Getting your child into the school you want often requires years of planning. Itvaries with school type but many parents make multiple applications, trying theaided sector and sought-after Direct Subsidy Scheme schools, and backing up byscouring international and other private schools.

International kindergartens Most offerplaces on a first-come, first-served basis.For popular preschools, it is necessary toput a child's name on waiting lists early.

International schools Most requirechildren to show they can learn in English,and many are selective, taking into accountearly academic ability and social skills.Places in Chinese International School's

reception year, for example, are based on observation sessions to assess languageabilities (English and Putonghua), and academic and social skills. For later years,students must sit tests in English, Chinese and maths, and at secondary level, non-verbal reasoning. Both Chinese and HK International School accept applications twoyears before admission. Some, such as Canadian International, offer places on afirst-come-first-served basis.

English Schools Foundation schools Applications should be lodged in Septemberfor Year One and Year Seven and are sorted according to admission criteria withchildren from non-Chinese-speaking families given priority.

Direct Subsidy Scheme primary schools The most sought-after DSS schoolsnormally set admission deadlines in early September, but some run a second roundof admissions for a limited number of places. Places are offered after interviewsbased on factors such as academic achievement in preschool, language abilities andextra-curricular activities. Children of alumni and, for schools with religiousbackgrounds, members of sponsoring church bodies may have priority.

Direct Subsidy Scheme secondary schools Admission is based on academicachievement in primary school and an interview. Extra-curricular activities may betaken into account. It is essential to retain all academic records and certificates.Diocesan Girls' School, for example, asks to see school reports for three consecutiveyears. The more popular schools have limited admission periods, normallyNovember to January. Less-popular schools admit students until shortly before thestart of the academic year. This allows those not successful in gaining places inaided schools to shop around during the summer term for Primary and SecondaryOne places, and Form Six after HKCEE results are announced.

Aided primary schools Applications must be made in the last week of September.Parents can apply to only one school but their choice is not restricted by their schoolnet. Results are announced in late November. If unsuccessful, parents can thenapply through the central allocation system before late January, with resultsannounced in early June.

Aided secondary schools Forms are distributed in late November and applicationsfor discretionary places need to be made between late December and late January.Parents can apply for places at two schools. Applications for central allocation aremade through primary schools in early May and results are released in mid-July.

Debenture A long-term, financial debt instrument that is used to raise funds forcapital assets such as school buildings and generally gives priority on the waitinglist to a child who has passed the school's admission test and interview. Many arerefundable when the child leaves the school. Some are transferable and can be soldon the second-hand market for more than their face value. Second-hand debentureshave been sold via membership agencies for up to HK$3.7 million. There arevarious types of debenture, including:

Corporate debenture Bought by a company that is funding the education of anemployee's child under their terms of employment or by individuals using acorporate vehicle to obtain an enrolment right. When the employee's child leavesthe school, it can be reassigned to the child of another member of staff in the samecompany.

Individual debenture Bought by familiesseeking priority in admissions for theirchild over other children. Typicallycheaper than corporate debentures.

Capital debenture A debenture that doesnot confer priority in admission and can bebought by both corporations andindividuals at one price. It is notredeemable but is transferable. Holdersmay be exempt from paying the school's

annual capital levy.

Depreciating debenture Depreciates annually in value by a given percentage over aset period, with the refund being reduced accordingly. If the child remains at theschool until the end of the period, there is no refund.

Capital note Another name for debentures. Normally refundable when the childleaves the school, and some are also transferable and can be sold on the secondarymarket for more than the face value.

Annual capital levy An alternative to debentures that involves payment of asmaller, annual sum that is non-refundable and paid at the start of each school year.Does not confer priority in admissions.

General capital levy or nomination right A non-refundable, one-off lump-sumpayment that is normally set at a lower rate than debentures and can help to securea school place for a child.

Diplomas pave road of reform

Hong Kong has embarked on the most ambitious education reform programme inits history - ditching the high-stakes A-level exam for a broad-based diploma. Andas government and aided schools roll out the three-year curriculum leading to thefirst Hong Kong Diploma of Secondary Education exams in 2012, the InternationalBaccalaureate Diploma has eclipsed the British A-level as the main qualification inthe international sector.

All final-year students across the English Schools Foundation's five secondaryschools took the IB Diploma for the first time last year, and the vast majority ofindependent schools have adopted IB programmes as their curriculum of choice.

For parents used to the certainties of three A-levels as a route to university foracademically oriented students, the new exams pose a conundrum.

What standard do students need to achieve to get into good universities in HongKong and around the world? How do the standards of the two exams compare? Arethey easier or harder than A-levels? Which one gives a better chance of getting touniversity?

Figures released by the ESF on university destinations of 710 students who took theIB Diploma last year provide some useful indicators on how it performs as amatriculation exam. They show that more of the IB students got into top-rankeduniversities worldwide than did ESF A-level students in 2008.

Among last year's IB students, 136 got into top-30 universities and 265 got into thetop 50 in the Times Higher Education/QS World University Rankings, compared to109 and 249, respectively, for the A-level students.

In Britain, where the A-level is the main entrance exam, the number of ESF studentswho got into top-10 universities in The Times Good Universities Guide - a leaguetable of universities in Britain - fell by seven to 95.

The number of students admitted to top-30 universities in The Times' ranking alsodropped - by five to 210 - but institutions in the top 50 took 35 more ESF studentsthan in 2008, admitting a total of 255.

ESF education adviser Chris Durbin said: "Two-thirds of ESF students who appliedto the UK got into top-30 universities. That is in line with previous performance ofESF students taking A-levels. And I believe the small decline in the number of

students going to the top 10 universities in the UK last year is not to do with theswitch to the IB Diploma.

"A decrease of seven students is not significant."

Most universities in Hong Kong set grade 24 in the IB Diploma - the "pass rate" - asthe lowest offer score, with 45 the highest score demanded by University of HongKong and 40 the top score for Chinese University. But Hong Kong University ofScience and Technology made offers of 30 to 33.

Leading research universities in Britain's Russell Group required offer gradesranging from 40 to 42 for Oxbridge, to 37 to 39 for the London School of Economicsand 24 to 36 for Leeds.

Durbin said the offer grades required depended on the popularity of both theinstitution and the subject, with the latter being the most important factor.

"It is a market-driven system," he said. "The more demand there is, the higher thepoint score that the universities will require. Medicine and law will be very high,but engineering and accounting will be lower."

A broad picture of the Hong Kong diploma grades required to get into degreeprogrammes and institutions is not yet available, as many universities are stilldeciding on their admission requirements. But the Education Bureau and HongKong Examinations and Assessment Authority have been working hard to gainrecognition for the Hong Kong diploma at home and abroad.

In January, Secretary for Education Michael Suen Ming-yeung announced somecommon threshold requirements for admission to the city's eight publicly fundedtertiary institutions after bureau talks with university heads.

Suen said students attaining Level 3 for Chinese and English, and Level 2 for mathsand liberal studies - the core subjects of the Hong Kong diploma - would be eligiblefor admission to undergraduate programmes.

The Heads of Universities Committee (HUCOM) confirmed that its eight memberswould consider applications from students who met the common requirements onthe core subjects, but also stressed that universities would set minimum levels forone or two elective subjects and could also stipulate further requirements.

But HKU registrar Henry Wai Wing-kun said: "HKU is going to decide its ownminimum eligibility requirements for the core subjects, although we will bear in

mind HUCOM's set of common requirements. We plan to make a decision on itlater this year."

In February, Britain's university entrance system UCAS published its rating of theHong Kong diploma against other exams, including British A-levels and the IBDiploma. The UCAS "tariff" is widely used by admissions tutors globally to assessthe standard of unfamiliar qualifications.

UCAS gave the Hong Kong diploma 120 points for a Level 5 in one subject - equalto an A grade in the British A-level - and 130 points for Level 5*. It is reservingjudgment on the diploma's highest subject score of Level 5** until after the firstresults are released in 2012.

Three A-levels at grade A - the typical minimum requirement for admission to topBritish universities - are worth 360 points in the tariff. A new A* grade in the BritishA-level being introduced this year is worth 140 points.

A student who gained top scores in the four core subjects of the Hong Kongdiploma plus three electives would net 780 points in the UCAS tariff - more thandouble the points for three A-levels at grade A.

UCAS also rates the Hong Kong diploma more highly than the IB Diploma, whichis given 720 points for its highest score of 45 and 130 points for its highest subjectgrade - equal to the second-highest grade in the Hong Kong qualification.

But UCAS international officer Irene Finlayson warned that using the tariff todirectly compare matriculation exams was misguided, as it was merely a guidelinefor universities, which decided their own admission criteria.

"Is it really valid to compare a stand-alone A-level with one subject that forms partof a whole school-leaving diploma?" she said. "The two qualifications are structureddifferently and that should be taken into account."

The bureau and the exams authority have sent delegations to destinations includingCanada, Britain and Australia to promote the Hong Kong diploma amonguniversities and accreditation bodies. The response in all three countries has beenpositive, with the diploma widely regarded as meeting the eligibility threshold foruniversity entrance, according to officials.

Katherine Forestier, director of education and science services with the BritishCouncil Hong Kong, said: "Based on the UCAS tariff, at least two Level 3 grades

should fulfil minimum admissions requirements to UK universities, equivalent totwo Grade Es at A-level.

"However, universities will set their own requirements similar to what they ask atA-level, with most looking at Levels 4 and 5. In addition, they would also needstudents to fulfil minimum matriculation requirements in maths, normallyequivalent to Grade C in the GCSE, and [in] English."

Oxford University's director of undergraduate admissions, Mike Nicholson, said itseducation committee had agreed that a Level 5 in an elective subject of the HongKong diploma was equal to an A in the British A-level. For maths, students wouldneed a Level 5* in the core component and 5 in the extended paper.

However, Oxford would review its British A-level requirements this summer in thelight of the new A* grade.

ESF refining curriculum changesAbout 900 final-year students will leave English Schools Foundation schools thissummer and some 90 per cent of them will have studied for an InternationalBaccalaureate Diploma. They are the second batch of students to complete the IBcurriculum.

Each year, about 95 per cent of ESF school-leavers go on to universities and colleges.Nearly half are admitted to universities in Britain. Others head to Australia, the US,Canada and elsewhere.

The ESF was established in 1967 andmanages five secondary schools, nineprimary schools and a school for childrenwith special education needs, while itsaffiliate ESF Educational Services overseestwo "all-through" private independentschools and four kindergartens. Any childwho applies to an ESF school may alsoapply to the private independentsDiscovery College and RenaissanceCollege.

The ESF has traditionally offered a modern, liberal education based on the nationalcurriculum of England and Wales, and still does so in terms of the GCSE andIGCSE programmes offered in Years 10 and 11. It was decided, however, that amore international focus was needed for its education system, one that affordedmore opportunities for students planning to go to university in countries other thanBritain.

About 65 per cent of ESF students are permanent residents of various nationalities,including local and overseas Chinese. Others are from Britain, Australia and EastAsian countries. The ESF is becoming increasingly attractive to the Chinese middleclass and is also chosen by many Indian families.

Students of all academic ability levels are admitted to ESF schools, provided theypass a test designed to assess whether they are able to learn in English. Students canonly apply to the designated school for the zone they live in and priority is given tostudents who speak English as a first or alternative language, but do not speakChinese and/or read and write Chinese.

The International Baccalaureate Organisation's programmes for primary andsecondary students are recognised worldwide. However, the IB Diploma is verydemanding and does not suit every student. The programme requires students to

take six subjects, three at higher and three at standard level, follow a theory ofknowledge course, complete an extended essay and take part in a course called"creativity, action and service". The six mandatory subjects include maths, a sciencesubject, an arts subject and a second language.

ESF secondary schools are also in the process of developing three vocationallyoriented alternative programmes for students who are not suited to the IBcurriculum: an Advanced Diploma, an Intermediate Diploma and a FoundationDiploma.

The Advanced Diploma courses that are already available include a BTEC NationalCertificate at West Island School, and media and business courses at King George VSchool. The BTEC is also offered by Island School and South Island School.

The Foundation Diploma allows students to study IB subjects, but rather than thesix required for the IB Diploma, they can choose five and still gain entry to sometertiary institutions. They can also mix their subjects - for example, taking morehumanities subjects rather than maths or science. All ESF primary schools offer theIB Primary Years Programme.

While he was pleased with the first batch of IB graduates across ESF schools lastyear, Chris Durbin, the ESF's secondary adviser, said there were still improvementsto be made.

"As educators, you're never satisfied. You're always looking for things to improve.As a first attempt we are very pleased with it. But we always look to improve andrefine things as we go.

"Different schools have different things they can improve. For example, we need tomake sure that students are in the right level in mathematics for the IB Diploma. Wedidn't get that right the first time round. Every student does maths," Durbin said.

"That's the big difference from A-levels. When it comes to options, students choosewhich level they will study. So if you're off to study English literature, then you'rebest off choosing maths studies, but if you're doing economics or maths, then youhave to do higher-level maths, which is way above A-level standard. So we'reworking on that now."

DSS schools find middle way on curriculum

In just nine years, Direct Subsidy Scheme schools have established a distinct middlepath between the international education offered in the independent sector and theone-size-fits-all approach of government and aided schools.

The 72 schools in the scheme, which are given equivalent funding per student to theaverage government and aided school but can also charge fees, are allowed freedomto set their own curriculum, admission rules, language policy and class sizes.

Some leading DSS schools are using thisleeway to offer their own brand ofinternational education at a fraction of theprice charged by most international andprivate independent schools. They aresetting up programmes leading to theInternational Baccalaureate Diploma - thepredominant qualification in theindependent sector - alongside the newsenior secondary curriculum that is beingrolled out across public-sector schools.

Two schools - Creative Secondary School and Diocesan Boys' School - will be thetrailblazers in offering the dual curriculum in the new academic year.

DBS last September launched a pre-IB programme, a one-year preparatory courselimbering students up for the IB Diploma to be launched this September . Forty-onestudents are currently in the pre-IB stream, compared with 229 Form Four studentstaking the first year of the three-year senior secondary curriculum leading to theHong Kong Diploma of Secondary Education (HKDSE).

Terence Chang, headmaster of DBS, said: "The IB curriculum helps nurturestudents' international outlook and their critical thinking by pursuing an inquiry-based learning approach." A total of 41 students had been selected for the IBprogramme from more than 60 candidates, most of whom were hoping to attenduniversity overseas.

"Selection interviews were conducted to see whether an applicant was suitable foran IB education," Chang said.

"Applicants had to write an essay explaining what makes them a suitable IB

candidate. As the IB puts a lot of emphasis on all-round development, applicants'records in community service and extra-curricular activities were also taken intoaccount."

Annual tuition fees for Form Four students in the HKDSE and pre-IB streams arethe same - HK$33,000. But in Form Five, fees for the IB Diploma are HK$58,000,compared with HK$43,000 for the HKDSE. Despite the higher cost, Chang said thetuition fees barely covered the investment the school had made in preparing for theIB Diploma.

"We aim to break even after three years," he said. "The teacher-student ratio for anIB class is around 1:10. A bigger class size will flout IB regulations. We have toemploy extra staff, most of whom are coming from abroad, who are IB curriculumspecialists."

Nicholas Lam Jun-hay, 16, a DBS Form Four pre-IB student, said he was impressedwith the IB curriculum.

"Instead of following textbook instructions to the letter, the teachers encourage us totest our own hypotheses in science subjects," he said.

"For example, when doing a lab project, I was asked in the past to do experimentsto prove the theories spelled out in books. Now, I don't have to follow what thebook says, and I set my own hypotheses and conduct experiments to bear them out.Even though my premise may turn out to be wrong in the end, I learn a lot from theprocess."

While DBS students have to opt for the pre-IB or the HKDSE programme after FormThree, Creative Secondary School in Tseung Kwan O has gone a step further, byincorporating the IB into the local curriculum.

Its IB Middle Years Programme (MYP) is embedded in the structure of the localcurriculum. In the first year of the new senior secondary curriculum, Form Fourstudents complete the MYP while also pursuing the first year of the local diploma.In the second year, students' paths diverge, with some taking the IB Diploma andothers the HKDSE.

Fees for the IB Diploma programme are HK$78,000 a year, about one third morethan the HKDSE, at HK$59,000.

Principal Cheung Siu-ming said the overlapping of the curricula in subjects such as

English, Chinese and maths made the special arrangement feasible.

The IB Diploma and HKDSE complemented each other in enriching students'learning experience, and schools overseas commonly offered the IB alongsideanother qualification.

"Many state education systems across the world welcome the presence of IBprogrammes within their schools. Hong Kong is but the latest to join this worldtrend," Cheung said.

Tough search for special places

Under Hong Kong's nine-year compulsory education policy, all school-age childrenare entitled to a place at a public sector school. However, amid the intensecompetition for places in English-medium schools, there is an acute shortage ofplaces for non-Chinese-speaking children with special educational needs.

Early diagnosis and intervention are crucial to ensure that children with specialneeds get appropriate educational support. Yet in Hong Kong, children withlearning difficulties such as autism and dyslexia are normally diagnosed after theyenter school.

Leaders of special schools warn that late diagnosis can have serious consequencesfor the educational levels such children attain in the longer run - and hence also fortheir chances in life.

"For SEN, the rate of successful treatment is 85 per cent among junior primarystudents, 40 to 45 per cent among senior primary students and less than 15 per centamong secondary students," said Daisy Lam, executive director of PathwaysFoundation, a non-profit organisation that provides services for children withspecific learning difficulties and attention deficit/hyperactivity disorder.

As well as at private institutions such as Autism Partnership and the Children'sInstitute of Hong Kong, kindergarten services for children with special needs areoffered by several non-profit organisations. These include the Child DevelopmentCentre at Matilda hospital, the Rainbow Project, and the Watchdog Early Learningand Development Centre.

Some provide full-time education up to primary or secondary level. For example,the Rainbow Project, which caters for autistic children, runs a primary class at HongKong Academy, in line with its belief that special education should be offered in amainstream international school setting.

Meanwhile, the Child Development Centre at Matilda, is expanding its educationservices to a second location in Wan Chai, at the Tang Shiu Kin HospitalCommunity Ambulatory Care Centre. Its care services and therapies cover bothChinese and expatriate children. The new centre will offer services for children withlearning difficulties from infancy to age six.

Parents face the biggest challenge in finding a suitable place when children reachprimary school age. The educational options available for non-Chinese-speaking

children with special needs are currently very limited, though there are some plansfor expansion.

The English Schools Foundation is by far the biggest provider of English-mediumprimary and secondary education that offers special education services. The JockeyClub Sarah Roe School has 60 places for children aged five to 19 with severelearning difficulties.

Principal Alan Howells said the waiting list had shortened significantly as theschool had switched to a grouping-by-abilities approach - putting children ofsimilar abilities with two to three years' age difference in the same class, instead ofarranging classes by year group.

As a result, the school had been able to admit all children on the waiting list for thecurrent school year.

Howells said the ESF board was considering a 10-year plan that aimed to set up aSEN centre in each of its schools.

"The ESF is very keen to develop SEN support," he said. "We hope that the boardwill finish reviewing it by the end of this academic year."

A small number of international schools also provide some support for childrenwith special needs. International Christian School will launch a pilot bridgingprogramme in August to serve an initial cohort of seven students with moderate tosevere learning difficulties at its Shek Mun campus. The programme, called Bridges,will be expanded over coming years.

Each student will be given a tailor-made learning programme, called anIndividualised Education Plan, comprising mainstream classes, co-curricularprogrammes and extra-curricula activities. At the end of the course, students willreceive a certificate of completion instead of the school's high-school diploma.

However, there is a consensus among schools, parents and NGOs that there aresimply not enough places for children with special needs in international schools.The demand for special education in English comes not only from the non-Chinese-speaking population but also Chinese speakers because of the importance of theEnglish language in Hong Kong.

Virginia Wilson, chairwoman of special needs pressure group Growing Together,said the lack of school places for SEN children was setting off alarm bells in the

community.

"Those families who can leave will leave [for countries that provide schooling fortheir children]. Those who can't leave will have to wait. Waiting for a school placecan take years. Some children just drop out of school at the age of 16. What can theydo?"

As well as academic programmes, parents can consider alternative study pathwaysthat focus on life skills and vocational training, to prepare their children to engagein society in a productive way.

Surinder Punjya, executive director of the Nesbitt Centre, which offers vocationaleducation for young people with special needs, said: "If we start earlier, we canachieve better training. If we can meet a student at 14, we can prepare them to meetthe need at 18 and 19. A lot of good work can be done."

He suggested that parents and schools should arrange one day off per week forspecial needs students aged 13 and 14 to come to the centre to experience avocational setting.

The 2,400-sq-ft Nesbitt Centre accommodates 40 non-Chinese-speaking people aged16 and over with different types and levels of special needs. There is no maximumage limit and the oldest pupil in the centre is 45.

Subvented by the Social Welfare Department, it offers life skills and vocationaltraining, along with recreational programmes in arts, drama and sports. Bothvocational and residential learning opportunities are offered. Most of its studentscome from ESF schools.

At present, there are eight students studying for computer exams, six for Englishexams and six for administration skills. There are about 30 work placementsavailable for a group of 20 eligible students , some of whom do more than oneplacement. The centre will also be opening a coffee shop run by students at StJohn's Cathedral in January.

The Nesbitt Centre is applying to the government for a new building with up-to-date facilities or a redundant school building that it could renovate at its own costto provide space for more students.

"We are beyond our capacity now - we need to create more space," said Punjya,who hopes to boost the number of places in the centre to 250 in five years. But he

acknowledges it is no easy task.

"When children are young, people like to support them," she said. "However, whenthey get older, it is more difficult to do fund-raising. There is a huge need forcontinuing education.

"Some of the students will never be able to work full-time. But some will. So if it isnot happening, it is a tragedy. Some of the students are capable of going touniversity. If it is not happening, that is a tragedy, too."

Beijing schools get thumbs up

Beijing has a burgeoning international school sector offering many different types ofschool, but under central government rules, none of them is allowed to accept localstudents. By contrast, public and private schools serving mainland children canadmit some international students provided they meet certain criteria - and morethan 75 in the city now do so.

The growth of the alternative track has fuelled a trend among the capital'sexpatriates to send their children to study alongside local students, in a bid to givethem a head start in Putonghua.

British architect Rory McGowan and hisRussian wife have enrolled their twochildren in Fangcaodi Primary School, aBeijing state school teaching the ChineseNational Curriculum that has beenadmitting foreign students for more than40 years.

All children at Fangcaodi are taught inPutonghua and the couple took thedecision to give Fionn, 12, and Kiril, eight,

total immersion in the language after the children had attended a bilingual schoolteaching in English and Chinese.

American expatriate Helen Rutstein sent her two teenage daughters to aninternational school - the Western Academy of Beijing - because the girls hadattended a string of international schools in other countries.

"But if my kids had been younger when we moved to Beijing, I would have putthem in bilingual schools," she said. "Perfect Chinese is hands-down the best thingyou can do for a child.

"Education and health care are the first two things expatriates will consider whenoffered a new posting. Beijing has the luxury of having over a dozen internationalschools, as it is one of the few cities [on the mainland] with a large expatcommunity."

Although some international schools have been operating in Beijing for severaldecades, the Beijing Education Commission (BEC) only started to monitor these

schools in 1995. There are now 19 international schools are listed on commission'swebsite, including kindergarten, primary and middle schools. International Schoolof Collaborative Learning, Yew Chung International School of Beijing, Beijing BISSInternational School, International Montessori School of Beijing and WesternAcademy of Beijing were among the first to get official recognition, in 1996.

One of the oldest, International School of Beijing (ISB), was officially recognised in1997. ISB grew from a small foreign school set up under the auspices of the UnitedStates Liaison Office in Beijing in the early 1970s. It was formally founded in 1980,when the US embassy merged the school with others run by the British, Australian,New Zealand and Canadian embassies.

Recognised as one of the most academically rigorous international schools inBeijing, it hosts 1,880 students in a sprawling 13-hectare campus in the northeasternShunyi district. In addition to the 160 students who graduate each year, about 200leave the school as their families' time in Beijing winds up, resulting in a highstudent turnover. On average, nearly 350 new students join the ISB community eachyear.

As one of the officially-sanctioned "schools for foreign personnel", ISB is not allowedto take in mainland students. However, its Chinese language programme attracts1,400 students, many of whom are from Chinese families that have returned fromabroad.

Mark Hillman, ISB's communications director, said: "It is a general trendthroughout China, and especially in Beijing, that there are more students whoseparents are returnee Chinese than there used to be."

Fifty-six per cent of the school's students are from the US and Canada, whilestudents from Hong Kong, Macau and Taiwan account for 9 per cent.

In 2003, the BEC started accrediting other schools that were considered suitable forforeign students. According to an official document, such schools had to have been"established for more than 10 years", the teachers were required to have "training toteach Chinese as a foreign language" and "an English-speaking principal orequivalent" had to be in place to manage issues relating to foreign students.

In addition, foreign students had to be taught in the same class as local studentsand could not account for more than 10 per cent of the total student body.

The number of accredited schools has now risen to more than 75 - although nine

schools were disqualified in the last annual review.

The privately-run Huijia International School, which was founded in 1993, has alsogained accreditation to accept international students. About 20 per cent of itsprimary and secondary students are holders of foreign passports. Executiveprincipal Zhao Wenxiu said Huijia's goal was to provide an education on a par withleading British independent school Eton College and Beijing's elite No4 MiddleSchool.

Huijia is among nine schools in Beijing that offer the International Baccalaureate (IB)programme, and the only private school serving local students to do so.

"Although in terms of quality, international schools in Beijing can't be compared to[elite American private schools such as] Phillips Exeter [Academy], as they lackhistory and a long-proven university admission record, I am totally satisfied withthe schools here," said Rutstein, who has sent her children to seven internationalschools across the globe.
