EASA Air Ops
Become fully effective 25 Aug 16
Do we need to comply/understand?
• FAR 91.703
• Operations of civil aircraft of U.S. registry
outside of the United States.
• When within a foreign country, comply
with the regulations relating to the flight
and maneuver of aircraft there in force
Where can I find them?
• Google “Easy Access Rules for Air
Operations”
19
Question?
Before now, have you heard of the new EASA Air Ops
regulations?
1. Yes
2. No
20
Where does Part NCC fall?
21
Parts of the Air OPS regulation (EU) No 965/2012 applicable to NCC operations:
• ‘Cover’ Regulation Air operations
• Annex I: Definitions for terms used in Annexes II to VIII
• Annex II: Part-ARO: Authority requirements
• Annex III: Part-ORO: Organization requirements
• Annex V: Part-SPA: Operations requiring specific approvals
• Annex VI: Part-NCC: Non-commercial operations with complex motor-powered
aircraft (CMPA)
EASA Air Ops
22
Operators of complex motor-powered aircraft flying non-commercial flights:
• with an aircraft that is registered in an EASA State; or,
• with an aircraft that is registered in a non-EASA State but where the
operator is established or residing in an EASA State
Who is affected?
23
From UK CAA
Affected operators must:
• have an operations manual
• have a management system
• complete and submit a declaration to the CAA which details their aircraft
type, their operational and continuing airworthiness arrangements, any
approvals held along with any other relevant information
• once compliant, operators of aircraft affected by the Regulations that are a
resident or have their principal place of business in the UK must make their
declaration to us

EASA Air Ops & EVS
26
Question?
EVS equipped operators, do you use EVS in Europe with
reduced RVR and take an operational credit?
1. Yes
2. No
27
Specific Approvals
• For Part 91 operations, approval is FAR 91.175 for US ops
• Annex G of the ICAO AWOM
Operational credit down to 100’
• New EASA Air Ops Part NCC
Operational credit down to 100’ w/specific approval
28
So What’s the Problem?
• Regulators outside of US don’t view 91.175 as Specific Approval
• An OpSpec or LOA allowing an operational credit would be ideal!
• FAA is not issuing LOAs for Part 91 operators
29
HUD/EVS – Understanding ICAO provisions applicable to International
General Aviation Operations
Operational use of HUD/EVS
Providing the operator fulfills the criteria established by the State of Registry,
there is no need for the operator to apply for an operational approval nor for
the regulator to issue an explicit approval (i.e. LOA).
IBAC Bulletin 14-03
30
What Should I Do?
Recommend only using EVS outside of the US for increased
situational awareness, not operational credit
31
Luton (EGGW) Notes
• Holding Point Busts are down, but still a problem, especially at B2, A5, E1, A7, D3
• Pay attention to ATC instructions!
• Pushback errors
• Wrong way, without clearance, before conditional clearance
• Incorrect Turns, most common at B2 joining taxiway Alpha
• Phraseology
• Must readback “Hectopascals”
• Must include left/right taxi instructions in readback
