bull This data report is based on both publicly available as well as internal data and information bull Published data such as from ONS is not always timely or available at lower geographical levels bull The datasets in this report are Experimental Statistics and therefore each methodology to produce them are in a developmental phase as these methodologies are

refined and improved there may be revisions to these statistics bull Following the release of the Coronavirus Job Retention Scheme (CJRS) Official Statistics and we can now analyse estimates of the number and value of claims made

to CJRS to HMRC broken down by bull Employer Size (National) bull Sector of the Economy - SIC2007 (National amp Regional) bull Geography (Local Authority) bull Age (National) bull Gender (National)

bull Geographic breakdowns of CJRS claims are based on an employees last known address to HMRC and geographic breakdowns do not directly translate to the

employees usual place of work or where their employer has a base of operations bull It has not been possible to match all CJRS claims data with other internal HMRC data to compute a complete picture for each of the statistics in this release Where

HMRC have been unable to match the CJRS claims with other HMRC data they have referred this as unknown in the tables within this release The next release will

bull Unlike the previous analysis completed (June 2020) CJRS has provided in the July update the number of eligible employments for furloughing meaning in this

update number of employments furloughed is no longer compared against the total number of employments from BRES bull Increases in local level furlough numbers could be both attributable to allocation of the Unknown furlough employments from the previous update

as well as a net increase in number of furloughed employments though currently the split between this is itself unknown

Main Points

The key points from this release are

bull 114 million employers had made at least one CJRS claim - this is an increase of 75000 over claims made to the end of May

bull 94 million employments had been placed on furlough an increase of 678000 compared with claims made until the end of May

bull The total claimed was pound265 billion at the end of June representing an additional pound90 billion in support claimed since the end of May

bull Accommodation and food services sector has had the highest proportion of employers furloughing at least some staff (87) and the highest

proportion of total employments furloughed at 73

bull By age employees aged 17 were most likely to be furloughed 61 of employments with a female employee aged 17 were furloughed the

equivalent figure for males was 58

equates to an approximate take up rate of 28 7 across East of England eligible employments

The largest take up of the CJRS in East sectors are Accommodation amp food services (733) Construction (564) and Arts

41 million and 48 million employments have been furloughed for Female and Male genders respectively The is a disparity between the genders

with 273 of all eligible female employments being furloughed For Male this sits significantly higher at 322 Additionally Female have ~350K

more eligible employments over Male but with a considerably lower take up rate

In terms of age groups there is a noteworthy take up rate in the 16-19 and 20-24 bandings compared to other bandings for both Genders (F -

553 amp 389 M - 525 amp 414) Typically the take up decreases with age (albeit still higher comparatively in Male) however from 60-64

65-60 and 70+ bandings the take up rate is higher than all bandings from and including 25-29 onwards

Employments Furloughed - County amp District

Of a total 332800 eligible employments in Suffolk 97400 have been furloughed representing 293 this is slightly higher than the East furlough

rate of 28 7 and slightly lower than the England furlough rate of 29 7

At a district level East Suffolk Mid Suffolk and West Suffolk are largely in line with the county rate at 299 295 and 296 respectively

Babergh is slightly higher at 310 and Ipswich significantly lower at 269

Of a total 29 million employments in East of England 830800 have been furloughed representing 287 this is slightly lower than the England

furlough rate of 29 7 The overall numbers in East of England have increase from May 2020 by 17 1

At a county level Suffolk has 332800 eligible employments with 293 of those being furloughed (97400) Comparatively against other counties

in the region Suffolk has the 3rd highest furlough rate behind Essex (301 ) and Norfolk (294) Other (UAs) (288) follows closely behind

Suffolk followed by Hertfordshire (283) and Cambridgeshire (251 ) All counties with the exception of Essex are below the East and England

Appendix

CJRS

A CJRS claim can be made for employees that were employed on 19 March 2020 and who were on a PAYE payroll on or before 19 March 2020 This means a Real Time

Information (RTI) submission notifying payment in respect of that employee to HMRC would have been made on or before 19 March 2020 From 1 July 2020 employers

can bring back to work employees that have previously been furloughed for any amount of time and any shift pattern while still being able to claim CJRS grant for their

normal hours not worked When claiming the CJRS grant for furloughed hours employers will need to report and claim for a minimum period of a week

The scheme will close to new entrants from 30 June 2020 From this point onwards employers will only be able to furlough employees that they have furloughed for a

full 3-week period prior to 30 June 2020 This means that the final date by which an employer can furlough an employee for the first time will be 10 June 2020 in order

for the current 3-week furlough period to be completed by 30 June Employers will have until 31 July 2020 to make any claims in respect of the period to 30 June 2020

Therefore the data presented in this release has not yet been impacted by the changes due to be introduced from 1 July 2020

The total figures for the number of employments that have been presented in these statistics have been calculated on a different basis to the figures that make up the

different breakdowns The total figures capture the total number of employments that an employer has made a claim for Where an employer has submitted multiple

claims for different periods the maximum number of employments that each employer has claimed for is counted If an employee has jobs with more than one

employer and has also been furloughed by more than one employer they will be counted in these statistics once for each employment that has been furloughed

Appendix

CJRS

A CJRS claim can be made for employees that were employed on 19 March 2020 and who were on a PAYE payroll on or before 19 March 2020 This means a Real Time

Information (RTI) submission notifying payment in respect of that employee to HMRC would have been made on or before 19 March 2020 From 1 July 2020 employers

can bring back to work employees that have previously been furloughed for any amount of time and any shift pattern while still being able to claim CJRS grant for their

normal hours not worked When claiming the CJRS grant for furloughed hours employers will need to report and claim for a minimum period of a week

The scheme will close to new entrants from 30 June 2020 From this point onwards employers will only be able to furlough employees that they have furloughed for a

full 3-week period prior to 30 June 2020 This means that the final date by which an employer can furlough an employee for the first time will be 10 June 2020 in order

for the current 3-week furlough period to be completed by 30 June Employers will have until 31 July 2020 to make any claims in respect of the period to 30 June 2020

Therefore the data presented in this release has not yet been impacted by the changes due to be introduced from 1 July 2020

The total figures for the number of employments that have been presented in these statistics have been calculated on a different basis to the figures that make up the

different breakdowns The total figures capture the total number of employments that an employer has made a claim for Where an employer has submitted multiple

claims for different periods the maximum number of employments that each employer has claimed for is counted If an employee has jobs with more than one

employer and has also been furloughed by more than one employer they will be counted in these statistics once for each employment that has been furloughed

Employments Furloughed - Region and Regional Counties

Of a total 29 million employments in East of England 830800 have been furloughed representing 287 this is slightly lower than the England

furlough rate of 29 7 The overall numbers in East of England have increase from May 2020 by 17 1

At a county level Suffolk has 332800 eligible employments with 293 of those being furloughed (97400) Comparatively against other counties

in the region Suffolk has the 3rd highest furlough rate behind Essex (301 ) and Norfolk (294) Other (UAs) (288) follows closely behind

Suffolk followed by Hertfordshire (283) and Cambridgeshire (251 ) All counties with the exception of Essex are below the East and England

Appendix

CJRS

A CJRS claim can be made for employees that were employed on 19 March 2020 and who were on a PAYE payroll on or before 19 March 2020 This means a Real Time

Information (RTI) submission notifying payment in respect of that employee to HMRC would have been made on or before 19 March 2020 From 1 July 2020 employers

can bring back to work employees that have previously been furloughed for any amount of time and any shift pattern while still being able to claim CJRS grant for their

normal hours not worked When claiming the CJRS grant for furloughed hours employers will need to report and claim for a minimum period of a week

The scheme will close to new entrants from 30 June 2020 From this point onwards employers will only be able to furlough employees that they have furloughed for a

full 3-week period prior to 30 June 2020 This means that the final date by which an employer can furlough an employee for the first time will be 10 June 2020 in order

for the current 3-week furlough period to be completed by 30 June Employers will have until 31 July 2020 to make any claims in respect of the period to 30 June 2020

Therefore the data presented in this release has not yet been impacted by the changes due to be introduced from 1 July 2020

The total figures for the number of employments that have been presented in these statistics have been calculated on a different basis to the figures that make up the

different breakdowns The total figures capture the total number of employments that an employer has made a claim for Where an employer has submitted multiple

claims for different periods the maximum number of employments that each employer has claimed for is counted If an employee has jobs with more than one

employer and has also been furloughed by more than one employer they will be counted in these statistics once for each employment that has been furloughed
