so that small to medium-sized companies can compete equally. This is sometimes referred to as the "squeeze-syndrome." High-end companies try to squeeze the low-end companies to make more profit. Partnership is one way to survive, in addition to specialization in niche solutions.

6. Indians [majority] are not map-literate: One of the fundamental points that I keep on asking myself – Is Indian population, in general map-literate? Do we really like “reading maps”? Are we good at “reading maps”? Are we “taught map reading at high-school level”? Do we really depend on maps in our day to day lives? The answer, most likely, will be no! We don’t sell maps at petrol pump stations (like in US). We do not find a hood map of a city when we go to a place like (Ranikhet). And we do not see “city map board” in our cities. This fundamental issue may have an implication in adoption of LBS technology in the market. Those who are able to come up with smart non-map based applications, will take lead and those who relay largely on map display based applications, may not get the desired results.

7. Navigation Systems and Driving Directions – do we need them in India? Instead of buying a car navigation system, Indians would roll down their car window and in highly populous and friendly India, they will find more than one willing person to help me them

reaching their destination! I had several personal experiences – if you ask for direction – people not just give direction but even offer to sit in car and lead you to the destination!

Krzysztof Kolodziej in his report “Location 2006 Conference – a Report from India” provides a great overview of Indian GPS and Telematics Market. Part of the report reads: “The Indian market is now at $22 million, but there is potential for growth to $448 million in the next three to four years. GPS companies (both local and international) are competing to grab a piece of this Indian market, especially in logistics for tracking cargo and trucks across the country. Prices for GPS devices in India range from $232 to over $2,325. Garmin will bring its 35 different models of GPS devices to India, ranging from $813 for a basic model to $2,325 for a high-end model (route planning with voice prompts). Local company SatNav launched SatGuide, a car navigation device, and is hoping to sell 3,000 units in the first year. This Pocket PC-based device (costing $883) has maps for 10 major Indian cities. Other companies like Sun Micro Systems (India) are building prototypes to provide location-based services for mobile roaming users. Wipro has developed GPS applications for clients such as those in fleet management, location-based services and automatic driver assistance.” His report concludes with the statement – Watch out for the “Crouching Tiger” – it is set to pounce!

India VC Circle blog has a news that reads “Bennett, Coleman Acquires Stake In SatNav Technologies” So there is a future potential and there is action!

People have started realizing that one can reach the venue, without the need to roll down window!!! If they do not have the directions, they would surely require much more time and more petrol (gas) to reach the location!!! Massive awareness still needs to be generated.

8. Storage and Depository: As the flow of information grows, more initiatives need to be taken by the Indian government for digital information preservation, the prime example being the U.S., where in the Library of Congress has given the responsibility to develop one of eight national initiatives for digital information preservation to Stanford and the University of California-Santa Barbara. The Stanford/UCSB team will form a National Geospatial Federated Digital Repository to design an infrastructure and collect materials across the spectrum of geographic formats. The digitally manufactured materials to be collected and preserved will range from earth images taken from satellites (Landsat), to other cartographic content from university, corporate and government resources, as well as websites. The repository will preserve content vital for the study of history, science, environmental policy, urban and population studies, census construction and analysis, and other fields requiring U.S. geospatial information. The following issue was raised in the recently held "NSDI-V Workshop," where the need for a national repository of spatial data

was strongly felt by all the participating departments and the urgency to quickly operationalize it was stressed.

9. Open Minded: New applications and areas where GIS can accrue specifically to India need to be identified. The government needs to invest in these new ideas and encourage public/private partnership. Of significant interest is real estate and urban planning where the government needs to play a much more major role in investing and prioritizing of such activities.

10. Open Source: Open source has its own pros and cons. The introduction of applications like Google Earth has created a sense of awareness about the capability of satellite imagery combined with GIS, which has created more usage of GIS but has also raised concerns about the availability of sensitive data. Hence, not only in the public domain, but also the governmental outlook needs to be attended upon.

Conclusion:

It is imperative for any technology to create more employment opportunities and make collective efforts to percolate the benefits to the rural areas, especially in a developing country like India. Even with the speculative approach, there is a general belief that spatially referenced technologies will continue to grow in importance, not only in the realm of research advancement, but in the commercial arena as well. It is important to our understanding of GIS applications to explore the relationships between commercialization and the scientific inputs driving technological development. There is a strong need for an in-depth study to be undertaken to understand the current trends in the Indian geospatial market and to make an attempt to define the future roadway for a steady growth in the industry. Most importantly, understanding a triad of science-technology-policy shall be the need of the hour.

Challenges are not limited, but with the GIS industry growing in importance and entering new domains, MapmyIndia needs to lead and not follow.

A- Steps of the recruitment process that were followed:

# Step 1: Understanding our need – job analysis.

The recruitment process begins with the human resource department receiving requisitions for recruitment from any department of the company. These contain:

• Posts to be filled • Number of persons • Duties to be performed • Qualifications required.

We critically evaluated our existing resources. How does that measure up to what we need going forward.

This gap, which might be described in functional terms like tasks, responsibilities, skills is the basis of defining the role.

It is important to go one step further though and consider what would someone who is doing the job well look like. We always aimed for a high performance level not an average one.

We looked at the existing team dynamics – how it works together, who fills what team role and is there anything missing.

# Step 2: Understanding what we want

It isn’t just about what we need for the business but about the type of person we want, or more precisely the type of organisation we want to create or maintain. Broadly speaking its about culture – “the way we do things around here”.

It is about the values and ethos we want our business and the people in our business to promote.

It is about how we communicate with each other, the level of engagement and involvement, the way customers and suppliers are dealt with, the degree of flexibility and “we’re all in this together” that we need, the image our business portrays and so on.

It is a fundamental part of our brand. It is important therefore that each person we bring into the business reflects and buys into that culture.

# Step 3: Writing a job description

By now we came to know the following:

Broadly what the role entails (definition) The tasks, responsibilities and accountabilities involved What a good performer looks like and what competencies i.e. skills, knowledge and

attitudes are necessary to achieve that What challenges and opportunities will be involved What type of person will fit our organisation – the personal characteristics

These elements basically made up our Job Description or Job profile and weren’t just used for the recruitment process, but formed the basis of our selection criteria, our training plans, goal / target setting and performance review.

# Step 4: Deciding on our selection process and criteria

Once we have decided what we needed and wanted and have written our job description we would figure out how we are going to receive applications and assess and select candidates. Applications are typically by CV and perhaps cover letter or by application form. We usually opted for online processes like naukri.com, timesjob etc. or sometimes asked vendors to shortlist some CV’s and send to us.

Shortlisting is the first step – this is a CV screening process and is usually based on some limited essential criteria. Given the high volumes of CVs being received currently this is a sensible addition to the process.

The criteria was made clear (and based on our Job description) and we had a marking system – this made the selection process much easier, not to mention more reliable and transparent.

# Step 5: Identifying sources and launch search

Now that we have all the ground work done, we thought about where we can find suitably qualified candidates.

Most likely we went the route of Jobs Boards / websites. We resorted sometimes to recruitment agencies. Many a times, we asked our networks and contacts to give their references. LinkedIn, Twitter and Facebook are all valid (and increasingly popular) sources used.

The more targeted we were, the better the outcome.

# Step 6: Shortlisting candidates

Using the criteria we had already set and taking pen and paper sift through all of the CVs and identifying those that meet the requirements.

# Step 7: Making our selection – Interview, assessment, reference check, medical – digging deep

Once we had our shortlist of candidates, we moved to the next stage.

We first conducted one-to-one telephone interviews. Candidates selected in telephonic interview, were called for a personal interview to

the office and we had several rounds of interviews. Following on from the interview stage(s) when we had a preferred candidate or even

two or three preferred candidates, we conducted reference checks and a medical assessment. These are really important and saved us an enormous amount of grief down the line.

# Step 8: Offer

When we had a top preferred candidate, it was the time to make an offer. The offer included:

1. details of salary, 2. job role 3. and responsibilities etc.

The offer was subject to the candidate having provided us with accurate and honest information.

# Step 9: Onboarding and Training

When the offer has been made and accepted, the candidate is ready to go.

The person is asked to join and come on the first day with all his documents required for the process of filing.

He is sent a welcome mail, told his employee code and given his ID-cum-access card. There was some form of induction – rules, regulations, health and safety and other

policies were explained, introductions made. Expectations were clearly outlined in terms of behaviors and performance so that they

know what they will be measured on.

This was the onboarding period – getting the new employee settled in, ensuring they become part of the team as quickly as possible and that they become productive as quickly as possible. A little time spent at this stage reaped huge rewards later.

# Step 10: Filing and documentation

A separate file for each employee [On-roll as well as Off-roll] was made and documentation was done to keep the written records updated for detailed information and any use.

The foregoing list of major program pitfalls represents a formidable challenge, even considering the available battery of appraisal techniques. But attempting to avoid these pitfalls by doing away with appraisals themselves is like trying to solve the problems of life by committing suicide. The more logical task is to identify those appraisal practices that are (a) most likely to achieve a particular objective and (b) least vulnerable to the obstacles already discussed.

The best-known techniques will be treated most briefly.

1. ESSAY APPRAISAL

In its simplest form, this technique asks the rater to write a paragraph or more covering an individual's strengths, weaknesses, potential, and so on. In most selection situations, particularly those involving professional, sales, or managerial positions, essay appraisals from former employers, teachers, or associates carry significant weight.

2. GRAPHIC RATING SCALE

This technique may not yield the depth of an essay appraisal, but it is more consistent and reliable. Typically, a graphic scale assesses a person on the quality and quantity of his work (is he outstanding, above average, average, or unsatisfactory?) and on a variety of other factors that vary with the job but usually include personal traits like reliability and cooperation. It may also include specific performance items like oral and written communication.

3. FIELD REVIEW

The field review is one of several techniques for doing this. A member of the personnel or central administrative staff meets with small groups of raters from each supervisory unit and goes over each employee's rating with them to (a) identify areas of inter-rater disagreement, (b) help the group arrive at a consensus, and (c) determine that each rater conceives the standards similarly. .

4. FORCED-CHOICE RATING

Like the field review, this technique was developed to reduce bias and establish objective standards of comparison between individuals, but it does not involve the intervention of a third party.

5. MANAGEMENT BY OBJECTIVES

To avoid, or to deal with, the feeling that they are being judged by unfairly high standards, employees in some organizations are being asked to set - or help set - their own performance goals. Within the past five or six years, MBO has become something of a fad and is so familiar to most managers that I will not dwell on it here.

6. RANKING METHODS

For comparative purposes, particularly when it is necessary to compare people who work for different supervisors, individual statements, ratings, or appraisal forms are not particularly useful. Instead, it is necessary to recognize that comparisons involve an overall subjective judgment to which a host of additional facts and impressions must somehow be added. There is no single form or way to do this.

The best approach appears to be a ranking technique involving pooled judgment.

The two most effective methods are alternation ranking and paired comparison ranking.

1. “Alternation ranking”:

Ranking of employees from best to worst on a trait or traits is another method for evaluating employees. Since it is usually easier to distinguish between the worst and the best employees than to rank them, an alternation ranking method is most popular. Here subordinates to be rated are listed and the names of those not well enough to rank are crossed. Then on a form as shown below, the employee who is highest on the characteristic being measured and the one who is the lowest are indicated. Then chose the next highest and the next lowest, alternating between highest and lowest until all the employees to be rated have been ranked.

2. “Paired-comparison ranking”:

This technique is probably just as accurate as alternation ranking and might be more so. But with large numbers of employees it becomes extremely time consuming and cumbersome.

Both ranking techniques, particularly when combined with multiple rankings (i.e., when two or more people are asked to make independent rankings of the same work group and their lists are averaged), are among the best available for generating valid order-of-merit rankings for salary administration purposes.

7. ASSESSMENT CENTERS

So far, we have been talking about assessing past performance. What about the assessment of future performance or potential? In any placement decision and even more so in promotion decisions, some prediction of future performance is necessary. How can this kind of prediction be made most validly and most fairly?

8. 360 DEGREE FEEDBACK

Many firms have expanded the idea of upward feedback into what the call 360-degree feedback. The feedback is generally used for training and development, rather than for pay increases.

Most 360 Degree Feedback system contains several common features. Appropriate parties – peers, supervisors, subordinates and customers, for instance – complete survey, questionnaires on an individual. 360 degree feedback is also known as the multi-rater feedback, whereby ratings are not given just by the next manager up in the organizational hierarchy, but also by peers and subordinates. Appropriates customer ratings are also included, along with the element of self appraisal. Once gathered in, the assessment from the various quarters are compared with one another and the results communicated to the manager concerned.

Another technique that is useful for coaching purposes is, of course, MBO. Like the critical incident method, it focuses on actual behavior and actual results, which can be discussed objectively and constructively, with little or no need for a supervisor to "play God."

Advantages

Instead of assuming traits, the MBO method concentrates on actual outcomes. If the employee meets or exceeds the set objectives, then he or she has demonstrated an acceptable level of job performance. Employees are judged according to real outcomes, and not on their potential for success, or on someone's subjective opinion of their abilities.

The guiding principle of the MBO approach is that direct results can be observed easily. The MBO method recognizes the fact that it is difficult to neatly dissect all the complex and varied elements that go to make up employee performance.

MBO advocates claim that the performance of employees cannot be broken up into so many constituent parts, but to put all the parts together and the performance may be directly observed and measured.

Disadvantages

This approach can lead to unrealistic expectations about what can and cannot be reasonably accomplished. Supervisors and subordinates must have very good "reality checking" skills to use MBO appraisal methods. They will need these skills during the initial stage of objective setting, and for the purposes of self-auditing and self-monitoring.

Variable objectives may cause employee confusion. It is also possible that fluid objectives may be distorted to disguise or justify failures in performance.

Rating Errors in Performance Appraisals

Performance appraisals are subject to a wide variety of inaccuracies and biases referred to as 'rating errors'. These errors can seriously affect assessment results. Some of the most common rating errors are: -

Leniency or severity: - Leniency or severity on the part of the rater makes the assessment subjective. Subjective assessment defeats the very purpose of performance appraisal. Ratings are lenient for the following reasons:

a. The rater may feel that anyone under his or her jurisdiction who is rated unfavorably will reflect poorly on his or her own worthiness.

b. He/She may feel that a derogatory rating will be revealed to the rate to detriment the relations between the rater and the ratee.

c. He/She may rate leniently in order to win promotions for the subordinates and therefore, indirectly increase his/her hold over him.

Central tendency: - This occurs when employees are incorrectly rated near the average or middle of the scale. The attitude of the rater is to play safe. This safe playing attitude stems from certain doubts and anxieties, which the raters have been assessing the rates.

Halo error: - A halo error takes place when one aspect of an individual's performance influences the evaluation of the entire performance of the individual. The halo error occurs when an employee who works late constantly might be rated high on productivity and quality of output as well ax on motivation. Similarly, an attractive or popular personality might be given a high

overall rating. Rating employees separately on each of the performance measures and encouraging raters to guard against the halo effect are the two ways to reduce the halo effect.

Rater effect: -This includes favoritism, stereotyping, and hostility. Extensively high or low score are given only to certain individuals or groups based on the rater's attitude towards them and not on actual outcomes or behaviors; sex, age, race and friendship biases are examples of this type of error.

Primacy and Regency effects: - The rater's rating is heavily influenced either by behavior exhibited by the ratee during his early stage of the review period (primacy) or by the outcomes, or behavior exhibited by the ratee near the end of the review period (regency). For example, if a salesperson captures an important contract/sale just before the completion of the appraisal, the timing of the incident may inflate his or her standing, even though the overall performance of the sales person may not have been encouraging. One way of guarding against such an error is to ask the rater to consider the composite performance of the rate and not to be influenced by one incident or an achievement.

Performance dimension order: - Two or more dimensions on a performance instrument follow each other and both describe or rotate to a similar quality. The rater rates the first dimensions accurately and then rates the second dimension to the first because of the proximity. If the dimensions had been arranged in a significantly different order, the ratings might have been different.

Spillover effect: - This refers lo allowing past performance appraisal rating lo unjustifiably influence current ratings. Past ratings, good or bad, result in similar rating for current period although the demonstrated behavior docs not deserve the rating, good or bad.

c) THE PERFORMANCE RATING PROCESS: The rating process tries to explain the different types of rating that an employee can achieve. It also explains the criteria, which is considered for awarding any of these ratings to the employee.

d) PROMOTION AND RATING DISRTRIBUTION GUIDELINES: The promotion and normal distribution guidelines provide the framework within which the performance appraisal process has to work. It is very important that the HR department pays due attention to these guidelines while preparing the bell curves for various functions and the consolidated bell curve for all the functions.
