Choice of Twins

• Observe experts and recipient candidates inworkshop conditions

• Identify ‘experts’• Identify expertise offered• Canvas recipients and their needs•

Seek compatibility in size, culture, andlanguage

Diagnostics• Typically quite short – 1 week• Involve a small team including ADB

representatives•

Have been focused around skills of experts – notintended to be comprehensive• Limited information available in advance• Provides an opportunity to assess compatibility• Intended as basis for a work plan – not as a standalone diagnostic• Diagnostic is confidential to the utilities and ADB

Diagnostic Issues• Is it too short?• Should it be more

a self diagnostic?• Should it be more

comprehensive?• How frank can it

be ?

Work Plans, Targets, Resources

Work plan typically covers 9-12 monthsAgreed at time of diagnosticSeek to insert specific targets – such as NRW reduction

Resources are stated in terms of Expert time inputsOut of pocket costsNot so much detail on recipient inputs

ADB support about the same for all twinsResources allocated to work plan actions, not split orgiven all to one utilityADB release funds as required

WP Issues

Are work plans realistic – all twins so far havebeen slower than the agreed plans expectedIs plan period too short – should it be more a 18-

24 month period?Are resources sufficient ?

In terms of expert inputs? In terms of ADB support ?In terms of recipient twin input?

Is it reasonable to set targets?

Views of Utilities

• Choice of Twins• Diagnostics•

Work Plans, Resources and Targets

30 minute break out fordiscussion

Implementation• According to the work

plans• Requires leadership• Principally left with

the recipient twin• Involves investment

by the recipient twin(eg setting up DMA)

Page 12: Hood Santos Presentation

Implementation Issues

Generally implementation is slower than expectedIs sufficient support being given by utility seniormanagement?

Is twinning too insignificant given utility otherpriorities? When implementation is slow, what influence canthe expert twin apply?

Are changes of personnel in recipient twins afactor – if so what can be done about it?Is the work program too ambitious?

Page 13: Hood Santos Presentation

Reporting and Communications• Expected reports from both recipients and

experts both on general progress but also aftereach visit

• Regular direct communications between recipient

and experts expected to address implementationissues• Both utilities should be keeping ADB informed so

we aware of progress, problems andperformance.

• Regular Electronic newsletter for participants• Use of email and skype for rapid contact

Page 14: Hood Santos Presentation

R&C Issues• Failures to keep others

informed on matterslike

– Planned visits – Change of personnel – Problems and

performance• Lack of skype contact

points• Require constant

chasing up from ADB

Page 15: Hood Santos Presentation

Performance and Twin Separation• Agreement/work plan

includes quantified targetswhich can then be

monitored• Agreement allow for

experts to withdraw from

the arrangements if theyconsider the other party isnot performing adequately

Page 16: Hood Santos Presentation

Performance Issues

• Not yet separated a twin but several are closeto that point

• Expert twins has indicated frustration atprogress and attitudes of recipient twins – andhave relied on ADB to do something about it

• Important that expert twins see that theirinputs do achieve tangible results
