SWAP: Background • What is SWAP?

• The National Alliance to End Homelessness System Wide Analytics and Projection (SWAP) is a suite of tools that model program and population changes to assist communities to project improvements to system outcomes.

• Allows for the use of local data to understand what our

current system is accomplishing in reducing homelessness, and to model what happens when system and program changes are made

• Analysis uses program-level budget data, HMIS data

and the Housing Inventory Count (HIC)

How Does SWAP Align with the All Home Strategic Plan? • The All Home Strategic Plan calls for a continuation and

improvement of efforts to measure our progress and adapt practices based on data.

• All Home, in partnership with United Way, the City of Seattle,

and King County, will utilize these tools to assist our community in using our local data to realign our funding and programming and project what policy changes will make the most impact.

The SWAP tool will allow us to: • Quantify our community’s investments in programs to serve

individuals experiencing homelessness • Understand the cost of specific programs and models and link

costs and outcomes

SWAP Project Timeline • August 2015: Focus Strategies submitted final Scope of Work to United

Way, City of Seattle, King County and All Home

• August 28th, 2015: Three agencies (CCS, DESC, and YMCA) participated in first round of budget submission to test the data collection process

• September 1st, 2015: Community Meeting with Focus Strategies held in Bellevue to explain the SWAP tool to stakeholders and clarify the role of service providers in gathering the data needed to complete the SWAP.

• September 15th, 2015: Budget request with detailed instructions and excel worksheets sent to homeless/housing agencies

• September 15th- November 30th, 2015: All Home staff reviewed program budget information and followed up with agencies individually to clarify budgets and seek corrections.

• Current Status: King County Evaluation staff is working with Focus Strategies to load local data into SWAP tool and prepare for analysis

YYA Advisory Group—December 2015 Pre-Reads

YYA Evaluation Team Report The November 2015 Evaluation Team discussion focused on initial data from the YYA Comprehensive Plan Refresh priority activities and a system-level Housing Goal Model. The December 2015 meeting will focus on the role of the YYA Evaluation Team and potential sunset of this group.

YHC Transition Team Report Recent YHC Transition Team activities include:

- Housing Placement Meeting: On November 3, YHC staff and the YHC Transition Team held the second “Housing Placement Meeting.” The group reviewed the housing needs of 6 young adults with high vulnerability scores who had been in the placement pool for the longest period of time. The group came up with proposed housing plans for each of these young people; these young people will be referred to these resources as soon as units become available in the relevant programs. The cases discussed at the meeting and additional information discovered after the meeting highlighted system gaps, especially for young people with a sex offense on their records. YHC anticipates holding the next Housing Placement Meeting in early 2016; we are working to identify what type of situations can benefit most from this type of discussion.

- Coordinated Entry for All Update: The YHC Transition Team has been updated on initial timelines and considerations related to the implementation of Coordinated Entry for All Populations, as well as discussion of the Transition Age Youth ViSPDAT (also known as the Next Step tool). The Transition team made recommendations on additional questions to include with the Next Step tool related to program eligibility [e.g. history of foster care] and preferences [e.g. areas of King County where a YA may feel unsafe and would refuse housing.] The final assessment tool – including the inclusion of any additional questions – will be decided on by the All Home Executive Committee.

Racial Disproportionality Discussion On November 3, leaders from 7 YYA provider agencies as well as system leaders participated in a discussion of racial disproportionality. Each participant identified two ways in which they will work to advance racial equity within their agencies and/or across the YYA system. Themes of these actions included aligning funding with goals of advancing equity, strengthening analysis of data to better understand outcomes and experiences of YYA of color, integrating issues of equity in other planning discussions and activities, investing in staff training, and improving representation from communities of color among agency leadership, boards of directors, and staff.

The Racial Disproportionality Workgroup is convening to plan next steps, including ways to support leaders’ efforts to advance racial equity and a process for ongoing check-ins on this work. This topic will be discussed at the December 8 YYA AG meeting.

RRH Proposal in HUD McKinney Application The Seattle-King County Continuum of Care application for McKinney funding was submitted to HUD on November 18, and included a proposed new Rapid Rehousing program to serve young adults. If fully funded ($1.2 million) this program would serve 70 young adults beginning in May 2016, with a focus on young people in South Seattle and South King County and long-term YA shelter stayers. Partners include YouthCare, the YMCA, Therapeutic Health Services and Friends of Youth. The City of Seattle and All Home will convene provides in early

2016 to begin discussing key implementation issues. All Home is also working to identify resources for an evaluation of RRH.

PRO Youth- Next Steps As a result of the way in which HUD scores services only projects, the CoC did not include these projects in this year’s McKinney application, reallocating these dollars to housing programs instead. As a result, McKinney funding for PRO Youth will no longer be available after November 2016. Providers and funders agree that the front line services PRO Youth provides to YYA experiencing homelessness are critical, and have begun discussions to identify key functions and future funding possibilities. YYA providers will also collaborate on national advocacy related to the impacts of HUD’s priorities on young people.

Support for High Needs YA in Housing/ MIDD Concept All Home submitted a MIDD concept paper focused on strengthening support for high needs young people in housing through improved crisis response, development of a housing option with 24/7 clinical staffing, and creation of a mobile care team to serve YA in housing programs (similar to the flexible group care enhancement positions). The concept paper is the first step in identifying investments if the MIDD is renewed; new MIDD funding will not be available in 2017. In the interim, All Home and King County are working to identify funding to implement these strategies earlier.

Count Us In Count Us In will take place on Thursday, January 28, 2016, with overnight sites participating in the One Night Count on the night of Thursday, January 28 into early morning Friday, January 29. Along with Count Us In, the United Way of King County is coordinating a Youth Community Resource Exchange, which will take place at New Horizons on January 28 from 4-7pm.

Raikes Foundation/ Capacity Building Five providers (YouthCare, YMCA, New Horizons, Auburn Youth Resources and Friends of Youth) are developing a collaborative proposal in response to an RFP from the Raikes Foundation focused on diversion and staff training. King County Evaluation and Cardea are also involved in developing performance metrics and measurement approach.
