The government was giving top
priority for overall development of
the city, said The Minister for Tribal
Welfare Mr. P. Balaraju on Monday.

the health, education, industry and

said the district administration had
taken measures on a war-footing
when malarial fever broke out in

regretted that some tribals had
succumbed to seasonal and
malarial fevers due to their failure
to take timely treatment. He
maintained that teams of doctors
from King George Hospital, Indian
Medical Association, and others
from local primary health centres
rushed to the fever affected villages
and organised medical camps and
provided treatment to them. Special

medical camps As many as 219
special medical camps were
organised and more than 9,000
tribals given treatment for multiple
ailments. About 4.39 lakh blood
samples had been collected and
4,963 men and women were tested
positive for malaria. On the
education front, the Minister said
that Indian Institute of Information
Technology was sanctioned for the
district for which 100 acres was
being identified. Basic
infrastructure facilities were being
improved in all government schools
under the ‘Rastriya Madhyamika
Shiksha Abhiyan’ scheme.

Ravikamatam, and Munagapaka, additional class rooms and 260
toiletswere taken up under the scheme. Besides, ‘Jawahar Bala Arogya
Raksha’ was being implemented in rural and tribal schools. The King
George Hospital, which was catering to the people of north Andhra, was
being developed with a budget of Rs.30 crore, he said. The Advanced
Radiological Project taken up with Rs.10 crore is under progress. An
exclusive nutrition ward called the ‘Nutrition, Rehabilitation and Care
unit’ for the children was also taken up, he added. On the industrial
front, the Minister said the VK-PCPIR project envisaged with a massive
investment of Rs.3.43 lakh crores was expected to generate employment
to 12 lakh people. Besides, the district was also emerging as the third
Silicon Valley with several IT-SEZs being established at Madhurawada
and Gambheeram on the city outskirts. Under the JNNURM programme,
20 projects were under implementation at a cost of Rs.143 crore in the
Greater Visakha Municipal Corporation limits. Under the Jala Yagnam
projects, ‘Indira Sagar’ is under active implementation. The project caters
to the irrigation and drinking water requirements of the city. Earlier, Mr.
Balaraju hoisted the national flag and also inspected a guard of honour.
Schoolchildren belonging to Vignan Vihar, Gudilova, Pollocks School,
Indian Springs, Vignan high school-Timmapuram, ZP high school-
Gangavaram and several other schools presented cultural programmes
apart from gymnastics and acrobatics. District Collector Lav Agarwal
presented merit certificates to government employees on the occasion.

“My dear countrymen,
I heartily greet 120 crore
Indians on the 64th anniversary of
our independence.
I have been addressing you
from the historic Red Fort for the
last seven years. In these seven
years, our country has achieved
much. During this period, we have
travelled rapidly on the path of
development and have seen
success in many areas. However,
I am also well aware that a lot
remains to be done. We have to
banish poverty and illiteracy from
our country. We have to provide
the common man with access to
improved health services. We
have to provide employment
opportunities to each one of our
youth. The road ahead is long and
arduous. Particularly, the prevailing
situation both inside and outside
the country is such that if we do not
act with understanding and
restraint, our security and
prosperity can get adversely
affected. The world economy is
slowing down. The developed
countries especially America and
countries of Western Europe are
facing economic problems. There is
unrest in many Arab countries of
the Middle East. There are some
people who want to create
disturbances in the country so that
our progress gets stalled. All this
can have a negative impact on us.
But we will not let this happen. I
know that if we work together, we

can face any challenge. However,
it is necessary that we rise above
personal or political interests and
build consensus on issues of vital
national importance.
We are building the edifice of
modern India on the foundation of
the hard work and sacrifices of our
soldiers, our farmers and our
workers. We will not let their hard
work and sacrifices go waste. We
will convert the dreams of our
freedom fighters into reality.
In the last seven years,
our government has strived for
political stability and social and
economic progress. We have
established an environment of
communal harmony in the country.
In these seven years, the pace
of our economic development has
been rapid. We have achieved this
success despite the global
economic slow-down of 2008 and
rising prices of energy and
commodities in world markets.
We have strived for
reducing inequalities in the
country. In the last seven years, we
have taken special care of the
needs of our brothers and sisters
from the Scheduled Castes and
Scheduled Tribes, minorities,
women and children.
We have enacted laws
which would guarantee our people
their basic entitlements. After the
rights to education, employment

and information, we will soon enact
a legislation for providing food
security to the people.
In the last seven years, our
relations with various countries of
the world have strengthened and
deepened. It is only the result of our
hard work that today we have much
more self respect and self-
confidence in ourselves.
These successes are not
ordinary. Today the world recognizes
our potential to be one of the major
economic powers globally. But the
problem of corruption is a big
obstacle in such a transformation.
In the last few months
many instances of corruption have
come to light. In some cases,
functionaries of the Central
government face allegations of
corruption. In other cases, it is the
functionaries of various State
g o v e r n m e n t s .
We are taking the strictest
possible action in cases of corruption
that have surfaced. These cases
are sub-judice and hence I will say
nothing more on this subject.
It is essential that when
we consider these issues, we do
not create an atmosphere in which
the country‘s progress comes into
question. Any debate on these
matters should reflect the
confidence that we can overcome
these challenges.
Corruption manifests
itself in many forms. In some
instances, funds meant for
schemes for the welfare of the
common man end up in the pocket
of government officials. In some
other instances government
discretion is used to favour a
selected few. There are also cases
where government contracts are
wrongfully awarded to the wrong
people. We cannot let such
activities continue unchecked.
I believe that there is no
single big step which we can take

to eradicate corruption. In fact, we
will have to act simultaneously on
many fronts.
We will have to improve
our justice delivery system.
Everyone should know that quick
action will be taken against the
corrupt and punishment meted
out to them. If our system
delivers justice in an effective
manner, government officials
would think twice before
committing a wrong act out of
greed or under political pressure.
We want a strong Lokpal
to prevent corruption in high
places. We have recently
introduced a Bill in Parliament to
achieve this. Now only Parliament
can decide what type of Lokpal
legislation should be enacted. I am
aware of the differences of opinion
on some aspects of the Bi l l .
Those who don‘t agree with this
Bill can put forward their views
to Parliament, political parties
and even the press. However, I
also believe that they should
not resort to hunger strikes and
fasts unto death.
It is not appropriate to
bring the judiciary under the ambit
of Lokpal. We believe that any
such provision would go against the
independence of the judiciary.
However, we do need a framework
in which the judiciary becomes
more accountable. It is with this
aim that we have introduced the
Judicial Accountability Bill in
Parliament. I am confident that
this Bill will be passed soon.
An alert press and an
aware citizenry can be very helpful
in the fight against corruption. The
Indian press is known for its
independence and activism
throughout the world. The Right to
Information legislation that we have
enacted has enabled our press and
people to keep a strict watch on the
work of the government.
Today many government
decisions, which in the absence of
this Act would escape public
scrutiny, are coming to light. I
believe that this is a big step
forward in eradicating corruption.
Many times, government
discretion is misused in allocation of
scarce resources and in the grant of
clearances. We have examined this
issue. We will put an end to such
discretionary powers wherever possible.
Any government awards
contracts worth thousands of crores
every year. There are frequent
complaints of corruption in these
decisions. We had constituted a
committee to suggest measures to

reduce corruption in government
purchases. The committee has
recommended that, like many
other countries, we should also
have a public procurement
legislation which lays down the
principles and practice with regard
to government purchases. We will
introduce a Bill in Parliament by the
end of this year to enact such a law.
In recent years, we have
established independent
regulatory authorities in many
areas. These authorities
discharge many responsibilities
which were earlier in the domain
of the government itself. We have
no legislation which would enable
monitoring of the work of these
regulatory authorities and make them
more accountable, without, however,
compromising their independence.
We are also considering enactment
of such a law.
I have said so much on
corruption because I know that this
problem is a matter of deep
concern for all of us. However, this
is a difficulty for which no
government has a magic wand.
We are taking simultaneous action
on many fronts in our fight against
corruption. We want all political
parties to stand shoulder to
shoulder with us in this fight. To
eradicate corruption, we have
introduced, and will introduce,
many Bills in Parliament. I hope
that all political parties will
cooperate in the process of
converting these Bills into
statutes. On the issue of
corruption, I would like to say in
the end that we can win the fight
against corruption only when each
and every citizen of India
cooperates in it.
I congratulate the
country‘s farmers for their
achievements this year. The
production of foodgrains has been
at a record level. Wheat, maize,
pulses and oilseeds have all seen
record levels of production. It is
because of the hard work of our
farmers that today there are
proposals for export of foodgrains,
sugar and cotton.
We need a second Green
Revolution in agriculture. We can
tackle the problem of rising food
prices only by increasing
agricultural production and
productivity. We also need to
increase agricultural production to
implement a food security law. We
will accelerate our efforts in this
direction in the 12 th Plan.

Today, I wish to assure
our farmer brothers and sisters,
particularly those who are small
and marginal, that we will continue
to take care of their special
needs. It will be our endeavour to
ensure that our farmers have easy
access to fertilizers, seeds and
credit. We also want to provide the
best possible irrigation facilities to
the farmers so that their
dependence on rains is reduced.
Our country is passing
through a phase of sustained high
inflation. Controlling rising prices
is a primary responsibility of any
government. Our government
fully understands this
responsibility. We have
continuously taken steps to rein in
prices. Some time we have been
confronted with a situation in
which the reasons for rising prices
lay outside the country. The prices
of petroleum products, foodgrains
and edible oil have risen steeply
in international markets in recent
times. Since we import these
products in large quantities, any
rise in their prices adds to
inflationary pressure in our
country. Sometimes we have been
successful too in controlling
inflation. But this success has not
proved lasting. A few days back,
the people‘s concern at rising
prices was also reflected in a
discussion in Parliament. I wish to
assure you today that we are
continuously monitoring the
situation to find out what new
steps can be taken to arrest rising
prices. Finding a solution to this
problem will be our top-most
priority in the coming months.
I am fully aware of the
tensions caused in some parts of
the country because of acquisition
of land for industry, infrastructure
and urbanization. Our farmers
have been especially affected by
such acquisition. Land acquisition
is no doubt necessary for projects
of public interest. But it should
take place in a transparent and fair
manner. The interests of those
whose livelihoods are dependent
on the land being acquired should
be fully protected. We will ensure
that no injustice is done to anyone
in the process of land acquisition.
Our government wants to replace
the 117 year old land acquisition
law by a new Land Acquisition and
Rehabilitation law which is forward
looking and balanced. We have
already prepared a draft legislation
and have initiated steps to build

consensus on it. We will soon
introduce a Bill in Parliament to this end.
We are satisfied with our
achievements in the last seven
years in the areas of education and
health. Whether it is elementary
education, secondary education or
higher education we have taken
concrete steps for improvements at
all levels. This has shown good
results. In the last few years,
fundamental changes have taken
place in the area of education.
Today every citizen has a right to
elementary education. We are now
considering universalization of
secondary education. Vocational
education and skill development
have acquired a new importance.
In view of these major changes, it is
necessary that we consider all
aspects of education in a
comprehensive manner. Therefore
we have decided to appoint an
education commission to make
recommendations for improvements
at all levels of education.
I have often referred to
the 11 th F ive Year Plan as an
education plan. We will lay the
same emphasis on health in the 12th
plan as we laid on education in the
11th plan. I will propose to the
National Development Council that
the 12th plan should be specially
focused on health. I also promise
that funds will not be a constraint
in the important areas of education
and health.
For a long time our country
had no facility for health insurance
for workers in the unorganized
sector. In 2008, we began the
Rashtriya Swasthya Bima Yojana for
workers in the unorganized sector
who are below the poverty line. In
the last year we have covered those
getting employment under
Mahatma Gandhi Rural
Employment Act and also domestic
workers, street vendors and beedi
workers under this scheme. Today
the Rashtriya Swasthya Bima Yojana
covers about 2 crore 50 lakh
workers. Our government will
endeavour to cover as many
unorganized sector workers as
possible under this scheme.
We are continuously
strengthening the physical
infrastructure in our country. This
is an area which requires very large
investments. It is for this reason
that in the last seven years we have
pursued policies which encourage
investment in infrastructure. As a

percentage of GDP, investment in
this area has grown more than one
and a half times in the last seven
years. There have been
improvements in our capacities in
the petroleum sector and power
generation, and in our airports,
roads, especially rural road, and
ports. As an illustration, the
capacity in power generation that
we are going to add in the 11th plan
will be twice that of the 10th plan.
In the 12th Plan, we will further
accelerate investment in
infrastructure. We will pay special
attention to the remote areas of our
country and to rural areas.
Connecting such areas by rail and
road will get the top most priority.
We have taken a major
step this year for our poor brothers
and sisters living in cities. Recently
we have approved the Rajiv Awas
Yojana. We want to make India
slum free through this scheme. We
want the slum dwellers to get
ownership of clean houses and
have access to basic amenities like
water and electricity. We will
implement the Rajiv Awas Yojana
as a national mission together with
the States.
Malnutrition in our women
and children is a matter of concern
for all of us. We have taken a
number of steps to tackle this
problem, including two new
schemes. We have also decided
that we will start implementing an
improved Integrated Child
Development Services scheme within
the next six months so that the
problem of malnutrition in children
can be effectively addressed.
The figures of census
2011 show improvements in most
areas. But it is a matter of deep
regret for us that the sex ratio has
shown a decline from the level of
the last census. For an
improvement in this state of affairs,
it is not only necessary to
implement the existing laws
effectively but it is also essential
to change the approach with which
our society views girls and women.
I would especially appeal to the
State governments and social
service organizations to take steps
for empowerment of women and for
improving their status in society.
Last month‘s terrorists
attacks in Mumbai warn us that
there cannot be any slip up in our
vigilance as far as the fight against
terrorism is concerned. This is a long
battle to be fought jointly by the
Central Government, the State
Governments and the common
man. We have been steadily

strengthening our intelligence and
security agencies and will continue
to do so in the future also.
We are also taking all
possible steps to overcome the
challenge of naxalism. We want
to eradicate the very reasons
which give rise to this problem.
Therefore we have started a new
scheme for the accelerated
development of 60 backward and
tribal dominated districts. An
amount of Rs. 3300 crore will be
spent on this scheme in a period
of two years.
Preserving our
environment even as we develop
rapidly is a huge challenge for us.
Climate change poses a threat to
both our development processes
and our natural resources. We
have established eight missions
on climate change and are working
hard to implement these
missions. We have set up the
National Ganga River Basin
Authority for the protection and
cleaning of river Ganga. We have
also established the National
Green Tribunal for quick disposal
of cases involving environmental
issues. In the coming months, we
will constitute an environmental
assessment and monitoring
authority to streamline the process
of environmental clearances.
Our society and country are
changing rapidly because of our
fast economic growth. Today our
people look towards the future with
new hope. They have higher
aspirations. Our young men and
women strive for path breaking
achievements. We should all build
an environment in the country in
which the energy and enthusiasm
of the people are channelised into
activities of nation building. Our
institutions should encourage
constructive utilization of the
potential of our people. Our
entrepreneurs and businessmen
should not feel constrained in their
activities. Our industrialists should
have the opportunity to set up new
industries so that our youth can get
additional avenues for productive
employment. We should all stay
away from politics that create
suspicion or apprehension amongst
those connected with industry,
business and investment.
It is not an ordinary
achievement for our democracy
with a population of 120 crore and
so many religions, languages and

cultures to march rapidly ahead on
the path of development. Icongratulate the people of India onthis achievement. But we mustensure that inequalities do notincrease even as we developrapidly. We have embarked on ajourney to transform our huge anddiverse country through rapiddevelopment. A developmentwhich benefits every citizen of thecountry. It is natural that tensionswould sometimes arise in thisprocess of change. In ademocracy, such tensions alsobecome issues of politicalpolarization. We should endeavourthat even as political partiesoppose and engage in debateagainst each other, the pace of ourprogress does not get affected. We should also have faiththat our democracy, our institutionsand our social ideals and valueshave the capacity to deal with anydifficulty. We should all have faithin ourselves. The faith that we canbuild a promising future forourselves. The faith, that unitedwe can do the most difficult oftasks. Let us all resolve to build abright future for our country. Mr. Madhavarapu Madhusudhan
Rao has been chosen for Indian
Police Medal. He is among the 32
in the State selected for the
medal by the Union Home
Ministry on the eve of
Independence Day. He is the only
one from North Andhra region to
have won the medal. DGP Dinesh
Reddy congratulated him on the
achievement. Mr. Madhusudhan
Rao, who joined the department
as sub-inspector in 1989, worked
at Nakrekal, Narsaraopet and
Mangalagiri and proved his
mettle by acting firm against
factionalism and rehabilitating
prostitutes. As Vigilance and
Enforcement Inspector his reports
on old-age pensions and
employment assurance for
fishermen helped curb corruption.
As Inspector at Guntur he had
solved several murder cases.

China’s seawater foundcontaminated by Fukushima
radioactive effluents
China’’s ocean watch-dog has warned that the country’’s seawaters
are at the risk of being contaminated by radioactive effluents
discharged from Japan’’s Fukushima nuclear power plant that was
crippled by the March 11 earthquake.
The State Oceanic Administration’’s environmental protection department said
China will strengthen its monitoring system for radioactive substances in the
waters east of Fukushima and in the East China Sea.
They hoped that the move would help gauge the effect of nuclear radiation on
the marine environment and marine food, the China Daily reports.
The department’’s latest monitoring report showed that the first group of seawater
samples contained 300 times the amount of radioactive cesium that is found in nature
and 100 times the amount of strontium.
However, the report showed that the radiation did not affect the quality of air and water.
China has sent supervision team to detect radioactivity in 252,000 square kilometer
water, east of Fukushima on June 16, the results of which will be made public.
According to the State Oceanic Administration, marine organisms in the area
are being monitored for contamination. The organisms that live near the surface
are at a greater risk of being affected by radioactive effluents.
Since Cesium-137 and Strontium-90 both have half-lives of about 30 years,
they are likely to enter the food chain and affect the health of consumers, the
environmental protection department added. The department said it would
continue trying to protect public health by monitoring and gauging the effect of
the radiation release on China’’s marine environment. Tokyo Electric Power
Company, the owner of the Fukushima Daiichi nuclear plant, had earlier
announced to discharge about 11,500 tons of low-level radioactive water from
the plant into the sea after the earthquake and tsunami hit Japan on March 11.

Focus on rail, road connectivity in
rural areas in 12th Plan:Prime
Minister
New Delhi, Aug 15 : Prime Minister Manmohan Singh today said
special attention would be given to the development of infrastructure
in the remote and rural areas of the country, and the 12th Plan would
see increased activit ies to achieve these objectives.
In his Independence Day Adress to the nation, the Prime Minister said
the infrastructure sector required very large investments and it was for
this reason that in the last seven years the Government had pursued
pol ic ies which encourage inves tment in the sec tor.
As a percentage of GDP, investment in this area had grown more than one and a
half times in the last seven years, and there had been improvements in the country’s
capacities in the petroleum sector and power generation, and in ‘’our airports,
roads, especially rural roads, and ports,’’ he said. As an illustration, Dr
Singh said, the capacity in power generation that was going to be added in the
11th plan would be twice that of the 10th plan. ‘’In the 12th Plan, we will
further accelerate investment in infrastructure. We will pay special attention to
the remote areas of our country and to rural areas. Connecting such areas by rail
and road will get the topmost priority,’’ he said.
South Central Railway celebrates

Hyderabad, Aug 15: The South Central Railway (SCR) today
celebrated the 65th Independence Day on a grand scale at the
Railway Sports Complex, Secunderabad.

The Tricolour was unfurled by R Vijaya Mohan, Additional General Manager,
who also inspected the parade and took the guard of honour. Contingents of
the Railway Protection Force ( RPF), Railway Protection Special Force ( RPSF),
Civil Defence, Territorial Army, National Cadet Corps ( NCC), RPF Dog
squad and Band took part in the parade. Addressing the gathering, Mr Mohan
said that the flutter of the Tri-colour this day rekindles the flavour of our
freedom struggle. Analysing South Central Railway’s performance during
the current Financial Year, he stated the Zone has made rapid strides
both in passenger and freight segments in the recent past, duly providing
exemplary transportat ion service to the Public.
During April-July 2011, SCR had earned Rs 2,556 Crore, which was
higher by Rs 220 Crore over the corresponding period of last year. The
originating freight loading during this period was 33.24 million tonnes,
showing an impressive 11.7 per cent growth. The Zone carried 126.54
million passengers during the same period, an additional 7.65 million
passengers, with 6.5 per cent growth over the last year.
Elaborating on SCR’s priorities, the SCR Additional General Managar
mentioned that the Safety and Security of passengers is the focus area.
Jaganmohan Reddy likely to
approach Supreme Court on High
Court’s order for CBI inquiry
Hyderabad, Aug 15 : YSR Congress President Y S Jaganmohan
Reddy is likely to approach the Supreme Court tomorrow to
challenge the Andhra Pradesh High Court’s order asking the Central
Bureau of Investigation to probe into his alleged disproportionate
assets case.
The High Court on August 10 had directed the CBI to register a criminal
case against Jagan and launch a full fledged inquiry into the alleged assets
acquired by him illegally. Speaking to mediapersons at the party office here

after unfurling the Tricolour on the occasion of 65th Independence
Day, he claimed his friends had invested in the Saakshi, Bharati
Cements and power projects in a normal course with good faith in
him and earned substantial profits in return.
Jagan observed that the allegations against him were being levelled
because he left the Congress and reminded that his father and
former Chief Minister Y S Rajasekhara Reddy, who was
instrumental in bringing back the Congress to power at the Centre
and in the state, was being maligned.
He said it was not proper to cast aspersions against the person
(YSR) who was no more.
Criticising the Congress for making baseless allegations that he had
amassed huge wealth when his father was the Chief Minister, Jagan,
defending the late YSR, said the decisions to allot land or provide
other benefits were taken only after the approval of the cabinet.
Targeting TDP chief N Chandrababu Naidu, he said even Mr Naidu
had allotted thousands of acres of lands to private organisations

The YSR Congress Party Chief contended that Mr Naidu had earlier
termed the CBI as Congress Bureau of Investigation and now was
asking the CBI to conduct enquiry on the amassment of assets by

Dr Rajasekhara Reddy had followed the same guidelines, introduced
by Mr Naidu, in allotment of lands, he said and denied that he ever
influenced any decision of the government and never visited the

New policy for transparency in
Government services: Chief
Minister
Hyderabad, Aug 15:Andhra Pradesh Chief Minister N Kiran Kumar
Reddy today announced that his government would adopt a new
policy shortly to bring about transparency in government services at
the field-level in the state.
In an address after unfurling the National Flag at the Parade Grounds in
Secunderabad here, the Chief Minister said the new policy would provide
corruption-free and effective government services to the people.
The government is taking all necessary steps to establish peace and harmony
besides improvement of law and order in the state, he said, adding the
government would extend all welfare schemes for the poor and
downtrodden to help them secure economic independence.
While highlighting the state government’s achievements, the Chief Minister
said over a crore of people had been benefitted from ‘’Rachhabanda’’
programme and 35 lakh more people were expected to be covered in the
next phase.
Referring to irrigation projects, the Chief Minister said out of 86 major and
minor irrigation projects taken up in the State, it was targeted to complete 35
projects in the next three years.
Under Indira Jalaprabha scheme, Rs 1,600 crore would be spent on
developing ten lakh acres land belonging to SC and STs.
The scheme would be unveiled on Gandhi Jayanthi falling on October 2.

Tamil Nadu, Andhra Pradesh may
get ultra-mega power plantsNew Delhi, Aug 15 : The government has finalised the sites for two
more ultra mega power projects, one in Tamil Nadu and the other in
Andhra Pradesh, and plans seven more in consultations with the
respective state governments.
“The site for setting up one ultra-mega power project in Tamil Nadu has been
finalised at Cheyyur in Kanchipuram district and for a second in Andhra
Pradesh at Nayunipalli village in Prakasham district,” said Minister of State
for Power K.C. Venugopal.
“The other ultra-mega power projects proposed are in Karnataka and
Maharashtra, two more projects each in Orissa and one additional project
each in Gujarat, Jharkhand and Tamil Nadu,” the minister told parliament last
week.
These are in addition to two such projects at Sarguja in Chhattisgarh and
Bedabahal in Orissa that are in the bidding process.
The government has so far awarded four coal-based ultra-mega power
projects, each with a capacity of about 4,000 megawatts, to private
developers and these are under different stages of implementation.
Anil Ambani-led Reliance Power is developing three of them at Sasan in
Madhya Pradesh, Krishnapatnam in Andhra Pradesh and Tilaiya in
Jharkhand, while the Tata Group is working on one at Mundra in Gujarat.
Development of these large power projects has been identified as a thrust
area by the government. As per estimates, each of these projects will
produce around 4,000 MW of power and involve an estimated investment of
about Rs.16,000 crore.

Innovation should provide this
country global leadership. While
gaining global leadership in
science is extremely important,
solving national problems through
applications of science and
technology is equally critical. Our
educational systems must condition
and prepare the minds of our children
to solve problems through what is
termed as solution science.”
INSPIRE bears the right scale and
size for the country, connecting
with and involving the age group
of 10-32 years. It provides assured
opportunity for careers with
research for post- doctoral
scholars. More than a million are
connected through this scheme
over a period of five years. I am
convinced that the scheme should
be continued in the 12th Plan with
even greater vigour.State level
winners have been declared
today. The National level winnes
will be declared tomorrow wher
the President of India will give
away prizes. About 750 students
were selected out of 2 lakh
students at district and state
level competitions. Total 691
students participated with their

Referring to our Scientific Policy
Resolution of 1958 , the Minister
said that the key to national
prosperity, apart from the spirit of
the people, lies, in the modern age,
in the effective combination of
three factors, technology, raw
materials and capital, . Technology
is perhaps the most important,
since the creation and adoption of
new scientific techniques can make
up for a deficiency in natural
resources, and reduce the demands
on capital. But technology can only
grow out of the study of science and
its applications.
Shri Deshmukh said, “Despite our
large population, the number of
scientists actually doing Research
and Development is woefully small.
It is just about 1,70,000 according
to some estimates. The number of
scientists per million populations is
about 137 as opposed to 4663 in
the US, 1071 in China, 4627 in
Korea and 7707 in a small country
like Finland. We need to drastically
increase these numbers if we are
to improve our competitiveness.
Improved job opportunities in other
areas like IT and ITES, management,
etc., on the other hand, is causing
bright young children to move away
from science and a science-based
career.” The Minister specially
appealed parents and guardians to
guide their children in right
direction of scientific pursuits.
Giving details about Inspire
programme, the Minister added
that, “Realising an urgent need to
attract bright young children to
science apart from attraction,
support by a continued mentorship
and fellowship programme all the
way through the Ph.D and post-
doctoral stage is required to arrest
such talented manpower. And, thus
was born INSPIRE !!! It is the first-
ever scheme, on such a large scale,
to attract talented children to

nurture such talented students to
flower into creative R&D
professionals. This is the first such
scheme in the world too at this
scale. And, the scheme has been
imaginatively designed to motivate
children in the age brackets of 10-
17 when the individual makes a

country. The first component of
INSPIRE, therefore, very
appropriately targets children in this
age bracket. This component SEATS,
an acronym for “Scheme for Early
Attraction of Talent”, has two parts,
the first being a once in lifetime, Rs.
5000, and award to 2 students per
school in the country for preparing
a science model or project. Such
projects are systematically
evaluated and filtered through
district and state-level competitions
to make it to the national level
exhibition. And, here we are, for the
first such National Level Exhibition
of such projects.
Shri Deshmukh said that we need
Science, Technology and Innovation
for an enlightened society based on
a rational value-system. “No
wonder, it was Pandit Nehru who
coined the great phrase “scientific
temper” and always talked about
inculcating scientific temper in all
our people. Scientific creativity is
ultimately human-centric! While the
method of science is universal and
objective, the major shifts in
paradigms are all sparks of human
creativity. The only difference,
perhaps, is that scientific ideas get
tested through the objective
methodology of science, “he added.
The Department of Science and
Technology granted more than 4
lakh INSPIRE awards in the 11th
Plan period so far. 70,000 students
have already attended 250 Science
Camps and interacted with icons in
science including Nobel Laureates.
5600 students are already studying
science and receiving Scholarship
for Higher Education and another
1000 students are pursuing Ph.D.
under the INSPIRE Fellowship.
691 Awardees are participating in
this exhibition.The state of
Maharashtra is leading with 157
participants, followed by Andhra
Pradesh with 99 and Karnataka with
74 participants. The winners for
regional, state and national levels
will be accorded the awards day
after tomorrow.
