Portland Parks Commissioner Amanda Fritz announces that revenue from development in Portland (known as System Development Charges, or SDCs) will fund the upcoming development of Spring Garden Park. The park site is located in Portland’s Multnomah neighborhood, an area noted as lacking in parks and park services. Currently, the City has nine parcels of southwest Portland parkland, but no funding to develop them. Southwest Neighborhoods, Inc., (SWNI) ranked Spring Garden Park as a top priority for development when revenue from SDCs became available. SDCs, by state law, can only be used to pay for growth projects such as new parks. They cannot be used to pay for replacement or major maintenance in existing parks.

The developed Spring Garden Park will be paid for using System Development Charges – revenue from construction across the city, as opposed to tax dollars - to provide a neighborhood park to 1,359 nearby households, including 128 homes which currently have no access to a park or natural area within the Parks 2020 goal of ½ mile. The park site at 3332 SW Spring Garden St. encompasses nearly five acres of land in a park-deficient part of the city.

Park access in the area is hampered by the nearby presence of I-5, Barbur Blvd, Capital Hwy and Multnomah Blvd. Right now, one of those major thoroughfares has to be crossed in order to reach any park or natural area nearby. Spring Garden Park will close this play gap. Total project funds of $1.5 million in SDCs are designated towards Spring Garden Park, though final costs will be dependent on the park’s final design.

“The gaps in our system are significant in southwest Portland, so we are doing what we can with SDC dollars,” says Portland Parks Commissioner Amanda Fritz. “We’ve been working with an amazing group of community stakeholders since 2007, and Portland Parks & Recreation (PP&R) staff and I are thrilled to steer their proactive efforts and diligent focus towards a much-needed new neighborhood park in an underserved part of the City.”

The Bureau of Environmental Services (BES) built a storm water basin and wildlife habitat area last year in part of the park. BES also re-established an above-ground creek located towards the bottom of the hill in the park. The creek previously flowed underground. The park’s final design will incorporate those changes as well.

NaturePlaygroundCurrently, Spring Garden Park is the site of a temporary nature-based playground, installed at the park November 2011 thanks to collaboration between PP&R, Friends of Spring Garden Park, and Umpqua Bank's Multnomah Village Store. The nature play area was designed to be temporary, and lies on the site proposed for the new play area in the park’s Master Plan. It is possible that Portland Parks & Recreation could look at incorporating all or part of the nature play area into the new park’s design. However, we will review the feasibility of this as part of the community conversations during project planning. We are excited to be building PP&R’s first permanent nature play area in the current Westmoreland Park renovations.

NextStepsA Portland Parks & Recreation project manager will be touching base with the neighborhood coalition, neighborhoods and the Friends of Spring Garden Park this fall on project timeline and specifics. Further design work is expected to begin in 2015, with construction expected to begin in 2016.

The Spring Garden Park site was acquired in 1999, and the park currently has a Master Plan. Park planning and development will be in alignment with the Master Plan. PP&R will continue a community conversation to ensure that the Plan meets the community’s needs of today. SW Neighborhoods Parks and Community Centers CommitteeBy Leonard Gard, Program Manager, SWNI

FundingSecuredforSpringGardenPark Southwest Portland got good news recently when Portland Parks

Commissioner Amanda Fritz announced that $1.5 million from

system development charges—fees that property developers pay to

the city, as opposed to tax dollars—will fund development of Spring

Garden Park. Improvements will include a new playground and places

to sit, paths, trees, and signage. Commissioner Fritz’s office invited

SW Neighborhoods to identify the park sites it most wanted funded.

The Parks Committee chose Spring Garden Park first in a tight vote,

and the SW Neighborhoods board approved.

Spring Garden Park is a rectangular 4.65-acre park in the Multnomah

neighborhood between 32nd and 35th streets. The park has a flat area at the south, upper end at Dolph Ct. Then the park slopes

downward to its north end at Spring Garden St. There’s a nice view to the north from the south end. The undeveloped park has

a location that gives it importance for the community, and one that Portland Parks & Recreation (PP&R) recognizes as being

underserved by parks and green spaces. Spring Garden Park is just south of the Multnomah Village and its growing population,

and is just north of Barbur Blvd, which will probably have more residential living in the future.

PP&R acquired the property in 1999 from Portland Public Schools. For many years the property has remained as a grassy field,

often used to exercise dogs. Then, in 2009, Multnomah resident Lori Howell formed the Friends of Spring of Garden Park, a

subcommittee of the Multnomah Neighborhood Association. Things started happening. The Friends held fundraising events

and playtime events for children. Umpqua Bank picked three community projects and asked the community to vote for

their favorite. The Friends organized a

strong vote for Spring Garden Park, which

won the contest, and received money that

funded a small nature play area in the park.

Then, in 2013, the Bureau of Environmental

Services completed a major project to restore

a tributary of Tryon Creek at the north end

of the park—taking the creek out of a buried

pipe and recreating a surface stream.

As mentioned in a related article on this topic, a

fall with information on project timeline and

specifics. Further design work is expected to

begin in 2015, with construction expected to

begin in 2016.

RiverViewNaturalAreaIn 2011, the City of Portland bought a 146-acre tract of land from River View Cemetery. That land is now called the River View Natural Area (RVNA). The Parks website reports that the land contains seven streams and is home for 130 plant species, 31 mammal species, and 74 bird species. Since the acquisition, Portland Parks & Recreation has removed invasive plants in much of RVNA, and has planted 50,000 plants and shrubs.

The City project team is now working on technical issues, and, in particular the alignment of trails within the natural area and ecological prescriptions. They will first map resources, and then align trails to create an interior preserve and protect resources. The project advisory committee will tentatively meet next fall. Fran will call Emily Roth before the next Friends of RVNA meeting.

Portland Parks & Recreation is scheduled to release a draft plan for River View Natural Area before the end of the year. Project AdvisoryCommitteemeetingandCommunityOpenHouseopportunitiesforpublicfeedbackstartbackupinthefall.

SWWatershedResourceCenter OneofSWNI’sservicestothelocalcommunityistheSWWatershedResourceCenter,locatedintheSWNIoffice.Thecenter is a joint project of SWNI and the city Bureau of Environmental Services. Jen Seamans is the center manager and works to develop watershed projects with SW Portland volunteers and landowners.

Among other duties, Jen supports the SW Friends groups dedicated to restoring and preserving natural areas. There are two relatively new friends groups that you might consider joining. Parks Committee meetings The committee is one of the standing committees of Southwest Neighborhoods, Inc., a nonprofit corporation that serves seventeen neighborhood associations in southwest Portland.
