Heritage Management August 17, 2011 Vaibhav PrakashDepartment of Architectural Conservation  Heritage Management Policy of Rajasthan & its impact on Sustainable Rural Development (the process) This particular paper is to study and analyse Heritage Management Policy of Rajasthanin the light of 11 th schedule of The Constitution of India, Article 243 (G) which refers to the Panchayati Raj  Institutions (PRIs) and their power, authority & responsibilities. Article 243 (G) & 11 th schedule have been selected as the area of interest; Delwara, Rajasthan is designated as a village and holds a Gram  Panchayat of Khamnor Mandal (Panchayat Samiti) under Rajsamand district of Rajasthan state. y Under 73 rd amendment of the Constitution of India, Article 243 (G) describes the Power, authority and respons ibilities of Panchayats. These are:- o The preparation of plans for economic development and social justice. o The implementation of schemes for economic development and social  justice as may be entrusted to them including those in relation to the matters listed in the 11 th schedule. y PRI system is a 3 ² tier system, o Gram Panchayats are at vill age level, o Middle level comprises of Panchayat Samiti at the block level, o Zila Parishad at the district level. This tier is responsib le for preparation of integrated  Annual Plan of the district for rural as well as urban area through the Di strict Planning Committee. y 11 th schedule is read with the A rticle 243 , it lists down 29 sectors which should be dealt by the local self ² govern ment. These are:- 1 Agriculture, including agricultural extension. 2 Land improvement, implementation of land reforms, land consolidation and soil conservation. 3 Minor irrigation, water management and watershed development. 4 Animal husbandry, dairying and poultry. 5 Fisheries. 6 Social forestry and farm forestry. 7 Minor forest produce. 8 Small scale industries, including food processing industries. 9 Khadi, village and cottage industries. 10 Rural housing. 11 Drinking water. 12 Fuel and fodder. 13 Roads, culverts, bridges, ferries, waterways and other means of communication. 14 Rural electrification, including d istribution of electricity. 15 Non-conventional energy sources. 16 Poverty alleviation programme. 17 Education, including p rimary and secondary schools.

Castes and the Scheduled Tribes.

y  Functions and Powers of PRIs under the Rajasthan Panchayati Raj Act 1994: -

o  First schedule deals with powers of Gram Panchayat,o  Second schedule deals with powers of Panchayat Samiti,

o  Third schedule deals with powers of Zila Parishad.

All these above stated powers collectively shows that PRIs have been

entrusted with the work of every government department like :-

Agriculture, Animal Husbandry, Art & Culture, Fisheries, Social and Farm

forestry, Minor Irrigation, Rural Housing, Drinking Water, Roads, Buildings,

Rural Electrification, Poverty Alleviation Programme, Education, Public

Health and Family Welfare, Welfare of Weaker section, Public Distribution

system along with many departments.

y  According to the Report of the Third State Finance Commission, Rajasthan,

2005-2010, Jaipur, Feb,2008; the Panchayati Raj department has submitted

that out of 29 subjects described under 11 th schedule only 18 funds and

functionaries have been transferred to the PRIs and are as follows: -

y  Therefore, the management of the subjects described in 11 th schedule and

undertaken in Rajasthan Panchayati Raj Act 1994 lies still under State

Government/ Departments rather than the PRIs.
