Defining MCSAC“The mission of the Motor Carrier Safety

Advisory Committee is to improve highway safety by providing advice and recommendations to the Administrator of the Federal Motor Carrier Safety Administration on motor carrier safety programs and motor carrier safety regulations.”

“MCSAC is comprised of 20 members from the motor carrier safety advocacy, safety enforcement, industry, and labor sectors.”

Problems Faced by DriversAlthough MCSAC provides commenting

sessions for drivers, it is nearly impossible for these professionals to attend the meetings which are held in Washington, D.C.

Not only due to obvious BIG RIG parking access, but the majority of OTR truckers are “Running the Road” at the time of the scheduled meeting.

For CDL drivers to make the meetings in person, would be a great sacrifice to their income earning needs.

…But There is a WayRegardless of the demands and

responsibilities placed on these industry professionals, drivers can still play a MAJOR ROLE in having their voices heard at the MCSAC Meetings.

“Voices” that can help shape the future of FMCSA recommended safety programs and industry regulations that will have a direct impact on their driving careers.

From the “Meetings” page, click on the word Announcement for the meeting that you would like to ask a question or to submit a comment:

If your meeting is an UPCOMING meeting you may not see the word “Announcement” until the date of the meeting draws closer:

Here is an EXAMPLE of a page you will come to when you click on the word

“Announcement.” We applied the direction to a “PAST” meeting.

Once you are on the “Announcement” Page, scroll down to the section titled: “Meeting Participation.”

Here, it will explain when oral comments from the public will be heard, procedures for the general public to submit their comments and the other acceptable means for submitting comments: Online – Fax – Mail – Hand Delivery

To submit your comment online, click on the Federal eRulemaking Portal link from the “Meeting Participation” section of the “Announcement” Page:

You will arrive at this page:

Enter the FMCSA Docket Number into the Search Bar and click “Search”

The results page will come up showing all the meetings of the MCSAC Committee:

CLICK on either the meeting TITLE or Click on the right where it reads:

Comment Now Open Docket Folder

If the comment period for a particular meeting has closed, it will also be shown on this page as well . . .

You can write your well thought-out comment first in Word Doc and then copy and paste in the comment section. Proof read your statement before sending it through the portal, correcting for spelling and grammar. Be professional. You can also just comment directly on the website page if you prefer:

You can also add files to be included with your comment. Once you have finished with your comment, adding files, etc., click “Continue” and follow the instructions to the area which will have the “Submit Comment” button. Once you click on “Submit”, you are done and your comment has been received by MCSAC.

You can also return to the page with all of the MCSAC meetings listed, locate the meeting you are commenting on or are interested in, and click on “Open Docket Folder” and a page will load showing how many comments have been received thus far for that particular meeting:

In about 7-14 days your comment will be online . . .

. . . And you have taken “Responsible Action” in personally participating in the FMCSA MCSAC meeting process.
