Home Front AHC Inc. is a private, nonprofit developer of low- and moderate-income housing. Founded in 1975, AHC produces and preserves affordable rental housing; provides homeownership services; and offers onsite educational services to improve the quality of residents’ lives. Some of AHC’s historic garden apartment communities include: Colonial Village, built between 1935 and 1940, was the first Federal Housing Administration-insured, large- scale rental housing project erected in Preserving Arlington’s Historic Apartments the United States. The 50-acre community, one of the first to apply garden city planning concepts to a low- and middle- income apartment community, became a model for many other projects. The Urban Land Institute described it as “one of the out- standing developments of its kind in America.” Today the community includes market-rate condominiums and affordable rental apartments. AHC owns and manages 70 units in the complex, which runs along Wilson Boulevard. community center, received numerousawards, including a HistoricPreservation Award from the NationalTrust for Historic Preservation.

Westover Apartments, a seven-acre, garden-style apartment complexin the heart of the Westover neigh-borhood, was built in 1939. WhenAHC purchased the property in1985, the property was at risk ofbeing converted into condominiums.Thanks to the support of theArlington County Board and theWestover community, Westover

Apartments has remained a stableand affordable rental community for 25 years. The property includestwo-story brick buildings surroundedby mature trees and play areas.AHC recently completed a substan-tial two-year rehabilitation of the property and added a new community center.

Woodbury Park (originallycalled Lee Gardens North) was constructed in 1949-1950. Located in the Clarendon-Courthouse neigh-borhood, the 364-unit garden apart-ment community includes three-story masonry structures set aroundlandscaped courtyards. The build-ings are distinctly Colonial Revivalin style, with some Art Deco ele-ments. Paved walkways, sidewalks,brick walls, playgrounds and court-yards tie together the community.

Historic Homes

AHC has also helped preservehistoric single-family homes

and condominiums. Working with Arlington

County, AHC saved the home of Dr. Roland Bruner, an African-American doctor who served the Nauck community duringsegregation and beyond. Thehome was renovated and incor-porated into a mixed-incometownhome community alongGlebe Road.

AHC has also renovatedmore than 100 Arlington Oakscondominiums, initially built aspart of the Buckingham Villagedevelopment, to resell to moderate-income homeowners.

Westover’s play area is surrounded by green space and mature trees.

AHC is moving forward on two construction projects on Columbia Pike. One is brand newconstruction and the other is a total renovation of 1940s-era apartments.

Bulldozers are starting to prepare The Shell site, which will create 83 new apartments by fall 2014. Off-site improvements, including relocating a sanitary sewer line, are almostcomplete. Construction is expected to begin later this spring once project financing andArlington County approvals are finalized.

The substantial renovation of Arbor Heights, which includes 198 apartments in eightColonial-style garden apartment buildings, is halfway complete. A new playground will be ready this spring and the overall project completed by spring 2014.

AHC Greater Baltimore

O’Donnell HeightsBreaks Ground

AHC Greater Baltimore hasbegun the first phase of

a massive revitalization ofO’Donnell Heights, a 62-acre,1940s public housing communityon Baltimore’s southeast side.The project is a joint venturewith the NJ-based The MichaelsGroup. The Housing Authorityof Baltimore (HABC) is also akey partner.

The first phase includes 76 affordable rental units forfamilies with low and moderateincomes. Over time, the multi-phase project will create a mixed-income community with severalhundred affordable rental units.

The project is a collaborativeeffort among current residents,nearby neighborhood associations,local businesses and governmentgroups. The development is asuburban/urban hybrid thatcombines a traditional street grid with close-together homes,sidewalks, alleys, and patios.

The Green Communities- certified project also provideslong-term environmental features,including landscaped micro bio-retention facilities to effectivelymanage storm water runoffs.

The development teamincludes Bozzuto ConstructionCompany; Marks, ThomasArchitects; Zavos Architecture +Design; and Morris and RitchieAssociates.

MonteVerde Rowe – A New Visionfor a Historic Community

AHC Greater Baltimore, a self-supporting subsidiary of AHC Inc., was founded in 2004. Today AHC Greater Baltimore has developed six properties with morethan 1,100 apartments.

Several years ago, AHC GreaterBaltimore completed an

extensive renovation of a 301-unitcommunity for seniors and disabledindividuals in the Park Heightsneighborhood, which is adjacent to the historic Druid Park area.

The block leading to Monte-Verde is lined with once-stately rowhouses, many of which have falleninto disrepair. Combining a visionfor the future with an appreciationfor the neighborhood’s history, AHCGreater Baltimore is transformingthe block by purchasing and renovating the row houses.

AHC Greater Baltimore hasacquired nearly 50 percent ofthe houses on the block. Witheight homes purchased and twomore under negotiation, AHCGreater Baltimore has named

the substantial redevelopment project, MonteVerde Rowe.

The homes are being renovatedfrom top to bottom with high-qualityfeatures that reflect the homes’ gracious roots. The row houses will be ready to sell this spring.

AHC Greater Baltimore recentlyrevitalized another urban block:Union Rowe includes 72 affordableapartments in 34 three-story historicbuildings in Franklin Square.

Seniors and Students Perform Together

The Educational TheatreCompany is changing lives

through the arts with its newCreative Age inter-generational program. This winter, residents atHunter’s Park (AHC’s apartmentcommunity for independent seniorcitizens) worked closely withGeorge Washington University theater students to create a series of short plays.

Along with timeless stories, the program also produced lasting

relationships. “They became a familyin six weeks; they all felt a sense ofcommon ground,” said ElizabethKitsos-Kang, ETC’s ManagingDirector and GWU TheatreProfessor. The inter-generationalcollaboration gave seniors a chanceto share their wealth of life experi-ences, while also providing the students an opportunity to relate to — and write about — personalissues from different perspectives.

Fit Bodies = Fit Minds

AHC staff recently participated in SPARK, a physical education training opportunity provided through a grant to Arlington’s Department of Parks and Recreation. AHCreceived equipment, such as hula hoops, balls, cones and base markers. Each week the children play different games with the equipment, which they love. The games are team oriented and designed to get everyone moving.

Opening Eyes, Opening Doors

There are 108 teens in AHC’s program this year, including 10

seniors. All of the 12th graders areon track to graduate, and nine areaiming for college. This is the sixthyear 100% of AHC’s seniors havegraduated from high school sincewe began tracking the program.

AHC’s philosophy of inspiringstudents by exposing them tobroadened experiences contributesto the program’s success. Visitingcollege campuses is part of AHC’sstrategy to help students learn moreabout the possibilities — and theexcitement — of going to college.Many of AHC’s students are thefirst in their families to step foot ona college campus and the experiencecan be eye-opening.

More than 40 middle and highschool students recently visited two nearby colleges — VirginiaCommonwealth University inRichmond and Catholic Universityin Washington, DC. The visits werea great success, and students cameaway inspired and impressed. Thevisits also reinforced keeping upgrades and staying involved inschool activities.

Home Improvement Program

AHC, in partnership with Arlington County, has a program that helps moderate-income familiescomplete home improvement projects affordablyand without the hassle of hiring your own contractor.

For more than 25 years, the Home ImprovementProgram has helped hundreds of familiesupdate, improve and repair their homes inArlington.

The program includes safety and energyrepairs, handicap accessible improvements,and such larger projects as kitchen and bathroom renovations and additions.
