Who We Are

HTF is assembling a leadership team of professionals within our family and circle of friends with a diverse set of talents to operate our cultivation facility and attached dispensary.

(High Tech Farms, LLC “HTF”) is a local and minority owned cannabis company committed to cultivating and dispensing consistent, high-quality, tested adult use marijuana and marijuana products in Mattapan Square doing business as ‘The 420’.

HTF will cultivate and dispense a variety of marijuana strains, extractions, and Marijuana Infused Products (MIPs) in accordance with Cannabis Control Commission’s (CCC) Regulations at 935 CMR 500.000 et seq.

Long Answer: It is an opportunity for people who were impacted by the war on drugs to engage in full participation of a billion dollar industry that will not only provide jobs that offer a living wage and professional development in this industry, but also creates wealth and capital for those that have been subjected to second class citizenship for decades.

Our company will be a conduit for the realization of these goals and meaningful participation in this industry for the owners, our employees, and other entrepreneurs.

The Proposed Marijuana EstablishmentThe site of the dispensary and 24 hour cultivation facility (where we grow) will be the former Payless Shoe Source at 1626 Blue Hill Ave. We will have a small cultivation area to start, but we will expand to utilizes another 2000 square feet in the basement as time goes on.

The dispensary will be open during the hours of 10am-10pm. The dispensary sales floor is roughly 2500 square feet in size. We will have our products in locked display cases or in vaults in storage areas.

In accordance with the CCC’s regulations set forth in 935 CMR 500.110(3), the property is not located within 500 feet of a public or private school providing education to children in kindergarten or grades 1 through 12.

HTF will apply for all state and local permits and approvals required to operate a dispensary and cultivation facility at the property, and will also work cooperatively with various municipal departments to ensure that the proposed facility complies with all state and local codes, rules and regulations with respect to design, renovation, operation and security.

RETAIL SALES

Only consumers 21 years of age or older with a valid, government-issued photo ID will be allowed to enter the dispensary and purchase marijuana.

Our initial rollout will have sales by appointment only for the first 30 days, unless they have been through our orientation in a previous visit. This will provide customers with education on proper dosing, types of strains, accessories, behaviors to avoid, and safety.

HTF’s marijuana and marijuana products available for sale will be obtained only from licensed Marijuana Establishments in the Commonwealth and will be tested by a licensed Independent Testing Laboratory for cannabinoid content and contaminants.

All marijuana and marijuana products will be sold in plain, resealable, and tamper or child-resistant packaging that is labeled in compliance with the CCC’s detailed labeling requirements in 935 CMR 500.105(5).

HTF will not sell more than one (1) ounce of marijuana flower or 5 grams of concentrate to a consumer per transaction, and no marijuana products available for sale will contain nicotine or alcohol.

Educational materials on a range of topics including, but not limited to, side effects, methods of administration, dosage and substance abuse, will be available.

Warning Labels

CULTIVATION

HTF will be using our proprietary high pressure aeroponics system to cultivate. High pressure aeroponics is a technical and ultra efficient method of cultivation that has no runoff of fertilizer or chemicals.

HTF’s marijuana will be tested by a licensed Independent Testing Laboratory for cannabinoid content and biological and chemical contaminants prior to sale.

The environmental media (solid growing media and water) used for cultivation will also be tested for contaminants by an independent testing lab.

In the future, when HTF acquires a manufacturing license our edible marijuana products will be prepared, handled and stored in accordance with Good Manufacturing Practices for Food and requirements for food handlers, including on food-grade stainless steel tables, and packaged in a secure area.

All marijuana flower, concentrates, extracts and edible products will be packaged and labeled in compliance with the CCC’s strict regulations.

SecurityHTF will contract with a professional minority owned security and alarm company to design, implement and monitor a comprehensive security plan to ensure that the facility is a safe and secure environment for employees and the local community and compliant with the CCC’s strict security requirements.

HTF’s state-of-the-art security system will consist of a perimeter alarm on all exit and entry points and perimeter alarm on windows, as well as duress, panic, or hold-up alarms connected to local law enforcement for efficient notification and response in the event of a security threat.

The system will also include a failure notification system that will immediately alert the executive management team if a system failure occurs.

A back-up alarm system or alternate safeguards will be installed to ensure continuous operation of the security system.

Interior and exterior HD video surveillance in all areas that contain marijuana will be operational 24/7 and available to the Boston Police Department. These surveillance cameras will remain operational even in the event of a power outage.

Security (Cont.)

The exterior of the facility and the surrounding area will be sufficiently lit and foliage will be minimized to ensure clear visibility of the area at all times.

Only HTF’s registered agents and other lawful visitors (e.g. contractors, vendors) will be authorized to access to the facility, and a visitor log will be maintained in perpetuity.

All agents and visitors will be required to visibly display an ID badge, and HTF will maintain a current list of individuals with access.

On-site consumption of marijuana will be prohibited.

HTF is committed to ensuring a Boston Police officer will be dedicated to the area during dispensary hours, so we will work with BPD who already has a significant presence in the square most hours.

Preventing Diversion to Minors

HTF’s trained dispensary agents will ensure that only consumers 21 years of age or older with a verified and valid, government-issued photo ID will be permitted to enter the dispensary and purchase adult use marijuana.

Although this is unlikely, but in the event HTF discovers any of its agents intentionally or negligently sold marijuana to an individual under the age of 21, the agent will be immediately terminated and the CCC will be promptly notified.

HTF will not engage in any marketing, advertising or branding practices that are targeted to, deemed to appeal to, or portray minors under 21 years of age.

HTF will not manufacture or sell any edible products that resemble a realistic or fictional human, animal, or fruit, including artistic, caricature, or cartoon renderings.

Any marketing, advertising and branding materials for public viewing will include a warning stating “For use only by adults 21 years of age or older. Keep out of the reach of children.”

HTF’s store website will require all online visitors to verify they are 21 years of age or older prior to accessing the website.

HTF will not hire any individuals who are under the age of 21 or who have been convicted of distribution of controlled substances to minors.

Traffic and Parking

•Dispensary hours are after morning north bound incoming peak hours of traffic.

•25% of dispensary hours are after most shops are closed, thus providing curbside parking without disruption to neighboring shops.

•There is ample public parking 100 feet away behind the building on River Street.

•We will incentivize employees and customers to take public transit (Fairmount Station, Mattapan Station Trolley, Bus, and Blue Bikes).

Marijuana Studies and Research A study published in the American Journal of Public Health in August 2017 found that, three years after adult use marijuana legalization, motor vehicles crash fatality rates for Washington and Colorado did not increased compared to states without adult use marijuana legalization. 4

According to a study published in Real Estate Economics in September 2017, after Colorado legalized adult use marijuana sales in 2014, single family residences in the city of Denver that are close to an adult use marijuana establishment increased in value by approximately 8% compared to houses that are located slightly farther away. 5

In January 2017, the Colorado Department of Public Health and Environment released a comprehensive report on marijuana use patterns that found that past-month marijuana use by adolescents in Colorado has not changed since adult use marijuana legalization either in terms of the number of adolescents using or frequency of use among and that past-month use among Colorado adolescents is nearly identical to the national average. 1

According to U.S. Department of Health and Human Services’ 2016 National Survey on Drug Use and Health, the percentage of adolescent marijuana users decreased after states like Colorado and Washington began to legalize adult use marijuana in 2014. 2

According to a report on marijuana legalization published by the Colorado Department of Public Safety in March 2016, property and violent crime rates were lower in 2014 compared to years prior to adult use marijuana legalization.3

Benefits to the City of BostonHTF looks forward to working cooperatively with the City of Boston to ensure that HTF operates as a responsible, contributing member of the Mattapan community. HTF anticipates establishing a mutually beneficial relationship with the city in exchange for permitting HTF to site and operate in Boston. The city stands to benefit in various ways, including but not limited to the following:

JOBS. Our facility will eventually create 40-50 jobs, in addition to hiring local minority contractors and vendors with healthcare.

MONETARY BENEFITS. A Host Community Agreement with significant monetary donations would provide the City of Boston with additional financial benefits beyond local property taxes to support any programs, services or organizations and an additional home option tax of 3%. We intended to donate, upon reaching profitability, more than $15,000 per a year to the Youth Action Board who is tasked with remedying homelessness for young people between the age of 18-24 in the area of Dorchester, Mattapan, and Roxbury.

ACCESS TO QUALITY PRODUCT. HTF will allow qualified consumers in the Commonwealth to have access to consistent, high-quality marijuana and marijuana products that are regulated and tested for cannabinoid content and contaminants.

CONTROL. In addition to the CCC, the City of Boston Police Department and other municipal departments will have oversight over HTF’s security systems and processes.

ECONOMIC DEVELOPMENT. HTF’s renovation of the former Payless ShoeSource will help revitalize the Mattapan Square area and contribute to the overall economic development of the local community.

Community Outreach Meeting & Next StepsConducting a Community Outreach Meeting with the residents of the City of Boston is just one step of the approval process with Boston and just one step of the Marijuana Establishment Application process with the CCC.

At the CCC level, HTF must still:

▪ Submit a complete application

▪ Obtain a provisional license

▪ Submit architectural plans for CCC approval

▪ Build out location and pass several CCC inspections

▪ Obtain final license

▪ Undergo regular surprise and scheduled inspections by the CCC

At the City of Boston level:

▪ Host Community Agreement (Contracting Authority)

▪ Go before Zoning Board of Appeals

▪ Ongoing coordination and oversight from various municipal departments (Police, Fire, ISD, etc.)
