This report sets out the results of the Borough's housing monitoring survey for April 2008 to March 2009. The surveyinvolved identifying and adding to the housing monitoring system planning permissions granted in the previous 12 monthswhich affect the supply of housing. Each site was then visited to assess house building activity. This report monitors progressagainst the Milton Keynes and South Midlands Sub-Regional Strategy (MKSM SRS) Bedfordshire and Luton Policy 1 andPolicy H1 of the approved East of England Plan, which are in turn reflected in Policies CP6 and CP16 of the Council's adoptedCore Strategy and Rural Issues Plan.

MKSM SRS Policy 1 states:

The proportions of the Growth Area total to be provided within Bedford Borough and Mid Bedfordshire District should bedetermined through Local Development Documents (LDDs). Existing Local Plan allocations suggest that BedfBedfBedfBedfBedfororororord wild wild wild wild willllllprprprprprooooovide 16,27vide 16,27vide 16,27vide 16,27vide 16,2700000 and Mid Bedfordshire 3,230 of the 19,500 additional dwellings up to 2021.

Policy CP6 of the Core Strategy and Rural Issues Plan sets out how the 16,270 dwellings should be phased with 3,130 dwellingsto be built between 2001 and 2006 and a further 4,380 dwellings in each 5 year period up to 2021.

The East of England Plan Policy H1 states that the minimum provision in the remainder of Bedford Borough outside theGrowth Area (defined in the Council's Core Strategy and Rural Issues Plan as the Rural Policy Area) between 2001 and 2021 is1,300 dwellings.

The housing requirements for the Growth Area and Rural Policy Area are discrete and will be monitored separately. Progressin meeting these targets can be measured on the basis of information on:

Housing completionsOutstanding planning permissions (supply)Housing allocations without planning permission.

Table 1A summarises this information and shows a surplus of provision against Policy 1 of MKSM SRS requirement. Table 1B alsoshows a surplus of provision against East of England Plan Policy H1.

Since the government's publication of Planning Policy Guidance 3: Housing in 2000 and the adoption of a 'plan, monitor andmanage' approach, there has been a requirement for more detailed monitoring to more effectively influence policy makingand review. The results of this additional monitoring information are included in the report.
