Accelerator – Built on SME Instrument

– A new development to get more engagement with private sector and

better returns for the EC

– Applicants that do not Express such consent will not be considered

for a blended finance.

– Applicants at System/Subsystem Development (TRL 7-8) may have

grant + blended finance option

– Applicants at System test, launch and operations (TRL 9) may only

have the equity option

– EC will have a ‘Special Purpose Vehicle’ (SPV) to make investments

where private sector consider risks too great

– Applicants agree to consider blended finance if evaluators conclude

that project qualifies – if no agreement, no grant and project will be

rejected

– Any income to EC from equity investment will be put back into

programme to fund further projects

Due Diligence: Investigation taken before entering into an agreement or contract, Review of

product, market, customers, Assessment of accounts; debts, turnover, profits, assets,

Management team, Patents, Ownership etc. gives confidence that investments will be safe and

expectations will be realised. Investment part will be subject to due diligence by SPV team
