NOTICE OF ORDER HIGHWAYS ACT 1980 SECTION 26 AND SECTION 118 Hertfordshire County Council (Knebworth Park) Public Path Creation Order 2014 and (Knebworth 21 and 44 and Stevenage 108) Public Path Extinguishment Order 2014 Notice is hereby given that the above referenced Orders has been submitted to the Secretary of State for Environment, Food and Rural Affairs for determination. An Inspector will be appointed by the Secretary of State to determine the Orders. The start date for the above Orders is 31 August 2016. Consideration of the Orders will take the form of a public local inquiry. The Inquiry will be held at Ash Room, Robertson House, Six Hills Way, Stevenage, Herts SG1 2ST on Tuesday 21 February 2017 at 10.00am. The effect of the Orders, if confirmed without modifications, will be to 1) Create a public footpath commencing at Knebworth Footpath 21 west of Lake Cottage at TL 2287 2142 and continuing around Lake Cottage to TL 2284 2147, then north east along the woodland edge around Cowley’s Corner Wood to TL 2342 2193, then continuing north on the outside boundary of Cowley’s Corner Wood and Parson’s Grove to the pond at TL 2313 2239. Continuing around the eastern side of the pond and then south west and north west to TL 2292 2260, then west across the common to join Knebworth Byway Open To All Traffic 41 at TL 2287. Width: 2.5 metres between TL 2287 2142 and TL 2299 2160 3 metres between TL 2299 2160 and TL 2287 2260 2) extinguish the public footpaths as shown on the Order Plan and described as follows: The full width of Knebworth Footpath 44 commencing from Knebworth Footpath 18 at TL 2329 2085 and continuing north east through the cricket ground and Knebworth Country Park (crossing Knebworth Footpath 21 at TL 2351 2178) to the parish boundary at TL 2358 2203. The full width of Stevenage Footpath 108 commencing at the parish boundary at TL 2358 2203 and continuing north west to the track adjacent to the hotel at TL 2345 2228 (point D on Part 2 of the Order Plan), then continuing north east across the hotel direction to the roundabout onto the A1 (M) motorway (public highway) at TL 2349 2244. The full width of that part of Knebworth Footpath 21 commencing at TL 2287 2142 and continuing north east along the driveway from Knebworth House to North Lodge at TL 2366 2190. Timetable for sending in statements of case and proofs of evidence Within 8 weeks of the start date [by 26 October 2016] The Order Making Authority must ensure their statement of case is received by the Secretary of State. As soon as possible after the deadline, the Secretary of State will send a copy (excluding copies of any supporting documents, although these will be available to view at the Authority’s offices) to everyone who has made an objection or representation and the applicant and any other person who has written to us in respect of the Order. Within 14 weeks of the start date [by 7 December 2016] Everyone who has made an objection or representation and anyone who wishes to give evidence at the Inquiry must ensure their statement of case1 is received by the Secretary of State. As soon as possible after the deadline, the Secretary of State will send copies to the Authority, the applicant, every person who has made an objection or representation and any other person who has written to us in respect of the Order (excluding copies of any supporting documents, although these will be available to view at the Authority’s offices). Within the same period the applicant (if applicable) must ensure their statement of case is received by the Secretary of State. As soon as possible after the deadline, the Secretary of State will send a copy to the Authority, everyone who has made an objection or representation and any other person who has written to us in respect of the Order (excluding copies of any supporting documents, although these will be available to view at the Authority’s offices). 4 weeks before the date of the inquiry [by 24 January 2017] The Authority, everyone who has made an objection or representation, the applicant (if applicable) and anyone who wishes to give evidence at the Inquiry must ensure their proof of evidence (together with any summary) is received by the Secretary of State. As soon as possible after the deadline, the Secretary of State will send copies of:

i) the Authority’s proof of evidence to everyone who has made an objection or representation, the applicant and anyone who has submitted a statement of case (excluding copies of any supporting documents – although none should be submitted with a proof of evidence);

ii) the applicant’s proof of evidence to the Authority, everyone who has made an

objection or representation and anyone else who has submitted a statement of case (excluding copies of any supporting documents – although none should be submitted with a proof of evidence); and

iii) all other proofs of evidence to the Authority, the applicant, everyone who has made

an objection or representation and anyone else who has submitted a statement of case (excluding copies of any supporting documents – although none should be submitted with a proof of evidence).

All parties must keep to the timetable set out above and ensure that statements of case and proofs of evidence are received by the Secretary of State on time. Late documents will be returned. We cannot accept any libellous, racist or abusive comments. Any documents containing such comments will be returned. Notice of order for inquiry
