BURDENS OP THE LOR CLASSES.
Previous to the enactment of the new codo of laws on the
subject of taxation, evory man was required to pay a poll
tax ofone dolfar Annually.
At tho present time, it is a dollar for ono year and a half a
dollar for the next. , .
Formerly, the tax of a common size farn wasy,
1 Fathom Swine
40 Kapas
40 Paua
IDogSO Fathoms of fish lino, and a
fish-n- ot S00 meshes in length. This was the Government
tax.
Now the whole of this taxation is abolish! axeept tho
fathom Swine, and even that is reduced to half its former
site every )ther year.
Formorly, besides this Government tax, there wa another
tax laid by the local Governors, another by the hlghr land-
lords, and another atill by their subordinates.
At the present time there is no assessment except fur tho
Government tax. No other tax can be laid.
Formerly, if the Landlord became disiatlsfiedj'ha at once
dispossessed bis tenant even without cause, and then gvo
his land to whomsoever asKed for it.
At tho present iimo that practice is at an end; lands are
held by a strong tenure; thoy cannot be seiztd without cause
Formerly, a prohibition rested even on the ocean, bo that
men must not take fish from itAt the present the prohibition u removed, so that overy
man may take fish where h? pleases with very few excep-
tions. .
Formerly, there wore distinct taxes on shto3, counties,
towns and districts. Now there are no.auch taxes, they are
strictly prohibited.
Forawrly, If th King wished for tho property of any man,
be toot it without reward; even seized it by fdreo or took a
potiioa oaly, just m action accordance with his choice, and
no mas could rfue - hi. The same was true of evrey chief

Judge Or Jury?
When the Hawaiian jury was
oallod tiiis morning it was seen
that nine of the jurors had beenexcused for farther attendanceand nine other selected (fromEwa).
The roason for this stop was
that aooordiug to'Judgo Cooper
the nine dismissed jnrors had
givon a verdict in a case tried be-
fore him contrary to the opini-
ons of tho judge and the prosecu-
ting oflioors.May wo ask Judge Cooper what
the dutios of a jury is ? Wouldtho loarnod gentleman bo kindenough to go before anintelligent and unbiased body of
mon und explain tho reasons wb
the jury-syste-ni ovor was inaugu-
rated and the obligations imposedon the jurors through the lawsof every country which yet hasadopted tho sj'stem.
Wo know nothing about thomerits of the caso in question.Wo don't caro to know!
Wo only know that a man ac-
cused of some offense was broughtaccording to tho laws offl thiscountry before 12 peers and a
sufficient number of theso 12
peers declared that they accord-ing to the evidence producedfound him not guilty.
And then tho judge who abso-
lutely had no ktdcana in tho mat-to- r
got mad and linsulted thejury S3st9in and tho individualjnry by firing them out under thoalways polito term of "excusingthorn from further attendance"
Judge Cooper has got manygood qualifications. He is as a rulean independent and impartialjudge and ho stands very littlefooling. In this instance thoughho has certainly ovor reached him-
self. Ho is tho judge presiding, but ho is certainly not tho jury.
Tho jurors wore picked out byhim and Clerk Smith.
No politics come into tho business bocauso only adhoronts oftho government can sit as jurors.
Wo aro constantly told bvJudgo Coopor's politically associjatoB that tho natives who havetakon tho oath to tho republicare the most intelligent and tholoading Hawaiians. A portion ofthose mon sat on Mr. Coopor'sjury aud ho now dares to claimthat their verdict in that certaincaso was a flagrant miscarriage ofjustice
H is honor has ontered upon aoaroor which will aud must endin an uprising No judgo in thiscountry horotoforo has dared toimpugn tho motives of a jury orimpeach their verdicts. Thocountry looked with horror anddisgust at tho vordict in thoGibson, breach of promise casobut oven Gibson's ' papers hadlittle to say.
An opium case against a pro-minent haole was settled by aforeign jury a few years ago bya vordict of not guilty. Thepresiding judgo smiled and bowedand wondered how any sano jurycould render such a verdict. But ho said nothing.
Judgo Cooper should bo madeto understand that ho simply sitsin his judicial chair to furnishtho law needed in a trial and todo tho executive part of a judgeto sentence n convicted criminal.Bo is a judgo in fact and not ajury.
Undeserved Praise.
Captain John Good left in theAustralia for tho purpose of re-
gaining his health. The govern-ment organs aro busy in eulogiz-ing tho man who was brave(l)enough to shoot an unarmedpoliceman and then went inhiding. The captain did not gotnear tho government building orpolice station until after the sur-render o Marshal Wilson.

A PROTECTION FUND.
More About the Sugar Trust- -
The scheme of Bolte, Jonesand others to become the manip-
ulators of a great "protection"fund does not seem to gain muchheadway. As far as wo canlearn the charter has not beengranted, and the gluttenouscrowd is yet without the firstinstalment, which according tothe programme should have beenpaid on Nov. 1st
We can well understand thepleasing prospects which wouldbe unrolled before the eyes of
the ambitious financiers if thesugar plantations would be in-
sane enough to allow themselvesto be taxed by tho said financierswho, of course would be theleading members of the greatboard of nine trustees. Not lessthan $100,000 and most likelymore would annually be pouredinto the coffers of these very ex-
clusive trustees, and as the 'nine'undoutedly would have full con-
trol of the two-thir- ds majority of
tho association, they would beable to do as they pleased withtho accumulated wealth.
Far bo it from us to impugnthe honest of any membereligible to such a powerful board.
But tho temptation to runthings in this country to suit theplanters, and nobody else would
be too groat for any ordinarymortal and all branches of thegovernment would soon be undertho control of these gentlemenholding tho very' gilded purse-tring- s
and of whom surely some-
one would not hesitate in bribingand corruptingllegislators.
We publish herewith articlesVIII and IX of the proposedagreement which will show thocountry what a power will belaid in tho hands of the ninotrusteos, who of course own two-thir- ds
of the stock in the associa-
tion.-, if thiscurantiQ trust --isover allowed to become a factCertain, now fortunately defunctgentlemon, used to run a similarshebang in Venice some centuriesago. When you were invitee to
call on them and wo never heardof anj refusing the invitation- -
you crossed a bridge which mostproperly was called tho bridge of
sighs.Tho gontlomon who gat in that
council would hardly have one- -tenth of the power which will
h fall into tho hands of Mr. Bolte'snine trustees, if the planters promiscuously should pour from onetotwo millions of dollars into theircofleio. The small stockholder, tho morchaut and the mechanicwill probably then have to askMr. Rowell or some other expert(save tho mark) toorecta "bridgeof sighs" over which they canpass into tho iron bondage of theall powerful nine.

If we remember correctly the"Charleston' was the first of the"White Squadron" to visit Hono-lulu. Her arrival on her seconEcruise is still in the minds ofpeople who were here on January29, 1S91. When with flags athalf-ma-st and yards cock-bui- lt
she entered pbrt with the bodyof King Xalakaua, the kind at-
tentions shown by the officers tothe King during the voyageto the United States and tho, al-
most sacred manner in which thebody was guarded while beingborne to the Islands, endearedthe "Charleston" to the peoplaof Hawaii. As much as it was inthe power of the people, theirappreciation was shown to theofficers during their stay andwhen sailed they loft graven ontablets of love and memory, ev-
idences of their Aloha for Ha-

the Charleston is still green inthe heart of tho Hawaiians.Have you ever used a PansyStove? We have Ibeen sellingthem for four or five years andto-da- y they wear the "YellowCoat" in the empire of stoves. They are recognized by everyone, oven dealers in other stoves,as a superior article and onewhich they do not care to run upagainst. Of course stoves maybe bought from people who arenot dealers. We have peoplerunning hero every day or twofor fire" bricks and parts belong-ing to stoves they have boughtfrom other parties, and whenthey find they cannot get themthey discard their stoves andbuy a "Pansy." You see thereis a disadvantage in buying dearthings at low prices. Come tous-an- d get a Pansy at $15 00 andyou get full value for your mo- - j

CINDERELLA,
Daiiey As,An Orator.
Tba two perform sinces of Cinderella presented last Satcrday, were very pleasing to the largeaudiences ihat greeted the spec-tacnlarpl-
ay.
IIn the evtLing Mr-- Daiiey
found it necesfary to explain thaino possible political importanceor idea could be credited to thecleverly arranged tranformationscene, in which tho friendship between Hawaii .and American wa3allegoricaliy represented. It ishardly possible to believe thatHonolulu, atleast ontside themissionaries can contain suchnarrow-mindedn-ess and idiocy, asthat displayed bv the busy bodies,
no tnonght tbat JDailey's marrnincent scene was meant for political purposes. It was ?nst .? wollthat he gave them a piece of hismind.
Miss Stockmover danced herHawaiian dance, and was equallvgraceful and clever in her American ballet as in her first publicattempt of the hula kui. Herrendition of the Maui Girl andLike no a Like, simnlv broughtj ci- -
ue house down, and she was ob--iged to respond to an encore. It
is hoped she will repeat her Ha-
waiian venture next Wednesdayat Mr. Dailey's benefit.
A Procession.
It was about three o'clockyesterday morning.
The moon shono brightly andHonolulu resembled barring thesmell the original Paradise ofSoreno Adam and Sereuo Eva.
Tho mounted police-me-n wereasleep, and the remnants of thenever-slooper- s were as usuallyawake.
Whilo Mary Ann quietly was"hooking" the stirrups from un-
der his sleeping patrolmen amysterious procession passedalong the road to Waialua.
First came ono carriage, (twoflasks, ono dog.) Then another,(more flasks, guns and dogs.) A
third followed closely after (moredo, do, do.) Fourthly, a vehiclewith operaglassos and. survey in-
strument. Then followed a mag-
nificent borse pulling a lawyer ortwo. No 6th disclosed hunting lieenses (with one exception.) Sevendrovo fast, and cock-pheasan- ts
dropped as by a miracle into thocarriage. The eight and thelast seemed to bo ornamentedwith glaring oye3, that accordingto evidence conld look acrossmountains through hills, and recognize people way off in thedesert.
What did that procession mean? What was its object ? Who gottho pheasants ?
These are the questions, Mr.Hitchcock, that shonld notbokept sub Kosa !
The amount of red dirt broughtback by the funeral, if such itwas, is a serious loss to WaialuaBoad Board and should be returned without delay.
