ItismypleasuretopresenttoyouoursixthEnvironmentalReportwhichsummarisestheefforts

wehavetakentoachieveourenvironmentalgoalin2008andourenvironmentaltargetsand

initiativesfor2009.

Inthisreport,wesharewithyouourexperienceonenvironmentalmanagementincapitalworks

projects.Wehavesystematicallymanagedeveryaspectofourworkwhichmayhaveimpacton

theenvironmentduringtheplanning,design,tenderprocurementandconstructionstages.The

environmentalplanningfor“WestIslandLine”railwayprojectandtheairqualityassessmentfor

HongKong-Shenzhen-ZhuhaiCorridoraretwoexampleswhichwillcaptureyourattention.We

continueoureffortsingreeninghighwaystructures.Thisreporthasincludedanewitemon

“verticalgreening”whichwillbeofinteresttoyou.

In2008,mucheffortshavebeendevotedtothestreetscapeenhancementworksfortheOlympic

andParalympicEquestrianEvents.Theenhancementworkswhich,includingthelayingof

colourfulpavingblocksandimprovementofroadsidestructuresinthevicinityofeventvenues,

haveaddedvitalitytothecommunityinanenvironmentallyfriendlymanner.

Besides,wehavebeenactivelypursuingresearchstudiesonuseofrecycledmaterialsand

reductionoftrafficnoise.

Wearealsocommittedtoenergysavingandwillcontinuetomakeourbestendeavoursto

supportthecleanairinitiatives.Fiveenergymanagementopportunitieshadbeenidentified

inourfirstenergyauditandwehadpromptlytakeneffectivemeasures.Wehaveachieved

goodresultsinenergysavinginpubliclighting.Followingtheimplementationofthreeenergy

savingmeasuresinpubliclighting,werecordedasignificantsavinginenergyconsumptionof

627,000kWh.Asfrom2008,weadopttheuseofpaintwithlow/novolatileorganiccompounds

(VOC)inallnewworkscontracts.In2009,wewillbemoreproactiveinimplementingenergy

savinginitiatives.Forinstance,wewillcarryouttrialswithaviewtoadoptingrenewableenergy

technologiesinournewcapitalworksprojects.

Notwithstandingoureffortsmadein2008,wewillcontinuemaintainingourcontributions

inprotectingourenvironmentandsearchingforeveryopportunityforablueskyandbetter

environment.Ihopeyouwillfindthisreportinteresting.

showstheenvironmentalawarenessofourworkandoureffortsinenvironmental

managementincapitalworksprojects,sustainableassetmanagement,research

andtechnology,CleanAirCharter,andgreenofficemanagement.Environmental

awards,achievementofenvironmentalobjectivesandtargetsfor2008and

environmentaltargetsfor2009arealsocoveredinthisreport.

Toreducepaperconsumption,thisreportispublishedinCD-Romformatand

uploadedtoourwebsite.

•implementationofhighwayprojectsinthePublicWorksProgramme;

TheDepartment’sHeadquartersarelocatedinHoManTinGovernmentOffices(HMTGO),with

sub-officesinNorthPointGovernmentOffices(NPGO),CheungShanWanGovernmentOffices

(CSWGO),CheungShaWanPlaza,SkylineTowerandNanFungCommercialCentreinKowloon

Bay.Wehaveanestablishmentofabout450professionalstaffand�,600technicalandgeneral

gradesstaff.Wemaintainabout2,040kmofroadsand�2,600roadsideslopeswithinthe

territory.Thetotaloperatingexpenditureforthefinancialyear2008/09is$2,�40million.

Environmental Goal

Ourenvironmentalgoalistoaccomplishpublicworksefficientlyandwithdueregardtothe

environment.

Environmental Policy

OurpolicyonprotectionoftheenvironmenthasbeenintegratedintoourDepartment’s

ManagementPolicywithitslatestversionpromulgatedinApril2009.Wearecommitted

tosustainableconstructionwithdueconsiderationtobalancingenvironmental,socialand

economicneeds.Toachievethegoalofprotectingtheenvironment,weplaceemphasison

theenvironmentalconsiderationsofourworkundertheEnvironmentalManagementSystem.

Weactonthepolicyby:

• identifying and controlling the environmental aspects at all stages of our work;

• using resources efficiently, minimizing waste and preventing pollution as far as practicable;

• monitoring the performance of our contractors to ensure good quality of works and to prevent or mitigate potential environmental impacts arising from our projects;

• complying with relevant legal and other requirements; and• identifying opportunities for continual improvement.

ImpactAssessmentOrdinance(EIAO).The

processcoversanassessmentonawide

rangeofenvironmentalaspectssuchas

noise,airandwaterpollution;landscape

andvisual;ecology,culturalheritageand

archaeologyduringboththeconstructionand

operationstagesoftheproject.Itidentifies

theimpactsources,communitysectorslikely

tobeaffected,and

determinesthe

severityofimpacts.

Shouldanyadverse

impactbeidentified,

wewilldevise

measurestoavoidit

ortomitigateittoan

acceptablelevel.

Environmental Planning for West Island Line

WestIslandLine(WIL),anextensiontothe

existingMassTransitRailway(MTR)Island

LinefromSheungWantoKennedyTown

intheWesternDistrict,isarailwayproject

underactiveplanning.Itwillprovideaformof

masstransportationrailservicethatismore

environmentallyfriendlythanroad-based

alternatives,asconfirmedintheStrategic

EnvironmentalAssessmentfortheSecond

RailwayDevelopmentStudycompletedinyear

2000.

Improving the overall environmental quality of

Western District

Theproposedrailwaylinewillprovideafast,

convenientandreliablemeansofpublic

transportbetweenSheungWanandKennedy

Town.ItwillenableresidentsinWestern

DistricttohavedirectaccesstotheMTR

network,savingtimeforinterchangefrom

roadtransporttorailwaynetwork.Inparticular,

thepromotionofrailservicecontributes

towardsachievinganoverallsustainable

transportationsystem.Fromefficiencyand

environmentalviewpoints,theuseofemission

freeandelectricallypoweredtrainsoperating

undergroundisparticularlysuitable.As

WesternDistricthasbeenfullydeveloped,

thereareseriousconstraintsinconstructing

anynewroadsorwideningexistingonesto

alleviatetrafficcongestion.Anunderground

railwayisamorefeasiblewaytoimprovetraffic

conditionsinthedistrict.

WithWIL,theexistingheavily-loadedroad

networkscouldbefreedup.Suchreducedroad

trafficwouldresultinoverallimprovedtraffic

flowsattheWesternDistrictaswellashelping

toreducevehicularnoiseandairemissionsin

thearea.Furthermore,astheentireWILwill

beunderground,theneedforerectingnoise

barriersandenclosurescouldbeavoided.

Giventhedeepundergroundtunnel,ground-

bornetrainnoiseimpactswouldbeminorand

couldbereducedtoacceptablelevels.Hence,

theoverallenvironmentalqualityoftheWestern

Districtwillbeimproved.

publicgenerallywelcomeandlookforwardtotheearlyimplementationofWIL.However,during

publicconsultation,itisnotedthatakeypublicconcernonlandscapeandvisualissueswasthe

needtopreservethetree

wallsintheKennedyTown

PlaygroundalongForbes

Street.Inresponse,thecut

andcoverKennedyTown

Stationisdeliberatelylocated

asfartotheeastasthe

topographypermitsandby

adoptingaradicalinternal

stationdesignthelengthof

thestationisminimized,thus

avoidingdisturbancetothe

treewalls.

Monumentsandgradedhistoricalbuildingswithin

theProjectboundarywereidentifiedattheearly

stageofthepreliminarydesign.Thesitesidentified

includefiveDeclaredMonuments(suchasthe

WesternMarketandtheexterioroftheMain

BuildingoftheUniversityofHongKong),seventeen

gradedhistoricalbuildingsaswellasbuildings

andstructuresthatarenotyetgradedbutofhigh

architecturalandhistoricalsignificance.Thisenablesthe

projecttobedesignedtoavoidcausingdirectphysical

impactsontheseheritageresources.Furthermore,

vibrationimpactsresultedfromconstructionactivitiessuch

astunnelboringorblastingaretakenintoaccount,and

controlandmonitoringmeasureswillbeimposedtoensure

noadverseimpactsonthesestructureswillarise.

AsfortheconstructionoftheWIL,waste

managementisamajorenvironmentalconcernsince

disposaloflargequantitiesofexcavatedmaterials

couldhaveserioustrafficandenvironmental

implicationstothealreadycongestedandbuilt-

uparea.Inordertoreduceadverseimpactsto

localroadsneartheBelcher’sGarden,aspecially

constructedaditandaverticalshaftareplanned

fortransportingmuckundergroundwiththeshaft

locatedasnearaspossibletothebargingpoint.This

arrangementistoshifttheexcavatedmaterialsalong

theundergroundadit,uptheverticalshaftandinto

anenclosedconveyorbeltsystemleadingtothe

bargingpointattheWesternPublicCargoWorking

Areas,therebyavoidingorreducingconsiderablytheimpactstothelocalroadsduetohaulage.The

intentionistousebargesfortransportingmostofthesurplusexcavatedmaterialsoffsitebysea.

Othernoisecontrolmeasuresincludetheuseofquieterconstructionmethodsandequipmentsuch

asmovableandtemporarynoisebarriers,fullenclosure,noiseinsulatingfabric,acousticenclosure,

noiseinsulatingcoverordeckingoverexcavationareas.

Mucking System between University Station and Barging Point

Air Quality Assessment for Hong Kong – Shenzhen – Zhuhai Corridor

TheHongKong–Shenzhen–ZhuhaiCorridor

consistsoffournewmainprojectsforthe

partwithinHongKong,namelytheHongKong

LinkRoad(HKLR),theHongKongBoundary

CrossingFacilities(HKBCF),theTuenMun

–ChekLapKokLink(TMCLKL)andtheTuen

MunWesternBypass.

Threeofthefourprojects,namelyHKLR,

HKBCFandTMCLKL,arecloselyrelated.Itis

envisagedthattheseinfrastructureprojects

willstartconstructionwithinsimilartimeframe

in20�0/20��forcompletionin20�6.The

environmentalimpactassessment(EIA)such

asairqualityimpactassessmentarisingfrom

theseprojectsisconsideredinaholistic

manner.Theyareclassifiedasdesignated

projectsunderSchedule2oftheEnvironmental

ImpactAssessmentOrdinance(EIAO).In

DepartmentfortheapplicationofEIAStudy

Briefs,whichweresubsequentlyissuedtous

forcarryingoutoftheEIAstudies.

Theairqualityimpactassessment,formingpart

oftheEIAstudies,shallmakereferencetothe

AirPollutionControlOrdinance(APCO)andthe

relevantstandards/guidelines.Groundworkand

datapreparationfortheairqualityassessment

modelhascommencedsincethefourthquarter

of2008.ItisanticipatedthattheEIAReports

willbesubmittedforapprovalandpublic

exhibitionundertheEIAOinmid2009.

WithreferencetotheEIAStudyBriefs,the

studyareaforairqualityimpactassessment

shouldgenerallybedefinedbyadistanceof

500mfromtheboundaryoftheprojectsite.

Furthermore,itshouldbeextendedtoinclude

majoremissionsourcesthatmayhavea

bearingontheenvironmentalacceptabilityof

theproject.Thestudywillalsoreviewtheair

qualityimpactsontheareasandothersensitive

receiverssuchasTungChungNewTown,which

maybepotentiallyaffectedbytheproject.

Foroperationalairqualityassessment,nitrogen

dioxide(NO2)andrespirablesuspended

particulates(RSP)arethetrafficairpollutantsof

primaryconcernandwillbeassessedalongwith

otherAirQualityObjectives(AQO)undertheAPCO.

Prediction of Cumulative Air Quality Impacts

Thecumulativeairqualityimpactswouldbe

obtainedbysummingupforeachhourthe

predictedconcentrationsof

•backgroundairqualityfromsources

includingthoseinthePearlRiverDelta

EconomicZone,ChekLapKokAirport,

roadsbeyondLantauandpowerplantsin

HongKongSpecialAdministrativeRegion;

•openroadtrafficemissions;and

•emissionsfromvehiclesattheholding

areasoftheboundarycrossingfacilities,

tunnelportalsandventilationbuildings.

Theworst-caseconcentrationswouldthenbe

calculatedateachoftheidentifiedairsensitive

receiverstocheckforcompliancewiththe

respectiveAQO.

Reclamation Design for Hong Kong Boundary Crossing Facilities

TheHongKongBoundaryCrossingFacilities

(HKBCF)projectinvolves�30haofreclamation

toprovidelandfortheHKBCFdevelopment.

Undertheplanninganddesignstage,we

havebeenexploringdifferentreclamation

methodstominimisethedredging/disposal

ofthemarinesedimentsandtomaximise

theuseofpublicfillsprovidedthatthe

programmeoftheHKBCFprojectcantally

withthecommissioningdatefortheHong

Kong-Zhuhai-MacaoBridge.Thepreliminary

reclamationdesignfortheHKBCFbeing

currentlyconsideredinvolvesamixtureof

thefullydredgedandnon-dredgedmethods

(suchasthedrainedmethodwithbanddrains).

Wewillcontinuetoreviewandrefinethe

reclamationdesigntominimisetheimpacton

ourenvironment.

Heritage Preservation for Central Kowloon Route

TheproposedCentralKowloonRoute(CKR)

isadual3-lanetrunkroadacrossCentral

KowloonlinkingWestKowlooninthewestand

theproposedKaiTakDevelopmentintheeast.

TheinvestigationstudyforCKRhascompleted

itsassessmentonvariousalignmentoptions

andimpactstotheYauMaTeiPoliceStation

whichisaGradeIIIhistoricbuilding.An

Inthetenderdocuments,tenderers’attentionis

particularlydrawntothecontractrequirements

inrespectoftheuseofenvironmentally

friendlyplant/materials. Forprojects

requiringenvironmentalpermitsunderthe

EnvironmentalImpactAssessmentOrdinance,

theEnvironmentalPermitsissuedtothe

Departmentareincludedinthecontractsso

thatthecontractorscanobserveandabideby

theconditionssetoutinthePermits.

Tender submission and tender evaluation

Asageneralpolicy,tenderers’pastconvictions

recordsonenvironment-relatedoffences

willbecheckedandconsideredpriorto

recommendationofthetenderersforaward

ofcontracts.Whereamarkingschemeis

adoptedforassessmentoftenders,extra

creditswillbegiventotendererswhopropose

betterenvironmentalproductionmeasuresin

theirtechnicalproposals.

rollersforroadworksundertwo

maintenancetermcontracts.Adopting

QPME-typedconstructionplantwillreduce

thesoundlevelgeneratedfromtheworks

andhenceenvironmentalnuisancetothe

surroundings.

Use of Reclaimed Asphalt Pavement for Road Maintenance

Althoughconstructionanddemolition(C&D)

wasteisnowseparatedandinertmaterialis

usedasfillinreclamationsiteswhenavailable,

asignificantportionoftheC&Dmaterials

stillgoestolandfills.Witheconomicgrowth

andhigherexpectationinlivingstandard,the

volumeofC&Dmaterialsisontheriseand

availablelandfillspaceinHongKongisfast

declining.

HighwaysDepartmentconstructsand

maintainsthepublicroadsystemofHong

Kongwhichgeneratesasubstantialquantity

ofC&Dmaterialseachyear.Asaresponsible

andenvironmentallyconsciousdepartment,it

isourcontinualgoaltoreduceC&Dmaterials

generatedfromourdaytodayactivities.

Acommonmeansofwastereductionis

recyclingofthematerialswherepossible.

TheuseofReclaimedAsphaltPavement

(RAP)inroadconstruction,whichincorporates

milledoffbituminoussurfacingmaterialas

partofitsconstituents,hasbeensuccessfully

adoptedinmanyoverseascountriesinrecent

years.Toassistinreductionofwasteand

savingofusefulmaterials,HyDhasdecided

torecyclethistypeofsurfacingmaterialfor

reuseinroadconstruction.InDecember2007,

about500squaremetersofPakTamRoad

inSaiKungwasreconstructedusingRAP

forthefirsttime.ThentheuseofRAPwas

includedasamandatoryrequirementinthe

roadmaintenancecontractno.��/HY/2007

commencedon�April2008formaintenance

ofhigh-speedroadpavementintheNT

West.Forbituminousmaterialsincluding

roadbase,basecourseandwearingcourse,

thecontractorisrequiredtouseRAPinthe

rangeof�0%to�5%bymassofthetotal

mix.Thereisalsoamandatoryrequirement

inthenewroadmaintenancecontracts

commencing�April2009-nos.07/HY/2008

(roadmaintenanceintheKowloonEast

districts)and08/HY/2008(maintenanceoflocal

roadpavementintheNTWest)touseRAP.We

intendtoprogressivelyextendthemandatory

useofRAPtoothercontractsandalsoto

increasethepercentageofitsuse.

Astudytoinvestigatethefeasibilityofprovidingmoregreenerytohighwaystructureshasbeen

carriedouttoprovideguidancetodesignersonpossiblegreeningtreatmentstonewroad

structures,suchasfootbridgedecks,structureroofs,columnsandpiers,inasafe,maintenance

friendly,andcosteffectivemanner.

Theexperiencelearntfrom4overseascountrieshopefullywillinspireHongKongtoplanforfuture

greenerytreatmenttoroadstructures.However,retrofittingofgreenerytreatmenttoexistingroad

structureswouldlargelybeconstrainedbysafetyandmaintenanceconsiderations.

We continue to focus our research on environmentally friendly technology, such as further development of low noise road surfacing, incorporation of recycled material into our road pavement, adoption of common utility enclosure to reduce road opening, and improvement in information technology to enhance efficiency.

OurtrialonthenewpolymermodifiedfrictioncoursematerialatChuiTinStreet,alocalroadinShatin,continued.After24monthsoflaying,thebestperformingtrialsectionstillhasanoisereductionof2.5dB(A)whencomparedwiththeoriginalbituminoussurfacing.ThisshowedasignificantimprovementoverpreviousLNRStrials.Inviewoftheencouragingresults,thenoisemeasurementwillcontinueforanothertwoyearstofurthermonitorthechangeinnoise

reductionperformancewithtime.ThenoiseperformancebenchmarkingexerciseofthevarioustypesoffrictioncoursesattheFanlingHighwaycontinued.Thetrafficnoiseatthetrialsectionsisregularlymeasuredusingboththestatisticalpass-bymethodandtheclose-proximitymethod.Inaddition,thehydraulicconductivityofthesectionsisalsomeasured.Theresultsfromthefirstyearmonitoringindicatethatthethickerlayerofthenewpolymermodifiedfrictioncourseprovidesthequietestsurfacing.

Recycled Aggregates as Sub-base

WecontinuemonitoringtheperformanceofthesectionsofFoTanRoadwheresub-basecomprisingrecycledaggregateshasbeenused.Thetrialsectionsoffootpathandcarriagewayarestillperformingsatisfactorily.Wecontinueourlongtermmonitoringsoastoassesswhetherreflectivecrackingintheasphaltpavementwilloccurowingtocrackingofthecementedsub-base.

Study on Asphalt Rubber (AR)

OurstudyontheperformanceofARmixturesunderlaboratorytestshasbeencompleted.TheresultsindicatethatARmixturesaremoredurablewhencomparedwithconventionalbituminousmixtures,butlessdurablethanasimilarmixtureincorporatingapre-blendedpolymermodifiedbinder.Toassesstheon-siteperformanceofthematerials,weareplanningtoconductfurthertestsonthealternativeasphaltmixturesafteranacceleratedpavementtestingfacilitybecomeslocallyavailablein2009.

Measures and Achievements of Energy Saving

Energy Saving in Offices

In2008,wehadadoptedtherecommendationsintheenergyauditreportmentionedabove.OneofthemwastoinstallfloorenergycheckmeterstomonitortheelectricityconsumptionofdifferentfloorsinHMTGO.Havinginstalledthesemetersinmid2008,theelectricity

consumptionofourofficesfromUG/Fto6/Fcanbeseparatelymeasuredtofacilitateourmonitoringwork.Accordingtothedatacollectedsofar,thetotalenergyconsumptionofourofficesinHMTGOfortheperiodofJunetoDecember2008was2,586,879kWh.Thecorrespondingindirectgasemissionswere4,94�kgofsulphurdioxide(SO2),3,00�kgofnitrogenoxides(NOx)and�55kgofrespirablesuspendedparticulates(RSP).

Apartfrominstallingfloorenergycheckmeters,wehavealsoreplacedthedefectivefalseceilingsinHMTGOtominimizethelossofairconditioning.TheT8fluorescentlampsalongthepubliccorridorswillbereplacedbyT5fluorescentlampsandtheilluminationofthepubliccorridorswillbeloweredtoasuitablelevel.Besides,theexitingT8exitsignswillbereplacedbyLEDsignstosaveenergy.Weunderstandthatmonitoringisofutmostimportanceinourenergysavingimplementation.Becauseofthis,energywardenshavebeenappointedineachofficeandtheyareresponsibleforremindingtheircolleaguestocomplywithallgreenhousekeepingmeasuresinday-to-dayofficeoperations.Topavethewayforward,wecontinuetosearchnewandeffectiveinitiativesinofficeenergysavings.Wearenowexploringthefeasibilityandeffectivenessofinstallingmotiondetectorsincellularofficeswherelightswillbeautomaticallyswitchedoffonceexitmovementofstaffisdetected.TrialtestwillbeperformedshortlyattheHeadquarters.

Oneofournewinitiativesonenergysavingforpubliclightingistoevaluatetheapplicabilityofcosmopolislampsforpubliclighting.Cosmopolislampisanewlamptypewithbettercolourrenderingpropertiesandslightlybetterefficiencythanthehighpressuresodiumlamp(HPS)currentlyused.Weplantoconductthetrialschemesin2009toevaluatetheapplicabilityofcosmopolislampsforpubliclighting.

ThetechnologyofLEDlightshasbeendevelopingrapidlyinrecentyears.InordertoevaluatetheactualperformanceofLEDluminaries,weappointedauniversityinHongKongtoconductlaboratorytestsonLEDlights.PreliminaryresultsrevealedthatLEDlightsstillcouldnotcompetewithHPSforgeneralroadlightapplicationduetolowerluminousefficacyandreliabilityinoutdoorconditions.Nevertheless,wewillcontinuekeepingabreastofthedevelopmentofLEDlighttechnologyforlocalpubliclightingapplication.

Energy Saving in Works Projects

Wepromulgateadoptionofenergysavingequipmentinourworksprojects.Forinstance,fortheTuenMunRoadreconstructionandimprovementproject,electricalapplianceswithenergysavinglabelsundertheEnergyEfficiencyLabelingSchemewillbeused.QualityPoweredMechanicalEquipment(QPME),whicharenotablyquieter,environmentallyfriendlyandefficient,

Thepubliclightingelectricityconsumptionin2008was�36,987,358kWh.Thecorrespondingindirectemissionwas26�,646kgofSO2,�58,905kgofNOxand8,2�9kgofRSP.Thoughtherewasagrowthinthepubliclightingpopulation,weachievedasavingof0.2%inpubliclightingelectricityconsumptionin2008ascomparedwith2007.

Wecontinuedimplementationofenergysavingmeasuresonthepubliclightingsystemin2008.Reductioninelectricityconsumptionwasachievedthroughimprovingtheefficiencyofthestreetlightingappliances.In2008,�,872nos.oflampsandlanternswerereplacedwithlowerwattagebuthigherefficiencyones,resultinginanannualsavingofelectricityconsumptionofabout304,000kWh.Wehavealsoreplaced3,000nos.ofelectromagneticballastsbyelectronicballasts,resultinginannualsavingofelectricityconsumptionofabout287,000kWh.Inaddition,wehavecompletedour2008targetofinstallingdimmableelectronicballastsat�0nos.offootbridges,resultinginannualsavingofelectricityconsumptionofabout36,000kWh.Thetotalannualsavingofelectricityconsumptionachievedbythesethreeenergysavingmeasuresamountedto627,000kWh.

Tocontinueoureffortsinreducingenergyconsumptionforpubliclighting,wewillreplaceelectromagneticballastsbyelectronicballastsfor3,000nos.ofpublicroadlightsand�0nos.offootbridgesin2009.

Measures and Achievements of Pollutant Emission Reduction

Reducing the Use of Volatile Organic Compounds

Fornewworkscontractsawardedsince2008,ourcontractorshavetousepaintswithlow/novolatileorganiccompounds(VOC).Theuseofsuchpaintswillhelpreducepollutantemissions.WewillusepaintswithlowornoVOCforrepaintingthesoffitsofthesuspendedslabsinsidetheimmersedtubesoftheCrossHarbourTunnel.Weshallalsoencourageourmaintenancetermcontractorstousemorewater-basedpaintsforpaintingofconcretestructures.

Reducing the emission of gas exhaust of vehicles

Thedepartmenthas37departmentalvehicles,allfueledbypetrol.

Therewereseveralmeasurestakentohelpreducinggasexhaustfromourvehiclefleet.Guidelineswereissuedtoourmotordrivers,remindingthemtoswitchoffthevehicleswhilstwaitingsoastoreducetheemissionofexhaustedgasesandtoachievefuelsaving.Ourmotordriverswouldbeupdatedwithinformationconcerningeco-drivingfromtimetotime.

TherelatedemissionofNOxin2008was389kg,representingadecreaseof3.95%whencomparedwiththeemissionof405kgofNOxin2007.In2009,withthereplacementof�7vehiclesbyenvironmentallyfriendlyones,theemissionofgasexhaustfromourvehiclefleetisexpectedtobefurtherreduced.

Apartfromgovernmentvehicles,wealsoencouragedourcontractorstoprovideenvironmentallyfriendlycontractvehiclesfortheuseofourofficersresponsibleforconstructioncontracts.Wespecifiedincontractdocumentsthatthecontractvehiclesshouldbeequippedwithenginespropelledbyhybridofpetrol-electricity,oranyothernon-fossilfuelsasfaraspracticable.
