The President’s Message
The fi rst two quarters of 2010 have been signifi cant for at least two reasons: (1) we celebrated our fi rst Charter Day anniversary as a university last February; and (2) we have begun implementing the University’s 2010-2014 Strategic Plan.
In it, we have set goals towards excellence in our main functions – instruction, research, extension, and production, promotion of student success, development of our infrastructure-buildings, laboratories, information communication technology (ICT), and another important learning resource – the library, improvement of our organization, and effi cient resource generation and management.
The highlights of our accomplishments, along the University’s strategic goals, are presented in the following pages. It is with pride and gratitude that we report as early as now the substantial success we have gained in major areas. These were made possible by the unifi ed efforts of all the members of the organization. We believe that as long as these are sustained, we will be able to continue to achieve the results that we desire.
Let the spirit live on; there are much more to perform, and celebrate in the next few months.

I. EXCELLENCE IN INSTRUCTION
A. Center of DevelopmentCenter of Development (COD)• in Mathematics. MUST received Php100,000 grant from CHED for Human Resource Development Project on June 24, 2010. The amount forms 70% of the project budget. Center for Development (COD) in Electrical Engineering• . The Commission on Higher Education approved the award of COD status of BS in Electrical Engineering during the 354th Commission En Banc. The award was highly recommended by the Technical Panel for Engineering and Technology (TPET).
B. New and Innovative ProgramsThe Curriculum Review Committee evaluated the proposed curricular • programs for BS in Computer Science (Main Campus) and Bachelor in Elementary Education (Oroquieta Campus).
C. Quality Assurance for ProgramsLEVEL IV SUC in the SUC Leveling maintained since 2007 (the highest rank • that an SUC can achieve – one among the four (4) recognized SUCs with similar ranking in Mindanao.Program Accreditation• . The fi rst institution in Mindanao to attain Level III in some programs.
AACCUP Visit. Eleven programs were scheduled for accreditation to their desired level applied with the Accrediting Agency of Chartered Colleges and Universities in the Philippines: 4 programs for preliminary visit, 5 programs for level II, and 2 programs for Level III – phase 2.

D. Access to Higher Education
Implemented CHED’s deputized programs of Expanded Tertiary Education Equivalency and ● Accreditation Program (ETEEAP). Twenty one candidates were assessed in SY 2009-2010, six graduated in March 2010.
Established the Institute of Continuing Education and Trainings (ICET). Another non-● traditional approach of the University. It promotes opportunities for students to take short-term programs, trainings and other related services for out-of-school youth, industry practitioners, scholars, enthusiasts and other interested personalities seeking continuing professional education training. For those interested to pursue a regular degree program in the university, courses taken at the institute may be credited towards their chosen curriculum, subject to the prescribed rules for validation of courses of respective departments concerned.

Mathematical Sciences (DMS), in coordination with the Department of Education (DepEd), conducted the fi rst phase of its extension activity entitled Profound Understanding of Fundamental Mathematics (PUFM) Profi ciency Enhancement among Grades V and VI
Mathematics Teachers of Public Elementary Schools in Cagayan de Oro City on June 1-4, 2010 at MUST ICT Laboratory. The training was participated by 34 participants from the different public elementary schools in Cagayan de Oro CityBarangay offi cials of the nearby barangays, • researchers and other stakeholders attended
the Stakeholder’s Forum on the Bitan-ag Creek Rehabilitation on June 21, 2010 at the University Audio-Visual Center. The group dubbed “Bitan-ag Alliance Group” formulated plans/activities to mitigate fl oods caused by Bitan-ag Creek.

A. PRC Performance
Ranked No. 1• among the Top Performing Schools in Mechanical Engineering in the Philippines for the category 10-25 examinees with 100% passing rate in 2009.
Top • 3 Best Performing School in the Philippines in Electrical Engineering in 2009.
Posted 80% passing rate in Architects Licensure Examination, and 60% • in Civil Engineers Licensure Examination conducted in January and May 2010, respectively.
Posted 75% passing Rate in Certifi ed Plant Mechanic (CPM).•

B. Admission Enrolment and Graduation Profi le
Admission
A total of 2,750 student-applicants for SY 2010-2011 took the university admission test. Of these total 1,580 or 57% were qualifi ed to enroll in June 2010.
Enrolment
The University enrolled a total of 8,527 students in the 1st Semester SY 2010-2011, up by 12 students compared to the previous year’s 8,515. In Summer, a total of 1,936 students were enrolled in the main campus.
Figure 8 presents the fi ve-year enrolment trend from SY 2006-07 to SY 2010-11, showing the average enrolment growth rate of 8.7%.
Graduates
A total of 1,353 students fi nished their graduate and undergraduate programs both in the main campus and external campuses. Of them, 30 received honors and awards.

One of the two regular assemblies, the mid-year general assembly was held on June 7, 2010 at the audio-visual room to update members on developments so that they make enlightened decisions in their daily pursuit of the corporate goal. Five-Year Strategic Plan, 2010-2014• The Five-Year Strategic Plan 2010-2014 was approved by the Board of Regents during its 121st Regular Board Meeting on November 27, 2009 per BOR Resolution No. 051, s. 2009. The plan provides the vision, mission, core values, goals, strategies, and targets of the University in the next fi ve years. It has become the basis of implementing the Annual Work and Financial Plan (AWFP) and the Project Procurement Management Plan (PPMP). The long and short versions of the plan are in place. Capability Building Seminars have started when executive assistants and • secretaries were trained in a seminar workshop on Writing and Information Sharing on May 12-13, 2010. the Job Enabling English Profi ciency (JEEP) project of USAID-Growth with Equity in Mindanao (GEM). There were about 40 colleges/universities which applied for this customized English Language Training project that aims to help Mindanao graduates to access jobs requiring advanced English language profi ciency.
Being a JEEP Partner, MUST is a recipient of 41 computers with corresponding licensed software and an incentive equivalent to 15% of the hourly rate to JEEP instructors.
Lecture Series On • Geotechnical Engineering
MUST hosted the Lecture Series on Geotechnical Engineering on May 7, 2010. Four (4) international resource speakers who are experts and specialists from the International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE) were tapped as resource speakers, namely: Prof. Pedro S. Pinto, University of Coimbra, Portugal; Prof. Dennes T. Bergado, Asian Institute of Technology, Thailand; Dr. Lai Yip Poon, Managing Director, Wall Sdn Bhd in Malaysia; and Dr. Teik Aun Ooi, Institute of Civil Engineers, Malaysia.
Mindanao-wide Lecture on Mathematical Investigation•
The Department of Mathematical Sciences in cooperation with MUST Graduate School Foundation, Inc., organized the one-day lecture on Mathematical Investigation with Dr. Ian June L. Garces, a coach of the Philippine Team to the International Math Olympiad as lecturer at the MUST AVR on April 24, 2010.t
112 architects, engineers and geologists from Visayas and Mindanao parti cipated in the Lecture Series on GeoTechnical Engineering.

Seminar on Robotics•
Dr. Oscar Y. Chuy, Jr. of CISCOR, Florida State University was the guest speaker during the Seminar on Robotics at the MUST AVR on March 3, 2010. Fourth and fi fth year engineering, industrial and information technology students were the participants.

X. EFFICIENT AND EFFECTIVE RESOURCE MANAGEMENT AND GENERATION
The total income/receipts of the University for CY 2009 amounted to Two Hundred Sixty Million Two Hundred Seventy Nine Thousand Eight Hundred Nine & 39/100 Pesos (Php260,279,809.39 or an increase of about Thirty Seven Million Two Hundred Sixty Four Thousand Five Hundred Sixty Six & 56/100 Only Pesos (Php37,264,566.56). Of the total income, the University spent a total of One Hundred Eighty Three Million Eight Hundred Nine Thousand One Hundred Seventy Pesos & 92/100 (Php183,809,170.92). Figure 10, 11 and 12 present the data on income/receipts, expenditures and percentage share of subsidy and internally generated income for CY 2007-2009.
