Medicaid Fraud 1018:30 a.m. - 9:30 a.m.This presentation will introduce you to Ohio Attorney General Mike DeWine’s Medicaid Fraud Control Unit, and ad-

dress the Unit’s statutory authority, jurisdiction, composition, and role in Ohio’s Medicaid program integrity efforts. This presentation will help you better define the term “fraud,” and will explore the statute that makes Medicad fraud a crime under Ohio law. Finally, this presentation will discuss fraud detection and prevention, and will address the many and varied schemes by which providers defraud Medicaid, highlighting current trends in healthcare fraud.

Speaker Bio:Lloyd Early is the Special Agent-in-Charge in the Medicaid Fraud Control Unit of the Ohio Attorney General’s Health

Care Fraud Section. He is a graduate of the Ohio State University with a double major in Financa and Economics. He has twenty-four years of law enforcement experience including service as a Special Deputy Investigator, an Ohio Organized Crime Investigation Commission Task Force Agent, a Special Agent, a Special Agent Supervisor, and an As-sistant Executive Director for the Ohio Peace Officer Training Commission.

homelessness. By the time he was 17 years old, he and his family had lived in two homeless shelters, a church, a small fourth-floor attic, public housing projects and a hotel, among many other places.However, with his determination to ascend from poverty unaffected, he earned his G.E.D. and obtained an asso-

ciate’s degree in English and Communications at Allegheny Community College. He went on to earn his bachelor’s degree in Journalism and Communications from Point Park University where he graduated Cum Laude. Jonathan then attended and graduated from Ohio State University College of Law.He then practiced law at the Ohio Attorney General’s Office. During his 12-year-career there, he served in a variety

of leadership posts, including Deputy Attorney General and Section Chief. He led several departments to achieve suc-cess. As a result, he was a recipient of the Ohio Attorney General’s Innovation and Excellence Award in 2005.Jonathan is also an avid photographer. Pictures have intrigued him ever since he was a child. While growing up,

drawing pictures provided him with an escape from his life of poverty. Later in life he became hooked on photography when he happened upon a 35 mm camera and looked through the viewfinder. He was so enthralled that he studied photography as part of his undergraduate major in communications.Today Jonathan serves as CEO of Clear Picture Leadership®. He uses lessons learned from his childhood, leadership

skills honed throughout his career and the inspiration embodied in his artwork to encourage leaders to achieve a “clear picture” vision. Speaker Bio:Rich Rollins is the owner of Rollins Capital Strategies. Rich brings over 35 years of experience in healthcare con-

sulting services. Rich has performed over 75 financial feasibility studies, with associated debt issues ranging from approximately $15 million to over $300 million.For 12 years, Rich was with Dixon Hughes Goodman. He started the Hospital Capital Strategies Group with DHG. Rich

and his group assisted hospitals in obtaining over $2.5 billion in funds for capital expansion, start-up facilities and refinancing. Rich writes and speaks frequently on a number of health care topics. He holds a bachelor’s degree from the Univer-

Speaker Bio:Kassem K. Matt is a managing director and a member of the executive committee of Lancaster Pollard, a financial

services firm based in Columbus, Ohio, that specializes in providing capital funding to the senior living, health care and affordable housing sectors. In addition to underwriting tax-exempt and taxable bond offerings, Lancaster Pollard provides organizations a complete range of funding options through its Fannie Mae/FHA/ GNMA/USDA-approved, mortgage lender subsidiary.Mr. Matt is a regional manager for the firm’s Eastern Great Lakes region and is the lead health care banker in Ohio.

Since joining Lancaster Pollard in 2006 he has underwritten transactions in excess of $1.4 billion through conven-tional bond financing, FHA, Fannie Mae and USDA programs. He has 20 years of experience in capital markets and corporate banking.

Mr. Matt holds a bachelor’s degree in finance from The Ohio State University and an MBA from Cleveland State University. He is a 2002 graduate of Leadership Columbus. Mr. Matt is a frequent speaker on capital access for health care providers at both state and national events.

Speaker Bio:LJ Smith is a Part A Senior Provider Relations Representative for the J15 A/B MAC contract at CGS Administrators.

She began her Medicare career in 1983 at TrailBlazer Health Enterprises, the former J4 A/B MAC contractor. In 2009, LJ received the Recognizing Outstanding Customer Service That Achieves Results (ROCSTAR) award from CMS. Her past experience included conducting Part B Provider Outreach and Education and Beneficiary Outreach and Educa-tion during the implementation of the Medicare Modernization Act of 2003. LJ joined CGS in 2012, and at that time she turned her focus to Medicare Part A.Annie Scriven is a Part A Senior Provider Relations Representative for the J15 A/B MAC contract at CGS Admini-

stators. She began her Medicare career in 2005 with the Part A Provider Outreach and Education department at TrailBlazer Health Enterprises, the former J4 A/B MAC contractor. Her experience includes conducting MSP hospital audits and serving as a subject matter expert for hospitals, outpatient rehabilitation facilities, CERT, and the Recovery Auditor program. Speaker Bio:Charles Cataline is the vice president of health economics and policy for the Ohio Hospital Association in Columbus,

where he manages many of the association’s finance and patient financial services activities. Charles also acts as a liaison for Ohio hospitals to the Centers for Medicare and Medicaid Services’ (CMS), the Ohio Department of Medic-aid and the Ohio Bureau of Workers’ Compensation on Medicare, Medicaid and BWC advocacy, policy and payment initiatives. A 1974 graduate of the Ohio State University, Charles has been in the health care industry since 1975 and with OHA
