the time being members of the Business, Energy and Industrial Strategy, Communities

and Local Government, Environment, Food and Rural Affairs, Transport and Welsh

Affairs Committees, and that Dr Sarah Wollaston be Chair of the National Policy

Statements Sub-Committee (Standing Order No. 145(7)(a)(ii)).

Resolved, That the Sub-Committee recommends that, pursuant to Standing Order No.

152H, the Transport Committee be designated to consider the draft airports national

policy statement, which was laid before the House on 24 October 2017.

Ordered, That the Chair report this resolution to the main Committee forthwith.

5. Committee working practices and future programme

Resolved, That Hilary Benn, Bernard Jenkin, Norman Lamb, Pete Wishart and Sarah

Wollaston be members of an informal Steering Group to support the Chair with delegated

duties and decision making between formal committee meetings.

Ordered, That, subject to the discretion of the Chair, written evidence shall be reported

to the House for publication.

Ordered, That the public be admitted during the examination of witnesses unless the

Committee orders otherwise.

1. Oral evidence from the Prime Minister - planning


2. Admission of chairs’ researchers to private committee meetings

Resolved, That, in applying any exemption relating to one member of the personal staff

of the Chair granted by the House in respect of Standing Order No. 125 (Select

committees: admission of the public), the following rules shall be observed: 

1. The exemption will apply to only one, named member of the Chair’s personal staff,

specified in a resolution of the committee recorded in its formal minutes. A fresh

resolution will be required to transfer the exemption to another person.

2. The resolution permitting the exemption will be agreed only by unanimous consent of

the committee. 

3. Before attending any private meeting of a committee, a person to whom this

exemption has been applied must sign, and deposit with the Clerk of the committee, a

declaration in the following terms: 

I understand that the private proceedings of a select committee are confidential,

and that any papers presented to a committee are confidential until the

committee has agreed to their publication. I understand that any breach of

confidence relating to the private proceedings of the committee would constitute

a contempt of the House. 

4. At any time during a private meeting, if any member of a committee objects to the

presence of the person to whom this exemption has been applied, that person will

withdraw from the meeting without any question being put to the committee. 

5. If a Member of the House is newly appointed to a committee after the passing of a

resolution permitting the exemption to apply, they will be offered the opportunity to

object to its continuance at the first meeting which they attend. 


6. A person present under this exemption will sit in the part of the room reserved for

members of the public, will not participate in the proceedings of the committee or

address the committee; and will withdraw when the committee is considering a draft

report (whether formally or informally).
