2016 Leader of the Year Winner) Announces Retirement

Public Works Director David Kleinschmidt who was just named 2016 Leader of the Year by the Northern California Ameri-can Public Works Association (APWA) Chapter for his profes-sional accomplishments manage-rial excellence and dedication to public service has announced that he plans to retire effective December 31 2016 Davidrsquos retirement comes after serving the City of Vallejo for 23 years In his previous role as Vallejorsquos City Engineer David was respon-sible for overseeing projects that

won the Solano Transportation Authority (STA) Project of the Year Award in 2008 and the Wilson Avenue Improvements and the Vallejo Transit Center in 2011 Davidrsquos direction as Public Works Director led to the department winning the APWA NorCal Project of the Year award in 2014 for the Monticello Pipeline Emergency Replacement Project as well as becoming only the 13th agency in California to become an Accredited Public Works Agency in 2015 ldquoI have seen this organization go through significant change and that change will not stop when I leaverdquo said David ldquoAs an organization Vallejo is moving in the right direction I have had the opportunity to leave a mark on Vallejo and I will always treasure my time hererdquo After he retires David plans to work on construction projects in the Bay Area including building a house for his family David says that he will cherish the friendships he has developed while working at the City

Illegal Curb Painters Back in Vallejo Every year the City receives complaints regarding solicitors offering to paint house numbers on the curb in front of residentsrsquo homes This scheme is used in cities throughout the country ldquobusinessesrdquo will canvass neighborhoods with flyers requesting that you post the flyer on your garage or curb if you do not want them to paint your curb They will then paint the curbs and demand payment for their services Sometimes they tell residents that it is required for them to have the number painted on their curb This is not true Residents are under no obligation to have the house number painted on their curb or to pay for this service if it is done without your expressed consent Please note that these solicitors are operating illegally without a business license

VPD Chief Invited to Serve as a Panelist at Congressional Black Caucus

Vallejo Police Department Chief Andrew Bidou has been invited by Michigan Congresswoman Brenda Lawrence to serve on a four-person panel at the 2016 Congressional Black Caucus Foundationrsquos 46th Annual Legislative Conference in Washington DC The panel which will take place on Friday September 16 is entitled ldquoLearning To Build Trust Between Communities Of Color And Law Enforcementrdquo The invitation is a great honor and an affirmation that the VPD is making a difference in Vallejo Vallejo will also be represented by panelist Pastor Dante Quick of Friendship Missionary Baptist Church Chief Bidou said VPD was selected for this panel because of Vallejorsquos ldquotransformation in community policing demonstrating a best practice that can be upheld to other communitiesrdquo The Congressional Black Caucus Annual Legislative Conference is one of the leading policy conferences on issues impacting African Americans During the conference community leaders elected officials legislators and concerned citizens engage on economic development civil and social justice public health and education issues It is anticipated that more than 9000 people will attend 70 public policy forums Additional information on the conference can be found online

Vallejo Police Jesse Bethel High Family Fall Night

The Vallejo Police Department was pleased to attend Jesse Bethel High Schools Fall Family Night on August 30 Parents and students met with members of the Community Services and Code Enforcement Division as well as School Resource Officers The event was a great oppor-tunity for attendees to ask questions receive

information and to develop an understanding of on-site resources The Vallejo Police Department appreciates all who attended this event and looks forward to participating in events at other school campuses throughout the year

Automotive Technology Building on Vallejo Campus On August 17 Solano Community College (SCC) broke ground for its automotive technology building at 1687 Ascot Parkway The new 16000-square-foot modern facility will include state-of-the-art equipment and a spacious classroom The building will replace the tempo-rary facility at a former auto dealership on Georgia Street and will be located near SCCrsquos Vallejo Center on Columbus Parkway in close

proximity to Vallejorsquos auto mall The automotive program includes courses degrees and certificates in hybrid vehicle and automotive technician training Attending the groundbreaking ceremony was Mayor Osby Davis Vice Mayor Rozzana Verder-Aliga Councilmembers Pippin Dew-Costa Robert McConnell Bob Sampayan and Senior Community Development Analyst Annette Taylor

Architectural Heritage and Landmarks Commission

At the August 18 AHLC meeting the Commission approved an amendment to the 8B North subdivision on Mare Island that was originally approved in 2005 The original approval permitted the 14-acre site for three historic single family homes and a historic duplex as well as 47 new single family homes and one multi-family development The recent amendment eliminated the multi-family development removing one of the roadways and repositioning the four historic homes As part of this amendment 50 new single family homes will be created The AHLC approved the amendment unanimously The AHLC also recommended to the Council a Mills Act Contract for 721 Geor-gia Street which allows the property owner to receive property tax credits that can help rehabilitate and restore historic buildings

In most of the following cases the Cityrsquos team of employees representing the Neighborhood Law Program (NLP) Community Service Section (CSS) along with Code Enforcement Building and Fire Prevention Divisions work together to fight blight and nuisance activity in an effort to restore the beauty of Vallejo and increase the quality-of-life for Vallejo residents businesses and visitors

3321 Hazelwood Street After the owners of this property passed away trespassers moved in and the home became a source of blight as well as a health and safety hazard In August 2015 NLP attorneys successfully obtained an order appointing a receiver over the property Through the receivership action the property has been rehabilitated and listed for sale At the time the receiver was appointed the as-is value of the property was $112000 The property recently sold for $310000 NLP recovered $11722 in attorneyrsquos fees for this property

3760 Sonoma Boulevard Suite A In early August 2016 The NLP was informed by CSS that a business operating at 3760 Sonoma Boulevard Suite A appeared to be an illegal internet gambling establishment The business had failed to renew their business license NLP notified the operator that they would need to obtain a new business license in order to operate Prior to granting the renewal the City reviewed the original business license application and conducted an inspection of the business After the inspection it was determined that the business had made material misrepresentations on its application andwas violating the penal codeThe City denied the request to renew the business license The business has since ceased operations

Crews Respond to Illegal Dumping Significant debris from illegal dumping was removed from the 400 block of Lincoln Road East and Templar Alley at Sonoma Boulevard on August 18 Crews responded to 152 reports of illegal dumping on SeeClickFix from July 30 to August 30 a 63 percent increase in reported dumping over the same period in 2015

Draft Sonoma Blvd Specific Plan at Study Session At an August 30 study session the Planning Commission reviewed and commented on the Draft General Plan and Draft Sonoma Boulevard Specific Plan presented by City consultants PlaceWorks and Opticos Design The study session was part of an ongoing public review of the two plans and the associated Draft Environ-mental Impact Report (EIR) which concludes on September 7 After the review period revisions to the plans and responses to comments on the EIR will be prepared On November 2 the Planning Commission will consider recommending the General Plan EIR and Sonoma Boulevard Specif-ic Plan to the City Council The City Council is scheduled to review and consid-er adoption of the plans and certification of the EIR in December of this year The public review period ends on Wednesday September 7 at 500 pm The reports may be found on the Propel Vallejo website and copies may be reviewed at the Central Permit Center at City Hall and at the John F Kennedy Library All written comments should be directed to Mark Hoffheimer markhoffheimercityofvallejonet

City Awarded Grant for Vallejo Bluff Trail Project The City of Vallejo has been awarded a grant of $125000 under the San Francisco Bay Trail Projectrsquos competitive Regional Development Program for the planning and design of the Vallejo Bluff Trail Project on the south side of Vallejo The grant in combination with another grant by the Bay Area Ridge Trail currently being pursued by the City will be used to finance the prepara-tion of feasibility environmental review design and construction documents for a critical 15 mile gap in the regional trail system resulting in a ldquoshovel-readyrdquo project The 15 mile gap runs from the Vallejo Bluffs under I-80 and on to Sonoma Boulevard

the following

14-inch Main Break near 4360 Sonoma Boulevard

On Thursday August 18 Water Maintenance crews responded to a 14-inch main break across the street from 4360 Sonoma Boulevard Crews had to replace a section of pipe but were able to restore service to the Dennyrsquos restaurant within a few hours

Police Department Fence Project

Public Works Maintenance crews worked on August 25 and August 26 to shore up the hillside that is directly behind the Corporation Yard A new fence will be installed around the Corporation Yard and the Vallejo Police Depart-ment on Amador Street to add extra security

Hiddenbrooke Fountain Turned On Because there was access to non-potable water Public Works staff was able to resume fountain operations at the Hiddenbrooke entrance the week of August 29 by re-routing a nearby water line Although the drought in California contin-ues staff were able to re-route a line that feeds non-potable irrigation water to the Hiddenbrooke Golf Course The fountain now uses recycled non-potable water Landscape Maintenance Division staff will monitor the fountain on a regular basis

Water Pump Maintenance at Fleming Hill Public Works Water Division staff recently rebuilt a water pump at the Tennessee Street water pumping station by fully restoring the wear rings seals outboard bearings and pump impeller The City of Vallejo has several pump stations around the city that are responsible for moving water from the Fleming Hill Treatment Plant to all of the homes located throughout the hills of Vallejo

Participatory Budgeting

New Light Installation in Downtown Vallejo As part of a Participatory Budgeting Project The Public Works Traffic Maintenance section completed LED ornamental light upgrades at four locations on Friday August 12 The Traffic Maintenance section worked closely with the Architectural Heritage

and Landmarks Commission to determine the style of the new fixtures A total of 19 fixtures were upgraded six at Capitol Street stairs four at Fern Place six at St Francis Drive and three at Los Santos Court The Traffic Maintenance section continues to work with PGampE to obtain permits to install new light fixtures throughout the City as part of the Lighting Improvement Project

Public Art Project Selects Artwork for Downtown Mural Capitol Street Steps Mosaic

The Cycle 2 PB Project ldquoArts Beautification Community Development Public Artrdquo Project continues to move forward and artists and unique artwork have been selected by committees for two of the projectrsquos key components a mural installation on the west-facing wall of 301 Georgia Street at the corner of Sacramento Street and a mosaic installation on the Capitol Street Steps Work on the mural will begin this fall the

Capitol Street Step mosaic project will begin in 2017 Vallejo Community Arts Foundation (VCAF) is administering the project including facilitating committees to select artwork and artists and guiding the implementation of the art installation The Cycle 2 PB Project also included utility box art in the downtown area (10 of 11 are now completed the final one is waiting for the sidewalkstreetscape project at Geor-gia amp Sacramento Streets to finish before

installing the art) Additionally the project has completed 16 of 24 videos documenting local art and architecture that can be accessed online and through a mobile interactive tour by clicking here
