Rhichard Douglas FosburyKnown as Dick Fosbury ( March 6, 1947 in Portland , Oregon ) is an American exalted high jump specialist , who was champion at the 1968 Mexico Olympics and became famous for using a new technique to pass over the bar , which have subsequently applied both divers and is known as Fosbury Flop .
