1.0 GENERAL

1.1 Purpose

This document outlines the technical requirements to be followed for the design, selection, and scope of work for Submersible Pumps for the HALFAYA PROJECT SURFACE FACILITY PHASE THREE.

This document should be read in conjunction with the technical requirements specified in the Equipment Data Sheets and related PROJECT specifications, codes and standards.

1.2 PROJECT Overview

Petro China International Iraq FZE Iraq Branch (hereinafter refer to “Petro China”) is responsible for the development of the Halfaya oil field located in the southern part of Iraq, in the Missan Governorate, 35 km southeast of Amarah city. The field is a NW-SE trending anticline structure about 30 km long and 10 km wide. Petro China (Halfaya) is currently planning to develop the Halfaya oilfield. During PHASE 3, Petro China will build a new Central Process Facilities (CPF3) which include SWP2, Production Staff Camp, Workshop, EPC Contractor Camp and laydown area, outdoor switchyard, ISF(Iraq Security Force) Camps and Check Points, etc. In order to protect the above mentioned plants against flood and terrorist attack, the security defence for CPF3 will be built first. The scope of work includes, but not limited: Security Defence and civil work for CPF3 Area: include Ditch, Flood Protection Dam, Guard Towers, Patrol Road, Flood drainage system, Power line and Lighting system, Guard Rooms and Gates.

1.3 Definitions

Within this document, the following definitions apply:

2.0 BASIC ENGINEERING DESIGN DATA

Refer to Design Basis for Security Defence Works of CPF3 Area. (Doc no HFY3-3125-GEN-DB-0001)

3.0 SCOPE OF WORK

3.1 VENDOR’s Scope of Supply

For scope of the Submersible Pumps reference is made to the data sheets giving the operating conditions and design requirements.

The VENDOR’s scope of supply includes engineering, design, manufacture, assembly, inspection and testing, painting, supply, documentation, shipping to site, supervision of pre-commissioning and commissioning of the Submersible Pumps as outlined in the specifications and data sheets. The operation of the pumps will be as specified in the Data Sheets.

In general, VENDOR’s scope of supply/services per pump shall include but not be limited to the following:

1. Submersible Centrifugal pumps with electric motor, shaft sealing and lubrication arrangement.

2. Macerator blades.

3. Electric motor with associated accessories.

4. Guide rail, brackets, mounting fixtures etc. for pump installation in sump with associated accessories.

5. 90o discharge bend at pump discharge nozzle and discharge piping upto the surface of the pit.

6. Auto-coupling (quick coupling) system to connect pump & discharge pipe.

7. Installation hardware such as anchor bolts, supports etc.

8. An internal moisture sensor and moisture alarm, stator thermal switches and lower bearing temperature sensor for Motor protection.

9. Submerged waterproof electrical cabling.

10. Lift chain for pump.

11. First fill of lubricants.

12. SS 316 nameplate.

13. Surface preparation, Painting and Coating.

14. Inspection and testing including Factory Acceptance Test at VENDOR’s works.

15. Packing, protection, preservation transportation and storage for 12 months.

16. Site Supervision of installation, pre-commisioning and commissioning.

17. Special tools for operation, installation and maintenance.

18. Start-up and commissioning spares.

19. Recommended spares for two (02) years continuous operation in the form of a list.

20. Training to Operators at VENDOR’s workshop and at site.

21. Relevant drawings and documents hard copies and soft copies (CD’s) as per VDRL.

22. Equipment dossier which includes all test results and MTC,etc.

3.2 Inspection, Testing and Certification

As per the attached specifications, Data sheet and per Appendix – E of this MR.

3.3 Special Tools for Maintenance

VENDOR to propose any special tools for maintenance and provide any optional price for the same.

3.4 Spare Parts (Pre-commissioning / Commissioning & 2 Years Operational)

VENDOR to provide list of the Pre commissioning, Commissioning and Capital spare as separate line item and give unit cost for the same Start-up & Commissioning spares shall be quoted based on VENDOR recommendation. Itemized list of 2-year operation spares recommended in the filled up SPIR Form. Refer to the general specification: HFY-GEN-GEN-SP-00004.

3.5 Consumables and Lubricants

VENDOR to supply first fill of Lubricants (oil and grease).

3.6 Preparation for Shipment and Packing

Packing, Marking, Preservation, and Shipment for all items in VENDOR’s scope, shall be suitable for seaworthy and road transportation, multiple handlings and suitable for outdoor storage for a minimum of 6 months in accordance with Project requirements. VENDOR to consider the sea freight packing for all items.

3.7 Site Assistance

VENDOR to provide the per diem rate for the site assistance.

3.8 Training of COMPANY Personnel

Not applicable.

4.0 DOCUMENTATION

Documentation shall be submitted as per Appendix-G.

5.0 QUALITY MANAGEMENT

6.0 GUARANTEES / WARRANTIES

VENDOR to provide the Guarantee/ Warrantee for 18 moths ex- works or 12 months from the hand over to client whichever is earlier.

7.0 VENDOR RESPONSIBILITY

Ensuring that all equipment supplied shall meet the requirements of the data sheets, project specifications, design codes and engineering standards reference herein.

Changes and additions relating to equipment within the scope of supply. Packing and preservation procedure if any.

8.0 DATA REQUIRED WITH QUOTATION

A fully detailed written bid is required together with all data requirements listed below:

Comments / Deviations / Exceptions taken by the VENDOR with respect to PROJECT Specification, Data sheet, Codes, Standards Regulations and this MR shall be explained with technical justification for evaluation.

Notes:

The VENDOR shall submit all deliverables within the period as indicated;

Final certified drawings and documents shall be submitted within two (2) weeks of fabrication and testing completion;

Field Service Rate Table for Commissioning and Provision of Training

The VENDOR shall provide a schedule of per diem field rates for personnel to perform installation/erection supervision, commissioning and/or training as well as an estimate of time required to perform each function.

Per Diem rates shall be based on the following:

Air fares, transit accommodation and travel accommodations shall be reimbursed at cost and to be supported by supporting documentation;

Single accommodation shall be reimbursed at cost;

Per Diem rates for all work at the site shall be based on ten (10) hours days, six (6) days per week;

Rate(s) for personnel on stand-by at the site. (Due to weather or other unforeseen circumstances);

Rate(s) for travel to and from site (maximum eight (8) hours per day travel time);

The Per Diem rate shall include any special allowance, incidentals, small tools and testing apparatus which may be required by the representatives to perform his job.

The VENDOR shall provide a separate break-down of training, start-up and commissioning services included in their quotation. Such information shall include a list of personnel required, crew size, planned duration of the services and a description of all work to be performed.

Inspection Levels

Level 0

No Quality Surveillance required.

Level 1

Release for Shipment Surveillance. This level requires final surveillance inspection only to ensure that the complete equipment/ material is:

in compliance with the purchase order;

properly identified;

adequately prepared for shipment;

Documentation requirements have been fulfilled.

Level 2

Limited Scope Surveillance. This level requires, in addition to surveillance activities outlined under level 1,a prefabrication visit to review the quality requirements established by purchase order plus witnessing of all verification and hold points outlined in the Quality Surveillance Plan.

Level 3

Full Scope Surveillance. This level requires, in addition to surveillance activities outlined under level 2, random visits during the fabrication cycle with the purpose of monitoring and verifying the VENDOR’s compliance with his own Quality Control Program and purchase order specifications, on a spot check basis. The frequency of visits shall be based on the complexity of the equipment and the VENDOR’s performance.

Level 4

Extreme Surveillance and Residency Surveillance. This level requires, in addition to surveillance activities outlined under level 3, daily visits or full residency as directed by the PROJECT. The VENDOR’s Quality Program execution shall be monitored on an ongoing basis and all specified tests shall be witnessed.

The VENDOR shall confirm compliance with each clause of this requisition / specification by writing, “yes” in the column headed “Conforms”. 3 1. VENDOR shall fill in VTA (VENDOR to advise) marked in this data sheet and shall submit the same along with their proposal.4 2. Minimum instrumentation required for safe operation of the pump shall be furnished by VENDOR.5 List of instruments supplied with the pump shall be furnished by VENDOR in the bid.6 3. VENDOR shall supply the suction mesh, lifting chain.7 4. VENDOR shall furnish pump with NPSHR less than NPSHA by at least 1m.8 5. VENDOR shall provide the required length of electrical cable.9

10 7. The size of sewage tank is 16(m)×6(m)×4(m) (LXWXH).11 8. The electric motor shall be designed in accordance with Specification for Electric Motors Rated up to 150kW12 (Doc no HFY3-3125-ELE-SPC-0004) 13 9. The pump design life shall be advised by Pump VENDOR.14
