Two-day Training Programme on “Prevention of Corruption Act, NDPS Act and
SC/ST Act” for the District Judges and Additional District Judges of the State.
The Narcotic Drugs and Psychotropic Substances Act, 1985 was enacted with a view
that its stringent provisions would dissuade trafficking in drugs by creating fear in the minds
of peddlers. However, as a matter of fact, drug menace is on the rise and now it has become a
serious social problem. The clandestine nature of the trade, Goondaism of drug cartels, faulty
investigation, improper conduct of trial and wrong appreciation of evidence lead to acquittal
of accused, which in a way further boost the morale of drugs peddlers. In order to sensitize
judicial officers on drug abuse and connected issues, the Academy organized a two-day
Training Programme on “Prevention of Corruption Act, NDPS Act and SC/ST Act” for the
District Judges and Additional District Judges of the State on 12th
& 13th
January, 2019,
which was attended by 13 District and Additional District Judges.

One-day Judicial Colloquium on “Anti-Human Trafficking” for the Judicial Officers,
Police Officers, Public Prosecutors & NGOs.
Human Trafficking is said to be third largest organized crime after drugs and arms trade.
India is Epicenter of Human Trafficking in South Asia. Trafficking in persons for sexual
exploitation, bonded and forced labour and bride selling has always been prevalent in Indian
society. But with advancement in science and technology, means of communication and
conveyance, this menace has attained new and dangerous dimensions. Trade of persons for
illegal sale of organs and tissues is a new phenomenon. Despite International Covenants and
stringent domestic laws, the malaise continues unabated and unchecked. There is less

reporting of cases involving human trafficking. The investigation is not up to the standard
and sometimes the victims, particularly, in sexual exploitation cases, are projected as the
culprits. In order to acquaint various stakeholders of justice delivery system, the Himachal
Pradesh Judicial Academy held a Judicial Colloquium on “Anti Human Trafficking” for the
Judicial Officers, Police Officers, Public Prosecutors & NGOs on 24th
March, 2019, in
collaboration with Ministry of Home Affairs, Government of India. The colloquium was
attended by 86 participants. It was inaugurated by His Lordship, Hon’ble Mr. Justice Tarlok
Singh Chauhan, Judge, High Court of Himachal Pradesh (Hon’ble President of the
Academy).

Training Programme for Bangladesh Judicial Officers (For District Judges/Sessions
Judges, Additional & Joint Sessions Judges and Additional District Judges)
Himachal Pradesh Judicial Academy organized a Training Programme for the District
Judges/Sessions Judges, Additional & Joint Sessions Judges and Additional District Judges of

Two-day Course on “PC&PNDT Act, NDPS Act and the Mental Healthcare Act”
for the Senior Civil Judges and Civil Judges.
Himachal Pradesh Judicial Academy organized 2 two-day courses on “PC&PNDT
Act, NDPS Act and the Mental Healthcare Act” for the Senior Civil Judges, Civil Judges,
which were attended by 87 Judicial Officers.
In the first and second sessions of the courses, Sh. George, District & Sessions
Judge(Retired), apprised the participants on Pre-Conception and Pre-Natal Diagnostic
Techniques (PCNDT) Act, 1994, Sex Selection- Causes and Consequences, Declining Sex
Ratio in India: Reasons, Gender Gap and Need for policy reforms, PC&PNDT Act vis-à-vis
Human Rights and Empowerment of Women, Salient features of the Act, Role of Judiciary in
effective implementation of the provisions of the Act, Save the girl child initiatives in India
and Pronouncements of Hon’ble Apex Court and High Courts. Dr. J. N. Barowalia, District
& Sessions Judge (Retired), enlightened the participants on NDPS Act, 1985: Important
definitions of the NDPS Act, Procedure to be followed under the Act, Issuance of warrant and
Authorization Section 41, Entry, Search, Seizure and Arrest without Warrant or Authorization
Section 42, Seizure and Arrest in Public place- Section 43 and Search of Person- Section 50,
Disposal of Seized Property under the NDPS Act- Section 52 A, Bail under the NDPS Act,
Recent judgments of Hon’ble Apex Court and High Courts during the third & fourth sessions
of the day. Dr. Arun Sharma, Director, FSL, Junga, District Shimla apprised the participants
on Role of Forensic Science in Effective and Speedy Adjudication during the first session of

second day. Dr. Sanjay Pathak, SMS, HHMH&R, H.P., addressed the participants on the
Mental Healthcare Act, 2017- An Overview during the second session of second day of the
course.
On valediction, Sh. Virender Sharma, Director concluded the two days course by
distributing certificates of participation and answering the queries of the participant officers
about the course.

Two-day Course on “Use of Video Conferencing Facilities” for Senior Civil
Judges, Civil Judges and Officers from Police Department of the State.
Himachal Pradesh Judicial Academy organized a two-day course on “Use of Video
Conferencing Facilities” for the Senior Civil Judges, Civil Judges and Officers from Police
Department of the State, on 12th
& 13th
January, 2019, which was attended by 30 participants
including 24 Judicial Officers and 6 Jail Staff.
Sh. Vikas Bhardwaj, the then Additional District and Sessions Judge, Ghumarwin,
District Bilaspur, H.P. who is the Master Trainer, presented a brief overview of the E-Courts’
Project and Technical aspects in Video Conferencing during the first session of the course.
Sh. Hans Raj, Additional District and Sessions Judge, who is also the Master Trainer,
emphasized on various aspects of video conferencing system connecting the courts and the
prisons. Sh. Yashpal Sharma, Project Manager and Sh. Barinder Kumar, Team Leader from
Department of Information Technology conducted a Live Demo of Video Conferencing
System during technical sessions. The E-Courts Project has extremely benefitted various
stake holders of Criminal Justice System, like Police, Courts, Forensic science Laboratories
by integration through video conferencing

On Second day of the course, Sh. Vikas Bhardwaj and Sh. Hans Raj demonstrated
Simulating Remand Procedure, Witness Examination, and also discussed various Legal
provisions and Judgments in the context of using VC between Courts & Prisons. They also
delve on future of technological integration of Criminal Justice System (ICJS). Dr. Parvinder
Singh Arora, addressed the participants on Management Reporting from NJDG and CIS
during third session. Sh. Yashpal Sharma and Sh. Barinder Kumar gave a live Demo of
working of Video Conferencing System as well as practical conversation to the participants.
Induction Training for newly appointed/promoted Additional District & Sessions
Judges Himachal Pradesh Judicial Academy organized Induction Training Programmes for
newly appointed and promoted Additional District & Sessions Judge.

Induction Training for newly appointed Judicial Officers.
Himachal Pradesh Judicial Academy also conducted Induction Training Programme
for five newly appointed Judicial Officers during the first half of the year. The Training was
imparted in-house by experienced Faculty of the Academy and other Resource Persons. Field
training on different subjects relating to law in out–campus centres including at IGMC,
Revenue, Forensic, Police and Jail Departments was also given.
The newly inducted civil judges were also sent for Military Training, a concept introduced for
the First Time by the H.P. Judicial Academy. They were attached with the 136th
Independent

Infantry Brigade. It was organized with cooperation of Brigadier L.S. Lidder. A lecture on
ethos of Indian Army was imparted to the Judicial Officers followed by an open house
discussion on betterment of Military-Judicial Civil relationship. During this training, the
induction Judges were taught about Arms and ammunition, their care. They were also taught
how to handle the arms. Other drills were also taught to the judges. The training was aimed to
instill in them traits of punctuality, commitment, perseverance, forthrightness, camaraderie
and the concept of “service before self”.

Two-day Training Programme on “CIS National Core Version 3.0” for the
Ministerial Staff of Subordinate Judiciary of Himachal Pradesh.
The Himachal Pradesh Judicial Academy organized ten Courses on ““CIS National Core
Version 3.0” for the Ministerial Staff of Subordinate Courts of Himachal Pradesh. These
courses were attended by 150 participants. The Courses focused on the latest version of Case
Information Software. The main objective of the courses was to highlight the modifications
made in the software deployed in the district courts.
On the valediction of each course, Sh. Virender Sharma, Director of Himachal
Pradesh Judicial Academy emphasized upon the need to have daily updating of cases in the
CIS software to ensure the availability of complete and accurate information in the public
domain. He also underlined the role of Technical Manpower in the Subordinate Courts of
Himachal Pradesh.
One-day Training Programme on “Advanced CIS 3.1” for the Master Trainers of
Subordinate Judiciary of Himachal Pradesh.
The Himachal Pradesh Judicial Academy organized a one-day Training Programme
on Advanced CIS 3.1 for the Master Trainers of the lower courts on 19th
June, 2019 which
was attended by ten participants. During the course, Dr. Abira Basu, Deputy Director of the
Academy who is also Master Trainer of CIS-cum-Ubuntu, apprised the participants on
various features incorporated in new CIS National Core Version 3.1 enabling them to apprise
the same to the end-user of the software in order to ensure proper information of cases in the
public domain.
On valediction, Sh. Virender Sharma, Director underlined the role of Master Trainers
to apprise further the courts employees with new features of CIS Version 3.1 and concluded
the course by distributing certificates of participation.

Three-day Training Programmes on “Functions and Duties of Panchayati Raj
Institutions” for the Officers/Officials of Panchayati Raj Department of
Himachal Pradesh
Village Panchayats in India do not owe their origin to any constitutional or legal
provisions. As local self governing bodies, these always existed in Indian polity though with
varying nomenclatures at different points of time. The 73rd
Constitutional Amendment Act,
1992 merely recognized the existing state of affairs. Adjudication of disputes is an incidence
of local self government without which Panchayats would be rendered just the Executing
Agency of State Government. In tune with the concept of local self government, the
Himachal Pradesh Panchayati Raj Act, 1994 in Chapter-IV confers judicial powers on
Panchayats and required them to entertain and dispose of cases made cognizable by them.
The Himachal Pradesh Panchayati Raj Rules, 1997 further supplement these provisions.
In order to make these provisions meaningful and acquaint the representatives of
Panchayats with them and the procedure to be followed while discharging judicial functions,
the Academy conducted four Courses on “Functions and Duties of Panchayati Raj
Institutions” for the Master Trainers of Panchayati Raj Department of Himachal Pradesh from
10.06.2019 to 12.06.2019, 13.06.2019 to 15.06.2019, 24.06.2019 to 26.06.2019 and
27.06.2019 to 29.06.2019. These courses were attended by 149 Master Trainers
(Officers/Officials/Public Representatives) of Panchayati Raj Department.

One-day Courses on “Juvenile Justice” for the Chairpersons and Members of
Juvenile Justice Boards, CWCs, Probation Officers, Members of Child
Protection Societies, Members of District Child Protection Units, Special Juvenile
Police Units and Managerial Staff of Child Care Institutions of Himachal
Pradesh
Delinquency in children is a serious concern and needs to be tackled with
integrated efforts of all the stakeholders. The Juvenile Justice (Care and Protection of
Children) Act, 2015, which came into force on and w.e.f. 15.1.2016 also speaks of effective
co-ordination amongst various institutions namely; family, special juvenile police units, child
welfare committees, juvenile justice boards etc. The welfare and social upliftment of a child,
be the child in conflict with law or the child in need of care and protection is a central theme
of this legislation. In order to apprise various stakeholders connected with juvenile justice,
four courses were organized by the Academy during this period and the same were attended
by 95 participants i.e. Chairpersons and Members of the CWCs, Members of Juvenile Justice
Board/ District Child Protection Units/ Special Juvenile Police Units and Managerial Staff of
Child Care Institutions of Himachal Pradesh. The participant officials were addressed by
distinguished and experienced resource persons of the Academy.
Three-day Training Programme on “Ubuntu-Linux: 14.04/LibreOffice-
Writer/Calc” for the Ministerial Staff of District Courts of Himachal Pradesh.
The Himachal Pradesh Judicial Academy organized four Courses on ““Ubuntu-
Linux: 14.04/LibreOffice-Writer/Calc” for the Ministerial Staff of Subordinate Courts of
Himachal Pradesh. These courses were attended by 60 participants. The participants were

apprised of latest tools and techniques on Ubuntu-Linux environment to enhance their
knowledge of computer system in order to discharge their duties to save time and increase
their efficiency.

Courts of H.P.
The Himachal Pradesh Judicial Academy held a one-day Training Programme on
“Use of Video Conference Facilities” for Assistant Programme Officers, Court Managers &
System Officers working in Subordinate Courts of H.P., which was attended by 25
participants. The participants were apprised of latest tools, techniques and laws related to
video conferencing so as to enable them to apprise concerned person dealing to hold video
conferencing.
