FromCivilAirPatrol’s2016-2020StrategicPlan:
“OurCivilAirPatrolhasanamazinghistory.Itallstartedwithmembersoflocalcommunitiesansweringacalltoservetheirnationandtheirneighbors.We’vebeendoingthissince1941–transformingeverydaypeopleintohometownheroes.Surprisingly,eventhoughmostwouldagreewe’renotourfather’sCAPanymore,ourmissionsandprinciplesareessentiallythesameasinDecemberof1941.Missionssuchascoastal/borderpatrol,searchandrescue,naturaldisastersupport,airdefensesupport,firespotting,andflight/groundtrainingofmilitarymembersarestillinourportfolio.Thebiggestdifferencesbetweentoday’smissionsandthoseofourearlyyearsaretheresourceswithwhichweconductthemissions,ourpartnersrequestingourservices,andthespeedinwhichdecisionmakersrequireourproducts.
AsanorganizationchargedbyCongresstoserveourNationandhercommunities,it’simportanttosynchronizeourstrategicvisionwiththatofourmissionpartners.FromtheWhiteHousetoeachCAPWing,selectcomponentsofeachsubordinateplanarealigned(whenapplicable)tocomplementlikeelementsofhigherechelonstrategies.Additionally,eachplanhastailoredelementsthatareapplicableonlytothatorganization.ThisisourvisionofwhatwewantourCivilAirPatroltobeinfiveyears.ThisplanservestoguideallCAPmembersinshapingwhoweareasanorganizationandhowwe’llconductfutureprogramsandmissions.AsourNorthStar,thisplanaidsdecisionmakingtosaveourscarceresources,namelyfunding,effortandtime.Inessence,ifaninitiativedoesnotdirectlycontributetooneofourpriorities,thentheinitiativeshouldnotbesupported.“

MovingthePlanForwardinHawaii:
Beyondthisplan,Wingmemberswillcontributetoidentifyingobjectivestoachievethegoalsandmeettheprioritiesofhigherheadquarters-eachonetargetedtoaddresstheunit’srespectivepriorityandprogressovertime.Ifthepriorityistheoverarchingtheme,thenthegoalisamilestonetoimprovethepriorityandtheobjectiveistheactionableitemtoattainthegoal.Forexample: Priority1 Goal1 Objective1.1.
