RURAL REFLECTION NOVEMBER 2020 November has found us in another lockdown situation, and while for farmers the day to day running of the business is not dramatically impacted by lockdown, it is a pertinent reminder that the difficulties of earlier in the year are not yet behind us and there could be further challenges ahead.
Fortunately, as they have throughout the COVID crisis, our livestock markets are still operating successfully on a drop and go system, and we are grateful to all of our customers for their compliance with restrictions and their continuing patronage. Trade continues to be good across all three of our markets and in particular we have seen some very well supported dairy dispersal sales with buyers from all over the UK.
At the end of October, we held another of our highly successful collective property auctions. While Holsworthy Livestock Market is not the most conventional venue for a property auction, we found the semi-open air atmosphere and plenty of space for social distancing made for an ideal location in these current times. While the auction saw over £13 million worth of property be successfully sold, the property most of note was Hendrawether, a dilapidated smallholding of 18 acres with cottage and outbuildings situated between Camelford and Boscastle. We saw an unprecedented level of interest in this property, with enquiries from not only all over the country but internationally. The desire for ‘project’ properties only seems to grow, with the land and buildings at Poulza, Jacobstow selling very successfully in our previous auction also representing a similar opportunity.
With a ring full of socially distanced bidders as well as a number of registered online bidders, the bidding began a little sluggishly against the guide of £150,000 but as it moved upwards, a number of determined parties saw the price quickly outstrip all expectations and the property was sold for £500,000.
The lesson to be learnt from this is a property that we may perceive as an overwhelming and expensive project is almost certainly someone else’s dream of creating their own slice of perfection in the countryside. Between the highly successful auction of two properties at the Minack Theatre, Hendrawether and other properties, the appetite for properties that require vision and imagination seems extraordinary at the moment, so if you are thinking about selling something similar, Kivells are certainly the agents to help you achieve a sale.
While Countryside Stewardship offers are still trickling through slowly but surely, it is already time to be thinking about next year’s application window. Catchment Sensitive Farming Officers are already seeking to make contact with potential applicants in High Priority areas and arrange visits post lockdown in order to help them manage their workload so early engagement is well worth considering to help put your application to the top of the pile.
A visit from a Catchment Sensitive Farming Officer is needed to endorse any capital works items that are for improving water quality, such as concrete yard renewal and roofing over yards. These items are available through either the standalone Water Capital Grant, which is a one off grant of £10,000, or as part of a wider five year Countryside Stewardship Agreement. If you are thinking about applying for stewardship in 2021, a conversation now will highlight any preliminary work that might be required now to help your application next year. Contact your local Kivells Rural Professional Team in order to enquire.
The payment rate for this year’s Basic Payment has been set at the same as last year (being equivalent to £94 per acre), and the signs at the moment are that the Rural Payments Agency are on track to make the majority of payments on time this year.
As has been widely publicised, the Basic Payment rate will in the future start dropping from next year down to zero after 2027. It is wise to consider building alternative income streams now in order to compensate for the lost money if your business relies heavily on the income that Basic Payment provides. Whether this alternative income comes through stewardship agreements, a diversification project or intensification of farming, Kivells are well placed to provide advice to help you through the process.
We are seeing a trend at the moment of Environment Agency visits to dairy farms in particular who are not in Nitrate Vulnerable Zones but are deemed by inspectors to need upgrade their slurry storage facilities to meet modern storage
-
standards. The Environment Agency are in general operating a fairly collaborative approach to this and have been very accommodating in allowing farmers time to invest and improve but their underlying message is quite clear – the old days of having six weeks slurry storage are gone.
A new slurry tower or lagoon or even extending an existing one requires planning permission and this is a trickier process than you might hope. One of the aspects of the Government’s Clean Air Strategy looks at reducing ammonia emissions and unfortunately this now requires a significant amount of analysis to be submitted with a planning application to prove that any slurry storage facility will not have an adverse impact on the surrounding countryside, particularly any Sites of Special Scientific Interest. Even where you are not planning any herd expansion and will be dealing with the same amount of slurry as before, it is not a given that your proposals will pass the new thresholds.
In order to prevent costly investments being left high and dry without planning permission, always engage with the planning process early. Do not ignore the Environment Agency and hope the problem will go away – rules are only going to get stricter in the future so the sooner you tackle the problem, the better. Kivells are able to assist with all steps of the planning process for new slurry storage, so as soon as that Environment Agency letter hits your doormat, give us a telephone call to discuss the planning implications and possibilities.
Although November is a traditionally quieter time of the year, we are seeing continuing high levels of activity across all of our departments, carrying on with the trend of 2020 being an exceptional year in many ways. We are on hand to assist with all your rural and agricultural property needs.
