As we head towards 2017, this coming year will be a time

to celebrate Canada’s rich history, diverse natural and

cultural heritage and many accomplishments. Not only will

we celebrate Canada’s 150th, but we will also

commemorate 100 years since the Canadian victory

at Vimy Ridge, the 50th anniversary of the Order of Canada

Canada’s Fall Economic Update

On November 1, 2016, the Finance Minister delivered his fall economic statement to Parliament. The update revealed

that federal deficits are forecast to grow incrementally until 2021-22, with no return to a balanced budget on the horizon.

In fact, the government has committed to adding another $31.8 billion onto the national debt over the next five years.

This means they will run a total of $114.9 billion in deficits between 2016-17 and 2020-21. What is equally concerning

is that this government hasn’t created one net full-time job since taking office in 2015.

When it comes to managing the economy, you don’t get a second chance. You simply can’t rob from tomorrow to pay

for today. At the end of the day, all of this money will have to be paid back by Canadian workers, families and job

creators.

Closer Look: Department of Canadian Heritage

As regular readers will note, in each issue of House to House I have been providing a summary of the responsibilities of

a different department in Canada’s federal government. For this edition, I’ve taken a closer look at Canadian Heritage.

This organization is the primary driver behind Canada’s 150th Anniversary celebrations next year.

Festivities will take place not only in Ottawa, but also in

communities across the country, including here in our riding of

Kamloops-Thompson-Cariboo. Some Canadian communities are

eagerly beginning the party on New Year’s Eve.

Besides Canada’s 150th year, Canadian Heritage is responsible for

investing in and celebrating our culture, history, bilingualism,

athletes and artists. Their portfolio includes CBC/Radio-Canada, the

National Battlefields Commission, the National Film Board, Status

of Women, Sport Canada, and numerous museums.

Private Members’ Business

At the end of September, I was pleased to second my colleague Kevin Sorenson’s Private Member’s Bill, C-307 An Act

to Amend the Controlled Drugs and Substances Act (tamper resistance and abuse deterrence). This initiative could

assist Canadians with the scourge of drug abuse that is confronting many communities in Canada. Specifically, it will

help to keep pace with the evolving technology that prevents substances from being tampered with and abused. If this

bill were in effect now, it could reduce the lethal results of the abuse of fentanyl.

Bill C-307 proposes to quickly restrict access to, and the flow of, abuse-deterrent formulation and tamper-resistant

controlled substances or classes of controlled substances. The Bill will essentially allow the federal Health Minister to

go to Cabinet and have an order to stop the availability of a specific drug until it has an abuse-deterrent formulation, or

it has been made tamper-resistant.

Every day, we are hearing reports in our riding of deaths by fentanyl or other powerful opioids. We need the government

to be able to take swift action to save lives whenever we learn that specific pharmaceuticals are being tampered with and

the results are deadly and widespread.

Last year, it was a pleasure to honour young men and women from across our riding of Kamloops-Thompson-

Cariboo who have contributed their time and efforts to improve lives around them. I am excited to announce that

next summer, I will again recognize young leaders with the MP Youth Awards for exceptional volunteerism.

I encourage you to nominate someone who you think deserves recognition by the April 30, 2017, deadline.

Details

The awards are open to young Canadians in grade school, and will be eligible to be nominated in two categories:

grades 1-7 and grades 8-12.

An independent panel will join me in reviewing the submissions to determine who will be receiving the awards. In

July 2017 the select recipients will be invited to receive their MP Youth Award in recognition of their contribution

to their communities.

Nominations can be submitted using the Nomination Form below. Please fill out all fields and provide a summary of

the nominee’s achievements in the space provided. Anyone is eligible to nominate a young person who they feel is

deserving an award, and self-nominations are welcome.

Cathy’s Christmas Recipe: Cranberry Christmas Cake

3 eggs

2 cups sugar

3/4 cup butter, softened

1 teaspoon vanilla

2 cups all-purpose flour *

12 oz fresh cranberries

* Gluten Free Substitution:

1 1/4 cup brown rice flour

1/2 cup potato starch

1/4 cup tapioca starch

1 teaspoon xanthan gum

Preheat oven to 350 degrees. With a mixer, beat the eggs with the

sugar until slightly thickened and light in colour, about 5-7

minutes.

Add the butter and vanilla; mix two more minutes. Stir in the flour

until just combined. Add the cranberries and stir to mix

throughout.

Spread in a buttered 9x13 pan. Bake for 40-50 minutes, or until

very lightly browned. Let cool completely before serving.

Forum for Young Canadians

Established in 1975 as a bilingual, non-partisan

educational experience for Canadian high school

students, Forum for Young Canadians is the pre-

eminent program for young Canadians to be

introduced to national, democratic institutions and

decision-making. Each year, high school students

aged 15 to 19 from across Canada are selected to

participate in one of the weeklong sessions.

The “Forum experience” brings students to Ottawa

for an intensive, academic adventure that immerses

them in the exciting world of leadership, national

politics and public affairs. Participants meet the

nation’s leaders, interact with decision-makers, and

share their voices.
