INTRODUCTION

1 This Consultation Statement has been prepared to fulfil the legal requirements of Neighbourhood Planning Regulations 2012 (set out in Paragraph 3) relating to the North Hill Development Plan (NDP). Community engagement and consultation work has been undertaken, summarised in section 3, 4 and 5.

BACKGROUND

2 North Hill is a rural parish situated on the fringes of Bodmin Moor in East Cornwall. Nearly half of the Parish is within the Bodmin Moor Area of Outstanding Natural Beauty (AONB). The remainder of the Parish consists of two broad landscape types, ie the Lynher Valley which fringes the Moor and undulating farmland. There are two main villages of about one hundred dwellings Coads Green and North Hill, a smaller village/hamlet of Bathpool and a number of other hamlets, small settlements and farms.

The Parish has one church, one chapel, one public house, a primary school, a garage operation, a small quarry business, a residential home, an agricultural machinery outlet and a horticultural nursery. There are also two thriving Village Halls in North Hill and Coads Green and a number of B & B s. Farming is the main activity and there is a mix of people including a retired community, some local and home employment and many who work outside the Parish.

CONSULTATION ON THE PROPOSED NORTH HILL NEIGHBOURHOOD PLAN – LEGISLATIVE REQUIREMENTS

3 Section 15 (2) of Part 5 of the 2012 Neighbourhood Planning Regulation sets out what a consultation statement should contain:-

(a) contains details of the persons and bodies who were consulted about the proposed Neighbourhood Development Plan;

(b) explains how they were consulted;(c) summarises the main issues and concerns raised by the persons consulted; and(d) describes how these issues and concerns have been considered and, where

relevant, addressed in the proposed Neighbourhood Development Plan.

Consultation and community engagement has been fundamental to the development of the NDP. The work carried out is outlined below and the requirements of the regulations are met within section 4 and 5.

DEVELOPMENT OF THE PLAN – NARRATIVE

4 This section is designed to provide an overview of the guiding philosophy and outline processes of the North Hill NDP. Much of the detail will be contained within section 5 and supported by information within the Appendices.

The Parish Council invited the Chair of an ongoing NDP from a neighbouring parish to talk about their experiences at an open meeting of the Parish Council in May 2015. As a result interest was shown in carrying out an NDP for North Hill Parish and the Chair of the Parish Council invited a member of the public to look into the possibility. In October 2015 a

presentation was made by Mr D Jones of Bathpool, to an open meeting of the Parish Council and there was unanimous approval to proceed with an NDP.

From December onwards a monthly update on the proposed and ongoing NDP became part of the Parish Newsletter, a publication which is subscribed to by about 75% (about 300 households) of the North Hill Parish residents. Also, updates on the NDP and subsequent posters to inform on information/drop-in/open evenings were displayed on the main Parish notice boards at North Hill, Coads Green, Trebartha, Berriow Bridge, Middlewood, Congdons Shop and Bathpool. This system was maintained on a monthly basis throughout the Plan process.

Two information evenings, one at Coads Green and one at North Hill, were arranged in February 2016 and all subsequent meetings were set up at these alternative locations to provide equal access to all members of the community. It was decided to consult the whole Parish with regard to what they wanted, and indeed , whether they wanted an NDP at all!

The first survey was purposely designed to be open ended and not be too prescriptive. It was felt that it was important not to narrow down the process too early, but provide a genuine opportunity for all Parishioners to give their point of view.

In parallel with conducting the first survey an NDP group was formed, and Terms of Reference written (Appendix 1), and agreed with the Parish Council. These were written with a view to provide as much consultation with the community as possible. An important part of the process was a series of Open Forum meetings where all NDP matters were discussed and decisions taken. The minutes of these meetings are at Appendix 7. The creation of the NDP group was formed in an organic way and as a result of people volunteering to take part having seen the necessity of an NDP for the future of the Parish. It was also felt important that the group should represent the community (as indicated in Appendix 9).

The results of the first survey provided a great deal of information with regard to the needs of the community (Appendix 2). It was decided to focus on the four main themes of the Plan, ie Community Space, Business, Housing and Renewable Energy at that stage. It was felt that these themes are directly linked to land use planning and development, whereas the many other issues raised by the community were important but could be dealt with outside the Plan itself. Consultation with regard to this proposal was made at an Open Forum meeting and also with the Parish Council. The Chair of the Parish Council, also part of the NDP group, was involved with the ongoing process.

Throughout these deliberations and subsequently the Cornwall County Community Link Offices and Planning Officers were consulted on a regular basis, and always provided feedback which allowed the process to proceed at a good pace and with professional guidance.

The four themes which were identified were taken up as the proposed policies and a focused second questionnaire was set up and distributed to all households in June 2016.It was recognised that the results of the second questionnaire survey, backed up by the information gained from the first survey, would very much determine the content of the NDP. Indeed, it was understood that the detail of the questions asked for the second

questionnaire survey were inevitably going to lead to the detail of the NDP. It was accepted that this would be the case but it was felt that the first survey had set the parameters that the community wished to be part of the Plan and the second survey the focus.

At this stage the NDP group agreed that there were guiding principles which would have to be followed in formulating the Plan.

The NDP for North Hill had to be true to the wishes expressed by the community as indicated in the surveys and consultation.

The NDP had to be constructed so that it would pass scrutiny and examination by the County system.

The NDP would provide a statutory guide for the Parish Council to implement over the next 14 years and the policies contained within the Plan had to be sufficiently flexible to allow for change during the Plan period.

It was felt that the NDP itself should be written and presented in a way that a lay person could access and have brevity and clarity. Also, it was recognised that there was no-one with planning expertise within the NDP group.

The many other issues and concerns of the Parish expressed within the survey returns should be recognised and addressed in a document which would be supplementary guidance to the Parish Council and this document would not be submitted as part of the examination process.

The Plan should represent the particular needs of a very rural Parish whereby a balance between modest growth and development and maintenance of the current situation should be achieved.

Two other matters were discussed and they were the possibility of carrying out a Landscape Character Assessment and a Housing Needs Survey. After discussion and consultation it was decided not to proceed with either of these. The Landscape Character Assessment was 'offered' to the local History Group, but it was felt that as there was no local expertise available and as the Plan seemed unlikely to have any specific site or area proposals it was unnecessary. With respect to the Housing Needs Survey, the process and results from other parishes in Cornwall were looked at in detail, but it was felt that responses to such a single issue survey were relatively low and the conclusions reached were not more informative than what we were achieving from our surveys. It was also felt that as the response from the Parish to date had been good, a further survey might be counter-productive.

The results of the second survey were received and processed during July (Appendix 3) and in parallel a first draft Plan was produced. With 291 completed returns from 400 households it was felt this provided good evidence for the contents of the Plan. This first draft was sent to County and returned for a few modifications. The second draft was produced and became eligible for screening. Also the NDP co-ordinator attended a County led workshop on writing up the NDP.

The results of the second survey were collated and analysed by 1st August and the draft Plan put out to the community in early August. The two Open Forum meetings in August were designed to consult on the draft Plan. Copies of the draft Plan were also made available on two Face book sites, the Parish website and noticeboards, in the one Public House, Launceston Library and also placed within the Parish Newsletter. In this way it

was hoped to reach as many people as possible and allow full consultation during the prescribed period of six weeks.

Due to the fact that the consultation period was largely within the holiday month of August it was extended to 27th September, the date set for the final Open Forum Meeting. The consultation responses came in during the month of September from the County, Schedule/consultation and also Parishioners. Unfortunately, nothing substantial in the form of amendments were received from the two Village Hall focus groups for younger people. Also no amendments were put forward by the Parish Council. The feedback from the County Planning Officer was also considered and based on this outcome a number of relatively small amendments were made to strengthen the Plan.

All the amendments and supporting documents were tabled at the Open Forum Meeting on 27th September, (Appendix 8 (c). These were approved and an amended Draft Plan produced.

The Parish Council were provided with a copy of the amended Draft Plan on 28 th September and with a view to preparing for the next Parish Council Meeting on 10 th October where the amended Plan could be accepted or not. In the meantime further feedback was received from County Planners, and whereas the County would accept the Plan as it was and there were a few suggested amendments. After negotiation it was decided to adjust some of the wording and layout. The only substantive changes were to include the words 'rounding off' and 'infilling' for the houses in Coads Green and North Hill, and to insert the phrase 'Affordable housing could be exceptional', in other words additional to the agreed number of houses. These changes were agreed by the NDP group and brought up at the Parish Council Meeting on 10th October. There were no objections and the amended Plan was approved at a full council meeting. The Plan for submission, with the Basic Conditions Statement and Consultation Statement, were then prepared for presentation to the Parish Council on 14th November and then on to County for examination.

Public invitation to hear the experiences of creating a development plan of the neighbouring Parish of St Cleer.

Mr Dai Jones (Bathpool) accepted an invitation by the Chairman of the Parish Council to look into leading the initial process of the Plan.

Explanation of the purpose etc of a Parish Plan provided at an open meeting of the Parish Council. Unanimous approval to proceed with consultation with Parishioners with a view to our NDP

Contact was made contact with the Community Link Officer (Mr Chris Sims) in order to have further guidance with respect to the Plan.

An application was made to County by the North Hill Parish to prepare a Plan. An application was also made for initial funding from the County

Councillor grant (approved by Mr Vivian Hall). A further meeting took place with Cornwall Community Link Officer (Mr C Sims).

The first of the monthly bulletins was placed in the North Hill Parish Newsletter and also on all notice boards in the Parish. Chair of North Hill Parish Council was informed.

A meeting with Mr C Sims took place with the aim of preparing for two open evenings in February to consult with the community. There was also scrutiny of the initial letter to all householders in the Parish.

The 2nd bulletin appeared in the Parish News, and again placed upon all notice boards in the Parish. A dedicated Plan Email was set up.

The need to 'open up' the process after the initial information/data collection phase was noted.

Meeting with Mr C Sims and also with Chairman of Parish Council. Agreed a format for the initial survey and letter to go to all householders after the 'drop-in' evening on the 23 and 25th February at Coads Green and North Hill Village Halls.

Met with Claire Tomkiss at Coads Green School. Explained the NDP and opportunities for school children.

Discussion of Terms of Reference for the NDP with an aim to produce a draft document for consultation with Mr C Sims and Chairman of Parish Council. This paper should be tabled at the next Parish Council Meeting in March with the aim of having the completed document available at the first Open Forum Meeting on the 19th April at Coads Green.

Approximately 30 members of the public attended the meeting with general enthusiasm to proceed with the Plan.414 survey forms delivered to all the Parish householders by the 28th February.

Discussion with Chair of Parish Councillors. He agreed to act as the Parish Council representative and also represent the interests of business people in the community.

Shelby Brown the leader of the North Hill History Group agreed to act as an advisor to the NDP group.

The group co-ordinator met with the Parish Council to report on progress on the initial survey, and also to consult on the Terms of Reference for the NDP group.

The NDP group now consists of five members. Co-ordinator, Parish Council, Business, North Hill representative, Treasurer, Secretary, Farming and Coads Green representative. Also two advisers, Shelby Brown on History and Jenny Bousfield for ecology/environmental issues.

Co-ordinator met with both Church and Chapel pastors.

Mr Brian Ruby, Chair of the North Hill Parish Council viewed the file of evidence from the first survey and was updated on progress. He stated he was happy with the current situation.

Mr Adrian Parsons of West Illand Farm (member for Farming of NDP group) reviewed the survey file and was updated on progress.

Provided an update to the Parish Council. Received confirmation from the Parish Council that the Terms of Reference are acceptable.

First Open Forum Meeting took place on 19th April . Report of meeting attached but first survey results were analysed and after consultation the decision taken to move on to the next stage.

Mrs Sharon Crowells (Parish Councillor for Coads Green) volunteered to join the NDP group and was unanimously welcomed.

Discussion with the NDP group on the second questionnaire survey.

Update provided by the NDP co-ordinator to the Parish Council.

Feedback on the form of the second questionnaire was obtained from Cornwall Planning and some amendments made.

The possibility of the Local History Group carrying out a Landscape Character Assessment was raised. This was turned down by the group.

The second Open Forum Meeting took place at North Hill which considered the content of the second questionnaire survey. Report of the meeting attached.

The NDP group was represented at the monthly local Farmers Market at Coads Green.

An offer was made to Coads Green Primary School to be involved with a Landscape Character Assessment study.

The format of the second questionnaire survey was agreed by the NDP group.

The second survey was distributed to all householders by the end of the month. Just over 400 were delivered with two questionnaire sheets to each household. They were not delivered to empty houses and infrequently used

holiday/second homes.A report was made by the NDP co-ordinator to the Parish Council on progress with the second questionnaire.

A first draft of the Plan was agreed by the NDP group and sent to County for scrutiny.

After consultation with the NDP group and a report from County, a second draft Plan was prepared. This was sent to County for screening, and adjustments made in light of the continuing survey returns.

The survey returns were scrutinised by all members of the NDP group.

The Open Forum Meeting took place at Coads Green on 2nd August – the Minutes of this meeting are attached. The draft Plan was placed on Parish Website, Facebook, Notice boards and in the Parish Newsletter. The survey returns as at 4th August were 274 in number.

A response was made to the Parish Council on 8th August on progress.

By the 19th August the total returns of questionnaires were 289. A list of Schedule 1 consultation was sent to County to check omissions. Some additions were made to the Schedule 1 consultation document.

On the 30th August an Open Forum Meeting took place at North Hill Village Hall – Minutes are attached.

Feedback was received from Cornwall County, Parishioners and from Schedule 1 contribution.

On 12th September the Parish Council considered the Draft Plan without taking any decision.

On 27th September an Open Forum Meeting took place to consider all the amendments. The papers tabled and the Minutes of this meeting are attached.

The Parish Council were provided with all the literature relating to the Open Forum Meeting and a copy of the Amended Draft Plan.

The Amended Draft Plan was sent to the County Officers for scrutiny.

The Amended Draft Plan was considered by the Parish Council Committee and adopted on 10th October 2016.

The NDP and supporting documents prepared an presented to the Parish Council for 14th November meeting and then to County.

CONCLUSION

The consultation responses received have been thoroughly considered by the NDP group. These responses are addressed in paragraphs 4 and 5 within this document and also within Appendix 8.

The Consultation Statement is considered to comply with Section 15 (2) of Part 5 of the 2012 Neighbourhood Planning Regulations.

Appendix 1 - Constitution and Structure

NORTH HILL NEIGHBOURHOOD PLANCONSTITUTION AND STRUCTURE

QUALIFYING BODY

The qualifying body is North Hill Parish Council. This qualifying body has formal responsibility for:

submitting a proposal to Cornwall Council to initiate the process of preparing a Neighbourhood Development Plan (NDP).

submitting a draft NDP to Cornwall Council together with the relevant supporting documents.

Agreeing with Cornwall Council on the appointment of an independent examiner (who will check the NDP and recommend if it should proceed to a referendum).

The Parish Council will establish an NDP sub-group to the Parish Council which will be responsible for leading the process and developing the plan. The relationship between the Parish Council and the group will be set out as Terms of Reference in this document.

COMPOSITION OF THE NDP GROUP

The group will consist of the following, as a minimum. However, there should be sufficient flexibility to allow others to become involved as the plan develops and the situation demands. This could be, for example, because there may be a need for specific expertise in order to enhance the process.

A representative of the Parish CouncilA representative of each of the three main community areas, ie Coads Green, North Hill and Bathpool. These community representatives will have specific responsibility for the smaller settlements, such as Berriow Bridge, Middlewood, Congdon's Shop and other outlying houses.A co-ordinator who will be responsible for managing the NDP process and production of the plan.A secretary who will record all proceedings held in public.A treasurer from within the Parish Council.

TERMS OF REFERENCE

Purpose

The main purpose of the NDP Group is to oversee the preparation of the NDP for North Hill Parish in order that the plans will progress to Independent Examination and a successful community referendum and ultimately be adopted by Cornwall Council to become planning policy.

The NDP Group will engage with the local community to ensure that the Plan is truly representative of the ambitions of North Hill Parish. The Group will maximise support for the approach taken in the NDP by ensuring high levels of community engagement throughout the plan-making process.

Principles

That the NDP Group will undertake the process in a democratic, transparent and fair fashion, encouraging widespread participation and giving equal consideration to opinions and ideas from all members of the community.

All decisions will be held on file in a written form and be available for scrutiny by any member of the community.

The NDP will reflect a balance of the social, economic and environmental needs of the community, and demonstrate a sustainable outcome. By this is meant that no decision taken should adversely affect the legitimate quality of life of the community during the life-span of the NDP.

The main focus of the NDP, based upon the stated views of the community, is to be on planning situations linked to land use and development.

That the NDP reflects the views of the majority of the community based upon the evidence provided, and an acceptance that not every individual's opinions can be fully represented in the final report.

Strategy

The following strategy should be implemented in order to involve the public throughout the process and also provides a Consultation Draft Plan.

Information regarding the NDP to be provided in the Parish newsletter and on public noticeboards and this should be continued on a monthly basis until the completion of the NDP.

An email link provided and telephone number of the co-ordinator made available to all parishioners.

Consideration given to using the Parish Council website to provide information. Two 'drop-in' evenings to be held in February 2016, one at Coads Green and one in

North Hill. The purpose of these evenings is to provide information to introduce the ideas of community involvement in a NDP and explain the purpose of the first household survey.

A letter and survey sheet to be delivered to all householders following the information evenings..

An Open Forum evening to be held in April 2016 at Coads Green. The purpose of this evening will be to inform the public as to the results of the survey and to discuss the way forward. Members of the public will be invited to be part of the NDP Group and/or to be involved in the process.

An Open Forum meeting to be held in North Hill in May 2016. The purpose of this meeting is to further engage with the public and to agree on a format for a detailed questionnaire which follows on from the information provided in the initial survey. The purpose of this second questionnaire is to provide more focused information which can form the basis of the NDP.

The second questionnaire survey should be completed by the end of June 2016 using the same delivery system as the first survey.

An Open Forum meeting to be held in Coads Green in July 2016. The purpose of this meeting is to discuss the results of the second questionnaire survey. On the basis of such discussions decisions should be taken as to formalising the draft NDP.

A further Open Forum meeting to be held in North Hill. The purpose of this meeting is to review the draft NDP and consider adjustments and amendments.

Once a draft NDP has been agreed by the community the required steps should be taken with Cornwall County in order to formalise the Plan. At some stage a completed NDP will be produced and sent to all eligible parishioners for ratification. There may be a need for further Open Forum meetings to complete the process.

The headteacher of Coads Green Primary School has agreed to involve the pupils with an appropriate activity linked to the NDP.

Roles and Responsibilities

In order to achieve the above principles and strategies the NDP Group will:

be accountable for managing and producing the North Hill NDP; adhere to the above strategy which ensures that the public will be involved

throughout the process; regularly report back to the Parish Council for endorsement of decisions taken; undertake analysis and evidence gathering to support the plan production process; actively support and promote the preparation of the North Hill NDP throughout the

duration of the project; identify sources of funding; liaise with relevant authorities and organisations to make the plan as effective as

possible; gather data from a wide range of sources to ensure that the conclusions reached

are fully evidenced and that the aspirations and wishes of all residents are understood;

consult as widely and thoroughly as possible to ensure that the draft and final NDP is representative of the views of the residents;

agree, subject to ratification by the Parish Council a final version of the North Hill NDP.

Membership

The NDP Group is open to a cross-section of volunteers from the community including Parish Councillors. Efforts will be made to seek representation for under-represented sections of the community.

The NDP Group membership will be open to the public indefinitely.

Decision Making

The NDP group has full delegated authority from the Parish Council to deliver its plan-making functions up to and including the publication of the Consultation Draft Plan. The Group will report to the Parish Council setting out progress on its work. The Parish Council will approve the Submission Draft NDP prior to publication for consultation and independent examination.

The plan-making process remains the responsibility of the Parish Council as the qualifying body. All publications, consultation and community engagement exercises will be undertaken by or on behalf of the Parish Council with appropriate recognition of the Parish Council's position given in all communications associated with the project.

Meetings

The NDP Group will meet on a regular basis as required. All meetings will be held within the Parish, alternating between Coads Green and

North Hill. The dates of all meetings will be publicised in the Parish newsletter and on the

Parish noticeboards. All meetings will be held in a public place and in conjunction with the Open Forum

meetings. In this way all matters will be available for public scrutiny The Group will elect a Chair, Treasurer and Secretary. The Secretary shall keep a record of meetings and the evidence provided by the

public at the Open Forum meetings and key decision points. A month's notice should be provided to members of the Group of the Open Forum

meetings Decisions taken at each meeting should be a consensus of the views of all those

present at the Open Forum meetings. If there is a genuine impasse then a simple majority vote will be taken. All alternative views will be recorded.

Working Groups

Additional working groups may be required and these are to be arranged on an adhoc basis.

Finance

All grants and funding will be applied for and held by the Parish Council, who will ring-fence the funds for the NDP.

The NDP Group will liaise with the Parish Council to ensure that sufficient funding is available before expenditure is incurred.

The Parish Council Treasurer is to act as the NDP Group Treasurer. Any claim for expenditure is to be previously agreed by the Treasurer and Parish

Council.

Conduct

Members of the NDP Group should abide by the principles and practice of the Parish Code of Conduct including declarations of interest.

The NDP Group is accountable both to the Parish Council and the wider community for ensuring that the Plan reflects their collective expectations.

The NDP Group will achieve this through applying the following principles:- be clear and open when their individual roles or interests are in conflict;- treat everyone with dignity, courtesy and respect regardless of their age gender, sexual orientation, ethnicity, or religion and belief;- actively promote equality of access and opportunity.

Changes to the Terms of Reference This constitution may be amended with the approval of the Parish Council.

Dissolution

The NDP Group will be dissolved once its objectives have been attained and/or when the majority of its members and the Parish Council considers its services are no longer required.

The NDP Group funds, held with the Parish Council funds, will be disposed of in accordance with the conditions imposed by the grant funders and in the best interests of North Hill Parish.

NEIGHBOURHOOD PLANNING INITIAL SURVEY

As you are no doubt aware your Parish of North Hill is carrying out a planning review with

the aim to create a Neighbourhood Development Plan (NDP) to take us through until 2030.

You may already know a lot about a NDP, perhaps as a result of attending one of our 'drop

in' evenings at Coads Green or North Hill. Essentially a NDP can set out local planning

policies for your area, shaping future development. Subject to National and County

guidelines, this means that future planning decisions within North Hill Parish will have to be

made in accordance with the NDP.

We are currently at the first important stage of the NDP and that is to find out what you

think should be included in a Plan that covers most aspects of the built and natural

environment.

The attached sheet is for your comments and indeed the views of anyone in your

household. All such comments will be anonymous and equally valid. Once the results of

the initial survey are analysed decisions will be taken as to how to proceed. There will

then be an Open Forum meeting, which anyone can attend and the findings of the survey

will be published in the North Hill Parish News.

Please post your response in the prepaid envelope provided and if possible by 21st March,

2016. Your views are vital to the production of a NDP and thank you for taking time to

The survey took place from the end of February until the middle of April. The survey forms, with a stamped addressed return envelope was delivered to 414 households in the Parish. Total numbers of returns were 97 which is about 24% of the delivered surveys. The quality of information within many of the returns was very impressive, which as allowed the NDP group to have a good evidence base in order to make progress.

The summary of the initial survey results s provided on the form of aggregated counts of the comments made relating to the social, economic and environmental aspects, issues and concerns of the Parish. There are more comments that survey returns as many respondents provided many comments within each of the survey questions.

The evidence provided within the survey returns demonstrates that four principal issues can be addressed under the NDP guidelines and which can be incorporated into the Plan as planning policy. These four issues are directly related to land use and development planning and can lead to policies which will provide a sustainable future for the Parish until 2030. These issues are concerned with:

In addition the survey has shown many other concerns with the Parish. These other issues, whereas not directly related to land use planning and development, can be linked to principal issues outlined above for example concerns over infrastructure have close links with any future development. These other issues include:

Road conditions Transport Provision of local amenities and services Community interaction Ecological and environmental matters Flooding

The next important stage of the NDP is to focus specifically on the principal planning policy issues. It is now necessary for the Parish to consider the following four questions with respect to the principal issues.

Is there a wish to have development control for community benefit over the public green spaces, etc playing fields, play areas, etc.Should there be any controls/constraints on renewable energy developmentIs there a demand for more housing and if so how many, what type etc.Are any business/industrial developments wanted and if so should they be limited in any way.

After further consideration the above questions will form questionnaire survey with a straightforward tick box format. These will be delivered to every household at the end of May. Second SurveyNORTH HILL PARISH – NEIGHBOURHOOD DEVELOPMENT PLAN (NDP)

Thank you to all those who contributed to the initial survey. The level of return was some 24% of all households and, in particular, the great amount of detail has provided a sound evidence base to make progress with the NDP. Of all the comments received it is worth noting that about 74% value the present situation within the Parish, ie of an unspoilt rural area and would wish to keep it as such.

The next stage of the NDP is to find out, in a focused way, what people think about the four issues which have arisen from the initial survey and which can form the main policy themes of the NDP relating to land use and development. These are:-

Community SpaceThe Parish has two community owned/managed areas which are valued. These are North Hill and Coads Green Village Hall's open space and play areas.

HousingThe Parish will be expected to contribute towards the National and County housing stock during the period up to 2030 and also meet local needs. The County anticipated an additional 40 houses should be built between 2010 and 2030. Currently 10 houses have been built and a further 27 are either being built or there is a commitment to build. Of these commitments 10 are in North Hill and the remainder in Coads Green.

Renewable EnergyThe contribution of renewable energy to the energy mix is considered important at National and County level. However, there are implications for land use development.

BusinessThere are a variety of possibilities in terms of business developments including farm diversification, village services and industrial activity. Change of use of land may be involved and there may be costs, eg environmental, and benefits eg employment to the local community.

THE RESULTS OF THIS SURVEY WILL VERY MUCH DETERMINE THE CONTENT OF THE NEIGHBOURHOOD DEVELOPMENT PLAN.

Second Survey Analysis – August 2016

The analysis of the second survey results is based upon the number of people in favour of the different aspects of the four themes which were the focus of the survey.

Community Space

The vast majority are in favour of the protection of the community spaces.

Housing

There is a clear wish for small numbers of houses and small groups of houses from within all settlements and the whole Parish. Within the other criteria relating to housing there is a positive response with the exception of publicly owned housing.

Renewable Energy

There is a general wish for renewable energy development with the exception of large scale solar and wind energy.

Business

The majority view is that small scale business is good and large scale not appropriate.

The detail which supports these general statements are held within the survey results as raw figures. It is not intended to translate these figures into percentages and it is felt that this might cloud what is quite a clear picture.

An application has been made to the County authorities to carry out a Neighbourhood Development Plan.

The purpose of the Plan is to represent the views of our community regarding the planning priorities for the Parish until 2030.

The first phase will be to inform as to the nature of a Plan, and establish what we believe should be in our Plan.

The first Open Forum meeting took place on 19th April at Coads Green. Information was provided on the constitution and structure of the NDP group, the initial survey and the way forward discussed.

(t) NDP group, as a sub-group of the Parish Council consists of Dai Jones (co-ordinator), Brian Ruby, Adrian Parsons, Fran Jones (secretary), Adele Jones (treasurer).

(u) The initial survey had 97 returns (about 24% of Parish household population). This is a reasonable and workable return. In particular the great amount of detailed comments provide a sound evidence base to progress the Plan. More details of the survey are provided with this update.

(v) Based upon the survey there are four themes identified which can lead to a more focused questionnaire. They are on issues relating to public open space, housing, renewable energy and business. The many other issues raised which are not directly related to land use change and development can be fed into the NDP as appropriate. The next stage of the NDP involves creating a tick box type questionnaire based upon the four themes identified which will be delivered to all households in the Parish. These themes can then lead to four main policy areas for the Plan.

The second survey is now complete and at the time of going to press we had about 200 completed returns. This is a very good result as it provides positive evidence for our Plan. As well as the quantity of returns the comments made are very valuable. It would be good to thank people personally for the many extremely helpful views expressed but, of course, the questionnaire return is anonymous!

The results of the second survey and the first draft of the NDP will be tabled at the Open Forum Meeting at Coads Green on Tuesday 2nd August. The draft Plan is very much a consultation document and we are obliged to have it available to everyone in the Parish for a period for six weeks.

The draft NDP will be placed on the Parish website, Coads Green and North Hill Facebook and a hard copy provided in Launceston Library, Parish Notice Boards, the Racehorse Public House and as a loose leaf insert into the Parish Newsletter.

What you will see is the legal part of the Plan, ie what Cornwall Council is obliged to consider as part of land use planning and in the development up to 2030. There will also be an additional part to the Plan which will cover all the non-land use planning issues raised by the Community and this will be written and made available at a later stage.

We are now into the consultation period for consideration of the Plan. All comments are valid and will be collated and presented at the Open Forum Meeting on Tuesday 27th September at Coads Green at 7.30 pm. The Draft Plan is currently being scrutinised by the County Authorities and also by the Parish Council on 12th September 2016.

NORTH HILL PARISHUPDATE Issue 11 October 2016

The consultation period for the Draft Plan is now complete. All the suggested amendments from whatever sources are being considered by the NDP group and where appropriate incorporated into the Plan.

The amendments to the Draft Plan will be presented to the Parish Council by Monday 10 th October and, if agreed, will be incorporated in the final Plan. The NDP for North Hill Parish will then be submitted to the Parish Council for the November meeting, along with supporting documentation relating to consultation and compliance with regulations. The Parish Council will then be able to submit the NDP formally to Cornwall County Council.

The Parish will be kept up to date with progress thereafter through these newsletters. The NDP group will remain in force until such time as the Plan is accepted by the County.

However, as there will be no further face-to-face events the NDP would like to thank the people of the Parish for the great amount of interest and engagement shown, in particular in the questionnaire responses.

NEIGHBOURHOOD DEVELOPMENT PLAN (NDP)NORTH HILL PARISH

UPDATE Issue 12 November 2016

The current situation with the the NDP is that it has been adopted by the Parish Council, and the Plan, together with the supporting documentation are being prepared for submission. The supporting documentation includes what is called a Basic Conditions Statement (Rules and Regulations) and a Consultation Statement. The latter document required a very wide consultation process and as a result it is quite bulky!

The NDP as a whole will be represented to the Parish Council for submission to County at the Parish Council meeting on 14th November. It will then be formally submitted to County and also placed on the Parish website.

Thereafter the process is in the hands of the authorities, as it has to go through a scrutinisation and examination process. Providing this is successful the NDP will be presented at a referendum, probably early next year. Prior to this referendum the NDP will be delivered to each household in the Parish in order that everyone can see its contents prior to voting.

As there is unlikely to be anything to report for a few months the NDP updates will no longer be monthly, but as required.

suggested to Councillors a site meeting would be appropriate and this was arranged for Wednesday 10 June 2015 at 7.30pm at the proposed development. The Chairman will contact the Clerk and report the discussion to enable the Clerk to respond to Cornwall Council. ACTION: Councillors and Clerk.

6. REVIEW OF CLERKS REPORT 6.1 Logo – Clerk has designed a further 3 headed note paper logos for the Parish Council.

Unfortunately Councillors are still not happy with the design. Mr Mayer on request of the Councillors is to put this in the Village Newsletter for people to take a photo of the church and the winner will be used for the headed paper. Councillors thanked Mr Mayer for his help with this matter. ACTION: Mr C Mayer.

6.2 Community Development Plan – A gentleman has approached the Chairman willing to carry this project forward. Councillors are delighted with this offer. The Chairman is to discuss with the gentleman an available date for him to attend a Parish Council meeting and to start the ball rolling. ACTION: Chairman.

6.3 Listed Building “The Owls” – The Clerk has found the information required to continue making this property into a listed building. Councillors would like to carry this forward and have offered help to the Clerk in completing the forms. ACTION: Clerk.

2 PUBLIC SESSION 2.1 Mr D Jones Neighbourhood Parish Development Plan – Mr Jones has spoken to the Cornwall Council

regarding North Hill Parish publishing a Parish Development Plan with a view in taking a lead role with help from others within the community. It would take between 1 2 years to complete but Cornwall Council have stated it is a worthwhile project as it would hold legal status for 15 years (2030). The Parish Council would have to apply to Cornwall Council to create this development plan, but the views, help and comments would be needed from Coads Green, Bathpool and North Hill residents. Mr Jones stated it would be easy enough to write up as there are ample of templates available but it would be information gathering would could cause problems if there are not enough people interested. The Councillors are happy to apply and hope there is enough interested generated and wish the clerk to contact Cornwall Council. Proposed 1 st Cllr D Daniells 2nd Cllr M Budge. ACTION Clerk.

2.2 Mr Chris Gubbin – Mr Gubbin would like a letter of support written from North Hill Parish Council to the Affordable Housing Department as he would like to increase the number of properties for the Development in Coads Green as Mr Gubbin has incurred additional expenses of thousands of pounds relating to major utility costs to the development which currently does not make it a worthwhile cause. Mr Gubbin would like to increase the number of houses to be built in total of 11. The Parish Clerk holds concerns regarding writing a letter of support as no plans have been received or submitted regarding these additional homes. The Clerk is to enquire the correct procedure for Councillors and Mr Gubbin. ACTION: Clerk.

6.2 Parish Bier – The Parish Bier now belongs to the Parish thank you to all those whom donated money to enable the purchase. The Chairman wishes the Clerk to draft a Contract stating that the Parish Bier is to remain the property of the Parish. ACTION: Clerk.

7. MAINTANENCEMaintenance – It has been brought to the attention of the Parish Council that the Notice Board at Trebartha Estate disintegrated. The Cllrs wish the Clerk to write to Trebartha requesting permission to enter their grounds and fix the notice board. ACTION: Clerk.

2 PUBLIC SESSION 2.1 Mr Stephen Crane, Coads Green School Representative has attended the Parish Council meeting

to hear the views of the Councillors regarding the School adopting the Telephone Kiosk at Coads Green. Coads Green School would like to save the kiosk by adopting it for 5 years and to use it as a possible gallery of art work produced by the children. Currently the FPTA are fund raising to help with the up keep of the kiosk but the Chairman stated that the Parish Council will help with funding the correct paint. Proposed 1st Cllr M Pridham 2nd Cllr M Budge. All Councillors in favour.

2.2 Mr Dai Jones gave the Councillors and the residents in attendance an update regarding the NDP for North Hill. Mr Jones thanked the Clerk for all the help with administration. The response as yet is poor only 40 households have responded which is around 10% on which has been sent out. Mr Jones would like people to spread the word as the key to success is the community. Mr Jones stated all surveys are anonymous. Mr Jones requested the Parish Councillors approve the Terms of Reference as all should be aware of these as they are authorised at a National Level. Mr Jones has also organised an “Open Forum” meeting on the 19th April at Coads Green on which the results from the survey will be announced. The Chairman thanked Mr Jones for his hard work to the NDP.

2.3 Cllr M Budge on behalf of Mr M Budge would like to know if the Parish Council will grant permission for the installation of portable showers and toilets for the Football Clubs use. Planning permission has been granted from Cornwall Council. Proposed 1st Cllr D Daniells 2nd Cllr M Pridham. All Councillors are in favour.

6.2 Mrs Gliddon – Mrs Gliddon was recently attacked by her neighbour and the police were called to attend. It was reported to the Parish Council that the Police took over 2 hours to attend after dialling 999. The Councillors support the Chairman’s decision to write to the Police making this a complaint. 2.2 The Residents of Bathpool would like to thank Cllr Daniells and his son for the hard work on carrying out cleaning the drains in and around Bathpool.

2.3 Mrs Jane Terry stated the Defib VET system is up and running and would like a letter to go to all residents informing them of the format and procedure if the Defib is required. This letter will also be accompanied with a fridge magnet with brief details. The following areas will receive the information letter Middlewood, Congdon’s Shop, Trebartha, Ruby’s Lane and Owls Nest Lane in total of 200 items. The Chairman thanked Jane Terry for all the hard work regarding this project.

reviewed the planning application and made the following comments: Cllrs would like to see the extension completed in the render which is stated on the application form rather than the current finish of cladding. 5.2 Mr and Mrs Woods, 14 Lynher Way, Extension and alterations – Cllrs reviewed the planning application and wish to carry out a site meeting on Tuesday 12 April at 9.30a.m. Cllrs to attend: Cllrs, DD, MP, MS, MB, BR, PT and SC. The Chairman with inform the clerk of the Cllrs comments following this meeting.

6. REVIEW OF CLERKS REPORT 6.1 Good Councillors Guide Handbook – This Handbook has now been delivered and handed to Cllrs

for their information. 6.2 Mrs Gliddon – Mrs Gliddon was recently attacked by her neighbour and the police were called to

attend. It was reported to the Parish Council that the Police took over 2 hours to attend after dialling 999. The Councillors support the Chairman’s decision to write to the Police making this a complaint. The Chairman had a recent meeting with the Local MP whom is personally investigating this matter also. ACTION Clerk.

6.3 Review Code of Conduct – Cllrs whom in attendance signed the C of C 2016. 6.4 Review Financial Risk Assessment 2016 – Cllrs whom in attendance signed the FRA 2016.6.5 Review of Standing Orders 2016 – Cllrs whom in attendance signed the S/O 2016. 6.6 Review of Assets 2016 – Cllrs reviewed the Parish Councils Assets and wish the clerk to amend the

6.7 Defib Magnets – Refer to item 2.3. Cllrs all agreed with the plan for the fridge magnets for the households of North Hill Parish. Proposed 1st Cllr M Stephens 2nd Cllr M Budge. All Cllrs in favour. ACTION: Chairman.

6.8 HM Queen’s 90th Birthday Commemorative Medal – 150 medals have been ordered with Tower Mint and should soon be received.

6.9 North Hill Development Plan –The Chairman has met with Mr D Jones to review the forms which have been received back. Another meeting is planned for April 19 at Coads Green Hall to take the project to the next phase. Clerk in process of applying for another grant to enable this project to continue. ACTION: Clerk.

2 PUBLIC SESSION 2.1 Mr D Jones addressed the Council and the public with an update with regards to the North Hill

Neighbourhood Development Plan. The 2nd survey results are coming in with already 250 received. When the results of the survey are all in the committee will meet to draft the 1 st plan will be published and open for discussion during August and September. Mr Jones will add the draft plan to the Village newsletter where 75% of the community will receive a copy. Mr Jones has also requested help with creating a Facebook page, Cllr Crowells and the Parish Clerk will help with this. 2. Cllr Hall addressed the Council and the public that if they have any questions they may wish

to ask to do so or alternatively email. With regards to the Coads Green development of Affordable Housing, Cllr Hall has been in contact with Mrs D Pritchard, Case Worker for Cornwall County Council, whom is waiting to hear from other sources which have been consulted. Cllr Hall stated that some serious issues need to be resolved and addressed if the application was to be granted, but Cllr Hall highly recommends that the application goes to committee at Liskeard.

REVIEW OF PLANNING APPLICATIONS 5.1 2 Dwellings Land South of Marneska Coads Green – Cllrs made a site visit to this land Friday 7 July

to view the proposed development of 2 houses 1 for Personal and 1 for open market. Cllrs held concerns regarding the drive exit on one of the dwellings as it entered onto the main road. This was address by Mr Gribble whom attended the Parish Council meeting and Mr Gribble stated that this was not his intention and will be requesting the drive exit be removed from this location and the 2 dwellings will use a shared drive. With this information the Cllrs are happy with the proposed development and wish to support the application. Proposed 1st Cllr M Budge 2nd Cllr M Stephens. All Councillors are in favour.

2 PUBLIC SESSION 2.1 Mr D Jones addressed the Council and the public with an update with regards to the North Hill

Neighbourhood Development Plan. The drafted document has been handed to all Cllrs to view and any comments are returned to Mr Jones or any member of the committee. The survey itself has been very successful with 280 surveys being returned, this is very reassuring. The next meeting is to be held on 30 August and this is to reflect the views of the Parish through questions and consultations and is flexible enough for the Parish to use over the years. Also the Planning Department and the government are reviewing the draft document and will be making additional comments. The 6 week consultation started on 1 August. The Chairman thanked Mr Jones for the work he has completed with great detail and has done a fantastic job but questioned the lack of non-building items such as roads school speed limits and would like to see these items included in the Development Plan.

2.2 Mr Sandercock addressed the Parish Council with his concerns regarding the Public right of Way at Bathpool beside the river. It is currently very dangerous as the path leans towards the river. Cllrs wish the clerk to write to the Environmental Agency and Cornwall Council regarding this matter. ACTION: Clerk.

the Planning for the 2 dwellings Mr James Hills of Planning and Regeneration Cornwall Council has contacted the Clerk stating that Officers are minded to refuse the scheme as it would encroach into open countryside and physically extend the boundary of the settlement. Cllrs referred to a map of Coads Green and felt that this was not the case the dwellings would still be in the boundaries of the settlement. The Parish Council wish to support the Planning Application and a representative will attend the Planning meeting if required. Proposed 1st Cllr H Budge 2nd Cllr D Daniells. 2 PUBLIC SESSION 2.1 The Chairman addressed the public in attendance regarding the recent site meeting held at

Bathpool and wishes residents to write a letter of apology to Cllr Budge for the rude comments made a certain unknown resident of Bathpool. The Chairman is disgusted with the attitudes towards Cllr Budge as she has been a Cllr for many years and is the one of the hardest working Cllr on the committee and works only for the interest of the Parish. Residents of Bathpool whom attended the meeting wish it to be recorded that they do apologise and agree with the Chairman but do not know the resident whom was rude to Cllr Budge. Cllr Budge and the Chairman accepted the apology.

2.2 Mrs J Terry addressed the Parish Council regarding the recent issue with the Defibrillator and unfortunately the system which is currently in place did not go to plan. When a resident dialled 999 they were not given the code of the Defib box and where unable to use the Defib in this emergency case. Shortly after this incident occurred Mrs Terry received an email form CMHT stating the Defib radius had been reduced from 400 meters to 200 meters, but Mrs Terry was unaware of any distances in place. Both Mrs Terry and the Parish Council wish this incident to occur again and would like to find out what had gone wrong. . Cllr Hall offered his help with this issue but the Parish Clerk will contact Debbie Dowsett of CMHT in the first instance. ACTION: Clerk.

REVIEW OF PLANNING APPLICATIONS 5.1 Ring O Bells, Glubhole Lane, North Hill – Councillors reviewed the application and believe it would

be wonderful for the buildings reinstated and not left derelict. Cllr Daniells held concerns regarding the roofing, Cllr Daniells feels the shed roof is currently tin and wishes for the roof to be completed with slate but the Design and Access Statement shows the roof to be Tin. Cllrs took a vote and 8 Cllrs of 10 voted for the roof material to be Tin. Proposed 1 st Cllr Tucker 2nd Cllr M Budge. ACTION: Clerk. Chairman abstained.

6. REVIEW OF CLERKS REPORT 6.1 Trees Playing Field – Mr R Hosking has sent a quote to the Parish Council for £780.00 to remove

the trees in the play area due to them being diseased. The Clerk would need another quote for the trees to be felled and Cllrs wish the Clerk to apply to the Woodland Trust for free trees. ACTION: Clerk. 6. NHDP –The Consultation has recently ended for the NHDP and the group requires the Parish

Council to agree that they are happy with the current document to take this forward.

Although Cllrs held concerns that the Plan does not meet the needs of Affordable Housing all Cllrs are happy to adopt the NHDP. Proposed 1st Cllr H Budge 2nd Cllr S Howard.

6.3 Launceston Network Meeting – Cllrs Crowells and Cllr Ruby attended the meeting in Launceston and found it to be very informative.

6.4 Clerks Planning Training – The Clerk attended a course regarding Planning Applications held in Launceston Town Hall. The Clerk found this very interesting and also educational as guidance was given to Clerks on how to respond to Applications and what is a valuable comment.

7. MAINTANENCE7.1 Play Area – Paper work has been received from the parents and the Clerk will look at this and try

to source funding.

8. REVIEW OF CLERKS CORRESPONDENCE. 8.1 Phone Box Consultation – The Parish Councillors are not interested regarding this matter as there

are currently no Telephone Box around to adopt. 8.2 LMP 2017 – The Parish Council have been asked by LMP to review and if so amend the

Minutes of Open Forum Meeting at Coads Green Village Hall on 19th April 2016

Present:

1. The NDP constitution and structure document was tabled and discussed. The NDP group, as a sub-group of the Parish Council is Dai Jones (Co-ordinator), Brian Ruby, Adrian Parsons, Fran Jones (Secretary) and Adele Jones (Treasurer).

2. The initial survey results were tabled and discussed. (Summary of results attached). There were 97 returns (24%). This seemed reasonable especially as the quality of comments will provide a good evidence base for progressing the Plan.

3. The next stage of the Plan is to create a questionnaire to distribute to all householders by the end of June. After discussion it was agreed that this questionnaire should contain more focused questions (eg tick boxes) and four themes from the initial survey were identified, namely, Public Open Space, Housing, Renewable Energy and Business. These four themes would then form the main policy areas for the NDP. It was agreed that other issues resulting from the initial survey could be fed into these themes as appropriate, eg social issues, community, roads etc.

4. There were many helpful suggestions regarding the questionnaire and it was agreed that the NDP group would prepare a draft questionnaire to be tabled at the

next Open Forum Meeting on 24th May at 7.30 pm in North Hill Village Hall.

Minutes of Open Forum Meeting at North Hill Village Hall on 24th May 2016

Present:

NDP Group and eight members of the public.

Agenda Items:

1. The minutes of the last Open Forum meeting were outlined.

2. The main purpose of the meeting was explained, ie to prepare a questionnaire for the second Parish survey. The NDP co-ordinator re-enforced the purpose of the Plan and in particular it should be a document which provides opportunities as well as constraints for the Parish to utilize over the coming years. It is not intended that the Plan should be too prescriptive, ie there are no particular developments being currently planned within the Parish.

3. The draft questionnaire was tabled and discussed. The focus of this questionnaire is very much on the four planning priorities which resulted from the first survey, which are those of Community Space, Housing, Business and Renewable Energy. After much discussion alterations were made to the draft and there was acceptance of the questionnaire.

4. The timetable of providing each household with two questionnaires by the end of June with completion by the end of July was agreed.

5. The next Open Forum meeting will be in early August – the date to be promulgated in the Parish Newsletter and on Parish Noticeboards.

6. It was suggested and agreed that the NDP will have representatives at the Coads Green Farmers Market every month until the end of the Plan process.

Minutes of Open Forum Meeting at Coads Green Village Hall on 2nd August 2016

Present:

NDP Group and 17 members of the public.

Agenda Items:

1. Copies of the results of the second survey were handed out and discussed. The raw figures are attached showing a breakdown of the numbers in favour of each section for Bathpool, Coads Green, North Hill, Other settlements and for the Parish as a whole.

2. It was agreed that the numbers of responses to the questions, 260 in number, were impressive and it was also noted that many comments made were very useful. In summary, the results of the survey have provided very clear evidence as to the contents of the draft Plan. It was emphasized that the survey results and all documentation relating to the NDP is available for scrutiny by any one from the Parish.

3. The NDP co-ordinator stated that there were three main principles guiding the content of the draft Plan and there were that it should:-

reflect the wishes and needs of the community as indicated in the two surveys, be a document which provides flexible guidance to the Parish Council over the

coming years, pass the scrutiny of the County Planning authorities and the examination

process.

4. Copies of the draft Plan were handed out and discussed. Many points were raised and summarised as follows:-

Housing and in particular the numbers and types of housing, always controversial. There are some clear dilemmas, for example, in order to provide affordable housing the numbers of houses built in the open market system would have to be at least ten in number. This goes against the wishes of the Parish in that more of these relatively large groups of housing are not wanted. However, the draft Plan allows for a flexible approach to community supported initiatives to build a fewer number of affordable houses. There are clearly no easy answers but it was generally felt that the Plan should reflect the express wishes of the Parish as demonstrated by the survey results.

Discussion took place as to whether the younger (18-25 age group) were represented by the questionnaire returns. The NDP co-ordinator thought probably not directly, but it was stated by two members of the NDP group (with children) that they had been involved in the discussion. However, the representatives of the Coads Green and North Hill Village Hall committees agreed to form focus groups to discuss the draft Plan with the younger generation. This consultation can be fed into the processes over the next few weeks. A point of view was also expressed that the number within the age groups responding the questionnaire may well reflect the population of the Parish as a whole. The NDP co-ordinator agreed to provide an age profile of the respondents at the next meeting.

A point was raised that the farming community was not mentioned as such within the Policies of the Plan. However, it was felt that a number of the Policies did provide recognition and support of the farming community for example the support for conversion of farm buildings for dwellings and business opportunities.

The notion of how the scale of farming activities had changed over the years was raised, and with it the thought that other development (possibly renewable energy) should reflect that larger scale. Although not fully discussed, the views of the Parish is that any development should be at a scale commensurate with the nature of the Parish, and this is reflected within the wording of the draft Plan.

5. It was suggested that Policy H4 could be reworded to say that it applied to smaller settlements only. Also it was queried whether there were any significant differences between villages. It was agreed to amend this.

6. A vote of thanks was proposed by Mr R Latham of the Trebartha Estate with respect to the work which the NDP group had put into creating the draft Plan. There was general agreement.

7. The next Open Forum meeting will be on 30th August at North Nill Village Hall at 7.30 pm.

Present: NDP Group and 9 members of the public.

Agenda Items:

1. Copies of the second survey final results were handed out and briefly discussed. There was agreement that 289 returns provided a good representation of views within the Parish. The NDP co-ordinator stated that the results, ie what people were for and against, were mirrored within the Draft Plan.

2. The point was raised that there were a number of issues which had been mentioned the the first survey which did not appear in the Draft Plan. It was stated that these were not planning matters as such, eg traffic calming and road conditions, but they would all be addressed in the supplementary guidance notes which would be given to the Parish Council and would be produced with the completed NDP, but would not be part of it.

3. A wide ranging discussion took place with respect to housing and whether the Draft Plan met the housing needs of the Parish, eg affordable, rental, etc. It was stated by the NDP co-ordinator that there was sufficient flexibility within the housing policy to meet these needs, if required, in the future. However, no concrete proposals were made to alter the Draft Plan.

4. The Chairman of the Parish Council thanked the NDP co-ordinator for his considerable efforts so far and said that the NDP had been carried out fairly and efficiently and did reflect the views of the Parish as expressed in the two surveys. He was, however, disappointed with the turn out at the open forum meetings. He also felt that other considerations which were not in the Draft Plan which were of equal importance, eg the bus service situation and there were some people in the Parish who would disagree with the Plan. It was pointed out that the Plan process had allowed public involvement, and if people chose not to come to the open evenings or express their views formally to the NDP group then there was little that could be done to satisfy them.

5. Further discussion took place on the four policy areas but there were no concrete suggestions as to any amendments to the Plan.

6. The NDP co-ordinator closed the meeting stating that if people wished to suggest amendments they should make formal representation to the NDP group.

7. All proposed amendments will be discussed at the next Open Forum Meeting on

27th September at Coads Green Village Hall at 7.30 pm.

NORTH HILL NEIGHBOURHOOD DEVELOPMENT PLAN

Minutes of Open Forum Meeting at Coads Green Village Hall on 27th September 2016

Present: NDP Group (apologies from Mr Brian Ruby and Mrs Adele Jones) and 6 members of the public.

Agenda Items:

1. The main purpose of the meeting was to review the amendments to the Draft Plan. They were derived from three sources, ie the wider community, the Parish general public and Cornwall County Officers. (Copies are attached). There were no proposed amendments from the Parish Council.

2. The current progress of the Plan was described and the future path of the Plan outlined. The necessity for the Compliance and Consultation Statement was described and that these would form part of the final submission of the NDP to the

Parish Council on 14th November.

3. All the amendments were discussed and agreed upon. These will now form part of

an Amended Draft Plan, which will go to the Chairman of the Parish Council by 1st October and available to the Parish Council Committee. It is intended that the Amended Draft Plan will be tabled for adoption at the next Parish Council meeting

on 10th October.

4. With regard to the comments/amendments made by members of the Parish the action taken was noted (see attached). The NDP group co-ordinator reiterated the fact that all matters not included within the Plan itself can form part of the Supplementary Guidance to the Parish Council. This document will not be submitted with the Plan.

5. A question was raised as to what would happen if the Parish Council decided not to accept the Plan at the next Council meeting. The NDP group co-ordinator stated that the Plan had been processed and written for the Council and it was their decision what to do with it. In his view he felt that if they did not wish to adopt the Plan it would be appropriate to justify their decision to the people of the Parish and to Cornwall County.

6. It was stated that this would be the last scheduled Open Forum meeting and the NDP group would like to thank members of the Parish who had supported development of the Plan and also the Officers of Cornwall County Planning Department who had been very supportive and helpful throughout the process.

We would like to make the following comments:The North Hill Neighbourhood Plan sets policies for new business, housing and renewable energy development and allocates two community owned open spaces as Local Green Space. We particularly welcome these Local Green Space allocations. The plan does not contain a policy on the protection and enhancement of the parish’s landscape, biodiversity and geodiversity. Whilst the Neighbourhood Plan could rely on the National Planning Policy Framework (NPPF) and the Cornwall Local Plan for policies on landscape, biodiversity and geodiversity, we would like to draw your attention to the fact that the NPPF is quite general and the Cornwall Local Plan is not yet adopted. You may therefore wish to consider the inclusion in the Neighbourhood Plan of either: a policy to protect and enhance the local
