A Report

Our union government has initiated the Integrated Child Protection Scheme, Right to Education (RTE) to ensure that all children would get proper education, protection and survival rights. To discuss the roles of line departments and civil society organizations under the newly enacted scheme and to sensitize them on child protection, survival and development, a one day Workshop was organized by Gram Chetna Kendra with support of ChildFund India at Hotel Maharani Palace, Jaipur on 21st December, 2010 About 68 participants from line departments and civil society organization sand media have participated in the workshop. It is certainly the fact that Child Protection and Development requires the complete change in the value system and child protocol system, without sensitizing the whole community we can't achieve the desired changes. Associated line departments and civil societies could contribute for the cause by initiating child friendly policies and programs. Whole programme was divided into three sessions and run it accordingly. Workshop was inaugurated by Mr. Ram Kishor Saini, Hon’ble State Minister, Social Justice and Empowerment, Government of Rajasthan with lighting the Deepak along with all the dignitaries and guests. At starting of the workshop Mr. Om Prakash Sharma, Secretary Gram Chetna Kendra (GCK) welcomed all the dignitaries and the participants for sparing time to attend the workshop out of their busy schedule and pre occupations, bouquet and memento presented to the dignitaries by secretary GCK in their honour. Mr.Om Prakash Sharma Secretary, Gram Chetna Kendra .He in his welcome address told that more and more efforts are needed at different standards and stages in child right perspective. It’s the duty of stake holders to ensure the right of a child at maximum level. Parents /guardians think that they know what is ‘best’ for their child and end up committing grave errors. It’s the responsibility of parents to listen and take care of the views of their infants. No child should feel violated in the society, for this parents/guardians, community, government and voluntary organizations should take equal responsibility. Further he addressed that this workshop is a medium where we will talk about some new issues regarding child protection especially our role and responsibilities with regards to Integrated Child Protection Scheme (ICPS). Govt. has many schemes for Child Development but people don’t pay attention on these and also they don’t have information of these so we all need up gradation of information

Mr. Sharma Secretary unfolded objectives of the workshop and issues related to child protection. He told that inspite we work & take care of health, education and nutrition to the best as we can but often we ignore the views and likings of our children considering them as they are kids and they should have no concern in participating in decision making. This type of action enforces the violation of right of participation of a child. We should ensure the overall development of a child with regards to their protection and rights as prior issues in our minds. He said that this workshop is medium to talk and discuss efforts with regards to also thanked ChildFund India (formerly Christian Children’s Fund CCF) for their full support and assistance regarding the workshop .He also thanked Liliane Fonds India for supporting us to protect rights and development of disabled children in the area.


Mr. Chetan Abhinendra Kumar, Project Director, ChildFund India, Jhadol Cluster (Udaipur) paid his thanks to all the honorable guests and participants present in the workshop. He shared ChildFund India objective and efforts in ensuring child protection. He defined that ChildFund India addresses the overall well-being of the children, families and communities by providing technical and institution-building assistance with maximum involvement of the local people in the design and implementation of its entire program through their local partner organizations. He told that ChildFund India’s main focus is on children who are deprived, excluded and vulnerable to different localized and external threats. Discussing goals and objective of CFI he told about life cycle approach with 0-5 years, 6-14 years and 15-24 years ensuring Healthy and secure infants, Educated and confident children and skilled and involved youth. He stressed on community participation and sensitization to combat with the smuggling and illegal trafficking of children, which is one of the burning problems in Rajasthan. Mr. Prashant Pandey, Programme Executive (GCK) presented an over view on Gram Chetna Kendra and highlighted the area profile, its needs and challenges, strategies, interventions, and other information about the organization. He presented various standards regarding child right protection and initiatives taken by GCK in particular. He discussed about different protection issues and indicating the children in need of care and protection. He also unfolded various gaps and problem analysis besides various programmes and schemes been under process for the well being of Childs in terms of their rights and protection issues. He discussed about various situations regarding children prevailing in their project area, Sambhar Block of Jaipur. He told that GCK from the very beginning was dedicated and committed for over all development of children, and children are the main focus of their programme. He discussed about various initiatives taken by the organization in terms of Health, Early Childhood Care & Development (ECCD), Nutrition Programme, and Quality Education. Child Protection and Child Participation, Livlihood Programmes. He initiated that more emphasis should be laid on strengthening the structures, mechanism and activities that build constituencies and create and child friendly environment in society. He also presented GCK-CFI efforts on Building Child Friendly Villages, Child Federation and Child Resource Centers. He also shared organisations effort working with differently able children in Sambhar Block. He expressed thanks to Liliane Fond India for supporting disabled children with health, education, assistive and rehabilitative care. Forwarding the program ahead Ms. Preeti Shrivastav, Program officer, (Child Protection) UNICEF – Rajasthan introduced the Juvenile Justice Act. 2000 to the participants and left the details of it to be discussed in IInd session on technicalities. She invited participants to make this session participatory and asked some questions relevant to the subject to the participants, most of the participants answered these questions. She gave a detailed presentation of objectives of JJ Act, Fundamental principles of JJ Act. Discussing Salient features she mentioned following points:

Board, District Advisory Board Rehabilitation and Social Reintegration

She discussed Roles of Civil Society in particular. She told that NGOs and CSOs should take the responsibility of Educating the people, children, allied system about various provisions under the Act,


Lobbying and networking for effective implementation of the Act and ensure that they also contribute in effective implementation of the Act – Childline, registration of home, after care organization, supporting family repatriation, minimum standards in homes, co-management of homes. She emphasized that we should very effectively continue our grass root efforts and Work as mediator between child and the various statutory bodies.

Hon. Justice I. S. Israni, Chairman, Child Protection Commission, Rajasthan started his address with the concern Girl Child Feticide and the Social Status of women in our society, he quote a phrase here commonly used in Sindhi province that a newly wedded bride is blessed by elder women of the family to become mother of five sons. He raised a question here WHY Sons? Why not Daughters?? ? ? ? Hon. Justice Israni put a challenge before the participants to break the social Taboos and Myths which are the main cause for feticide of Girl Child; government has enacted number of Acts. For protecting children like Child Protection Act, PCPNDT Act, RTE Act, Juvenile Justice Act etc. but it is not only the duty of government but also society has to take part in this to follow the Acts. It is essential to make the society aware about the Act and it’s after effects on the society. Mr. Ram Kishor Saini, MoS Social Justice & Empowerment GoR, addressed the workshop being chief guest and told that it is more important to have child protection more important at rural area in spite of the urban area, because in urban area the children even from poor families get all the facilities provided by their parents. I am pleased to be here to witness the workshop organized for the burning problem and you all people came from civil societies can make aware the community and children for their protection and rights. He added that there are number of schemes for protecting children by Rajasthan Government and Central Government in which the best one is Palanhar Yojana to adopt children. He addressed Civil Societies, NGOs to take this responsibility so that all these schemes reach the needy and vulnerable stakeholders. He said that if we talk about Child Protection then we have to raise the issues concerning to the opportunities and environment needed for positive development of the child. Mr. Saini congratulated the Gram Chetna Kendra & ChildFund India for organizing this workshop and debating on the subject related to the rights of the children.

Mr. Satya Narayan Singh, Retd. IAS and President Rajasthan Voluntary Health Association, Jaipur Thanked Hon’ble Minister, Justice Israni and all participants to spare the time for this work shop on Child Protection. It is the prime need to be discussed in this era especially in the rural area where the children are most deprived and the society is unaware about the things, and he praised the working of NGOs in the field of Child Rights. He told that community should be aware for securing children and ensuring their development and participation. It would be possible only when community is awaked and sensitized on concerned laws and to sensitize community media and social organizations should work together.

Mr. Charu Prabhakar, from I-India, Jaipur in his presentation shared the activities of their organization in protection of street children. He told that his organization through the medium of Child Line bring the needy child to children’s home and start making efforts that parents of that child be traced, if it is not possible then they ensure that child with better living , nutrition, education and opportunities to grow in protected environment. He mentioned about the school on wheels, shower on wheels, mobile medical and vocational training center named ‘Ladali’ facilities provided to street children, also shown some photographs to the participants.


Mr. Madan Nagda, Gandhi Manav Kalyan Samiti, Udaipur shared his experiences with the participants about the child trafficking in southern most part of Rajasthan, from Udaipur, Dungarpur and Banswara districts adjoined to Gujrat state. He added that to combat with the problem they formed a network with four local organizations and fighting for the problem. He also mentioned that many of times they faced encounters with the middlemen who made this trafficking of children to Gujrat. Now the government put a special force to stop this trafficking but they are not performing their duties in well manner due to the ignorance of the new Acts. and they don’t know who is responsible for what? Mr.Ganpat Acharya, Chairman Child Welfare Committee, Jaipur told that child wellbeing committee is responsible to see into the matters of child welfare. Society have arranged some Cradles(Palanas) at some prominent hospitals at Jaipur for the children to whom their own people left over lonely for hiding sins and family reputation . Palana is a system of rehabilitation of left child’s treatment by admitting in emergency and later adoption to child wellbeing committee for its care and protection. Bal Kalyan Samiti also works for female feticide, child marriage, and child exploitation etc. and ensures quality essential facilities.

He also shared about ICPS scheme in detail.He told about issues of child protection and discussed about children in needs proper care and protection. Recently central government enacted an integrated child protection scheme has been implemented of national level to ensure a broad, effective security.

In this scheme children of various series of ages 0 to 18 years has been included which are goals in adolescent justice, child care and protection act 2000 and this scheme has broad scope. Under integrated child protection scheme, following are specific objectives.

Child welfare committee, adolescent justice board, adolescent police unit, child home/ baby orphanage formed under adolescent justice, child care and protection act would be provided special facilities.

Constitution of security units and reaching facilities to the children for children’s security at every level.

Increasing services of child line including giving services at block and village level. Constitution of child adoption committee at state level. Fostering familial care in which make availability of financial help. Providing financial help to work for children’s different issues and problems. Preparing a website of missed children at national level Creating child tracking system for protection of children. Provisions to ensure reach of security issues at village and block level Ensuring responsiveness of concerned implementation worker at all level Factual monitoring and preparing program Creating documentation based on information of child security service Broad level awareness program to child security

By this scheme eradication of child insecurity, reaching efficient services to common people and bring low number of children and promoting familial care are the main objectives. To implement this scheme there is a plan to constitute more units from national level to village level. With this there will be a monitoring


committee to better implement at district and state level. For monitoring of this scheme state governments would be provided economic help which will help in its better implementation.

Government of Rajasthan has given his consent to implement this scheme; its implementation in a better way is very much needed so that security of children would be ensured. It is expected that by start of this scheme it would be ensured more steps towards child security.

He invited all the organizations to contact them for any kind of service they need to rehabilitate the victim, deprived, excluded and vulnerable children. He and his committee members are ready to help even at mid night. Mr. Chetan Abhinendra Kumar, Project Director, Jhadol Cluster (Udaipur) Project, ChildFund India has shared his experiences and expressed that we are trying to make society able to access health services. He also discussed about the involvement of youth in alcoholism, HIV/AIDS, Not continuing studies and self motivated Child Trafficking in Udaipur region. For this we are organizing various Trainings and Workshops in the area for increasing awareness in the community about these problems and to sort out it. Mr. Narendra Kumar Verma, Child Representative, Village - Thakursi ka Bas, block – Sambhar district Jaipur has presented his own case study .He told about how Family Helper Project ChildFund India brought change in his life .He told that his parent worked as laborers in Brick Fields somewhere in Delhi leaving him and 2 sisters under care of old Grandmother at the age of 6 years. His sisters were younger to him. Economic condition of family was hand to mouth. The family was landless with no agriculture option. The only concentration of parents was to run the vehicle of their family and earn daily bread. Early Childhood development, nutrition and care were not their priority. He told that we were bound to live in a unprotected and uncongenial environment. Meanwhile Social Worker from Gram Chetna Kendra came in contact to the family and enrolled the family under Family Helper Project. Narendra was added as beneficiary from the family. He told about various interventions and supports from ChildFund India and Gram Chetna Kendra. He told that he got support in terms of Health, nutrition, education and guidance time to time .He also participated in various trainings and workshops which capacitated his abilities and skills. He thanked GCK-CFI who guided & encouraged him to get admitted in Industrial Training Institute. As a result of which he got Government job in Rajasthan Electricity Board. Now he able enough to take care of his parents and sisters. He insisted that he will educate both the sisters properly so that they may also avail the opportunity to grow better in life. He ended his story with a note that GCK-CFI were always there, where he and his family needed support now he is capable enough to serve for them. He is always ready to serve and participate for community development. Mr. Shiv Ram Yadav, Shiv Shiksha Samiti, Ranoli shared his experiences of their work implemented in their working areas especially about the interventions with children in the area with the support from Save the Children. He also shared that in many cases of assault, abuse, and sexual harassment with girls, they keep quite and tolerate the violence with them only keeping in mind the image and reputation of their families. Ms. Lata Singh, FXB India – Suraksha, Jaipur raised the questions over Acts, their enactment and existence of CWC. She shared her working experience, problems and challenges of her organization with non habitat children living at Railway tracks and nearby areas. Ms. Mannu Yadav, Child Representative, Village – Pachkodia, block - Sambhar, district Jaipur presented her own success story. She shared about how ChildFund India and Gram Chetna Kendra supported her family and changed their lives. She told that her father was suffering from TB since 8 years


He was unable to earn due to his adverse health. Her mother was force to work as a labour .She was the only bread earner as well care taker of 4 children and her patient husband. Family was enrolled in Family Helper Project .Younger kids were linked with Balwadi and Mannu was re-enrolled to Government Primary school and was given special attention under Reading Skill Improvement Plan (RIP) in the school. In order to support the children with nourished diet and care family was supported under dairy promotion programme .After few months’ monthly income of family raised and investment in vested interest of children increased as well. Her mother was linked with a Self Help Group. Her father was linked with DOTS and his condition also gradually bettered. Family regularly participated in different awareness programmes on Health, Early Childhood Development & Care, Education and Livlihood promotion programmes .Today all four children are school going .Her father is back to work as construction labour under a mason. Mother is busy with taking care of children, domestic chore and animal husbandry work. Mannu herself is studying in class XII.She is also absorbed by GCK as Balwadi Teacher in ECD centre running in her village where she is doing her best .Family is very happy and heartily thankfull to Gram Chetna Kendra and ChildFund India. During open discussion participants shared their views, experience and queries, comprising their collective views regarding role of NGO’s and Civil Societies on this issue of child protection. following main points emerged:-

Role of NGO

To judge and find the exact situation and issues prevailing. Creating awareness and sensitizing the community To organize community and capacity building. Skill development of PRI’s and village level

organization Support the Government to implement the scheme related to children, organize activities concerned to

child right at grass root level. Advocacy Report the crime against children immediately to the police, media community and child line.

Role of Civil Societies

Provide essential linkage between policies and programme. Form an activate the network to advocate for amendments of laws or for taking necessary action on a

particular issue. To work as a pressure group to monitor the implementation of policies, programmes and schemes to

actualize child rights. Enhance capacity of the representatives of the selected stake holders including government and non –

government organization about issues concerning child rights.

Role of Media

Sensitizing community on Child protection issues by giving enough space and coverage to NGO & CSOs grassroots efforts.

Regular Publicity, coverage and appropriate information to government schemes, programmes and policies for Child development.

Highlighting good and bad practices regarding child protection by NGO, CSOs and GOs regularly. Media interventions on child rights such as special magazines, separate column & programmes. Media workshops for newspaper editors, journalists and electronic media should be organized.


Conclusion:

Enhancing children’s survival and development through networking with other agencies. Ensuring /inspiring the best interests of children through various innovative activities focusing on Marginalized/vulnerable children more emphasis on strengthening the structures, mechanism and activities that builds constituencies and community sensitization with regards to Child protection issues. Involving children in designing, executing, monitoring and evaluation of activities. It was also decided by all delegates to form a network for collective action to take forward Child Protection Issues in their area of operation.

Workshop officially ended with thanks note address given by Mr. Om Prakash Sharma Secretary GCK and organizer of the workshop. He said that much have been talked and shared about Child protection and their rights its time now to play a responsible and important role in ground level. Addressing the participants he said that we all trying our level best for children but much more efforts are needed. He thanked, ChildFund India, UNICEF, Government of Rajasthan, Liliane Fonds India, GiveIndia Save The Children Bal Raksha Bharat, Aid-et-action, for their grass root effort with NGOs for betterment of deprived and under privileged children. He also requested these mother organizations to support and provide assistance to smaller organizations so as to develop a smooth path for those areas where children are still waiting for someone to come and help them. He also requested bigger organizations to promote these types of activities in order to encourage NGO’s and other voluntary organizations. Addressing the representatives of different organizations/NGO’s he quoted that it is our duty to ensure all the laws pertaining to the children are strictly and effectively implemented He said that” Working by our own can be satisfactory but together we can do much better for the child as well as community and society”. With this the workshop came to end.
