Section 1 – Introduction

This section of the booklet contains some background information in relation to applying for your BPS online, and provides some contact details.

Section 2 - How to register for online services

The Department of Agriculture, Food and the Marine o�ers a range of online services via www.agfood.ie. This section of the booklet outlines how you can register for these services, which include applying for the BPS. If you have already registered for www.agfood.ie and are using it for services such as recording animal events, you can use the same registration details to apply for your BPS.

Section 3 – How to log into www.agfood.ie

Once you have received your registration details in the post, you can use this section of the booklet to assist you in logging in to the system to start your BPS application.

Section 4 – Completing your ‘no change’ BPS application

When you have successfully logged into www.agfood.ie, this section of the booklet brings you through the steps of making a ‘no change’ application for the BPS. The ‘no change’ application is for applicants who do not wish to change the land details from their previous years’ applications. Should you wish to make changes see section 5.

1. INTRODUCTION

From 2018, EU regulations set out that applications for the Basic Payment Scheme (BPS) are to be made online. In order to ensure that BPS applicants are in a position to apply online, the Department of Agriculture, Food and the Marine is putting in place a range of supports for farmers. This booklet is one such support, and sets out a step by step guide for farmers who wish to submit an application in 2018. Alternatively you can authorise an agent to submit a BPS application on your behalf.

Farmers who do not want to change the land details from their previous years’ applications can use Section 4 of this guide. For farmers who do wish to include such changes in their application (for example, add or delete a parcel/amend a claimed area) please refer to Section 5. You have already received maps of all the parcels you declared in 2017. These can be used to assist you in completing your online application in 2018. Please review these maps carefully.

In 2017, 114,000 farmers applied for their BPS online, and online application brings a range of benefits for farmers.

If you are not already registered for online services at www.agfood.ie, this section of the booklet gives you a step by step guide on how to do so. Once you have completed the registration process, you will receive log in details in the post which you can then use to start your online application for the BPS.

The first step in registering is to go to www.agfood.ie and click on the

button on the left hand side of the page (Figure 2.1) in order to create an account.

Once you click the button you will be directed to the registration page (Figure 2.2).

• In the first six boxes, please input some personal details – your name, contact number, your PPS number and your date of birth

• You must then create a Username. This username must be at least 8 characters in length. You should retain this username for use every time you log in to www.agfood.ie

• You must then create a Password. This should contain between 6 and 12 characters and include letters, numbers and one of the following symbols: ! % & * ( ) ? < > # @

You should retain this password for use every time you log in to

www.agfood.ie

Retype your chosen password in the “Confirm Password” field

• Answer secret question 1 and 2, and retain your answers

• Click on the button.

You have now completed the registration process. The Department will process your registration and send you a Personal Access Code (PAC) in the post. Once you receive this PAC, you are ready to log into www.agfood.ie and begin your BPS application.

Please note it is vitally important that you retain your PAC, your username and your password as they will be required every time you log into www.agfood.ie.

3. HOW TO LOG INTOONLINE SERVICES

Using your PAC, (Personal Access Code) that you received in the post, you will be able to login to the Agfood Online system at www.agfood.ie .

When you are on www.agfood.ie, the first page you will see is the Login page (Figure 3.1)

To log in, please undertake the following steps:

Step 1. Enter your Username which you created when you registered

Step 2. Enter the 3 requested digits from the 7 digits of your PAC (Personal Access Code) which you received in the post after you registered

Step 3. Enter your password which you created when you registered

Step 4. Click on the button at the bottom of the screen.

Once you have logged in, you will be presented with the list of authorised applications. (Figure 3.2). You are invited to select from a range of Department schemes and services. Please click on the link to to begin your BPS application.

Once you have selected Direct Payments (BPS/Greening/SPS) from the list you will move to the Direct Payments Homepage (Figure 3.3). There are five boxes on this page.

Applications – This is where you will start your BPS application and is located at the top left of the page

Correspondence – You can view all BPS correspondence and previous years SPS/BPS correspondence

News – This is an active news reel to keep you up to date on all the latest scheme news, should you wish to read this news in full click on the ‘View’ button

Greening - This will display your Greening status

Entitlements – This box displays your current Entitlement Position Proof

4. COMPLETING YOUR ‘NO LAND CHANGES’ BPS APPLICATION

To start your BPS application – click ‘Start Application’ on the top left of the Direct Payments Homepage.

This will bring you to the Applicant Details Screen (figure 4.0.1)

The Applicant Details Screen is pre-filled with your personal details.

Should you need to update any of the pre-filled personal details, you can email [email protected] or click on the email link provided. On the right hand side of the page there are a number of tick boxes. If you wish to avail of other schemes, for example the ANC Scheme, please tick the relevant box.

Your latest entitlements are also displayed on the bottom left of the screen.

On the bottom right of the page there will be two green buttons (or a next button). At this stage if you wish to proceed with a BPS application that does not involve changes to land details from previous years, click on the “I do not have land changes” button and continue reading section 4.1 No Land Changes Application. Otherwise to continue with your BPS Application and to make any necessary changes click on the “I have land changes” or “Next” buttons and skip to section 4.2 Changes Application.

4.1. NO LAND CHANGES APPLICATION

Once you have clicked on the ‘I do not have land changes’ button, you will receive a warning message if you received payment under the Areas of Natural Constraints (ANC) Scheme in 2017, but you have not ticked the box to apply for the Scheme in 2018. You will see the following message on the Applicants Details page. (Figure 4.1.1).

If you have ticked the ANC box, or were not in the ANC Scheme in 2017 you will not see this message.

If you wish to go back and apply for the ANC Scheme in 2018 press on ‘Cancel’. This will bring you back to the Applicant Details Page (Figure 4.0.1), where you can tick the ANC box.

If you are satisfied that you do not wish to apply for the ANC Scheme in 2018, press on ‘OK’ and you will proceed with your BPS application.

Once you have clicked on the ‘I do not have land changes’ button at the bottom of the Applicant Details page and have addressed any warning messages that may have appeared you will now be presented summary of your land (Figure 4.1.2) which you must review carefully.

When reviewing the land details on this screen, you should ensure all land farmed by you is claimed and that the claimed areas and crop types are also correct. Please ensure no land parcels are missing from your application.

Once you have reviewed your land details on screen, you may decide that you need to make some changes. If this is the case, please click the “Cancel” button which will return you to the Applicant Details page (Figure 4.0.1) where you can select the “I have Land Changes” button. You should now refer to Section 5 Changes Application

If, having reviewed your land details on screen, you are happy to proceed with your application, click on ‘Submit’.

After you click ‘Submit’, you are prompted to agree that you have read and accept the Terms & Conditions (Figure 4.1.3). Once you are satisfied that the details of your application are correct and that you have familiarised yourself with the Terms and Conditions please click OK to submit your application.Proof

Your application has now been successfully submitted and you will receive the following confirmation

To print a copy of the application you have just submitted click “View application summary”. This displays a summary of your BPS application and you can print a copy of the application from this screen. The summary of your application is also available in the correspondence section of the Correspondence section of the Direct Payments Homepage (Figure 3.3)

5. COMPLETING YOUR ‘LAND CHANGES’ BPS APPLICATION

To start your BPS application – click ‘Start Application’ on the top left of the Direct Payments Homepage.

This will bring you to the Applicant Details Screen (figure 5.0.1)

The Applicant Details Screen is pre-filled with your personal details.

5.1. LAND CHANGES APPLICATION

Once you have clicked on the ‘I have land changes’ or ‘Next’ button, you will receive a warning message if you received payment under the Areas of Natural Constraints (ANC) Scheme in 2017, but you have not ticked the box to apply for the Scheme in 2018. You will see the following message on the Applicants Details page (Figure 5.1.1).

If you have ticked the ANC box, or were not in the ANC Scheme in 2017 you will not see this message.

If you wish to go back and apply for the ANC Scheme in 2018 press on ‘Cancel’. This will bring you back to the Applicant Details Page (Figure 5.0.1), where you can tick the ANC box.

If you are satisfied that you do not wish to apply for the ANC Scheme in 2018, press on ‘OK’ and you will proceed with your BPS application.

Once you have clicked on the ‘I have land changes’ or ‘Next’ button at the bottom of the Applicant Details page and have addressed any warning messages that may have appeared you will be brought to the Land Details screen

5.2. LAND DETAILS

There are a number of actions you can do on this page. You can add land, delete land, sub divide parcels and make changes to claimed areas and parcel uses.

The Land Details screen is pre-filled with details based on your previous years application, see Figure 5.2.1. This screen will display the following columns, some of which are editable if you need to make amendments.

• Townland – The townland name where the parcel is located (Non Editable)

• Parcel/Plot Number – A unique Land Parcel Identification System (LPIS) number identifying that parcel (Non Editable)

• Commonage Fraction( where applicable) – The fraction of the Commonage you are claiming (Non Editable)

• Digitised area – the total area within the parcel as determined by the Department (Non Editable)

• MEA - Maximum Eligible Area as determined by the Department (see Figure 5.2.1) – Non Editable but you may request a change to this area if you have cleared out scrub and so on. To request a review of this area tick the “Request Change to MEA” box. This will provide you with a text box where you can explain the reason for requesting the change to MEA). Refer to section 5.10 requesting change of MEA

• Claimed Area – The area you wish to claim for payment under BPS. If the claimed area is incorrect you may amend it here You may need to change the claimed area if you have taken out a site or if you have cleared out scrub (Editable)

• Ownership Status - You must select from the drop-down list to state if the parcel is ‘Owned’, ‘Rented’ or ‘Leased’ (Editable) (see section 5.3 on how to use a drop-down list)

• Parcel Use - Select your crop from the drop-down list that applies to that particular parcel. You may need to change the parcel use if you have sown a different crop to the previous year. If the parcel use displayed has not changed, there is no need to amend (Editable) Proof

Once you have made any necessary changes you must click the button to proceed.

The button should display in green, however if it displays in Grey this is a sign that you have not completed all necessary information and you will not be able to proceed. Completing the necessary information will turn the “Next” button green allowing you to proceed.

5.3. HOW TO USE A DROP-DOWN LIST

If you are making changes to your application you may be asked to select an ownership status, parcel use, county or townland from a list. A drop-down list shows the options available to you.

Anywhere you see a downward facing arrow (Figure 5.3.1) you can click on the arrow key to see options available to you in the drop-down list (Figure5.3.2) and select one (5.3.3).

Click on the option you require, your option will turn blue and it will populate the box with your choice.

For instance, if you are changing parcel use click on the downward facing arrow at this column and you will be given a list in alphabetical order, see Figure 5.3.3. You can scroll through this list. Or, for example if you are selecting Permanent Pasture, you can press “P” key on your keyboard and it will bring you to the first parcel use that starts with the letter “P” and you can scroll through the list from there.

When adding a parcel you may need to use a drop-down list. Click on the downward facing arrow to display the list of counties. Once you click on the county you require the county will turn blue, see Figure 5.3.4. You must then use the downward facing arrow in the townland box to display the list of townlands in that county. Select the townland you require. See Figure 5.3.5

You may need to use this option if a parcel you rented/leased in previous years is no longer available to you.

Clicking on the “Delete Parcel” icon will turn the row grey and put a line through all the details for that parcel. See Figure 5.4.1

If you wish to reinstate the parcel you may do so by clicking on the “Undo” icon

You may need to add a parcel if you have rented/leased/bought new land that was not on your BPS application last year. You may also need to add a parcel if you are missing a piece of land from your application but when you try to add the LPIS number you are getting a message to say that the parcel has been archived.

To add new land click on the button on the top left on your land details. See Figure 5.5.1. There are two ways of adding a new parcel to your application.

• If you know the LPIS (Land Parcel Identification Number) of the parcel you can input it into the ‘Parcel Search’ box and click on “Claim” See Figure 5.5.2Proof

• This will return the parcel information to you. The first 5 rows are shaded grey, these rows are not editable. You will be required to input the ‘Claimed Area’, the ‘Ownership Status’ and ‘Parcel Use’ as appropriate. You will not be able to proceed unless these 3 fields are completed. See Figure 5.5.3

Click on the “Next” button and the parcel will be added to your parcel list on the Land Details page. Please note, you cannot click the “Next” button until you have completed all 3 boxes.

When you click the “Next” button you will be brought back to the land details page and the new parcel will have been added.

Archived Parcels

If you try to claim a parcel that has been archived, where possible, the new land parcel identification number will display in the parcel details box. You can then complete the remaining details for that parcel.

However if the new parcel identification number does not display, you can search for the parcel using the online map. Alternatively use the ‘add plot’ facility.Proof

• If you don’t know the LPIS number you can search for a parcel using the 2nd option.

• Select a County from the drop-down list. (Refer to section 5.2 for instruction on how to use a drop-down list)

• Select a Townland from the drop-down list

• Click on the “Open Map” button. See Figure 5.5.4

• Once you are presented with the map you can select a parcel from the chosen townland by clicking on the “Select Feature” link on the top left hand side of the page. See Figure 5.5.5

• Double-Click (Click on the left side of your mouse twice) on the parcel you wish to claim and the boundary and parcel number will highlight in red

• The details of the parcel will be presented to you on the right hand side of the page.

• If you wish to claim this parcel you can do so by clicking on the button.

• If you have selected the wrong parcel you can click on the button and start again.

• Clicking on the button will return the parcel information to you and you will be required to input the Claimed Area, the Ownership status and Parcel use. See Figure 5.5.7

• Please note, you cannot click the “Next” button until you have completed all 3 boxes.

Once you have completed the details click on the “Next” button and you will be brought back to the land details page and the new parcel will have been added.

The button at the bottom of the page allows you to save any changes you have made and you can return to the application at a later stage.

5.6. ADDING A NEW PLOTYou may need to add a plot if you have rented/leased/bought new land that was not on your BPS application last year, or if you are renting part but not all of a parcel represented by a LPIS number.

If you wish to claim a new plot you must click on the button on the top left of your land details. This will present you with the box displayed below. See Figure 5.6.1

1. From the drop-down list select the County (see Section 5.3 on how to use a drop-down list).

2. Select the relevant townland.

3. Add your chosen ‘Plot Reference’, for example, Plot 1. This will become the plot label.

4. From the drop-down list, select whether the plot is ‘Owned’, ‘Rented In’, or ‘Leased’.

5. In the ‘Claimed Area’ box, declare the net area, in hectares, that you wish to claim for this plot.

6. From the drop-down list, select the Plot Use for 2018.

7. If the plot is part of a Commonage, tick the ‘Commonage Plot’ box and enter the commonage fraction share in the boxes that appear after you tick.

8. If the plot is on an off-shore island, tick the ‘Island’ box. Later you will be asked to complete additional details on the Island screen (See section 12. Islands).

9. Choose one of the options of how you would like to submit the map for the plot.

10. Click next.

If you chose “Edit Map Online” when you click ”Next” it will bring you to the map and to the centre of the townland selected, where you can draw your plot. See Figure 5.6.2

If the plot is on a Commonage you must tick the ‘Commonage Plot’ box. Once you tick the ‘Commonage Plot’ box you will be presented with 2 extra boxes to add in the fraction of the commonage for which you wish to claim. See Figure 5.6.3

5.7. DRAWING A PLOT ONLINE

If you have added a plot and wish to draw your plot using the online map click on the radio button beside “Edit Map Online” and click Next.

This will bring you directly to a map of the townland you chose when adding the plot. You may need to zoom in on the map using the arrow and pan keys shown below.

Click on “Draw” to begin drawing your plot. Choose “Plot Area” from the Drop-down list (see page 17 on how to use a drop-down list)

Click on a starting point and start to draw out your Plot. You will notice that the arrow changes to a cross on your screen, helping you pinpoint where you want to start your drawing.

As you click on points around the boundary of the plot you will see the measurements on the right hand side of the screen. To finish drawing your Plot click on the button. See Figure 5.7.2Proof

Once you click on the button you will see the Plot reference box displaying your chosen label. This is the reference you chose on the land details page

You will also be required to write a short note in the note box, you may wish to enter text such as “recently bought land”.

If you are happy with your drawing you can click on the button on the right hand side of the page.

Your Plot will be displayed on the bottom of the Land Details page. You may have more than one page of parcels/plots. The area you have drawn on the map will display under the Plot Reference on the land details page. See Figure 5.7.5

If you return to the land details page from the map and you failed to save your drawing you will see the “No Plot Drawn” warning message on the plot line, see Figure 5.7.6. To return to the map and draw the plot click on the globe icon and repeat the steps explained in this section 5.7.

5.8. SUB DIVIDING A PARCEL

You may need to sub divide a parcel if you are growing more than one crop in a parcel.

To Sub Divide a parcel Click on the ‘split arrow’ icon for that parcel at the end of the row. See Figure 5.8.1

You will be brought directly to the map for that parcel where you can draw your sub division.

(Tutorial Videos on how to sub-divide a parcel are available once you enter the map screen and click on “Draw” . They are also available on the Departments website and also on YouTube should you need further assistance)

Start by clicking on the “Draw” button on the left hand side of the page. You will notice that “Agricultural Parcels” displays in this box. See Figure 5.8.2

You are now ready to draw the sub dividing lines on the parcel

Firstly click outside the parcel boundary and drag your mouse across the parcel to click outside the boundary on the other side of the parcel, thus dividing the parcel.

You will need to draw 4 points on the map, all outside the boundary. See Figure 5.8.3. Once you have completed the 4 points and you click on the button the lines will snap back to the boundaries.

You will then be presented with a text box on the right hand side of the page where you will be required to select the parcel use for part “A”. Beneath this you should input the claimed area taking into account any exclusions on the sub-division. See Figure 5.8.4

You will also be given the opportunity to add a note should you need to clarify what you have drawn in any way.

Once you are satisfied with part “A” clicking on will allow you to complete the parcel use for part “B”. Once you have completed part “B” you have the option to if you are not satisfied with the drawing.

Click on if you wish to divide the parcel into more than just 2 parts or click on to complete the sub dividing process. See Figure 5.8.5

Once you click on you will see your sub division drawn on the map. See Figure 5.8.6

Click on “Return to Land Details” on the left hand side of the page to return to the land details page.

You will notice the original parcel row is greyed out and there is a line through the parcel details. See Figure 5.8.7. The parcel displays in its sub divided state on the bottom of the page. (Please note there may be more than one page of parcels and the sub divided parcels will be on the end of the last Land Details page)

If you wish to delete a sub division you can click on the “Delete” icon which will display on the parcel for the last part of the sub division.

5.9 REQUESTING CHANGE OF MEAMEA - Maximum Eligible Area as determined by the Department.

It is not possible to amend the MEA but you may request a change to this area. You may need to request a change of the MEA if you have cleared out scrub and want to increase your eligible area or if you have taken out a site and wish to decrease your eligible area.

To request a review of this area tick the “Request Change of MEA” box which is located in the centre of each parcel row. See Figure 5.9.1. This will provide you with a text box where you can explain the reason for requesting the change to MEA. See Figure 5.9.2

You can also click on the “Edit Map” button, this will bring you to the map for that parcel and you can draw out the area you have cleared on the map.

Firstly select “Draw” on the left hand side of the page, then select “Exclusion Area” from the drop-down list. See Figure 5.9.3

Click on the map to start drawing around the area you wish to amend. As you draw you will notice the area being calculated on the right hand side of the page, see Figure 5.9.4. The line you are drawing will display in yellow. Once you are satisfied that your drawing is accurate you should click on the Confirm button

You will then be requested to label the exclusion. In this case we called it Exclusion 1. See Figure 5.9.5. You will also be requested to write a short note, in this case, “Cleared out scrub”

5.10 WARNING MESSAGES

One of the benefits of applying Online is that the system will warn you if you are missing any information or if you are over-claiming on any parcels. This helps in reducing the risk of penalties.

If you leave any of the fields blank on the Land Details page you will be presented with a warning message stating that you are “Missing Mandatory Information” and the parcel line in question will turn pink. See Figure 5.10.1. You will not be able to proceed to the next step of your application until you have filled in all the missing information.

If you enter a claimed area that is greater than the MEA (Maximum Eligible Area) you will be given an Overclaim warning message and the parcel line in question will turn yellow. This is to help you avoid penalties by alerting you that you have overclaimed on that parcel. You will be able to proceed to the next step of the application without changing your claimed area. See Figure 5.10.2

Once you have made any necessary changes you must click the button to proceed.

The button should display in green. However if it displays in Grey this is a sign that you have not completed all necessary information and you will not be able to proceed. Completing the necessary information will turn the “Next” button green allowing you to proceed.

5.12 GREENING

The button at the bottom of the page allows you to save any changes you have made and you can return to the application at a later stage.

There are three pages within the Greening section – Crop Diversification, EFA and Greening Summary. If you are Greening by definition, no further information is required and you will be brought directly to the Greening summary page. If you have an obligation under Greening please see Help video on the Department’s website.

Once you are compliant under Crop Diversification and EFA you can proceed by clicking .

5.13. APPLICATION SUMMARY

Once you have completed all your land details you will be directed to the Application Summary is the last stage of your BPS application.

Before you submit you should -

• Check that all personal details are correct – If you wish to change any of your personal details please email OSCustomerChanges@ agriculture.gov.ie or click on the email address link to notify the BPS section of those changes.

• Check that all of your land totals are displaying in the Land Details box. Make sure that all of your land is claimed. Check that the total for each crop is correct. If you are not satisfied you can go back to the land details screen by clicking on the Land Details tab or by using the button on the bottom left hand corner of your screen. NEVER USE THE BACK ARROWS ON THE TOP LEFT OF YOUR SCREEN WHILE COMPLETING YOUR BPS APPLICATION.

• Add Notes (Optional) You may wish to add a note if there is any further information you would like to give with regard to your BPS Application, for example, if you have deleted a parcel that was no longer available to you.

6. AMENDMENTS

You may need to amend your application before the closing date if you have omitted land or if you wish to delete land that is no longer available to you by logging in to www.agfood.ie.

The amendment process is the same as the application process. Just click on the “Start Amendment” button to begin. See Figure 6.1
