• Peoplefoundinprivateplaceswithoutthepermissionoftheownerwillbeaskedtoleave.Iftheydonotleaveitcanbeconsideredtrespass.Policewillinvestigatecomplaintsofsquattingwherehomelesspeopleoccupyprivateresidencesandaprosecutionmayresult.

• Peoplewhoseworkislikelytobringthemintocontactwithhomelesspeoplewillbeassistedwithinformationandtrainingtoenablethemtoassisthomelesspeopleifrequired,orhelpthemmakecontactwithappropriateservicesifneeded.

• Policeandotherauthoritiesmayneedtoseekfurtherinformationorpersonaldetailsfromanymemberofthepublicintheconductoftheirnormalstatutoryobligations.

The Protocol is to assist homeless persons and those assisting with intervention should respond if:

• assistanceisrequested;

• thepersonisdistressedorinneedofassistance;

• behaviourthreateningthesafetyofthe individualorthesafetyandsecurityofpeople aroundthem;

IntroductionWestAustralianswhoareatriskof,orexperiencinghomelessness,aresomeofthemostvulnerableinthecommunityandrequiresupporttoendhomelessness.

Tacklinghomelessnessrequiresastrongfocusoninterveningearlytopreventhomelessnessandensuringarangeofflexibleandresponsiveservicesareavailable.Itisrecognisedthattheresponsetohomelessnessalsorequiresanintegratedservicesystemfromallsectorsofthecommunity.

TheNewSouthWalesandVictorianGovernmentshaveaProtocolforHomelessPeopleinPublicPlaceswhichcouldbeappliedtoallGovernmentandnonGovernmentagencieswhohavecontactwithhomelesspeople.

What is the ProtocolTheProtocolmayhelpensurethathomelesspeoplearetreatedappropriatelyandabletorequestandreceiveservicestheyneed.Itcouldassistserviceprovidersintheirrelationswithhomelesspeopleinpublicplacesandbeanimportantcomponentofastrategyforpreventinghomelessnessandrespondingeffectivelywhenitoccurs.

• Peoplefoundinprivateplaceswithoutthepermissionoftheownerwillbeaskedtoleave.Iftheydonotleaveitcanbeconsideredtrespass.Policewillinvestigatecomplaintsofsquattingwherehomelesspeopleoccupyprivateresidencesandaprosecutionmayresult.

• Peoplewhoseworkislikelytobringthemintocontactwithhomelesspeoplewillbeassistedwithinformationandtrainingtoenablethemtoassisthomelesspeopleifrequired,orhelpthemmakecontactwithappropriateservicesifneeded.

• Policeandotherauthoritiesmayneedtoseekfurtherinformationorpersonaldetailsfromanymemberofthepublicintheconductoftheirnormalstatutoryobligations.

The Protocol is to assist homeless persons and those assisting with intervention should respond if:

• assistanceisrequested;

• thepersonisdistressedorinneedofassistance;

• behaviourthreateningthesafetyofthe individualorthesafetyandsecurityofpeople aroundthem;

IntroductionWestAustralianswhoareatriskof,orexperiencinghomelessness,aresomeofthemostvulnerableinthecommunityandrequiresupporttoendhomelessness.

Tacklinghomelessnessrequiresastrongfocusoninterveningearlytopreventhomelessnessandensuringarangeofflexibleandresponsiveservicesareavailable.Itisrecognisedthattheresponsetohomelessnessalsorequiresanintegratedservicesystemfromallsectorsofthecommunity.

TheNewSouthWalesandVictorianGovernmentshaveaProtocolforHomelessPeopleinPublicPlaceswhichcouldbeappliedtoallGovernmentandnonGovernmentagencieswhohavecontactwithhomelesspeople.

What is the ProtocolTheProtocolmayhelpensurethathomelesspeoplearetreatedappropriatelyandabletorequestandreceiveservicestheyneed.Itcouldassistserviceprovidersintheirrelationswithhomelesspeopleinpublicplacesandbeanimportantcomponentofastrategyforpreventinghomelessnessandrespondingeffectivelywhenitoccurs.

Underlying PrinciplesPeoplewhoarehomelessmayhavecomplexsocial,mentaland/orphysicalhealthneeds.

• Allpeoplehavearighttobeinpublicplaces.Atthesametimelocalcommunitieshavetherighttoliveinasafeandpeacefulenvironment.
