Notes: Programs self-selected their level of intervention, so these figures do not necessarily imply anything about UW or RoP intention. It may be that agencies didn’t understand the intended meaning of the Opportunities cluster.

What Kinds of Programs Are being Funded (samples)?

1) Supportingseniors to be healthy and live independently

UW gives fewer, smaller grants to small agencies that work on adaptation and engagement. Regional Multi-year grants fund very little.

3). Supporting people who are vulnerable and susceptible to abuse, esp. women and children

UW funds a wide range of counseling and prevention programs and services, and a smaller number targeted specifically at victims. Region funds primarily adaptation programs.

4). Supporting people affected by mental health issues

UW and Region give several large grants to counseling programs

Clarifying the Population Results

Revising the Population Results Statements:Emerging Recommendations

• Reword using stronger “results” language, e.g.:– From: Supporting people affected by mental

health issues – To something like: People have access to the

supports that ensure mental health– From: Supporting people who are vulnerable

and susceptible to abuse, especially women and children.

– To something like: Abuse is prevented and the negative effects of abuse are minimized.

Revising the More Specific Results Statements:Emerging Recommendations

3). Supporting people who are vulnerable and susceptible to abuse, especially women and children; add:

• Children demonstrate healthy social and emotional development and positive social behaviors appropriate to their development level

• Improved emotional and mental health of survivors of sexual violence and abuse.

Revising the More Specific Results Statements:Emerging Recommendations

4). Supporting people affected by mental health issues

Combine: • 4.1 Improved emotional and mental health of

children, youth, adults and seniors • 4.2 Earlier intervention, support and access to

serviceAdd:• Increased coping skills

Revising the More Specific Results Statements:Emerging Recommendations

5). Supporting newcomers and immigrants to fully integrate into community life; add:

• Clarity around the role of United Way and Region in supporting employment for newcomers

Revising the More Specific Results Statements:Emerging Recommendations

6). Assisting families and children to have a high quality of life

Add:• Children and youth are not isolated; have

more social support• Children and youth are self-confidentReword:• Children and youth are safe

For Programs – Agencies – and Service Systems

Population Accountabilityabout the well-being ofWHOLE POPULATIONS

For Communities – Cities – Counties – States - Nations

Many of you have seen a measurement planning table like this one ….

POPULATIONRESULTS

An Example

Newcomers and immigrants thrive and integrate into community life:What do we

know about this population result in Peel?

• From Federico at the Peel Data Centre:– Recent immigrants are more likely to live in

poverty– Recent immigrants who are also visible minorities

are at even higher risk of poverty, and their poverty is more likely to persist over time

Newcomers and immigrants thrive and integrate into community life:What do we

know about this population result in Peel?

• From Our Analysis of United Way and regional Investments:– Both funders support a wide range of programs that

focus on adaptation an engagement– Together, they invest 3.5 million towards this outcome– Many of these programs are universal, and a few are

targeted specifically for immigrants– Programs tend to focus on adaptation (skills) and

community engagement; they are less likely to focus on family dynamics or employment.

How you might use this info to focus your evaluation plan?

How much did we do? How well did we do it?

Is anybody better off?

Small Group Exercise

1. Find someone at your table who can describe a real, existing program that is intended to contribute to “Newcomers and immigrants thriving and integrating into community life”

2. What indicators might be used to show who is better off as a result of this program? What might show the contribution this program makes to the community result?
