Angel GURRÍAMr. Gurría is the OECD Secretary-General since June 2006.

Under his leadership, the OECD has expanded its membership to include Chile, Estonia, Israel and Slovenia and opened accession talks with Russia. It has also strengthened its links with other major emerging economies, including Brazil, China, India, Indonesia and South Africa, with a view to possible membership. The OECD is now an active partici-pant in both the G-8 and the G-20 Summit processes.

Mr. Gurría has reinforced the impact of OECD work, and has steered the launching of high profile initiatives in the domain of Innovation, Green Growth, Gender, Development and Skills. He also launched the "New Approaches to Economic Challenges", an OECD reflection process on the lessons from the crisis with the aim to upgrade OECD’s analytical frameworks and develop a comprehensive agenda for sustainable and inclusive growth.

Mr. Gurría previously was Mexico’s Minister of Foreign Affairs and Mexico’s Minister of Finance and Public Credit. He holds a B.A. degree in Economics from UNAM, and a M.A. degree in Economics from Leeds University.

Nihat ZeyBekcIH.E. Nihat Zeybekci is the Minister of Economy of Turkey since 2013.

H.E. Zeybekci was elected to the Parliament in 2011. He was the Chairman of the Com-mittee of Industry, Trade, Energy, Natural Resources, Information and Technology be-tween October, 2013 and December, 2013.

In 2004, H.E. Zeybekci was elected to be the Mayor of Denizli and remained as the Mayor until 2011. During that period, he was also the Chairman of Turkish Committee of European Council Congress of Local Authorities and the Deputy Chairman of Turkish Association of Municipalities. Between the years 2009-2012, H.E. Zeybekci served as the Chairman of Union of Turkish World Municipalities.

H.E. Zeybekci graduated from Marmara University, Faculty of Economics and Adminis-trative Sciences, Department of Business. H.E.Zeybekci received his Master’s Degree on International Relations from Istanbul University.

ken ASHKen Ash was a Deputy Director at the OECD from 1999 before becoming Director for Trade and Agriculture in 2009. Mr. Ash has effectively led the development, dissemi-nation and communication of evidence-based policy to Ministers, senior officials and major stakeholders to identify pragmatic and concrete policy actions that governments could take to achieve common domestic goals, while avoiding trade conflicts. Upon joining the OECD Mr. Ash brought with him 20 years of extensive experience from the Government of Canada where he held successively several director-level positions in various branches of Agriculture and Agri-Food Canada. As Director General, Eco-nomic and Policy Analysis, Policy Branch, from 1995-1999, he provided strategic policy guidance to government on key trade policy issues during GATT/WTO negotiations; in the implementation of the URAA; and in the formulation of a government-wide Pro-gramme Review that resulted in major policy and organizational reforms. Mr. Ash holds a Bachelor of Commerce degree and an MBA (International Business and Resource Management), Memorial University, Canada.

Adrian BlUNdell-WIGNAllDr. Adrian Blundell-Wignall is the Special Advisor to the Secretary-General on Financial Markets and Director in the Directorate for Financial and Enterprise Affairs (DAF) at the OECD. DAF supports governments to improve the domestic and global policies that affect business and markets. Key areas of work include anti-bribery, competition, corpo-rate affairs, international investment, financial markets, insurance and private pensions.

He is founder and chairman of a charitable foundation (The Anika Foundation) that raises and invests an endowment fund to provide scholarships in a critical area of healthcare.Mr. Blundell-Wignall is an Australian citizen. He has a 1st class Honours degree and a PhD in Economics from Cambridge University, UK.

He is the author of extensive publications on financial markets and monetary policy in learned journals and books, as well as broker analyst studies and reports.

Early in his career he held economist positions in: the OECD Economics Department, the Reserve Bank of Australia and the Economic Planning Advisory Council of Australia.

Mehmet BüyükekşIMr. Büyükekşi graduated from the Faculty of Architecture at yıldız Technical University in 1984. He attended Business Administration courses at the Marmara University and Business Administration and English courses in the UK in 1988.

In addition to being a Board Member of Turkish Airlines, Mr. Büyükekşi is the President of the Turkish Exporters’ Assembly (TİM), member of the Board of Directors of Türk Ex-imbank, vice President and Member of the Executive Committee of Foreign Economic Relations Board of Turkey (DEIK), a member of the Executive Council of B20, council member of Istanbul Chamber of Industry (ISO), a member of the Board of Directors of Istanbul Development Agency.

He was the president of the Turkish Association of Footwear Manufacturers for six years, Chairman of the Istanbul Leather and Leather Products Exporters’ Association (İDMİB) from 2000 to 2006, as well as the Founding Chairman of the Turkish Footwear Industry Research Development and Education Foundation (TASEv) from 1997-2006. He is mar-ried and has three children.

carlo cAleNdAMember of the Italian Cabinet of Ministers, Carlo Calenda is a Junior Minister with port-folio, responsible for trade and foreign direct investment at the Ministry of Economic De-velopment. He heads the International Trade Policy and the Internationalization Policies Departments, as well as the Italian trade promotion and investment promotion agency. He is member of the EU Foreign Affairs Council–Trade. On December 2013, he took part in the 9th WTO Ministerial Conference held in Bali. In February 2014 he was confirmed by the Prime Minister Renzi as member of the Italian Cabinet of Ministers.

Prior to this, he served as Chief Executive Officer at Interporto Campano from 2008 until 2013. From 2004 to 2008 he was Assistant to the President of Confindustria – the Italian Industrial Association, responsible for international affairs, and then Director of the strategic business area. Before joining Confindustria, he was responsible for product marketing and programming for SkyItalia. Before that, he served as responsible for rela-tionship with financial institutions and for customer relationship management at Ferrari.

Carlo Calenda graduated in Law at the University of Rome.

Rob dAvIeSDr. Rob Davies is serving his second term as Minister of Trade and Industry, having been appointed to this portfolio in May 2014.

During his first term from 2009-2014, he oversaw the development and implementation of annual three year rolling Industrial Policy Action Plans as well as steering South Afri-ca’s participation in important trade relations. Between 2005 and 2008 he was Deputy Minister in the same Department. An ANC MP since 1994, Rob Davies served as Chair-person of the Portfolio Committees of Finance and Trade and Industry as well as the Constitutional Assembly Sub-Committee responsible for drafting Charter 13 (Finance).

Before entering Parliament, Rob Davies was Professor and co-Director of the Centre of Southern African Studies at the University of the Western Cape. An anti-apartheid activist for many years, Rob Davies joined both the ANC and the SACP while in exile in Mozambique. He is currently a member of the Central Committee of the SACP and of the National Executive Committee of the ANC. Academically he holds a Masters in International Relations from the University of Southampton in the UK and a Doctorate in Political Studies from the University of Sussex.

Shaun dONNellyShaun Donnelly oversees USCIB’s work on foreign investment policy, treatment of mul-tinational enterprises, financial services and anti-corruption. A career diplomat who has held several senior executive branch posts and joined USCIB in 2011, Donnelly leads business efforts to open markets abroad for American investment and financial services, and to promote high standards of protection for cross-border investment, both in the United States and overseas. Donnelly brings to USCIB over 30 years’ experience with the U.S. Department of State in a wide range of roles including: principal deputy assistant secretary for economic and business affairs; U.S. ambassador to Sri Lanka; deputy assistant secretary for in-ternational trade; deputy chief of mission at the U.S. embassy in Tunisia; and a detail as assistant U.S. trade representative for Europe and the Middle East. After retiring from the State Department in 2008, Donnelly held positions with the National Association of Manufacturers and the U.S. Chamber of Commerce. He holds a master’s degree from Northwestern University and a bachelor’s degree from Lawrence University.

Antoni eStevAdeORdAlAntoni Estevadeordal is the Manager of the Integration and Trade Sector of the In-ter-American Development Bank (IDB).

He has expertise in trade policy, economic integration and regional cooperation policies in Latin America and the Caribbean, Asia-Pacific and Europe. He coordinates IDB’s op-erational program and policy research agenda as well as several inter-institutional initia-tives (WTO, WCO, ADB, EU, OECD, WEF, UN) to promote trade, regional integration and cooperation initiatives. Before joining the IDB he taught at the University of Barcelona and Harvard University. He has published widely in major journals such as American Economic Review, Quarterly Journal of Economics, Review of Economics and Statistics, Review of International Economics, Review of World Economics, Journal of Economic Integration, World Economy.

He has co-authored and co-edited several books. He is a Spanish citizen and holds a Ph.D. in Economics from Harvard University and a B.A. in Economics from the University of Barcelona.

Simon eveNettSimon Evenett (UK) is Academic Director at the St.Gallen MBA and Professor of Interna-tional Trade and Economic Development. His research focuses on the factors determin-ing the intensity of competition in emerging markets, on the effects of competition law and policy on firms behaviour, and on the analysis of existing and proposed agreements at the World Trade Organization. Prof. Evenett has published a number of books and has, in addition, edited many book chapters and articles. His research is taught at doz-ens of universities around the world.

Prof. Evenett obtained his Ph.D. in Economics from yale University and a B.A. (Hons) in Economics from the University of Cambridge. He has taught at the University of Oxford, the University of Michigan Business School, and Rutgers University. In addition, Prof. Evenett has served as a World Bank official and is a Non-Resident Senior Fellow in the Economics Studies programme of the Brookings Institution.

Anabel GONZAleZAnabel González is Senior Director of the World Bank Group Global Practice on Trade and Competitiveness (from July 2014).

In this capacity, she leads a team of 500 people to design and implement the World Bank Group’s global and country agenda in the areas of trade, investment climate, com-petitiveness, innovation and entrepreneurship. Previously, she served as Costa Rica’s Minister of Foreign Trade (2010-14). During her tenure, Anabel led Costa Rica’s efforts to join the OECD, negotiated, approved, and implemented six major free trade agree-ments, and implemented investment climate enhancement policies that contributed to attracting over 140 new investment projects. She also had a lead role in Costa Rica’s Competitiveness and Innovation Council.

Anabel holds an LLM from Georgetown University and a law degree from University of Costa Rica.

Ildefonso GUAjARdO vIllARReAlIldefonso Guajardo villarreal is a Mexican economist and politician. On December 1st of 2012, Mr. Ildefonso Guajardo villarreal was appointed as Secretary of the Economy by the President Enrique Peña Nieto. Mr Guajardo obtained his B.A. in Economics at the Autonomous University of Nuevo Leon, and undertook graduate studies in economics at Arizona State University and the University of Pennsylvania). He worked as at the Inter-national Monetary Fund (1988-91) before becoming Director of the North American Free Trade Agreement Affairs Office at the Embassy of Mexico in Washington, D.C. (1994).

Mr. Guajardo has held different positions in the Federal Government, first as Undersec-retary at the Foreign Affairs Ministry (1994-1997); Deputy Ministry of Tourist Develop-ment (1997) and as Planning, Communication and Liaison Technical Secretary for the Trade and Industrial Development Ministry (1998-99). At the state level, he was head ofthe Governor’s Executive Office (2003-06), year in which he became leader of the Minor-ity Group of the Nuevo Leon State Congress.

Marion jANSeNMarion is the Chief Economist of ITC and in this position responsible for the forthcoming ITC flagship publication “SME Competitiveness Outlook 2015”. Previous to this, Marion was a counsellor in the Economic Research and Statistics Division of the World Trade Organization, an organization she joined in 1999 after a short spell in the private sector. From 2009 to 2012 she was the Head of Trade and Employment Programme at the ILO.

She has published widely on subjects related to international trade and global gov-ernance is currently editing a volume on the “Economics of Trade Disputes and Inves-tor-State Disputes” together with Joost Pauwelyn from the Graduate institute in Geneva. Marion holds a PhD in economics from the Universitat Pompeu Fabra (Barcelona, Spain) and is a lecturer at the University of Geneva and the World Trade Institute. She is an associate editor of International Economics and chairs the supervisory committee of PRONTO, a pan-European research network on NTMs.

Marion Jansen holds a PhD in economics from the Universitat Pompeu Fabra (Barcelo-na, 1998) and lectures at the University of Geneva and the World Trade Institute (Bern).

Robert kOOpMAN Robert Koopman is Chief Economist and Director of the Economic Research and Sta-tistics Division at the World Trade Organization. In his current role Robert Koopman provides the Secretariat and Member Countries with analysis and information that pro-motes a deeper understanding of trade and trade policy’s role in economic growth and development.

Prior to this post he served as the Director of Operations and Chief Operating Officer for the United States International Trade Commission. Mr Koopman oversaw the Commis-sion’s trade policy research and negotiation assistance to the President, the US Trade Representative, and Congress. He also previously served as the Chief Economist and Director of the USITC Office of Economics, and numerous leadership and research po-sitions at the Economic Research Service of USDA.

His research interests include measuring the economic effects of trade and trade policy changes, measuring global value chains, and the application and validation of large scale economic simulation models.

Matthias MAcHNIGMatthias Machning has been serving as the State Secretary at the Federal Ministry for Economic Affairs and Energy of Germany since October 2014.

Prior to this, he was Minister for Economics, Labour and Technology in the Free State of Thuringia (2009-2013), State Secretary in the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (2005-2009), and State Secretary in the Federal Ministry of Transport, Building and Housing (1998-1999).

Mr. Machning was involved in the German Social Democratic Party (SPD) as a campaign manager for the 2014 European elections, as a Head of the SPD Federal Manager and coordinator of the campaign headquarters from 1995 to 1998, and as a Deputy head of division at the parliamentary group in 1991-1992.

After obtaining his Abitur (university-entrance qualification) in 1979 at Walram-Gymnasi-um in Menden (Sauerland), Mr. Machnig studied Sociology in Münster.

cecilia MAlMStRöMCecilia Malmström is a Swedish politician who has served as European Commissioner for Trade since 2014, having previously served as European Commissioner for Home Affairs from 2010 to 2014. In her current position, she represents the EU in the World Trade Organisation (WTO) and other international trade fora. She is also responsible for negotiating bilateral trade agreement with key countries, including reaching a balanced and reasonable Transatlantic Trade and Investment Partnership (TTIP) with the U.S. that respects Europe’s safety, health, social and data protection standards, and our cultural diversity.

Prior to her appointment as a Commissioner, she had served as a Member of the Eu-ropean Parliament 1999–2006 and as Swedish Minister for European Union Affairs 2006–2010. She is a member of the Liberal People’s Party, which is represented by the A.L.D.E. in the European Parliament.

Cecilia Malmström holds a Ph.D. in Political Science, Department of Political Science from Göteborg University.

Mustapa MOHAMedMustapa Mohamed is the Malaysian Minister for International Trade and Industry and is the Member of the Parliament of Malaysia for the seat of Jeli in Kelantan, representing the United Malays National Organisation (UMNO).

Mustapa has held a number of government positions, including Deputy Finance Minis-ter, Minister for Entrepreneur Development, Minister in the Prime Minister’s Department, Minister for Higher Education, and Minister for Agriculture and Agro-based Industry. He was appointed to the Trade portfolio when Najib Razak became Prime Minister in April 2009.

Mustapa is an economist. He graduated from the University of Melbourne, Australia, with a First Class Honours degree in Economics and from Boston University with a Mas-ters in Economic Development.

Alexander MORAAlexander Mora was appointed Minister of Foreign Trade of Costa Rica in 2014. Mr. Mora oversees Costa Rica´s foreign trade and investment portfolios, as well as the re-lationship with multilateral organizations like the WTO, OECD, SIECA, among others.

Mr. Mora has extensive experience in trade, banking and digital technologies. Firstly, as a successful entrepreneur in the digital technologies, telecommunications and corporate services areas, with over 25 years of experience. Secondly, as representative of Costa Rica to the United Nations Commission on Science and Technology for Development, as member of the Foreign Trade Advisory Council, the National Commission on Information Technologies and Communication and the National Commission on Competitiveness. Also as President and vice-President of the Costa Rican Chamber and Latin American Federation of Information and Communication Technologies, the Costa Rican Chamber of Exporters and as President and vice-President of the Board of Directors of several banks, insurance brokers and investment management funds.

Mr. Mora has a degree in Economics and holds an MBA in Finance and Banking from the University of Costa Rica.

thomas trikasih leMBONGMr. Thomas Lembong was appointed as the Minister of Trade of the Republic of Indo-nesia in August 2015.

Prior to his appointment, Mr. Lembong served as Managing Partner and CEO of Quvat Management, a Singapore-based private equity fund with investments in Indonesia, Sin-gapore and Malaysia.

Prior to co-founding Quvat, Mr. Lembong had extensive experience from the financial sec-tor, working amongst others for Deutsche Bank and Morgan Stanley. From 2000-2002, Mr. Lembong was also a Senior Official at the Indonesian Bank Restructuring Agency (IBRA), a government - led economic program set up to restructure Indonesia’s banks and private sector non-performing loans following the 1997/98 Asian Financial Crisis.

Mr. Lembong holds a bachelor’s degree in Architecture and Urban Planning from Har-vard University. Mr Lembong was named a young Global Leader (yGL) by The World Economic Forum (WEF) Davos in 2008.

Robert OWeN-jONeSMr Owen-Jones is the Assistant Secretary of the G20 Branch in the Australian Depart-ment of Foreign Affairs and Trade. He is Australia’s senior official for the G20 on trade, agriculture, energy and development. Mr Owen-Jones is an experienced career diplomat with over twenty five years’ inter-national service, including diplomatic postings to Manila, Moscow (twice), Paris, Bonn, Lisbon and Washington. Previously, he was the Assistant Secretary of the Global En-gagement Branch and the Assistant Secretary of the Multilateral Negotiations Branch in the Australian Department of Climate Change and Energy Efficiency. He was the Special Negotiator for Climate Change. He has chaired many international processes, including for the UN Framework Convention on Climate Change (SBI Chair), the World Bank, OECD, G20 and the UN Diplomatic Conference that established the Tsunami Warning System for the Indian Ocean. Mr Owen-Jones qualified in economics, international relations and strategic studies, and is a graduate of the Australian Defence Force’s Senior Staff College.

Michael pUNkeMichael Punke serves as Deputy United States Trade Representative and U.S. Ambas-sador and Permanent Representative to the World Trade Organization (WTO) in Geneva, Switzerland. Michael Punke has worked in the field of international trade law and policy for two dec-ades. From 1995 to 1996, Punke served as Senior Policy Advisor at the Office of the United States Trade Representative. There, he advised the USTR on issues ranging from agricultural trade to intellectual property protection. From 1993 to 1995, Punke served at the White House as Director for International Economic Affairs with a joint appointment to the National Security Council and the National Economic Council. His responsibilities included assisting in the management of the interagency process. From 1991 to 1992, Punke was International Trade Counsel to Senator Max Baucus, then Chairman of the Finance Committee’s International Trade Subcommittee.

Punke is a graduate of George Washington University and Cornell Law School, where he was elected Editor-in-Chief of the Cornell International Law Journal.

lilianne plOUMeN Lilianne Ploumen is the Minister for Foreign Trade and Development Cooperation of the Netherlands. Lilianne Ploumen previously held the position of vice Chair of the Evert vermeer Foun-dation, and was a member of the Labour Party’s South-North Committee (advising on international cooperation). She has also been a board member of feminist organisation Opzij and Women Inc. and member of the Stop Aids Now! supervisory board.

In 1995 she founded Ploumen Projecten, an organisation specialising in market research and innovation for commercial and non-profit clients. In the same year she also began working as a fundraising coordinator for Mama Cash, an international fund supporting women’s initiatives, going on to become director of the organisation from 1996 to 2001.From 2001 to 2007 Ms Ploumen worked for the development organisation Cordaid. She was Chair of the Labour Party (PvdA) from October 2007 to January 2012.

Ms. Ploumen holds a Master’s Degrees in Social History and Strategic Marketing Management.

Gabriela RAMOSGabriela Ramos is the OECD Chief of Staff and Sherpa to the G20. Since 2006, she has been advising and supporting the Secretary-General’s strategic agenda. She is respon-sible for the contributions of the Organisation to the global agenda, including the G20 and G7, and oversees the preparations of the yearly OECD Ministerial Council Meeting. She has contributed to the launch of major OECD initiatives related to gender, skills, development, and has also launched and supervises the New Approaches to Economic Challenges and the Inclusive Growth initiatives, and oversees the activities of the Direc-torate for Financial and Enterprise.

Previously, she served as Head of the OECD Office in Mexico and Latin America, where she promoted OECD recommendations in many areas including health and education. She helped in the preparations of several OECD reports on Mexico, developed the OECD Forum there and launched the “Getting it Right” flagship publication series.

Ms. Ramos holds an MA in Public Policies from Harvard University, and was a Fulbright and Ford MacArthur fellow.

joakim ReIteRJoakim Reiter is Deputy Secretary-General of the United Nations Conference on Trade and Development at the Assistant Secretary-General level.

Prior to this, he held the position of Deputy Director General, heading the Department for International Trade Policy responsible for interaction with UNCTAD, WTO and OECD within the Ministry of Foreign Affairs of Sweden. From 2011 to 2014, he held the position of Ambassador and Permanent Representative of Sweden to the World Trade Organiza-tion, Switzerland, where he also served as chair for the WTO bodies on services, goods and trade policy reviews respectively. From 2008 to 2011, Mr. Reiter was Minister Coun-sellor and Head of Trade Section at the Representation of Sweden to the European Un-ion, Belgium. From 2004 to 2008, he served at the European Union Directorate General for Trade in European Commission, where he was involved in a number of multilateral, regional and bilateral negotiations with countries at different levels of development.

Born in Sweden in 1974, Mr. Reiter holds a Master of Science from the London School of Economics and a MA from University of Lund, Sweden.

Andrew ROBBMr Andrew Robb is the Australian Minister for Trade and Investment in 2013.

Mr Robb was elected to the Federal seat of Goldstein in October 2004, holding posi-tions as Chairman of the Government’s Workplace Relations Taskforce, Parliamentary Secretary to the Minister for Immigration and Multicultural Affairs and then Minister for vocational and Further Education. In Opposition, he held positions as Shadow Minister for Foreign Affairs, Shadow Minister for Infrastructure and Climate Change, Chairman of the Coalition Policy Development Committee and Shadow Minister for Finance, Dereg-ulation and Debt Reduction. In 2003 Mr Robb was awarded the Office of the Order of Australia for his service to agriculture, politics and the community. From 1997 to 2004 Mr Robb worked for Mr Kerry and James Packer, as well as advising major companies around Australia and overseas. During this time he also built an Australia-wide direct marketing technology company, was on the investment team for the Gorgan Gas Pro-ject, and was a Board Member of Sinclair Knight Merz.

Mr Robb has qualifications in Agricultural Science and a first class Honours Degree in Economics.

Alioune SARRAlioune Sarr is Minister of Trade, Industry and Informal Sector, Senegal.

Before being appointed to the Government of Senegal, Mr. Alioune Sarr was Director General of the Senegalese Agency for Export Promotion (ASEPEX). In this position he launched major projects and conducted missions for the positioning of products and services “Made in Senegal” in regional and international markets. Alioune Sarr has led several international missions for the Government of Senegal to : France, Germany, Italy, Switzerland, Holland, Korea, USA, Malaysia, Indonesia, and India. In these countries, Mr. Alioune Sarr established contacts and signed several partnerships contracts and projects financing agreements aimed at strengthening the competitiveness of products and services “Made in Senegal” and improving their access to international markets.

Mr. Sarr holds a Post-graduate degree (DESS) in Business Administration and Man-agement from the University of Dakar and a Master in Computer Science and Business Administration from the University of Bordeaux, France.

Frank ScHUlZSince January 2014 Frank Schulz is appointment vP for Governmental Affairs Arce-lorMittal Group and at the same time he is since 2009 Chairman of the Management Board of ArcelorMittal Germany Holding. He started his career in the steel industry in 1984 in EKO Stahl in Germany and has worked in different functions in production, qual-ity, R&D and customer service.

In 2001 he became director of Strategy and Development and from March 2002 till Au-gust 2005 he has been nominated as Technical Director EKO Stahl. He moved to Arcelor Flat Carbon Steel Luxembourg where he took the lead of Industrial Excellence for the ArcelorMittal plants in Europe. In 2007 he returned to Eisenhüttenstadt as CEO of AM Ei-senhüttenstadt and in 2008 he was additionally appointed as CEO of Business Division East. From 2009 to 2013 he was vP purchasing for ArcelorMittal in Europe.

Frank Schulz is 57 years old and holds a Master’s degree in Metallurgy and Material Science from Bergakademie Freiberg.

kurt tONGKurt Tong has served as Principal Deputy Assistant Secretary for the US Bureau of Eco-nomic and Business Affairs at the Department of State since July 2014. Before joining the Bureau, Mr. Tong served for three years as the Deputy Chief of Mission in Tokyo, Japan. Prior to his time in Tokyo, he was the U.S. Ambassador for Asia-Pacif-ic Economic Cooperation (APEC), managing all aspects of U.S. participation in APEC, while concurrently serving as the Economic Coordinator for the State Department’s Bureau of East Asian and Pacific Affairs, organizing bureau-wide efforts on economic policy. Mr. Tong has been an economic affairs diplomat for the State Department since 1990, including service as Director for Asian Economic Affairs at the National Security Council from 2006 to 2008 and as Economic Minister-Counselor in Seoul from 2003 to 2006. Mr. Tong holds a B.A. from the Woodrow Wilson School of Public and International Af-fairs at Princeton University, and studied graduate-level economics at the U.S. Foreign Service Institute.

Ayşe SINIRlIOğlUMs. Ayşe Sinirlioğlu is Turkey’s G-20 Sherpa. She has been serving as the Deputy Under-secretary for Economic Affairs in the Ministry of Foreign Affairs and Turkey’s G20 Sherpa since September 2014.

Ayşe Sinirlioğlu was the Ambassador of Turkey to Romania from 2008 to 2011 and Am-bassador of Turkey to Spain from 2011 to 2014. Between 2004- 2008, Ms. Sinirlioğ-lu served as the Head of Department and Deputy Director General in the Directorate General for Bilateral Economic Affairs in the Turkish Ministry of Foreign Affairs. In 1999 she was appointed as the first counselor at the Permanent Representation of Turkey to the UN Office in Geneva and in 2002, as the first counselor in the Turkish Embassy in Amman. From 1992 to 1996, she served as consul in Turkish Consulate General in New york. Between 1996-1999, she served as section head in the Department for Balkan Countries and Department for Central Asia and Caucasus in the Turkish Ministry of For-eign Affairs.

She received her Masters Degree on European Integration Law from University of Am-sterdam and her PhD degree in Political Science from Boğaziçi University.

Sauvant, Ph.D., is Resident Senior Fellow at the Columbia Center on Sustaina-ble Investment (CCSI), a joint center of Columbia Law School and the Earth Institute at Columbia University; Adjunct Senior Research Scholar and Lecturer-in-Law at Columbia Law School; Fellow, Academy of International Business; and Honorary Fellow, European International Business Academy. He is also Guest Professor at Nankai University, China.

Until February 2012, Dr. Sauvant was the Founding Executive Director of the vale Co-lumbia Center on Sustainable International Investment (vCC). There, he sought to make the vCC a leading forum for discussions by scholars, policymakers, development ad-vocates, students, and other stakeholders of issues related to foreign direct investment (FDI) in the global economy and the regulatory framework governing it. Until July 2005, Dr. Sauvant was Director of the United Nations Conference on Trade and Development’s (UNCTAD’s) Investment Division (DITE), the focal point in the U.N. system for matters related to FDI, as well as a major interface with the private sector.

Dr. Sauvant received a Ph.D. degree from the University of Pennsylvania, Philadelphia. He is a national of Germany, married to Silvana F. da Silva, a national of Brazil.

dimitris tSItSIRAGOSDimitris Tsitsiragos leads IFC’s international investment operations and advisory servic-es. He also oversees IFC’s client coverage group, which forges relationships with key private sector partners worldwide.

Mr. Tsitsiragos was previously vice President for IFC’s Europe, Central Asia, Middle East, and North Africa region, where he led IFC’s investments and advisory services—deliver-ing an investment program of almost $7 billion in fiscal year 2014 alone, and managing a portfolio of over $13 billion.

A Greek national, Mr. Tsitsiragos became vice President in July 2011. Prior to this, he was Director of the Middle East, North Africa, and Southern Europe department at IFC, where he developed a new strategy to support the region’s private sector in the wake of the Arab Spring. This included the creation of the E4E Initiative for Arab youth, which brings together public and private providers of education and private companies to im-prove the quality of education in the region.

Bernhard WelScHkeBernhard Welschke was appointed as Secretary General of the Business and Industry Advisory Committee to the OECD (BIAC) in April 2013. He works in close dialogue with OECD leadership and member countries, leads BIAC’s engagement during high-level business and government meetings including the G20/B20, and develops the strategic positioning of BIAC with its global membership and policy groups. Before joining BIAC, he served as Managing Director for Global Governance and for business relations with North and Latin America at the Federation of German Industries (BDI) in Berlin. In previous positions at the BDI he was responsible for European Affairs, international trade and business relations with Asia and the Pacific. From 2006 to 2010 he was appointed as the Representative of German Industry and Trade in Washington, D.C. representing the Association of German Chambers of Industry and Commerce, the BDI, and the German Ministry of Economics and Technology, promoting transatlantic trade and investment. Bernhard holds a degree in Economics from the Johann-Wolfgang-Goethe University, Frankfurt am Main, focusing on monetary policy, international trade, and development.

Alexey UlyUkAevMr Alexey Ulyukaev is Minister of Economic Development of the Russian Federation. Mr. Alexey v. Ulyukaev started his professional career as professor’s assistant and as-sociate professor at the Moscow Construction Engineering Institute. In 1991, Mr. Uly-ukaev began to work for the government institutions, first as economic advisor to the Russian Government and then head of the group of advisors to the Chairman of the Russian Federation Government. He served as Deputy Director of the Institute of Eco-nomic Problems of the Transition Period and as Deputy of the Moscow City Duma. From 2000 to 2004, he was First Deputy Minister of Finance of the Russian Federation and then became first deputy of the Chairman of the Central Bank of the Russian Federation.

He graduated from Economics Faculty of the Lomonosov Moscow State University, where he subsequently finished a post-graduate course and was awarded a Sc.D. de-gree in economics in 1982. He also holds a PhD in economics from University Pierre-Mendes in France, Grenoble.

Shaogang ZHANGMr. Shaogang Zhang currently serves as the Director General for the Department of International Trade and Economic Affairs at the MOFCOM.

Previously, he was Minister counselor for economic and commercial affairs at the Em-bassy of the People’s Republic of China to the United States. He started this position in July 2010 and his main responsibilities include US-China trade relations and economic cooperation. Prior to this position, Zhang served as the minister counselor in the Per-manent Mission of the People’s Republic of China to the United Nations (UN) starting in October 2008, where he worked on UN development aid issues.

Before joining the UN mission, Zhang worked for China’s Ministry of Commerce (MOF-COM) and its predecessor, the Ministry of Foreign Trade and Economic Cooperation. At the Ministry of Foreign Trade and Economic Cooperation, Zhang worked on Asia-Pacific cooperation affairs and was responsible for APEC meetings.

Zhang graduated from Peking University and Carnegie-Mellon University.
