EST of the City of SantaBarbara the State Highwaycoast route leading northerly

toward San Francisco follows theoce3i2 shore for some 20 miles betweenEllwood and Gaviota Canyoiz. Sincethe early clays of road constructioiz inCalifornia traffic headinb northerlyhas used tine road facilities along thisroute.With the development of the present

State Highway System this sectionwas ~radecl in 1914 and about 1919 aportland cement concrete pavement 1~feet wide and 4 inches thick wasplaced over most of the distance. Tomeet the needs of increased traffic flowthe old pavement was later surfacedwith an upper story of asphalt con-crete and the pavement widened withpor. Public Works awarded a contract forthe reconstruction of 3.4 miles of thisroute bet«peen Tecolote Creek and LasVaras Creek, approximately 12 mileswest of Santa Barbara. On Septem-ber 13, 190, a separate contract wasaw~rcled for construction of anewreinforced concrete girder bridgeacross Dos Pueblos Creek vc~ithin thelimits of the road reconstruction con-tract.improvement to a second portion of

the route was begun with the awardon October 4, 1940, of a contract forconstruction between Orella and onemile west of Canada del Refugio, adistance of two miles, some 20 mileswest of Santa Barbara, including theconstruction of a new concrete girderbridbe across the Canada del Refugio.

Traffic rising the route has variedfrom an average of 2,000 cars per dayin the ~~inter months to 6,000 in the~Limmer, with particularly heavy con-centr~,tions on Sundays and holidays,as recreationists sought the SantaBarbara beach areas. For this vol-ume, the alignment, grade, and sur-face on both of these sections wereconsiderably substanclarcl.At Dos Yuebles Creek, Eagle Creek,

and Refugio Creek, the bridges pro-vide~l izarrow roadways only 21 feet in`vidth and, in the case of all threebridges, curvature at each end pre-sented hazardous conditions. Atmany locations on each section theoracle line was such as to seriously re-strict sight distance.The designs for both new sections

were made to eliminate these obsolete(Continued on Page 10)
