Letter from President Deb Voth
Rainbows has been blessed with many things this past year. We have a strong Board of Directors who are involved and share their time, expertise, and resources. They help us see what those outside the agency see. They help us process challenges from their unique perspectives to improve processes and move Rainbows forward.
This past year, Rainbows’ Board established a Mission Advocacy Committee. You just have to love a group of individuals who have helped you sort through many business practices and guided the Agency through some challenging times and yet see another way they can help. The Board sees how challenging it is to fi eld everything that is continually thrown at us and other not-for-profi ts regarding governmental funding and changes in policies and philosophies. This committee helps us focus on working with our partners at the local, state, and federal levels to infl uence decisions that impact Rainbows’ services. It is our responsibility to speak for the families and children who need our services.
Last year Rainbows escaped any major funding cuts. However, traditional funding sources have been fl at over the last 10 years. Since the cost of doing business increases, Rainbows has an annual fundraising goal of approximately $1 million. We fell short of this goal last year by $250,000 but we raised almost $70,000 more than the prior year. We have a strategic plan in place to reach the $1 million goal this fi scal year. With our culture of being resourceful and responsible stewards of our assets and resources, we believe this is a stretch goal that will propel us into the future. With all that in mind, Rainbows fi nished the fi scal year with a positive balance.
Another fundraising goal that is propelling Rainbows forward is in the area of our Endowment. Currently our Endowment fund is just over $1 million. With the uncertainty of government funding, this resource is a guarantee and a good way to secure a solid future for Rainbows’ kids. In order to grow this fund, we have established a $3 million goal for endowment.
We maintain a focus on Rainbows’ Mission and Guiding Principles at all levels of the organization. We have celebrated successes and approached each challenge through teamwork, partnerships, and collaborations. We have been resourcefulin fi nding solutions through intelligent-decision making and determination.
As I am out in the community I am often reminded how many lives are touched by Rainbows. Often I am approachedby someone whose relative was or is currently served. They can’t wait to tell me how services made a diff erence for each child and their family. We have very dedicated and experienced staff . They are the ones who impact servicesto children with special needs and families every day. I recently heard of a quote by Saint Francis of Assisi that makes me think of Rainbows staff : “A man who works with his hands is a laborer. A man who works with his hands and his head is a craftsman. A man who works with his hands, his head and his heart is an artist.”
With the help of our Board, donors, funding partners, and the community, Rainbows staff will continue to reveal the masterpiece in each and every child we serve. It is for them that together we embrace the future, a future with hope.

Income from endowed funds supports maintenance of existing services as well asdevelopment of cutting edge service enhancements despite fl uctuations in other established funding streams.

Spending Policy
The spending policy for the “Not Restricted or Temporarily Restricted Endowment Fund” shall be a maximum of six percent (6%) of the last 16-quarter rolling average, the last quarter being March 31 of the year prior to the year ofdistribution. The spending policy for Restricted Funds shall be in accordance with the donors’ expressed restriction.
Rainbows United Charitable Foundation, Inc. is the preferred entity for all planned gifts, including endowment and estate gifts. Any unrestricted gift in which a donor has used the legal name of RUCF will be considered a gift designated solely for endowment.

• Rainbows celebrates 43 years of serving children with special needs, birth through age 21 and their families
• Fashion Passion raised more than $300,000
• Meredith Olson, Koch Industries led as Board Chair
• Blarney Breakfast celebrated 40 years and $60,000
• Rainbows GLOW Run | Walk in Butler County had proceeds of more than $20,600
• Camp Woodchuck was attended by 104 school aged youth
• Record numbers of service units provided in both Sedgwick and Butler Counties
• Peter Hampel Luau at the Lake raised $33,600
• The CJ Memorial Golf Tournament donated $5,000 to Rainbows
• Occupational Therapist, Angela Pulaski was honored with the Prism Award recognizing inspiring employees
• Thirty-nine grants were submitted with a 77% approval rate
• Mental Health Team has 12 KDHE approved trainings available for early childhood educators
• Sedgwick County Infant/Toddler Services partnered with Children’s Mercy Hospital and Wichita State University to provide specialized trainings for staff
• Alexia Foster added to the tiny-k Alliance Board of Directors
• Legislative Advocacy Committee added to Board of Directors, contracted with lobbyist
