The Honesty Book Exchange Point

The Honesty Book Exchange Point in the Village Hall is very popular with books being exchanged daily. Bring in a paperback you have read, browse the books on the trolley, and exchange your book for another one. This is a community initiative at no cost. The village hall is open daily. Hopton in Bloom I am writing this in the middle of November and some of the bedding plants are still looking good, but I don't expect them to last much longer. We are planning to put Christmas decorations in place in early December. Maintenance work has been carried out on all the planters so they are set for winter.

Ritson Lodge have given up their sponsorship of the boat at the front of the v i l l age , we thank them fo r the i r sponsorship over the last few years. We welcome Hopton Holiday Village, who will now sponsor the boat. This has pleased us very much as it is hard to raise funds so that worry is taken off our hands.

Dear Parishioner,

For a Vicar to use Victor Meldrew's immortal words “I don't believe it!” is hardly Kosher! But Advent is already upon us and Christmas is hot on its heels.

I am really overwhelmed by the sensation of the swiftness with which time has appeared to fly past of late. I know that, with time being a constant, it is all completely subjective and has absolutely no basis in reality. It is me that is the variable in all of this. It is my metabolism that is slowing down as well as there being a waning in both my physical and mental ability to accomplish things with the vim and vigour of the past. But the truth is, I have been feeling considerably 'Reindeerish' of late, seriously needing the urging and prodding of a driver – like in Clement Clarke Moore's 1822 poem, “'Twas the night before Christmas".

"Now, Dasher! now, Dancer! now, Prancer and Vixen!On, Comet! On, Cupid! on, Donner and Blitzen!To the top of the porch! to the top of the wall!Now dash away! Dash away! Dash away all!"

My mood is helped not one whit by the fact that the High Streets and the Supermarkets, not to mention the Internet, all seem to be enjoying the full Festival already. This induces in me a sense of guilty sleigh-lag because I am not yet up to Holly and Ivy speed!

But I refuse to give in – I am not going to celebrate Christmas this year without having embraced Advent first. It is Advent that really sets out for me the Reasons for the Season. I am going to embrace my actual slowness this year and plod my way purposefully and hopefully, with some semblance of dignity and grace, through those four special Sundays, towards the Festival of The Incarnation – Christ's Mass – Christmas.

If I miss out on dozens of mince pies and stolen bites and innumerable glugs of mulled wine in the process – too bad. [It would be a good thing, I can hear many of you who know me saying!]

So, before I rush to wish you a Happy / Merry Christmas, may I pre-wish you a spiritually rich, warm, fellowship and peace-filled preparation time of Advent; leading to a most Blessed Christmas in the celebration of the birth in Bethlehem of Judea of Jesus, the Christ, our Saviour.

The Birth of Jesus*

LUKE 2 1-5 About that time Caesar Augustus ordered a census to be taken throughout the Empire. This was the first census when Quirinius was governor of Syria. Everyone had to travel to his own ancestral hometown to be accounted for. So Joseph went from the Galilean town of Nazareth up to Bethlehem in Judah, David's town, for the census. As a descendant of David, he had to go there. He went with Mary, his fiancée, who was pregnant.

This is what you're to look for: a baby wrapped in a blanket and lying in a manger.”

Thank You and Farewell from SAM

To all of the good people of Hopton-on-Sea. Sadly, this shall be my final contribution to the Village News. Conventional wisdom states that good things end and I have reached a cul-de-sac.

I have always welcomed constructive criticism and on several occasions requested that the readership write to me with ideas and suggestions regarding the Speedwatch campaign and how to improve the presentation and communication of the information that I gather.

Unfortunately, there have been an increasing number of rather unpleasant letters presented in a derogatory and in some cases downright rude manner and since the summaries I provide are on a voluntary basis quite frankly I have had enough.

I always tried to put a light-hearted slant on what is very serious subject matter but evidently this was beyond the comprehension of certain residents of the village. The 'Hopton Grapevine' which appears, as ever, extremely active would suggest that the articles over the past year have been well received by the majority but as with many things in life the minority have spoilt it for everyone else.

Perhaps I may take solace in the fact that any response at all infers that people have been reading the jottings that have been published but that is insufficient for me to wish to continue placing finger on keyboard every month.

You shall probably still notice me popping up around and about the village when, and more importantly if, I can obtain the assistance of a human to prop me up against a lamp post but I shall from now on only share recordings of note with the Norfolk Constabulary rather than the general populous.

In closing I shall revise my concluding paragraph from last month's edition and doff my cap in recognition to a certain Sir Winston Churchill.

So many people complain about maladies within the village yet very few are prepared to do anything about it!

I'll leave this with your conscience, once again.

Canine Talks!

A resident of Hopton is offering to give talks about ways to improve relationships in the community for both dog owners and non-dog owners. The speaker is well qualified in all canine matters and the talks would be light-hearted and informative. There is likely to be a small fee to cover the cost of venue hire. At this stage, we are just gauging interest, and no dates/times have been set. If you are interested in

NSARDA Anglia Training Day – Adult Volunteers needed

As a voluntary organisation we support the Emergency Services throughout the Anglian region. We are responsible for training and deploying air scenting and trailing search and rescue dogs. Whilst Search and Rescue Dogs are well known for finding missing people in the mountains of Britain. What is less well known is they work in lowland, rural and urban areas. Searches can take place at any time of day or night throughout the year in all weathers. As East Anglia has large areas of forest, farmland and coastline we have a critical role in supporting our Emergency Services.

The National Search and Rescue Dogs Association (NSARDAS) will be holding a search and rescue training day on Saturday 8 December 2018 from 9am to 4pm at Hopton Holiday Village. Volunteers are needed to act as mispers (missing people) for the qualified and trainee dogs to find. If you are able to spare a few hours please phone or text Lesley White, Hopton resident, who is the organiser of this event on 07738 013007 and she will provide you with details.

President Diane opened the meeting by welcoming visitor Angela and apologies from Val, Paddy, Beryl and Anne.

A reminder that our Christmas lunch will be members only at Gorleston Golf Club on Friday 7 December and arrival time 12.45. Birthday rose and card for Anne.

Our meeting on 14 December will be an invitation to Ritson residents to join our Christmas Party with mince pies and Christmas spirit in the foyer and Val has booked an entertainer.

Diane welcomed our Speaker - Naturalist Tony Brown who took us through a trip entitled Wildlife in Winter together with slides and a commentary. Members learnt some interesting facts on habitats and varieties of wildlife. Winner of the flower of the month was Pam and Pam also was the winner of the animal ornament (bird). Tea kindly provided by Ritson and cake by Pat.

Our AGM was held at the end of the meeting President Diane read her report and concluded by thanking all our members for their loyalty. Secretary Mary read her summary of our WI activities throughout the year. These reports to be forwarded to Federation Office at Norwich. Our thanks to Ritson Lodge for their hospitality. CHAIRDear Residents

By the time you read this another year will almost have gone. Where has time gone! With this in mind, on behalf of all on Hopton Parish Council, we would like to wish everyone a Merry Christmas and a Happy New Year.

Our next Parish Council meeting is on Monday 10th December in the Village Hall at 7.00pm. There will be sausage rolls, mince pies and refreshments, so please come along, it would be great to meet you and talk with existing residents who attend.

Unfortunately as mentioned many times this year, in this section and elsewhere in the magazine, this month sees the final article from SAM for the foreseeable future. Whilst many residents have enjoyed reading the articles, the lack of volunteers and negativity from a small part of the community has put th is important community traffic calming project in doubt for 2019. If any residents are interested in helping, the SAM2 camera is moved approx. every 4 weeks, to different locations around the village. This takes around one hour. The batteries however need to be re-charged and swopped over every 2 to 3 weeks. Downloading the data and producing a monthly article takes up to 4 hours a month. As you can see once broken down, a lot of work behind the scenes is carried out to provide this service for the community.

On a more positive note the HOPTON XMAS EXTRAVAGANZA is shaping up to be a superb community event. A poster and all details can be found in this edition of Village News. I would like to take the opportunity to thank in advance the volunteers who have offered to help on the day. I am however still looking for helpers to ensure that the set-up is correct and that everything runs smoothly on the day. If you are able to help for a few hours please contact me or Julie in the office.

The Parish Council, in conjunction with a professional pyrotechnics company, has organised a Christmas Extravaganza with F i reworks Display to music on Sunday 16 December 2018, from 4.30pm onwards at the Recreation Ground Lowestoft Road Hopton. The event is suitable for all Hopton residents, h o w e v e r, c h i l d re n m u s t b e accompanied and supervised by an adult. Please walk to the event rather than drive, as parking will be restricted.

There will be musical entertainment, with Dynamite, a local East Anglian party band. Food and refreshments will be available and neon party glow sticks can be purchased at £1 each. We have two hampers full of excellent quality products as raffle pr izes. Raffle t ickets can be purchased in advance from the Village Hall office at £1 per strip of five, or on the night.

There is no cost for residents to attend. However, there will be bucket collections at the five entrances to the field to help cover some of the cost.

The north, east and south entrances will be closed at 6pm, with the fi r e w o r k s d i s p l a y s t a r t i n g approximately 6.45pm. The main car park entrance at Lowestoft Road on the west side will remain open and is the viewing area.

This event will coincide with the arrival of Santa's Sleigh, courtesy of the GY Lions Club at the main entrance around 6.30pm.

HOPTON-ON-SEA PARISH COUNCILMinutes of the Parish Council Meeting held on Monday 8 October 2018 at the Village Hall Station Road Hopton-on-Sea Great Yarmouth NR31 9BE commencing at 7pm.

Present: Parish Cllrs: Ian Constable (Chairman), Chris Garratt (Vice-Chairman), Dennis Ball, Andy Petersen, Chris Thomas, John Tonks.

Also present: Borough Cllrs. Carl Annison and Sue Hacon. Julie McNair, Clerk to the Council and eleven members of the public.

The Chairman pointed out some housekeeping matters in relation to the fire alarm, emergency exits, mobile phones etc.

Cllr. Tonks and unanimously agreed. B. Cllr. Hacon will investigate whether GYBC can supply suitable stickers. It was further proposed by Cllr. Garratt not to purchase a dog bag dispenser for that location. This was seconded by Cllr. Tonks and unanimously agreed.

To consider organising a one-off additional refuse collection for residents with drop off points in the village.There is a budget of £450 for this event. Following discussion, it was proposed by Cllr. Petersen and seconded by Cllr. Ball to go ahead with the additional refuse collection. The Parish Council to approach GYB Services with three possible dates of 2, 9 or 16 February 2019. The usual three drop off points would be in place, with Cllrs. covering each site and a voucher printed in the January/February edition of Village News. This proposal was unanimously agreed.

To consider not holding a Parish Council meeting during the month of July, or August, each year.Following discussion it was proposed by Cllr. Thomas not to hold a Parish Council meeting during the month of August. This was seconded by Cllr. Petersen and agreed by majority vote (4 in favour, 2 abstentions). The usual monthly payments for August would be presented and ratified at the September meeting.

To consider matters relating to the Recreation Ground:a) The offer of a free “shelter”. The offer is no longer available. b) To consider replacing the white lining machine. The cost of a replacement machine would be in the region of £309.95 plus VAT. This includes free delivery and £40 worth of white lining paint. The existing white lining machine is serviceable for another few months. The football team could possibly apply for a grant for a new machine. It was proposed by Cllr. Tonks to postpone this item until February 2019. This was seconded by Cllr. Thomas and unanimously agreed.

To receive a brief update on matters arising from the Minutes:a) Christmas Extravaganza with fireworks display Sunday 16 December 2018. Fireworks have now been booked for Sunday 16 December 2018. Safety documentation is being updated. Suggestions for music to accompany the fireworks can now be put forward. Glow sticks, with lanyards, have been purchased and will be sold at £1 each. Sponsorship totalling £200 has been promised by two companies, and a Christmas hamper for the raffle. The total cost for fireworks, insurance, glow sticks, lighting and PA system, with the sponsorship, comes in under budget. Some discussion took place regarding musical acts and the Chairman will circulate ideas. The GY Lions confirmed they are in Hopton with Santa's Sleigh that evening. Times to be clarified. The November and December editions of Village News will give details of the event, which is for residents only. A Temporary Event Notice will be applied for, and an Event Management Plan put in place, with roles for volunteers. Posters will be displayed at the school, Village Hall and other outlets. b) S.106/Recreational facilities. Following the extra ordinary meeting held on 27 September 2018, Option 1 to be taken forward provisionally subject to satisfactory answers to questions as outlined in the Minute of 27 September 2018. Clerk to submit questions to Adam Nicholls and Louise Tully with a request that matters please be clarified by the end of October 2018. The Chairman thanked Hopton's Borough Cllrs. for their support throughout this process.

It was proposed by Cllr. Constable to accept the report as read. This was seconded by Cllr. Garratt and unanimously agreed.

To receive County and Borough Councillors' Reports. B. Cllr. Hacon advised she has let GYB Services know that some equipment on the Recreation Ground has not as yet been repaired. The Great Yarmouth and Gorleston In Bloom awarded the Millennium Garden a Silver Gilt. The Chairman of the Parish Council thanked and congratulated the Friends of Old St. Margaret's Ruin and the contract gardener for tending the Millennium Garden.

Proposed side extension with car port, front porch. Two velux cabriolet roof lights into the eastern side.Planning Permissions Refused by GYBC: None. c) Finance. Ten cheques and two direct debits from the business current account totaling £2,619.75. It was proposed by Cllr. Garratt and seconded by Cllr. Tonks to approve the cheques and bank reconciliation statement. This was unanimously agreed.

To consider additional information relating to Beach Road.No response from Potters in relation to the cost of CCTV, and who would monitor it. The response from Norfolk Constabulary indicates that it might be possible to prosecute from CCTV evidence. Beach Road has recently been cleaned by NCC, with a view to re-painting the yellow lines although no date has been set for the work. It was proposed by Cllr. Constable to carry this item forward to February 2019. This was seconded by Cllr. Garratt and unanimously agreed.

To consider purchasing a dog bag dispenser for installation at the east end of Beach Road and dog refill bags.Much discussion took place on this topic. There are two waste bins at the end of Beach Road. It was proposed by Cllr. Garratt that appropriate signs/stickers be placed on waste bins indicating that dog waste can be put in ordinary litter bins. This was seconded by

a) Dog mess on the Recreation Ground, along with broken glass and litter.The broken glass and litter has been reported to GYB Services. There is an additional article in the October edition of Village News regarding dog mess. This is an on-going problem. Residents are urged to please report incidents to GYBC Environmental Health with details, to enable them to follow up, and secure a successful prosecution. b) GYBS confirmed they have raised a repair order for the bin at Cumby Way and the broken fencing at Orde Way. [Both matters have now been attended to.] Members of the public raised the following items. In summary:-c) A resident was not in favour of restrictive car access on Beach Road. A suggestion was made that car parking areas be marked out at the end of the road. With regard to dog mess in that area, if a dispenser was to be installed, this may cause dog owners not to carry the required dog bags with them. d) Could the pine needles at the corner of Coast Road and Misburgh Way be cleared. Following a brief discussion regarding options, the Parish Council/B. Cllrs. will ask GYBC for the road sweeper to attend that area. e) A resident agreed that signage should be placed on the existing litter bins to let dog owners know that dog bags can be placed in litter bins. f) Could Bourne Leisure put a notice in their customer brochures advising dog owners that bags can be put in litter bins throughout the village. g) A motor bike has been racing around Seafields Drive and the driver has not been wearing a crash helmet. Residents to please be vigilant and advise the Parish Council or Police of the registration number. This matter will be raised at the next SNAP meeting.

Message from OPT Inspector McCarthy.I am pleased to report that both Halloween and Bonfire night passed mostly well natured with no significant policing issues, the additional officers we had on duty reported both evenings only led to a handful of additional calls. I am also pleased to announce following our recruitment campaign a number of people were interested in joining the Special Constabulary, and we have been busy working through the applications and look set to have a whole officer intake in December for officers wishing to police the district. We are still accepting applications if any members of your community are interested. We have also recruited new police cadets this month. Our Neighbourhood Team have also been successful in targeting county lines drug dealing and have made significant arrests this month. We are now looking at our plans for the festive period and will be targeting retail thefts as well as the priorities set by the SNAP meetings. Message from your Engagement Officer - PC 228 PotterMy month has been mainly focussed on recruiting new Special Constables, with an expectation of raising the numbers we currently have! We hope those in the community who wish to make where they live a better place will find time around their current work commitments to make this happen—and the results speak for themselves. It is too early to provide numbers on new recruits as they are currently still going through the process but it looks promising. Since the last Newsletter we have had Halloween, Bonfire Night and Remembrance Day—all of which are very good events for the area—Remembrance Day particularly for me was very well organised and it was nice to see so many members of public make the effort to show their respects. Hopton on Sea Youth Club

We have been inundated with kindness over the last couple of months and wanted to express our gratitude.

We would like to thank:-

Colleen for the wonderful selection of craft materials, particularly card marking kits. We will enjoy using these over the next few weeks.

The generous ladies of Hopton who donated a selection of sweets and treats for us to use in our tuck shop, following Halloween.

The staff at WorleyParsons who held a fundraiser on our behalf. Their donation of £50.00 was very much appreciated and will go towards some events that we will book in the New Year.

The Parish Council for funding the purchase of a new Playstation which we are hoping will be in place by Christmas. We look forward to challenging our generous Parish Councillors who helped make this possible.

We also have a party booked on Friday 7th December and have booked an entertainer to come along for the evening. There will be prizes to be won on the evening and would love it if our members came dressed up for the evening – sensible clothing and footwear though!

We are open on Friday evenings in the village hall during school term times, from 7pm until 9pm. Membership is open to youngsters from Hopton, Corton and Blundeston, currently Year 5 up to 17 years of age. We are covered by the current DBS regulations for all of our volunteers.

Santa's Sleigh will be in Hopton on Sunday 16th December leaving the White Hartcar park at around 4pm, and touring the village, finishing at the Recreation GroundCar park Lowesto Road in time for the Christmas Extravaganza Fireworks display.

HOPTON-ON-SEA PARISH COUNCILMinutes of the Parish Council Meeting held on Monday 12 November 2018 at the Village Hall Station Road Hopton-on-Sea Great Yarmouth NR31 9BE commencing at 7pm.

Present: Parish Cllrs: Ian Constable (Chairman), Chris Garratt (Vice-Chairman), Dennis Ball, Andy Petersen, Ruth Straughan, Chris Thomas, John Tonks.

Also present: County/Borough Cllr. Andy Grant, Borough Cllrs. Carl Annison and Sue Hacon. Julie McNair, Clerk to the Council and eleven members of the public.

The Chairman pointed out some housekeeping matters in relation to the fire alarm, emergency exits, mobile phones etc.

Cllr. Thomas provided a brief report following his attendance at two Hopton CLT meetings. It was proposed by Cllr. Thomas and seconded by Cllr. Petersen to accept the report as read. This was unanimously agreed. Cllr. Grant advised that sufficient advance notice of meetings will in future be provided to Cllr. Thomas to enable him to attend.

To appoint an additional Cllr. to the Planning Committee. In order to comply with Standing Order 26, an additional Cllr. is required as a permanent member of the Planning Committee. Cllr. Straughan agreed to become a Member of the Planning Committee.

To consider a response from Adam Nicholls, GYBC regarding Option 1, Recreational Facilities in the Village and S106 money. The response has previously been circulated. B. Cllrs. Hacon and Annison are due to meet with Adam Nicholls shortly to discuss this matter. All Parish Cllrs. gave their input regarding the content of the response letter and much discussion took place. It was proposed by Cllr. Constable that the letter is accepted, with a few points requiring clarification:-a) That the Parish Council's “wish list” for equipment which was drawn up following a village wide consultation, will be adhered to, in the priority as listed. b) As much research into play equipment was carried out by the Parish Council and Recreational Facilities Working Group, this information to be supplied to GYBC for consideration.c) That the Parish Council will be consulted throughout the process. d) A timeframe for each stage of the process will be supplied to the Parish Council and adhered to, to ensure that installation of the new equipment is carried out in Spring 2019. The proposal was seconded by Cllr. Thomas and unanimously agreed.

To consider the recommended location for a new sign near the ramp on Beach Road. Photos of potential locations have previously been circulated to all Cllrs. Cllr. Tonks proposed that a post be installed towards the bottom of the ramp near the metal railings on the left hand side. This was seconded by Cllr Ball and unanimously agreed. The post is being donated by Cllr. Constable. Installation will take place prior to Spring 2019.

To consider a risk assessment and action plan in relation to tree liabilities. Reference Cavanagh v Witley Parish Council. A copy of the transcript of the case is available from the Clerk. It was proposed by Cllr. Constable and seconded by Cllr. Ball to obtain a two yearly risk assessment from a tree surgeon, in relation to trees at the Millennium Garden/Ruin and Recreation Ground. This was unanimously agreed. The Policy & Finance Advisory Committee will consider the cost in their review of budgets 2019/2020.

To consider quotation for a laptop service.A local IT provider charges £30 per hour for a service (likely maximum 2 hours), and up to £50 for a replacement keyboard. It was proposed by Cllr. Garratt and seconded by Cllr. Tonks to spend up to £120 from the IT budget for this purpose. This was unanimously agreed.

To consider plans 2019 and beyond. A draft copy of the Parish Plan Final Review has previously been circulated to all Cllrs. Cllr. Constable asked that all Members read through the Final Review and consider ideas going forward. These matters will be discussed at the December meeting.

To consider matters relating to the Recreation Ground:a) The purchase of two mops, brooms, buckets, bins and cleaning materials. The quotation from Pink Office was considered at £52.76 plus VAT. It was proposed by Cllr. Tonks and seconded by Cllr. Petersen to approve the quotation and order the equipment. This was unanimously agreed.b) Additional volunteers to assist with installation of gutter brushes at the Pavilion Building. Four people are required for one full day. Three volunteers have come forward. One more volunteer is needed. Possible installation dates are the weekend of 24/25 November or 1/2 December. Cllrs. to let the Clerk by the 16 November if they are able to help, and which date is more suitable.

Annison advised he will check all street lights in Hopton over the coming week and report any that are faulty to GYBC. Cllr. Grant apologised for missing the last two meetings due to other commitments. He advised the double yellow lines outside the school are to be renewed at the earliest opportunity. The Hopton Community Land Trust (CLT) is now registered with the Financial Conduct Authority as a legal entity, and data from the questionnaires is currently being collected.

To consider a report from the Parish Council's nominated representative on the Hopton Community Land Trust (CLT) and money held on behalf of the CLT. Following a brief discussion it was proposed by Cllr. Garratt andseconded by Cllr. Petersen to continue holding funds on behalf of Hopton CLT for a further two months. This was unanimously agreed.

£100 be set aside to purchase 7 large and 7 extra-large high visibility tabards. This was unanimously agreed. Cllr. Constable will purchase the tabards. A practise run for volunteers will take place on Sunday 2 December, 10am at the Recreation Ground. An e-mail reminder will be sent to all Cllrs.

Public Forum.The Clerk thanked residents who have reported matters during the past month. In summary:-a) Reported faulty street light at Seafields Drive. b) A couple will be renewing their wedding vows on Hopton beach next year.c) Report of six teenagers camping at the corner of the Recreation Ground and playing loud music late into the night. Residents should report matters direct to Norfolk Constabulary as they happen, rather than waiting to report the incident to the Parish Council, as this delays potential action by the Police.d) Visit from PC Natalie Simmons.e) Graffiti on the sides of the sea wall/ramp reported to GYB Services.f) Report of a teenager walking the top of the walls of the Ruin. g) Signage advising that dog waste can be placed in an ordinary litter bin. B. Cllr. Hacon has obtained relevant stickers from GYBC. h) Fly tipping of mattresses at the turning point, Lowestoft Road. I) Metal cover on the pavement side of the fence near the Recreation Ground on the Lowestoft Road is damaged. NCC ref ENQ900139722j) Land to the rear of 33 Station Road. Reported to Environmental Health. The Chairman advised the following:-k) Pine needles have been swept up on the corner of Misburgh Way by the two homeowners. The matter continues to be a problem. The trees have Tree Preservation Orders (TPO's) on them and are diseased. It was suggested by C. Cllr. Grant that the homeowners contact him or GYBC to take this matter forward. Members of the public raised the following items:l) Can the speed camera return to Station Road as its presence makes a difference to the speed of traffic. Cllr. Garratt advised that the SAM2 camera is now on Coast Road. There is a four week rota for each location and it will return to Station Road at a later date. New volunteers are needed to help move the camera and battery changing. If anyone would like to volunteer please speak to the Clerk or Cllr. Garratt with your contact details. m) Can additional double yellow lines be painted near the bus stop on Coast Road. C. Cllr. Grant advised there is no budget for new lines. The cost is £5,000 for a TRO (Traffic Revision Order). There is a small budget for refreshing existing lines. B. Cllr. Hacon advised she has asked for a meeting with NCC Highways and a date is awaited. n) There has been a complaint about maintenance of one rose in the Millennium Garden. Cllr. Constable responded that the contract gardener is a professional who cut back the roses at the correct time of year. Positive feedback has been received from residents regarding his work. Cllr. Constable reiterated that residents who planted a rose in remembrance can look after their own rose as long as they advise us – item 14(a) refers. Another resident advised it does not hurt to cut back roses quite harshly in October as this stops root rot from windy weather conditions. Another resident advised he was happy with the way the gardener had maintained the rose planted in memory of his late wife. o) The Parish Council will need to keep an eye on play equipment as there is a real danger it could be removed if GYBC deem it unfit for repair or they run out of money to maintain it. p) Hedgehog gutter brushes at the Pavilion Building will need to be removed every 18 months for cleaning. q) The trees mentioned at 18.k) above have TPO's on them and some are diseased. The Borough's Tree Officer is reluctant to inspect them. C. Cllr. Grant advised if there is an impact on public safety to let him know. r) The graffiti is still on the seawall.

To confirm the date and time of the next meeting of Hopton-on-Sea Parish Council. Monday 10 December 2018, 7.00pm at Hopton Village Hall. Confirmed. Mince pies, sausage rolls and refreshments will be available.

The Chairman closed the meeting at 8.40pm.These minutes are in draft format and unconfirmed until approved at the next Parish Council meeting.

To consider matters relating to the Millennium Garden:a) Rose bed. Offer residents the opportunity to take responsibility and care for a rose planted in memory of a loved one.It was proposed by Cllr. Constable and seconded by Cllr. Thomas that an article be published in Village News asking if any resident who planted a rose in memory of a loved one would like to personally care for their rose. If so, a marker will be placed next to it, to notify the contract gardener and the Friends of Old St. Margaret's Ruin not to maintain it. This was unanimously agreed. b) To consider gardening quotes for 2019, and possibility of one day per month January to December rather than 1.5 days per month March to October. Much discussion took place regarding the three quotations, and e-mail from another organisation declining to quote on the basis that 1.5 days per month from March to October is insufficient time to maintain the garden. Of the three quotations two were the same price and one slightly higher. Further discussion took place regarding an extension to the number of hours required to maintain the Millennium Garden.Cllr. Garratt suggested that the existing gardening hours be increased to 1 day per month November to February and 1.5 days per month March to October. It was proposed by Cllr. Tonks that the number of visits be extended to 1 day per month November to February and 1.5 days per month March to October each year, and to accept the quotation from the existing gardener Greengrass Landscape Gardening Services at £132 per day/£198 per 1.5 days per month. Total £2,112.00 per annum. The proposal was seconded by Cllr. Thomas and agreed by majority vote (6 in favour 1 abstention). The remaining budget of £614 for this financial year will cover the cost of the contract gardener from November 2018 to February 2019. The Policy & Finance Advisory Committee will review the gardening budget as part of the full financial review to be carried out shortly for the year 2019/2020.

One-off refuse collection Saturday 2 February 2019. Ratify GYBS quotation of £440 plus VAT (within budget). It was proposed by Cllr. Constable and seconded by Cllr. Tonks to agree the fee of £440 plus VAT which is still within budget. This was unanimously agreed. [Details and coupon will be in the January 2019 edition of Village News magazine].

To receive a brief update on matters arising from the Minutes:a) Christmas Extravaganza with fireworks display Sunday 16 December 2018. Cllr. Constable advised there are currently 12 volunteers. More are needed on the day. The running order so far is as follows:-Volunteers meet at midday to set up the two marquees. One to be completed before 1pm. Pyrotechnics company arrive at midday to install safety barriers and signage. They are First Aid trained. Five people will set up and four will be present for the event. They do not require any assistance. Lighting and PA company arrive at 1pm to set up. There will be three people on site. They do not require any assistance.The Band arrives at 3.30pm consisting of five people plus their driver. They also do not require any assistance.One volunteer to meet and greet from midday onwards.One volunteer to sell glow sticks. One volunteer to sell raffle tickets. Raffle prizes to be collected from sponsors.The caterer arrives at 2pm ready for 4.30pm start. No assistance needed.Lower barrier to the car park will be closed Friday 14 December. The car park is the viewing area for the fireworks display. Residents are encouraged to walk to the event to avoid the restricted car parking areas. Cones will be placed to mark an area for Santa's Sleigh. The GY Lions will arrive around 6pm. Two volunteers on each entrance/exit with a sealed collection bucket (north entrance, east entrance, two south entrances and the main front entrance on the Lowestoft Road).When the north, east and south entrances are closed off at 5pm, one volunteer to remain on the gate for safety purposes. Anyone arriving at those entrances after 5pm will not be permitted entry and will need to walk to the main Lowestoft Road entrance. This is to comply with health and safety. Black and green bins will be borrowed from GYB Services. A litter pick to be carried out by volunteers on Monday. Pyrotechnics company will return Monday morning to collect any debris. Posters are displayed in notice boards and event details are on the Parish Council's website and in Village News magazine. It was reiterated that this event is for Hopton residents and their families only. All necessary paperwork is in hand including the Temporary Event Notice, Public Events Checklist and Public Functions document.It was proposed by Cllr. Tonks and seconded by Cllr. I learned to sail at Filby sailing club when I was around twelve years old during my time at Caister High School. I left school in the Summer of 1990 and shortly after I was given an offer to use a small broads yacht as my own, providing I looked after her and completed any maintenance needed during the winter. I spent around ten years cruising the broads before finally having to give up sailing due to work commitments.

Fast forward another seventeen years and I decided to join Rollesby Broad Sailing Club (RBSC), this time to race dinghies, something I'd always wanted to try. During the Summer, RBSC have a Wednesday evening race series which I attend and it was after one such race that one of the members suggested I try racing at Gorleston & Yarmouth Sailing Club (GYSC) the following evening. This sounded like a good idea so I said I would go along providing my work schedule allowed.

Thursday the 7th of June arrived and with only a few minutes to spare I turned up and was 'shown the ropes' (pun intended). I was soon on the water in one of the club boats, a Laser single handed dinghy. Amongst the other members, all of which I knew from RBSC, were Keith, Tamsin, Richard and the GYSC club Commodore, Phil and his partner Lorna.

After the two races, we started the process of packing away which involves, among other things, pulling the boats up the beach, then up a ramp onto the promenade. It was shortly after we had pulled the rescue boat up the ramp that we noticed that Richard had sat down on one of the wooden benches for a breather. A couple of us asked him if he was OK and he said, "It's nothing, just a bit of indigestion." Tamsin and I told him to take his time and we would go and collect his boat from the beach.

Once all the boats were packed away we got changed, the idea was for some of us to stay for a bite to eat before heading home but Richard had plans so said his goodbyes. Moments later I remembered that I had to go to my van to get some money to pay for the club boat hire and food. As I turned onto the promenade I noticed someone laying on the ground, face down, with a young couple leaning over. As I rushed over I could hear the panic in the young ladies voice, she had called 999 and was explaining the situation to the operator. I straight away realised that the person on the floor was our friend Richard, he was unconscious and struggling to breathe.

I called to my sailing friends who hurried over and started to help me get him into the recovery position. Whilst doing this he stopped breathing and his face turned blue. We immediately rolled him onto his back and I began chest compressions while Tamsin performed mouth to mouth. Without my realising, Keith had retrieved a defibrillator machine that is mounted on the Pier Hotel wall only about ten feet from where Richard had collapsed (I had no idea of its existence).

Through CPR we managed to get Richard breathing two or three times and in between times the defibrillator (now attached to Richard) was checking his heart. On around the third or fourth check, the machine, very clearly told us to stay clear of the patient and it administered a shock. This is because Richard's heart had stopped and in the simplest terms, this amazing machine brought him back to life. I was instructed by the machine to carry on with CPR and a matter of seconds later Richard began to breathe more easily. Shortly after this the paramedics arrived and took over.

Once stable enough to travel, they took Richard to the Norfolk & Norwich Hospital where he underwent an operation to have a 'stent' inserted. In less than 48 hours Richard went from being clinically dead (scary thought) to sitting in the hospital cafe with his young son Ed, both with big smiles on their faces. What happened that night is the single most scary thing that's ever happened in my life time but without a defibrillator it would have been so much worse.

Now, although I'm an experienced sailer this was my 1st time racing at GYSC and I didn't realise the history of how the defibrillator got to be where it was. In April 2015, another club member, Peter Johnson, had a cardiac arrest after sailing but sadly lost his battle and passed away. As a result of this tragic event, Heart 2 Heart Norfolk installed the defibrillator and gave training to club members on how to use it.

I have been raising money for Heart 2 Heart Norfolk (charity No. 1174503), an organisation run by a lady called Jayne Biggs. Jayne's daughter had a cardiac arrest when she was only seven years old and her life was saved by a combination of CPR from her parents (Jayne & Tony) and a defibrillator used by paramedics. Since this, Jayne has been raising money to supply and install public defibrillators and to date is approaching 90 units. Jayne's aim is to have these life saving machines on every street corner across the land and I would very much like to try and help towards the installation, next time it could be you or a loved one that needs one of these truly amazing bits of equipment.

My initial goal of raising £500 towards a defibrillator has now been reached via a Halloween appeal at my house, donations from my daughter's hockey team and a Facebook donations page. I have now decided to carry on fundraising with a new goal to fund a defibrillator installation outright at the cost of £1250. I have further plans to organise a raffle and two schools have been approached about raising money via a non school uniform day. With a bit of luck and a continuation of support from our local communities, I'm hoping it won't be too long before this becomes a reality.

Jayne often organises public events and attends schools and clubs to give demonstrations on how to perform CPR and how to use a defibrillator. My wife and I attended one of these evenings on the 29th of August at the Burrage centre and I found it really helpful. It was good to have the opportunity to ask questions and understand what happened to Richard and why. There was also the opportunity to have a go at CPR with some training manikins. In addition to the amazing fundraising that Jayne does, she has now announced that she will be opening a charity shop on Bells Rd, Gorleston which is great news. She is hoping to be open by Christmas and I know she would really appreciate your support including donations of any clothes, books and brica brac that you can spare.

Service held at St. Margaret's

Church Hopton.

St. Margaret's Remembrance Service was this year conducted by the Rev. Roger Key.

It was a very moving and special service to commemorate 100 years since the ending of WW1. The church was quite full which was lovely.

Wreaths were laid by various members of the community and local associations. A number of stones had also been painted white then poppies painted on top.

These were apparently painted by someone local, with the name of a person who didn't come back from the war also painted on the stone.
