Hon’ble Speaker and Members,
1. I take this opportunity to extend a very warm welcome to you all in this first
session of Himachal Pradesh Vidhan Sabha of the year 2012. Since the
session is being held in the beginning of the New Year, I also convey my good
wishes to you and through you to the people of Himachal Pradesh for a
happy and prosperous year.
2. State Government has completed four years in office on 30th December,
2011. Special emphasis was laid on all‐round development of the State and
on upliftment of the under privileged and weaker sections so as to ensure
welfare of each and every section of the society. The State Government has
not only fulfilled all the promises it had made on the eve of the Vidhan
Sabha elections but has gone ahead and implemented many more welfare
policies and programmes. Welfare of the common man has been the focal
point of all the policies and programmes of the State Government.
3. State Government has made several spectacular achievements during the
last four years. During this period the Government has achieved new
milestones in different sectors for which the State has been awarded 58
awards by Government of India, International Agencies and Prestigious
institutions of the country which is a matter of pride for all of us. The brief
description of these achievements is given below.
4. The Government is committed to provide responsive and accountable
administration to the people. To achieve this objective, 'Himachal Pradesh
Public Services Guarantee Act, 2011' was passed in the State Vidhan Sabha,

under which 12 departments have notified time bound services to the
people. These departments are Animal Husbandry, Agriculture, Forests,
Irrigation and Public Health, Industries, Urban Development, Town and
Country Planning, Revenue, Health, Social Justice and Empowerment, Fire
Services and Panchayati Raj.
5. The Government is giving high priority to redress public grievances. Web
based e‐Samadhan system has been launched in the year 2008 for
immediate redressal of grievances of the public which is quite transparent.
To facilitate the general public, the Government has established 'Sugam
Kendras' in the offices of Deputy Commissioner in all the districts. To
facilitate the general public, 'Prashasan Janta Ke Dwar' programme is being
organized in different parts of the State. As many as 117 camps at District
level and 556 camps at Sub‐Division level were organized during the current
year under this Programme. A separate women’s redressal cell under
supervision of a woman officer in every Department has been set up to solve
the problems of the women. 22,415 complaints and 12,484 demands have
been received till January, 2012, of which 20643 complaints and 9899
demands have been disposed off by the concerned departments.
Government has constituted the Redressal Committees at State, District and
Sub‐Divisional level. To redress grievances, every department has
constituted 'Shikayat Nivaran Prakoshth' at District, Sub‐ Division, Tehsil
and Block level and the concerned Heads of Department have been made
responsible for redressing the grievances of the public pertaining to their
departments.
6. 'Himachal Pradesh Legal Services Authority' is functioning with the objective
of providing free legal assistance to the weaker sections of the society. 410

Lok Adalats were held during the financial year 2011‐2012 in which 10,345
cases were settled. 187 Legal Literacy Camps were organized in the State
during this period in which 18,112 persons participated. During this period,
free legal aid was provided to 629 persons.
7. State Government has issued directions to regularize the services of the
contract appointees and daily wagers working in different departments who
have completed 8 years of service as on 31st March, 2011 against available
vacant posts. In order to bring transparency in administration and curb
corruption, Annual Property Returns of Class‐I & II government employees
and Class‐III employees working on certain sensitive posts are being
uploaded on the official websites of the concerned Departments.
8. State Government has taken effective steps to generate additional financial
resources. Government is undertaking every possible effort to expand the
rail network in the State and is trying continuously to get the Manali‐Leh rail
line sanctioned from the Government of India as it is of great strategic
importance to the country. Developmental schemes amounting to Rs 400
crore have been sanctioned during the year 2011‐12 under NABARD
financed 'Rural Infrastructure Development Fund' programme. The State
has been adjudged first in implementation of Twenty Point Programme
during the year 2010‐11 by Government of India.
9. State Government is committed for the uplift of the under privileged and
weaker sections of society. A separate Department of Scheduled Castes,
Other Backward Classes and Minorities has been created by the Government
with this objective. The Government has taken several policy decisions
towards socio‐economic development of weaker sections of society,
especially the senior citizens, the disabled and persons belonging to SCs, STs

and OBCs. The Government is providing social security pension to 2,77, 817
persons. Social security pension for 10,535 persons has been sanctioned
during the current financial year. Rs. 112.32 crore is being spent on social
security pensions during this financial year.
10. The existing slabs of scholarship from Rs.150 to Rs 900 being provided to
disabled students from 1st standard to postgraduate level including
diploma/vocational/technical/ professional courses, have been increased by
the State Government to the slabs of Rs. 350 to Rs. 2000 per month. Rs.
52.65 lakh would be spent under this scheme during the current financial
year. To develop the skills of persons with disabilities, free vocational
training is being provided through selected Industrial Training Institutes in
various trades. During the training period, stipend at the rate of Rs. 1000 per
month is being provided to each trainee.
11. State Government is giving special emphasis to execution of developmental
works for Scheduled Castes, Scheduled Tribes, Other Backward Classes and
Backward Areas through effective implementation of Special Sub Plans. Rs.
816 crore is being spent for the welfare of Scheduled Castes during the
current financial year which is about 11% more than the allocation made in
the year 2010‐11. Government is also providing Housing Subsidy for
construction of house for Scheduled Castes, Scheduled Tribe sand Other
Backward Classes. Under this Scheme, Housing Subsidy of Rs 48,500 is being
provided for construction of a house.
12. State Government has introduced a new scheme 'Mukhya Mantri Adarsh
Gram Yojna, 2011' during current year. Under this scheme, two villages in
each Assembly constituency having more than 40% of population belonging

to SCs and with a total population of 200 are selected and each such village
would be provided Rs. 10 lakh for its integrated development.
13. State Government is committed towards welfare of women and children. A
separate Department for Women and Child Development has been created
with an objective to ensure effective implementation of schemes and for
providing timely benefit to the women and children.
14. 'Mata Shabri Mahila Sashaktikaran Yojana' is being implemented for poor
women belonging to BPL SC families. Under this scheme, 50% subsidy is
being provided to each beneficiary for purchase of an LPG gas connection.
5100 families would be benefited under this scheme during the year 2011‐
12.
15. Under the 'Rajiv Gandhi Scheme for Empowerment of Adolescent Girls',
being implemented on pilot basis in Solan, Kangra, Kullu and Chamba
districts, 1,56,772 girls have been benefited during the year 2011‐12, for
which budget provision of Rs 7.02 crore has been made.
16. State Government has introduced ‘Gender Budgeting’ in Departments of
Women and Child , Irrigation and Public Health, Health and Family Welfare,
Technical Education, Agriculture, Horticulture and Animal Husbandry
departments. 18,352 Anganwari Centres and 177 Mini Anganwari Centres
are functioning in the State under ICDS. The Government has also decided to
make an additional 83 Mini Anganwari Centres functional in the State.
4,24,795 children and 1,02,073 pregnant women or lactating mothers have
been provided supplementary diet through anganwari centres during the
financial year 2011‐12.
17. Education is one of the main priorities of the State Government. Himachal
Pradesh has registered a substantial increase in literacy levels of women.

This improved from 68.08% in 2001 to 76.60% in 2011. The over all literacy
rate of the State has now reached 83.78% in which male literacy rate is 90.83
per cent.
18. The drop out rate at the Elementary Level in the State is negligible and the
State has achieved almost cent percent enrollment of children in age group
of 6‐11 years. The State has also made earnest efforts for the
implementation of 'Right Of Children to Free and Compulsory Education Act‐
2009' in letter and spirit.
19. State Government has recruited 889 new teachers during 2011‐12 and
initiated the process for recruitment of 1313 JBTs, 1980 TGTs, and 1370 C&V
teachers, which is now at an advanced stage. 1270 Gram Vidya Upasaks have
been regularized and in service training for 3539 Primary Assistant Teachers
at DIETs was also initiated. Vacation salary was also allowed to the Contract
teachers, Para teachers and PAT teachers. The State Government has also
increased the remuneration of Part‐time Water Carriers from Rs 1000 to Rs.
1200 per month. The process for recruitment of 801 Part‐time Water
Carriers in the Primary and Middle Schools has also been initiated as per the
Policy.
20. All the students of Classes 1st to 8th of Elementary Schools of the State are
being provided with cooked meals under the 'Mid Day Meal Scheme'.
Earnest efforts are being made to meet the educational needs of 18,211
children with disabilities. Out of these, 15,700 mild and moderately disabled
children have been enrolled in formal schools. Apart from this, 2511 school
children with special needs have been identified out of which 530 who are
severely disabled, are being covered through 24 NGOs under special Home
Based Education Programme. Special Day Care Centers at Shimla, Mandi &

Dharamshala have been set up for the education of 46 severely handicapped
children. 146 special educators have been engaged to meet this objective.
21. State Government is giving top priority to Education. During the financial
year 2011‐12, a budget provision of Rs 15 crore has been made for the
construction of buildings for Government Colleges and Rs 12.30 crore for
the construction of buildings for High and Senior Secondary Schools. At
present 850 High Schools, 1276 Senior Secondary Schools, 5 Sanskrit
Colleges, a B.Ed. College and 72 Government Colleges are providing quality
education in the State. Government has accorded approval for filling 18,000
posts of teachers during the year 2009‐10 and sanction has also been
accorded to fill 5000 posts of teachers during the year 2011‐12. 1817
teachers have been promoted during the year. 14 scholarship schemes are
being implemented to benefit students belonging to all sections. For this, a
budget provision of Rs 11.48 crore has been made for year 2011‐12, which
would benefit 1.40 lakh students. Under Information and Communication
Technology Project, 968 Senior Secondary Schools have been covered in the
State and 1268 IT teachers have been engaged.
22. State Government is providing free text books to the students of 6th to 10th
classes belonging to SC, ST, OBC categories and BPL families. During 2011‐
12, 1,38,704 students of 9th to 10th class have benefited by spending an
amount of Rs.9.61 crore.
23. State Government has established 'Himachal Pradesh Private Educational
Institutions (Regulatory) Commission' to maintain standard of education in
private institutions and universities.
24. Special emphasis is being laid on Technical, Vocational & Industrial
Education. The State has one Engineering College at Sundernagar, District

Mandi in Government Sector, 17 Engineering Colleges in the Private Sector,
one B‐Pharmacy College at Rohru in Government Sector and 12 B‐Pharmacy
Colleges in Private Sector. There are 10 Polytechnics in Government. Sector
i.e. at Sundernagar, Hamirpur, Rohroo, Kandaghat, Kangra, Ambota,
Banikhet, Chamba, Talwar and Pragatinagar and 19 Polytechnics and One D‐
Pharmacy College is running in Private Sector. At present the State has 84
Industrial Training Institutes in Government Sector and 117 Industrial
Training Centres in the Private Sector. In addition, Technical University has
been set up at Hamirpur. Atal Bihari Vajpayee Government Institute of
Engineering and Technology has been established at Pragatinagar in Shimla
district where 3 certificate and diploma courses have been started and
B.Tech. classes are proposed to be started from the next academic year in
this Institute.
25. Five new Polytechnics are proposed to be opened in Bilaspur, Kullu, Sirmour,
Kinnaur and Lahaul & Spiti district from the academic session 2012‐13. Two
new I.T.Is at Khudian in Kangra district and Dalash in Kullu district have been
notified and made functional from the academic session 2011‐12. 3 ITIs of
the State have been upgraded. Besides, 11 ITIs have been upgraded as
Centres of Excellence. 32 Industrial Training Institutes of the State have
been upgraded under Public Private Partnership Mode and total funds
amounting to Rs. 80 crore have been sanctioned.
26. State Government is committed to provide best possible health services to
the people of the State. Due to a number of initiatives taken during the last 4
years, Himachal Pradesh has emerged as the top ranking State in the country
in most health indicators. Significant achievements have been made in areas
of reducing child and infant mortality, stabilizing population growth and

reducing morbidity related to common diseases. State Government has
launched 'Matri Sewa Yojana' for improving maternal and child health
services, under which free services are being provided to pregnant women
and their new born in all government health institutions. During the last
year, more than 17,000 women and their new borns have benefited from
the scheme. Increase in institutional deliveries from 50 per cent to 71 per
cent has been achieved.
27. To provide emergency ambulance services, Government had launched the
'Atal Swasthya Yojana' towards the end of year 2010. During 2011‐12, the
scheme has benefited over a lakh patients, of which 20% were pregnant
women. State Government has introduced 'Mukhya Mantri Vidyarthi
Swasthya Karyakaram' , under which medical check up is being carried out of
all children in government run schools. Health check‐up of 10 lakh children
has been done till date. 'Rashtriya Swasthya Bima Yojana' has been
expanded to cover 2.35 lakh families living below the poverty line. Rs 25.88
crore have been spent under this scheme during the last three years.
Government has also launched the 'Deen Dyal Nishulk Aushadhi
Scheme'under which 38 essential medicines are being provided free of cost
to BPL families.
28. State Government has filled 300 posts of medical officers, 60 posts of
dentists and 100 posts of para medical staff during the year 2011‐12. 256
posts of staff nurses and 238 of pharmacists are being filled up. The number
of M.B.B.S seats has been increased from 115 to 200, while the number of
PG seats has been increased from 39 to 110. Super speciality courses
leading to MCh and DM degrees have been started in the State Medical
College.

29. Basic health facilities are being provided to the people of the State through a
strong network of Ayurvedic institutions in rural and urban areas of the
State. 300 post of Ayurvedic Pharmacists are being filled soon. Buildings of
three Ayurvedic Hospitals i.e. Solan, Kullu and Keylong and 27 Ayurvedic
Health Centres have been completed and made functional. In addition,
Government has up‐graded 10 bedded Ayurvedic Hospital Una to 30 bed
strength and Ayurvedic Health Centre Sulyali, district Kangra has also been
up‐graded as a 10 bedded Ayurvedic Hospital. 8 new Ayurvedic Dispensaries
have been opened in the far flung areas of the State during the year 2011‐
12.
30. To strengthen Ayurvedic System of Medicines, State Government has
introduced post graduate courses at Government Ayurveda College Paprola.
A College of Pharmacy and a Centre of Excellence in Dravaguna has been
established at Jogindernagar. 250 posts of Ayurvedic Medical Officers are
being been filled and approval has been accorded to construct 300 Ayuvedic
Health Centre buildings.
31. Being deficient in rail and air facilities, the roads have contributed
significantly in all round development of the State. State Government has
always assigned high priority to road sector. Today, the length of motorable
roads in the State is 32,247 km. Out of total 3243 panchayats in the State,
2991 panchayats have already been connected by roads and work is in
progress to connect the remaining panchayats. During the last four years,
State Government has constructed 3442 kms new roads and 250 bridges and
has provided road connectivity to 960 villages. 5590 km roads have been
provided cross drainage facility, 3119 kms roads have been metalled and

periodic renewal done on 5915 km roads. 380 kms new motorable roads and
30 bridges have been constructed during the current year.
32. Under the 'Pradhan Mantri Gram Sadak Yojana', 1829 road works amounting
to Rs 1935.32 crore have been sanctioned. DPRs worth Rs. 386.46 crore
have been submitted to the NABARD for arranging funds for construction of
important roads and bridges of the State. 86 Roads and 14 Bridge projects
costing Rs.255.28 crore, have been sanctioned by NABARD. Till December
2011, 74 projects have been completed utilising an amount of Rs 115.13
crore. Under MLA Priority Schemes, 775 projects amounting to Rs. 1544.92
crores have been approved by NABARD till December, 2011.
33. State Government has accorded top priority to the road transport in the
State. Work of fixing High Security Registration Plates on all types of new
and old vehicles is already under progress which will be completed by 15th
June, 2012. The Transport Department has collected revenue of Rs. 163.02
crore during the financial year 2011‐12, which is more than the fixed target.
The Himachal Road Transport Corporation has started online advance
reservation portal. Modern Inter‐State Bus Terminal at Tutikandi has been
made operational and dedicated to the people of the State on 29th August,
2011. Construction is in progress on Rs 17.75 crore Modern Bus Stand at
Mandi which is targeted to be completed soon. Agreements for construction
of modern bus stands at Hamirpur, Una and Parwanoo on BOT basis have
been signed. 'Mukhya Mantri Gramin Path Parivahan Yojana' has been
started to strengthen transport services in rural areas and generating of
employment to unemployed youth.
34. Government recognizes the importance of hydro power in the future
prosperity of Himachal Pradesh. When this Government took over four year

ago, the installed capacity in the State was 6393 MW. By the end of this
financial year it is expected to add 2431 MW, which is a significant
achievement. During the last four years Government has systematically
addressed various constraints holding back hydro power development in the
State. State Government introduced international competitive bidding for
all projects over 5 MW. The bidding procedure was simplified and it was
ensured that there was no legal impediment when 17 projects totalling 1325
MW were allotted in 2011‐12.
35. State Government has taken steps to safeguard the rights of local
communities and make them stakeholders in hydel projects. In October,
2011 guidelines were issued regarding local area development fund for
benefit sharing which will pass on 1% of free power as an annual cash
transfer to all families in project affected areas during lifetime of the project.
36. After taking into account every hydel project likely to be commissioned over
the next 15 years, the Government has prepared a master plan for
evacuating power from all the river basins so that the number of
transmission lines is restricted to the minimum. It has also been ensured
that the investment of the thousands of crore become available for this. For
the extensive transmission lines to evacuate power from areas of Pangi,
Lahaul Spiti and Kinnaur, the Power Grid Corporation of India has agreed to
ensure investment in a time bound manner. For the inter‐state system in the
Ravi, Beas, Satluj and Yamuna basins, we have succeeded in securing ADB
funding of $350 Million for the HP Power Transmission Corporation Ltd. For
strengthening electrical distribution system in the State, an amount of Rs.
257.73 crore has been spent during last four years.

37. State Government is fully committed to expeditious harnessing of the
identified 1500 MW potential for Small Hydro Power Projects upto 5 MW
capacity. Till now 466 Power Projects with an aggregate capacity of 1170.03
MW have already been allotted to Private Sector out of which 45 Projects
having 161.05 MW capacity have been commissioned. Apart from this, 9
projects also stand commissioned under UNDP and State Sector. Four
Projects with an aggregate capacity of 16.50 MW have been commissioned
in the Private Sector during current financial year and another 10 projects
with 40 MW capacity are targeted to be commissioned by the end of this
financial year. During this year, 400 KW Billing Project has also been put on
trial run and is likely to be commissioned very soon. Approval has been
accorded to develop Shimla and Hamirpur cities as Solar Cities and Draft
Master Plans are under finalization. Two State Level Energy Parks are also
being set up in the State during 2012‐13; one at Dr. Y.S. Parmar University of
Horticulture and Forestry, Nauni in Solan district and other at the National
Institute of Technology, Hamirpur.
38. Agriculture plays an important role in the economy of the State. State
Government has given high priority for developing this sector so as to
increase income of the farmers engaged in this sector. State Government
has successfully implemented 'Pt. Deen Dyal Kisan Bagwan Samridhi Yojana'.
An area of about 36.18 hectare has been brought under Poly house
cultivation and 5004 hectare area has been brought under Micro Irrigation.
Under 'Soil Health Management', 1.25 lakh Soil Health Cards have
been distributed amongst the farmers. In order to encourage Organic
Farming, 33,500 Vermi composting units have been set up in the State. For
ensuring availability of quality seed to the farmers, 'Seed Village Programme'

has been implemented benefiting 1,58,760 farmers in 900 villages and
36,226 hectare area has been brought under seed production. Special
emphasis was given for extension and transfer of technology through
Extension Reform Programmes. Under this Programme, Agriculture
Technology Management Agency has been set up in each district.
39. Horticulture plays an important role in the socio‐economic development.
Himachal Pradesh. An area of 2.11 lakh hectare has been brought under
horticulture in the State. For diversification in horticulture, additional area
of 4000 hectare has been brought under different fruit crops, 37 hectare
area under floriculture and 107 hectare under medicinal plants. Special
emphasis is being laid on production of fruit crops like Pomegranate, Papaya,
Kiwi and Strawberry. During recent years, commercial floriculture has
emerged as a very remunerative activity and the State is annually producing
flowers worth Rs.77 crore approximately.
40. To compensate losses caused due to vagaries of the weather, 3 additional
blocks have been included under 'Weather based Crop Insurance Scheme'
during Rabi 2011, thus providing coverage of the scheme to 27 Blocks in the
State. To prevent the menace of hailstorms, Anti hail Gun systems have been
installed at three hail prone locations in Shimla district which are being
tested for their performance. To enhance apple productivity, ‘Apple
Rejuvenation Project’ has been started for which assistance amounting to Rs.
10.50 crore has been provided for rejuvenation of senile apple orchards in
1500 hectare area.
41. Protected cultivation of vegetable and flower crops has vastly boosted the
economy of the farmers in the mid hill and lower areas of the State. During
current year, 552 hectare additional area has been brought under irrigation

by creating water harvesting and storage structures, besides bringing 312.5
hectare area under micro‐irrigation. For supply of quality plant material to
orchardists, 2 multi crop big nurseries, 8 small nurseries and 1 tissue culture
unit have been established in private sector. An amount of Rs 35 crore was
been spent during the current financial year till date under the 'Horticulture
Technology Mission’ which has benefited 9062 farmers To enhance
productivity, the process to introduce qualitative plant material through
import of 44,750 plants of improved varieties of Apple, Pear and Cherry
during current winter season, has been initiated.
42. Animal Husbandry plays an important role in rural economy of the State.
Better Animal Health care and Veterinary Services are being provided to the
livestock through a network of 2137 Veterinary Institutions and 1012
Veterinary Dispensaries opened under the 'Mukhya Mantri Arogya
Pashudhan Yojana'. State Government has accorded approval to open 812
Veterinary Dispensaries under 'Mukhya Mantri Arogya Pashudhan Yojana'
during this year.
43. The Construction work of Embryo Transfer Technology Laboratory at
Palampur under 'National Project on Cattle and Buffalo Breeding' at a cost of
Rs. 290 lakh has been started. Some Embryos were brought from Punjab and
implanted in cattle of Cattle Breeding Farm, Bagthan and Kotla Barog on
pilot basis. Construction work of 'Multi‐disciplinary Veterinary Services and
Farmers Capacity Building Centre' at Palampur at a cost of Rs. 10 crore is in
progress. A Dry Milk Powder Plant has been established at Rampur at a cost
of Rs. 2.90 crore under 'Rashtriya Krishi Vikas Yojana' which would be
dedicated to the people of the State very soon.

44. Fishery activities are being encouraged in a big way in the rivers and
reservoirs of Himachal Pradesh. During the current year, special emphasis
was laid on construction of new seed farms, expansion of fish rearing space
at the existing farms, expansion of commercial Trout farming in private
sector and on stocking of fish seed in the open waters so as to maintain
sustained fish production. Till December 2011, 4986.01 metric tonnes of fish
worth Rs 3126.97 lakh and 123.81 lakh carp seed has been produced in the
State. The State Government is providing premium free insurance cover to
7063 fishermen operating in the rivers and reservoirs. Under the fishermen
welfare schemes like 'Closed Season Assistance and Risk Fund', Rs 28.32 lakh
has been provided as assistance to fishermen.
45. Co‐operation is not only a programme but a movement which also
envisages economic growth coupled with social justice. There are about
4653 different types of cooperative institutions functioning in the State with
a membership of 15.01 lakh, share capital of Rs.227.82 crore, deposits
totalling Rs.11,785 crore and working capital estimated at Rs.15,912 crore.
The Co‐operatives with the objective of socio‐economic upliftment of the
general public are effectively implementing through Fair Price Shops and
Depots various welfare schemes of the Government such as Public
Distribution System, Mid day Meal, Food for Work schemes etc. The State
Government during the current financial year has launched three year
Integrated Co‐operative Development Projects with a cost of Rs. 35.47 crore
in the districts of Hamirpur, Bilaspur and Sirmour to strengthen co‐operative
movement in these districts. The State Govt. has released Rs.8.84 crore in
the current financial year to facilitate effective implementation of these
projects. The Co‐operative Banks in the State extended agriculture credit to

the tune of Rs. 520.60 crore this year to farmers through 2,08,695 active
Kisan Credit Cards.
46. Food grains and other subsidized items are being provided to the consumers
of the State through a network of 4634 fair price shops. Under the 'Targeted
Public Distribution System', wheat and rice are being provided to about
16,31,804 ration card holders of the State. Out of the total ration card
holders, 1,97,100 have been identified as poorest and placed under
'Antodaya Annayojana Scheme' and are being provided wheat at the rate of
Rs. 2 per Kg. and Rice at the rate of 3 per Kg. To provide relief to the people
from the rising prices, the State Government is distributing, three pulses,
two edible oils and salt to all ration card holders at subsidized rates under
'State Subsidy Scheme'. For this purpose the State Government has made a
provision of Rs 100 crore during current financial year.
47. In order to ensure availability of essential commodities at reasonable rate,
4,03,134 M.T. of food grains have been distributed till December, 2011. To
maintain quality control, action has been taken against the defaulting
suppliers, depot holders and shop keepers and security amounting to
Rs. 17.90 lakh has been forfeited.
48. It is being ensured through the Weights and Measures Organization that
goods are sold in correct weights, measures or number and on declared
retail sale price.
49. Provision of safe drinking water to all and extending irrigation facilities to
the farmers is the priority of State Government. All census villages in the
State have already been provided with drinking water facility. Under the
'Rural Water Supply Scheme', during current year 1801 habitations have
been provided drinking water facility by spending an amount of Rs 166.71

crore. 1964 hand pumps have also been installed upto December, 2011 in
various parts of the State to meet the drinking water demands.
50. A major drinking water supply scheme involving expenditure of Rs 68.33
crore was dedicated to the public of drought prone Changer area of Dehra,
Khundian, Jaisinghpur and Palampur tehsils of Kangra district in October
2011 which has benefited 1.62 lakh population of the area.
51. State Government has increased the monthly honorarium of 2220 Jal
Rakshaks, deployed for maintenance of rural water supply schemes under
Panchayati Raj institutions from Rs 750 to Rs 1350. In addition, 2000 Jal
Rakshaks are being engaged in the second phase for this purpose.
52. During the year 2011‐12, there is an outlay of Rs 4 crore under 'Urban
Water Supply Sector' and in 43 Towns Water Supply Schemes have been
augmented.
53. The Government of Himachal Pradesh has adopted its own 'State Water
Policy'. Government is laying stress on rain water harvesting to increase
availability of water. To meet this objective, all the government buildings,
institutional buildings, schools, hotels and industrial units are required to
construct roof top rain water harvesting structures.
54. Irrigation facility has been provided to 559 hectare area in the State through
Major and Medium irrigation schemes by spending an amount of Rs 51.47
crore. Irrigation facility has been provided to 2242 hectare area in the State
through minor irrigation schemes. 3125 hectare area has been covered
under Flood Control measures during the year 2011‐12.
55. State Government has initiated several steps to strengthen Panchayati Raj
Institutions in the State. 50% reservation has been provided to women in
PRIs to empower women against which 58% women were elected. Special

training programmes were organized for elected women representatives
through 'Mahila Shakti Abhiyan' to make them self‐dependant for
discharging their constitutional obligations. Training was imparted to newly
elected representatives of PRIs regarding departmental schemes, works,
management and accounts. The Gram Sabhas have been delegated powers
to select beneficiaries of various schemes. During this financial year an
amount of Rs 7.30 crore has been spent on construction and upgradation
of Panchayat Ghars. e‐Governance was implemented in the State during the
year 2011‐12 as a special campaign, under which e‐Pariwar Register and
Accounting systems were computerized. A new Panchayati Raj Training
Institute has been sanctioned at Thunag in Mandi district costing Rs 6.46
crore.
56. Himachal Pradesh is primarily a rural economy. Therefore State Government
is implementing several schemes and programmes for development of the
rural areas and strengthening the rural economy. Under Skill Development
Projects, 1142 rural BPL youth have been trained this year, out of which 946
have been given placement and an expenditure of Rs 1.31 crore has been
incurred on training. Rural Self Employment Training Institutes have been
established in the State. 6887 rural youth have been trained in these
institutions. During the year, under the 'Swaranjayanti Gram Swarozgar
Yojana', 649 Self Groups have been formed upto December 2011 and they
have been provided Rs 5.77 crore as subsidy and Rs 28.48 crore as credit.
Rural housing has been the priority of the Government. 5245 houses have
been constructed under Indira Awas Yojana and Atal Awas Yojana by
spending an amount of Rs 20.92 crore during the year 2011‐12.

57. Under 'Guru Ravi Dass Upgradation of Civic Amenities Scheme', allocation of
Rs 10 crore has been made for the year 2011‐12. State Government has
proposed that the Scheduled Caste dominated habitations, which have not
been assisted under any other scheme, would now be assisted in this
scheme. Under 'Matri Shakti Bima Yojana', insurance cover is being provided
to all women living below the poverty line. This year, under this Scheme, Rs
1.21 crore has been provided to the beneficiaries till December 2011. Due to
the efforts made by the State Government, 1011 Gram Panchayats of the
State have been awarded 'Nirmal Gram Puraskar'. The whole State has been
made 'Open Defecation Free'.
58. During the year till December, 2011, funds amounting to Rs 286.70 crore
have been utilized and 1.53 crore mandays have been generated by
effective implementation Mahatma Gandhi National Rural Employment
Guarantee Scheme. Under MNREGA, a special scheme has been launched for
providing water harvesting in private land of the farmers, under which 5822
water tanks were constructed in the State till January, 2012 by spending an
amount of Rs 65.12 crore. Under Watershed Management Programme, 51
new Projects worth Rs 372.95 crore have been sent to Centre for approval,
which would ensure development of 2,48,630 hectare area in the State.
59. The State Government is committed for the overall development of
Scheduled Tribes through a dedicated and decentralized planning process.
9% of the total budget is being spent on welfare of Scheduled Tribes and
Tribal areas. An outlay of Rs. 297 crore has been made under Tribal Sub Plan
for the welfare of Scheduled Tribes communities during current financial
year. Formulation and Monitoring of Tribal Sub Plan is being done in

decentralized manner through the Project Advisory Committees headed by
local MLAs.
60. Forests are our main natural resource which are playing a crucial role in
maintenance and sustenance of the fragile ecology of the State. The State
Government has made adequate financial provision for forestry sector for
improving the sensitive environment. Himachal is being developed as a
'Herbal State' for which the State Government has started 'Sanjha Van
Sanjivani Van’ scheme. During the current financial year, 32.50 lakh
medicinal plants have been planted with the help of Joint Forest
Management Samitis in the State. 'Van Sarovar' scheme is being
implemented under MNREGS. Under this scheme, 197 water harvesting
structures are to be constructed, out of which 148 have already been
constructed. The State Government has established 11 Van Thanas to
protect forest wealth. 6 more Van Thanas are proposed to be opened in
sensitive areas.
61. The State Government is fully aware of the monkey menace in the State. To
address this problem, the State Government has established four monkey
sterilization Centres at Tutikandi(Shimla), Gopalpur(Kangra),Sastar (
Hamirpur) and Boul (Una). Work is in final stage at Poanta and Saroul in
Chamba. 42093 monkeys have been sterilized in these Centres. A 'Snow
Leopard Project' for protection of Snow Leopard has been approved. An
exercise for rationalization of Protected Sanctuary Areas has been
undertaken to facilitate people of such areas.
62. Aryabhatta Geo‐Informatics & Space Application Centre has been
established at Shimla which would function as a nodal agency to facilitate
the use of spatial and geo‐spatial technologies for planning and

developmental activities in the State. To enhance the capacity to respond to
and meet the challenges and opportunities provided by climate change, the
Government has set up 'Himachal Pradesh State Centre of Climate Change'
in the State. This Centre would promote research and generate reliable
scientific data base relating to the sectors vulnerable to climate change like
agriculture, horticulture, forests, tourism, hydropower etc. Besides carrying
out active research in the area of disaster management and glaciers, the
Centre would also work towards evolving appropriate strategies towards
climate change. For 'Environment Protection and Carbon Neutrality' through
the Schools, Eco‐clubs and Civil society, a Community Led Assessment,
Awareness, Advocacy and Active Programme has been started at Panchayat
level. Under this programme, 1000 Panchayats in the State have been
selected.
63. Blessed with natural beauty, Himachal Pradesh is indeed a paradise for
tourists. State Government is committed to provide all facilities to the
tourists besides encouraging investment in tourism sector. The State
Government is encouraging rural tourism, adventure sports, religious
tourism etc. and is providing various facilities for tourists in order to divert
the tourists to less explored places. The State Government is according
priority to such projects which add value and also contribute substantially to
the economy without adversely impacting our unique cultural, social,
architectural and environmental heritage. The State Government has won
many awards at the National level for its special achievements in tourism
sector.
64. In order to provide skilled work force for delivery of professional services in
the tourism industry, the State Government has started Institute of Hotel

Management at Hamirpur. Food Craft Institute is under construction at
Dharamshala, which is also likely to be made operational by this year.
65. The Asian Development Bank has recommended our State for the
infrastructure development in tourism sector and an financial assistance of
9.50 crore US dollars has been sanctioned. This assistance would help the
State in providing international level facilities to the tourists. Infrastructure
development works have been started under first phase with an assistance
of 3.30 crore US dollars.
66. The State Government is laying stress on attracting employment generating
and environment friendly industries to the State. Infrastructural facilities are
being created in industrial areas in order to create investor friendly
environment. Till December 2011, there were 474 medium and large
industrial units and 37,935 small industrial units in the State. These units
have investment of Rs 14,146 crore and are providing employment to 2.61
lakh people. The industrial package announced by the then Central
Government in January, 2003 played a major role in industrialization of the
State, the duration of which was later unfortunately reduced from 2013 to
2010. State Government is trying for extension of the package upto 2020,
but so far the Central Government has not agreed to this.
67. This year, three clusters with an estimated cost of Rs 1.35 crore have been
approved by the Government of India in Handloom sector for Janjehli, Jawali
and Tissa. These clusters would provide handloom weavers with the basic
information and marketing assistance, which would benefit 1293 weavers.
68. About 5500 ounces silk seeds were distributed to 9000 farmers in the State
during the current year, from which 177 MT cocoon would be produced.

69. State Government is committed towards the welfare of the working class.
Labour laws are being strictly implemented in the State in factories, hydel
power projects, industrial establishments as well as in the un‐organized
sector for ensuring legal rights to the workers.
70. For the welfare of the workers engaged in construction and other activities
in un‐organized sector, Government has formulated ‘H.P. Building & Other
Construction Workers Rules, 2008’. Workers Welfare Board has been
constituted in the State to implement welfare schemes like Pension, Medical
Assistance, Disability Pension, Health Insurance etc. for the workers. Till
December 2011, 579 establishments and about 4800 workers have been
registered. To save the workers from any kind of exploitation and to ensure
their welfare and safety, identity cards have been issued to 2.75 lakh
workers.
71. State Government is committed towards the welfare of the ex‐servicemen,
serving soldiers, widows, war widows, gallantry award winners and their
dependents. A sum of Rs. 5.40 lakh has been provided to daughters and
wives of Ex‐servicemen/serving soldiers for training in Vocational/Training
Centres. A sum of Rs. 2 crore is being paid to the 999 Gallantary Award
winners of the State during the financial year 2011‐12. An amount of
Rs. 1.97 crore has been spent on providing Rs.330 as monthly pension to
2839 beneficiaries and Rs.500 per month to Second World War Veterans
and their widows.
72. 291 Ex‐servicemen have been provided employment during the financial
year 2011‐12 in various government departments. Besides this, 1972 Ex‐
servicemen have been provided employment as security personnel.
Himachal Pradesh Ex‐servicemen Corporation has secured a contract for

carriage of cement /clinker from ACC Barmana and Ambuja Cement Factory,
Darlaghat for getting whole time work to the trucks owned by Ex‐
servicemen. At present, 1615 trucks have been deployed for this purpose.
73. The State Government is committed towards strengthening basic sports
infrastructure in the State, so that national level sports events could be
organized besides encouraging sports activities in the State. Indoor and
outdoor stadia are being constructed in the State. Synthetic athletic tracks
are being provided at Hamirpur and Dharamshala. Volley ball Terraflax Court
has been laid at Una, Shimla and Dharamshala. Badminton Howa Courts
have also been provided in Shimla, Bilaspur, Mandi, Una and Dharamshala.
Hockey Astro‐turf is being established at Una. Sports facilities are being
created in this way in all the districts of the State in a phased manner. With
the co‐operation of Himachal Pradesh Cricket Association, Cricket Stadium
at Dharamshala and Amtar (Hamirpur) have been constructed and a Cricket
Academy at Lalpani (Shimla) is being established.
74. 6151 persons were trained in Mountaineering, High Altitude Trekking, Water
Sports and Adventure sports during the year. Grass Ski Courses have been
started at Solang Ski Slopes for the first time and 35 persons were trained.
Three per cent reservation is being provided to out‐standing sportsperson in
government jobs to encourage sports activities in the State. Last year, 86
sportspersons were honoured by giving the cash awards worth Rs 61,96,800.
75. 1296 village level and 32 block level PYKKA centres have been established
under PYKKA Scheme. Under this Scheme Rs. 1 Lakh and Rs. 5 Lakh is given
for construction of playgrounds at gram panchayat and block level
respectively. Besides this, Rs.10,000 and 20,000 is being given for sports
equipments at gram panchayat and block level.

76. Government is implementing various e‐Governance projects to bring
transparency and efficiency in government services like setting up of Lok
Mitra Kendras, through which various Government services are being
delivered to the citizens at the panchayat level. In order to bring
transparency in the Government procurement, e‐Procurement system has
been implemented in Irrigation and Public Health, Public Works and
Industries Departments. 32 lakh residents of the State have been enrolled
under the ‘Aadhar Project’ in the State.
77. Several steps have been initiated to preserve the rich cultural heritage of the
State. After the renovation of historical Gaiety Theatre at Shimla, 236
programmes were organized and more than 3000 Artists, Painters and
Producers of Handicrafts were provided space in the Gaiety Theatre for their
exhibitions. Several National and International level programmes are being
organized which would further be encouraged.
78. Vision Document has been got prepared from School of Planning and
Architecture, New Delhi for Manali and its sub‐region. MoU has been signed
with this School so that the monitoring of developmental activities and
preservation of cultural heritage of Bharmour, Kalpa and Sangla could be
ensured.
79. State Government is committed towards the planned development of the
urban areas of the State. A grant of Rs. 51.88 crore has been provided for
infrastructure development to the 49 Urban Local Bodies and a special grant
of Rs. 6 crore has been provided for maintenance of roads, streets and
paths. Further Rs 1.43 crore has been provided under 'Rajiv Gandha Urban
Renewal Mission' for construction of parks and parkings.

80. An amount of Rs 12 crore is being spent under 'Jawahar Lal Nehru Urban
Renewal Mission' for infrastructure projects, solid waste management,
widening and lowering of existing tunnel near Auckland House School
Shimla, purchase of buses, rehabilitation of Shimla water supply system and
rejuvenation of sewerage net work in Shimla town. For upgrading the
environment of urban slum dwellers housing projects, Ashiana‐I and
Ashiana‐II have been sanctioned for Shimla under 'Basic Facilities for Urban
Poor' and Rs.5 crore have been provided for eight projects under Integrated
Housing and Slum Development Programme for Hamirpur, Dharamsala,
Solan, Nalagarh, Baddi, Parwanoo, Sundernagar and Sarkaghat towns. Rs. 20
crore has been provided for completion of sewerage scheme being
executed in 27 towns.
81. HIMUDA has constructed 12,590 houses and flats and developed 4925 plots
in different parts of the State. HIMUDA has set up an education hub ‘Atal
Shiksha Kunj’ at Kalujhanda where world class education institutions are
coming up.
82. The Department of Excise and Taxation collects 65 per cent of the revenue
for the State. During the year 2010‐11, the department has mobilized
revenue of Rs. 3,042.92 crore which is 33.59 per cent higher than the
previous year. Rs 126 crore has been collected under the Entry Tax Act
during the year.
83. TIN number has been issued to all the eligible dealers in the State. The
turnover limit for registration of dhabas, canteens and owners of other
eating places has been raised from existing limit of Rs. 2 lakh to Rs 4 lakh per
annum in order to facilitate small traders in this category.

84. In order to boost Tourism Industry of the State, the new Aerial Ropeways
coming up in future have been exempted from payment of entertainment
tax for five years and the rate of tax on existing ropeways has been reduced
from 25% to 15%. These incentives would attract investors in this sector
which, besides promotion of tourism, will also help in protecting the
environment.
85. State Government has always maintained cordial relations with the
employees and protected their interests. Government has ordered release of
full arrears payable due to the revised pay scales. Government has increased
capital allowance form Rs 175 to Rs 275. House Rent Allowance has been
doubled. The State Government has decided to increase the Accident
Insurance Scheme by one additional year for the benefit of the employees
working in Boards/Corporation and Universities on regular, contingent,
contract , part time and daily wage basis. Rs 2 lakh compensation would be
payable under the scheme in case of accidental death or permanent
disability. The retirement age of the teaching faculty in medical colleges has
been increased to 62 years.
86. Revenue administration is a sector where the people have maximum direct
dealing with the Government. It has been the endeavour of the State
Government to simplify the policies and procedures in this area. The State
Government has issued orders to enter and attest mutations at the tehsil
level. Procedure for issuance of various certificates has been simplified and
Lok Mitra Kendras have been authorized to issue copies of different
certificates. The procedure for permission under Section 118 of the Land
Reforms Act, 1972 has been incorporated in Rule 38‐A of Himachal Pradesh

Holding and Land Reforms Rules, 1975. This would ensure that permission is
not given to ineligible person or for unauthorized purpose.
87. The people in Himachal are peace loving and all religions and sections live in
harmony. The Police force has played important role in maintaining peace
and rule of law in the State. During current financial year, overall law and
order situation in the State was satisfactory and under control. The sense of
security amongst residents and visitors in Himachal Pradesh has improved as
compared to the previous years.
88. Construction work of the State level Training Institute for Home Guards &
Civil Defense at Sargeen near Shimla is in progress. The Fire Services
department and Fire Services are being modernized and strengthened in the
State.
89. To weed out the menace of corruption from the society, the Government
has enacted the 'Himachal Pradesh Special Courts (Attachment and
Confiscation of Properties) Bill, 2011' and sent it for approval of Her
Excellency, the President of India. The monitoring of the progress of criminal
cases and departmental enquiries is being done regularly at high level. State
Government is committed to eradicate corruption from the State.
90. With these words, I would like to put an end to my speech. I am sure that
rising above the party lines, all Honorable Members of this August House
