Home Improvement and Preservation Program (HIPP) is a repair and rehabilitation program for single-family, owner-occupied housing units.

Eligible Repairs
Interior Repairs/Health & Safety Exterior Repairs/Structural IssuesWater heaters – replacement or repair Roof system repair - for leaking roofs – patching only
Plumbing interior – repairs to water lines, sewer lines,toilets, etc.
Exterior entry doors - repair only
Floors – repair of floors (underlayment or floor finishmaterial), including elimination of trip hazards
Exterior windows -replacement or repair of brokenwindows
Electrical – repair of breakers, panels, or wiring Accessibility repairs and installation - includes ramps, handrails or repairing walkways
Gas line – repairs to gas linesHeating/cooling systems – repair, replacement (small units only, i.e., window units), or purchase/installationof wall heaters or wall A/C units

Homeowner Eligibility

Department of Housing & Neighborhood Revitalization
The property must be a single-family home within the Dallas city limits
The property must be the homeowner’s primary residence
The home must be owner occupied at least six (6) months prior to application date
You must be a U.S. citizen or permanent resident with the following: valid social security card, and current Texas State issued identification card or driver license
You cannot be more than thirty (30) days past due with your mortgage payment
Property taxes must be current; or must have an active, non-delinquent payment plan with the county tax office. The homeowner may not have any liens on the property, except those associated with a first mortgage (Rehab Program only)
You must agree to maintain standard property/flood insurance

Three (3) months of most recent paycheck stubs for all wage earners
Two (2) years most recent federal income tax returns

The City/non-profit will prioritize the repairs needed to improve the health and safety of your home
Example:
You may want a remodeled bathroom, but replacing the roof to prevent water damage and mold would take priority
You may want new cabinets for the kitchen, but addressing serious electrical issues to prevent a fire hazard would take priority
