Executive SummaryThis plan has been commissioned by the Hepburn Shire Council to develop a vision, set of principles and practical actions to appropriately manage Hepburn Mineral Springs Reserve (HMSR) in to the future.

The reserve is of state and national signifi cance due to the rich history surrounding the area and the unique nature of the natural mineral water springs located at the reserve. The reserve is a premier resident and visitor destination for the Hepburn Shire and is renowned for it’s quality facilities and historical buildings and landscape. The area has a rich indigenous history (Dja Dja Wurrung Community) as well as an important European history given the early settlement of the area by Swiss and Italian immigrants.

It is important to recognise that renovations and new works in this area should focus on product quality given the signifi cant status of the reserve.

Hepburn Mineral Springs Reserve is an area of land made up mainly of Crown Allotment 1B Section 24 Hepburn Township, comprising of 27.8 Hectares. Smaller parcels are also part of the reserve and include the Bathhouse site and Mineral Springs and Public Park site. Together these make up an area of an additional approximate 2 Hectares. The reserve is currently managed by Council on behalf of the Department of Sustainability and Environment, with the newly refurbished Spa Centre being managed under contract to Council. The reserve is located in the centre of Hepburn.

The reserve provides a variety of settings aimed at passive recreation and natural landscape. The most active section of the reserve provides a historically themed, European landscape incorporating the multi-million dollar bathhouse development and pavilion café. This part of the reserve provides infrastructure aimed at high visitation and vehicle movement.

The remainder of the reserve provides access to a more tranquil, mostly bushland setting with walking trails, the local Hepburn pool and tapped mineral springs.

The Hepburn Mineral Springs Reserve is used regularly for tourist activity with visitors coming to experience the natural beauty of the area as well as the attraction of the bathhouse and day spa and publicly accessible mineral spring sites.

The reserve also has a long history, having been valued for its natural mineral spa properties by locals since the 1860’s. A reserve of .5 Ha was fi rst protected in 1868 with the reserve increasing in size and popularity throughout the early 1900’s. The reserve is still a major Victorian tourist destination.

The topography of the Reserve is dominated by a gully, through which Spring Creek runs and along which the Reserves’ three main springs, the Soda, Locarno and Sulphur springs are located. The springs have been modifi ed over time, with infrastructure in place from the early 20th century to permit water to be collected by effi cient and sanitary means for use in the bath house and for drinking.

This management plan has been prepared in partnership with the local community, Council staff other stakeholder representatives and has included fi eld assessments with an environmental management and landscape management focus.

Consultation with local community has been undertaken in a variety of ways, providing opportunity for feedback through on site meetings, surveys, web based comments and community meetings.

Relevant information on the site has been provided by both local community and Council.

From the research and consultation undertaken the following management principles were defi ned for the reserve.

1. Conservation

Protection of historic, European landscape with protection of exotics –

Control and manage invasive weeds with a weed removal and indigenous planting –program particularly in Spring Creek

1 Introduction

The Hepburn Mineral Springs Reserve Management Plan was commissioned by the Hepburn Shire Council in order to responsibly resource a management regime for the future benefi t of Hepburn Mineral Springs Reserve, Hepburn. In order to provide a relevant set of management principles and actions, the initial stage of this plan provides an introductory context through the investigation of present conditions, relevant strategic work, current use and values, and a history of the reserve.

This plan has been prepared with input from stakeholders and local community members who have provided information on current management regimes, issues, concepts and ideas for the future improvement of Hepburn Mineral Springs Reserve.

Hepburn Mineral Springs Reserve is a signifi cant passive recreation reserve in the area and a major tourist attraction dominated by the mineral springs, natural bushland setting and Bathhouse and Spa development. The reserve presents as a picturesque park land, with a well developed entry point and built form of varying quality and materials from that point onwards.

Locally, there is evidence of strong community interest in improving and protecting the reserve, being involved in the management of the reserve and interpreting the history of the site.

The management plan is designed to act as an easy to read tool for those involved in managing the reserve and, for more detail on background research, a background paper is available.

1.1 The Study Area

The study area is approximately 30 Ha in size with the most signifi cant parcel of land being Crown Allotment 1B Section 24 Hepburn Township, comprising of 27.8 Hectares. Smaller parcels are also part of the reserve and include the Bathhouse site and Mineral Springs and Public Park site. Together these make up an area of an additional approximate 2 Hectares. The reserve is currently managed by Council on behalf of the Department of Sustainability and Environment, with the newly refurbished Bathhouse and Spa Centre being managed under contract to Council. The reserve is located in the centre of Hepburn.

1.2 Background and Purpose of Plan

The purpose of the plan is to provide the local community and Council with clear directions about the future management, maintenance, improvement and use of the Hepburn Mineral Springs Reserve.

Council views the site as a major tourist attraction with a strong local history and understands the need to ensure local people with an interest are able to effectively provide input on the management and future of the site. Maintenance and upkeep has been sporadic in the past and has resulted in some infrastructure in relatively poor condition along with Spring Creek being subject to weed infestation.

Council has consequently committed funds to the development of a management plan in order to manage resources invested at the reserve in the most effective way over time and ensure that local residents can become involved in the ongoing improvement of the reserve in a practical and meaningful manner.

The Plan includes some key infrastructure development changes and provides recommendations on managing and maintaining the reserve in a way which refl ects those values presented to consultants as part of the community discussions and consultation that has taken place.

1.3 History of the Reserve

The reserve has state signifi cance with regard to the rich history of the area and the historic and heritage listed elements that remain. The reserve is part of the traditional land of the Dja Dja Wurrung people who occupied the land throughout the area before any settlement occurred. The introduction of settlers and gold miners in the mid to late 1800’s took a toll on the health and wellbeing of the Dja Dja Wurrung tribe with the introduction of European disease such as smallpox potentially taking many lives.

European history dating back to those new settlers, having been valued for its natural mineral spa properties by those moving into the area since the 1860’s.

Initially, a reserve of half a hectare was fi rst protected in 1868 with the reserve increasing in size and popularity throughout the early 1900’s.

The landscape, once refl ecting mining activities, is now a picturesque combination of regrowth native vegetation and exotic trees on the higher land while along the creek are cultivated parklands of lawn, exotic deciduous trees and conifers and ornamental plantings and paving, much of which is Castlemaine slate. Many of the exotic trees were planted by local communities in an effort to beautify the reserve, provide shade in summer and create a landscape reminiscent of European spa centres. The local Swiss-Italian group has signifi cant connection to and involvement with the reserve to this day.

The main lawn area or Picnic Park, is dominated by a single Sierra Redwood (Sequioadentrum giganteum) specimen planted in 1901 to commemorate Federation. This tree is individually listed through Heritage Victoria.

Within the garden landscape along the creek are a number of buildings associated with the recreational use of the mineral springs since late 19th century including the only extant 19th century mineral springs bathhouse in Victoria.

A brick building was erected in 1894 and a new building was built beside this in the 1920’s with the addition of further baths and waiting room (1922) followed by a boiler house. This structure continued in use until the late 1980s when major renovations and additions were undertaken creating the Hepburn Springs Spa Complex in which external fabric of the original bath house and 1920s extension was retained along with a brick chimney from the boiler house. The bathhouse was the subject of a major redevelopment which has only recently been completed. The redevelopment was based on increasing capacity and economic viability for the bathhouse and spa centre as on ongoing tourist attraction and economic stimulus for the area.

To the south of the bath house a timber pavilion was erected in the 1870’s and gradually extended until the 1890’s to provide shelter for visitors. This was replaced in 1908 by the extant Edwardian red brick hexagonal pavilion in which community dances and other social functions were held in the inter-war period and which continues to serve as a shelter for visitors. An adjoining kiosk, also in red brick was added on the north side of the pavilion in 1939.

There are a number of other buildings in the Reserve including the caretakers cottage (1900),” a single storey weatherboard cottage probably dating to the early 20th century, and the Sound Shell, a small concrete block structure in the Picnic Park erected in 1971 by the Hepburn Springs Progress Association to provide an open air performance space.

The site still has several historical points of interest and the European landscape that was created around the site is still an important part of the character of the reserve. The southern section of the reserve also contains Hepburn Pool, a historical bathing area. Many interesting historical photos are available which could be use to bring the remnants still existing on site to life.

The reserve now also has a community based, Council supported Advisory Group which has provided information and support to this study and are enthusiastic about working to improve the reserve and interpret the historical story of the mineral springs.

1.4 Existing Conditions, Values and Uses

1.4.1 Vegetation and Conservation

Hepburn Springs is located in the confl uence of a number of small tributaries including Spring Creek in the upper reaches of the Sailors Creek catchment. Sailors Creek is a sub-catchment of the upper Loddon River within the North Central Catchment Management Authority region.

The township and the Reserve are within the Goldfi elds bioregion. The Hepburn Mineral Springs Reserve runs along the east edge of the township at the northern end of town. The dominant vegetation type or Ecological Vegetation Class (EVC) modelled to be present in this Reserve is Valley Grassy Forest (47), which dominates the Gully lines of Spring Creek.

This EVC has the conservation status of ‘vulnerable’, which is the second highest classifi cation. To the south west of the creek lines, the high ground and ridge lines are covered with Heathy Dry Forest (20). The Heathy Dry Forest has the conservation status of ‘least concern’, indicating that it is well represented in the region.

The Heathy Dry Forest (20) normally has dominant Eucalyptus species of Red Stringybark (Eucalyptus macrorhyncha) and Red Box (Eucalyptus polyanthemos). Less common in this Reserve is Long-leafed Box or Bundy (Eucalyptus goniocalyx) and Red Ironbark (Eucalyptus tricarpa). These species are present as large mature trees across the majority of the Reserve, particularly on the ridge lines and higher ground in the south-eastern part.

Common understorey plants for Heathy Dry Forest (20) are generally small and include Golden wattle (Acacia pycnantha) and Bursaria (Busaria lasiophylla var parvifolia), which was present on the site as small spindly shrubs.

Other smaller understorey species present on the slopes and ridges of EVC 20 include Black-anther Flax-lily (Dianella revoluta s.l.). Grey Tussock-grass (Poa sieberiana) was very common, also Lomandra spp and Wallaby grass (Austrodanthonia spp.). The bulk of the native vegetation south-east of the creek line is indigenous with minor populations of weeds present, occurring on the disturbed track and road sides.

The creek lines of the Reserve are modelled to contain EVC Valley Grassy Forest (47). This EVC has the conservation status of ‘vulnerable’, which is the second highest classifi cation, and as such normally warrants extra effort to conserve. However, the gullies of this Reserve are generally heavily modifi ed with a range of recreational infrastructure, weeds and exotic vegetation, which lowers the quality of the native vegetation and the merits of undertaking weed removal and other conservation activities.

There are many large exotic trees including Willow trees (Salix spp) and Radiata Pines (Pinus radiata). Scattered among the exotic trees and plants are some magnifi cent examples of Candlebark (Eucalyptus rubida). Other Eucalypts expected to be in the gullies are Red Stringybark (Eucalyptus macrorhyncha), Red Box (Eucalyptus polyanthemos) and Long-leafed Box or Bundy (Eucalyptus goniocalyx).

Where possible the exotic, senescing trees and also small exotic seedlings should be removed to enable the indigenous species to grow along the creek lines.

There were no rare or endangered species observed at the site. It should be noted that March is not the best time to observe native plants. Spring is the optimum time to observe small fl owering plants and grasses.

1.4.2 Weeds

The main creek line vegetation is heavily modifi ed with Willow trees (Salix spp) and other deciduous exotics.

Generally the gullies have moderate weed loads of Blackberry (Rubus fruticosus).

Along the rough, narrow dirt tracks Cape Broom (Gensita monspessulana) and English Broom (Cytisus scoparius) and some large stands of Gorse (Ulex europaeus) are present and should be prevented from spreading across the tracks into the Heathy Dry Forest (47).

Removal of Cape Broom (Gensita monspessulana) and English Broom (Cytisus scoparius) as declared Noxious Weeds in this region under the Catchment and Land Protection Act (CaLP Act) should be high priority.

Radiata Pine (Pinus radiata) and English Ivy (Hedera helix) are also dispersed across the site and should be vigorously controlled given their profi le as local “Bushland Bullies”.

A plan to manage the spread of these weeds should be developed.

The creek line Willows should be removed as they become senescent or, if interfering with fl ood waters, removed as soon as possible and the areas revegetated.

A longer term control and maintenance plan needs to be developed to eradicate the very widespread Blackberry infestation.

1.5 Values and Use

The Hepburn Mineral Springs Reserve fulfi ls two broad functions, one as a regionally signifi cant destination point for visitors to the area, promoting the mineral spas and constructed bathhouse facilities and the second as a reserve of natural beauty and tranquillity which is accessible for local residents to enjoy.

These two sets of values do not always co-exist easily with the redevelopment and promotion of the bathhouse and spa resulting in high visitation, signifi cant vehicle movement around the site and some loss of amenity simply due to the number of people visiting the area.

Local residents and tourist facility operators alike have also indicated that they have an expectation of higher levels of maintenance right across the site and the use of common building elements and consistent, sensitive management approach to natural areas is crucial.

The uses that need to be supported are those that fi t with the values of the reserve and remain passive. The quietening of traffi c and the upgrading of the importance of the pedestrian within the reserve was highlighted as important in redressing this balance.

The Mineral Springs Reserve is valued regionally for the quality and number of it mineral springs. These are provided for visitors to access and are presented and interpreted in a variety of ways, some of which have inspired much local debate. Much of the landscape and built form in and around Spring Creek is heritage listed and is valued for the story it tells about the European development of the reserve.

There is a strong sense of community ownership and a genuine desire from locals who were involved in consultation to be a part of the ongoing management of the reserve in order to assist in protecting and enhancing the historic and natural character of the reserve.

1.6 Policy and Strategic Context

A range of studies, legislation and existing policy infl uence the management of the study area. Key infl uences are listed below;

The area is Crown land managed by Council as Committee of Management under –the Crown Land Reserves Act 1978. Regulations under the Act provide, amongst other things, for the control of activities and the protection of vegetation and soils.

The North Central Catchment Management Authority has responsibility for managing –the bed and banks of the Creek. Any works to the creek line will need approval through the NCCMA.

The Native Title Act, 1993 prevents actions on any Crown Land that may extinguish –Native Title. The Act sets out provisions under which a ‘future act’ may be validated. It is likely that works recommended at the site would proceed without diffi culty however DSE and possibly Council planning department may need to give approval for more signifi cant works such as walking trails. Most works recommended revolve around replacement of existing facilities or modifi cations to existing infrastructure and approval is not seen as an issue.

The Healthy Communities Public Health Plan (2005-2008) notes – “Safe and Accessible Communities” is one of three key themes for Council in terms of public health and that this is to be achieved through ‘… design elements in public open spaces and playgroups that encourage the use of amenities and social interaction’ (2.1.1).

Sustainable Water Use Plan, 2007 – sets actions for Council to implement including;

Infl uence – particularly in regards to it’s water management of open space and –community facilities

Council to seek water sensitive urban design for new developments –

These are relevant in terms of use of water and stormwater collection and sensitive design, particularly in run off from roadways and car parks.

Access and Inclusion Plan, 2005 – 2015 – The Plan aims to:

Maximises access for all citizens including those with a disability, –

Enables participation by people with a disability in the life of the community with –dignity and as few barriers as practicable,

Achieve as far as possible, equity of service delivery, the development of –appropriate policies, and the implantation of those policies across all functions of Council.

Appropriate Access to reserve should be paramount in terms of decision making and detailed design

Healthy Communities – 2005 – 2015, Social Plan – Overview – highlights the following as key issues for Daylesford, relevant to the management plan

Impact of tourism on accessibility for local residents. Need for tourism operates to –provide access for locals.

Need to bring the Mineral Reserve back to people as a place of community –engagement

Destination Daylesford Plan 2008-2018 highlight the aim to position –Daylesford, Hepburn Springs and Surrounds as a renowned national and international spa, wellness and mineral water centre. The study also highlights the need to:

Capitalise on opportunities provided by the re-development of the Hepburn Mineral –Springs Bathhouse and Mineral Water Reserves to better promote Daylesford, Hepburn Springs and surrounds;

Promote and showcase tourism product and visitor experiences that complement the –spa, wellness and mineral water experience;

Develop a Festival and Events Management Strategy to improve coordination, –management and promotion of festivals and events across the region; and

Ensure quality and integrated visitor information and interpretation services across the –region.

21.09 Environment and HeritageThe entire Shire is within water supply catchments. The maintenance of water quality and the quantity of water, in a local and regional context is critical in these areas.

The objectives includeTo protect remnant vegetation and habitat from unplanned loss, while enhancing linkages between habitat areas.To mange development where bushfi re behaviour is likely to pose a threat to life and property.

Victorian Mineral Water Committee Mineral Springs Reserves Master –Plan Review 2009 provides a detailed overview of proposed works to be implemented over the next 5 or more years for Mineral Springs across Victoria with particular detail provided for major springs such as Hepburn Mineral Springs and Central Springs at Lake Daylesford.

This master plan discusses the need for the development of an appropriate management plan and provides a list of physical works at the site including;

1 Create a new entry image for the reserve:

Clearly defi ne the entrance and circulation, directing visitors to key features including –the Spring Creek Corridor, Bathhouse and additional parking

Improve pedestrian and vehicular signage as part of an overall signage strategy –

Enhance entry park landscape to include new planting, grassing, furniture and paths –

Lighting –

Landscape upgrade of main access road to upper car park, including –

planting, pavement edging, road lighting and bollards

2 Undertake a parking / traffi c movement strategy, to include:

Location of service access road to the Bathhouse –

Staff, bus and overfl ow visitor parking at the caravan park site –

3a Implement works recommended within the parking / traffi c movement strategy, including:

Service access road to the Bathhouse –

Development of additional car parking at the caravan park site: staff, bus –

DSE Annual Report 2008

In 2008 the Victorian Government invested more than $9 million to redevelop the Hepburn Mineral Springs bathhouse. The Hepburn Shire Council and Commonwealth Government also contributed to a total funding of $11.5 million.

DSE awarded Belgravia Health and Leisure Group the 20-year lease agreement with the Hepburn Shire Council commencing in mid September 2008.

The granting of the lease concludes a lengthy process to secure the future success of the bathhouse and its contribution to the economic growth of the Daylesford-Hepburn region.

Hepburn Shire Greenhouse Local Action Plan (2008) –

The Greenhouse Local Action Plan specifi es numerous ways of reducing greenhouse gas emissions through reduced energy consumption, more effi cient infrastructure and reduction in waste. This document has relevance in terms of proposed lighting, new building design and in terms of protection and rehabilitation of vegetation to continue and improve CO2 absorption over time.

2 Issue and Opportunities Identifi ed

To assist in identifying important aspects of the management plan, an assessment of issues and opportunities at the site were considered in two key ways. Sites were physically assessed by environmental planners and landscape architects. Once completed, consultation with local community took place to discuss identifi ed points of interest and provide opportunity for comment on potential opportunities or solutions to identifi ed issues. The outcomes of these processes are summarised below. (Please see background paper for detailed data on site assessments and consultation)

Native Vegetation and Fauna The site contains a mix of historical European landscape and indigenous landscape. Provide appropriate planting program to manage both the historical landscape in the immediate surrounds of the baths area and the indigenous landscape across the rest of the site.

Weeds are evident particularly in the Spring Creek area and along some of the dirt tracks in the bushland. In particular, Gorse, Cape Broom and English Broom

Historical conservation There are numerous buildings and landscapes at the reserve with a historical context that need to be celebrated.

Opportunities exist to interpret the history of the area, from being a part of the lands of the indigenous Dja Dja Wurrung community, the use of the mineral springs by immigrants in the 1860’s and development of the reserve from that point onward.

Walking path/links Some walking paths around the bathhouse are of a very high standard. The standard very rapidly diminishes further into the reserve where the paths represent a risk issue.

A walking path network exists around Hepburn Mineral Springs Reserve. Connection to a larger network providing more ready access for residents to the reserve is a requirement.

Consolidation and renovation of a main path network is crucial along with a secondary linking system. Standard and surface coverage need to change as landscape changes.

Bitumen is the best option for a main network or where erosion is an issue, granitic sand or light coloured gravel for more indigenous areas.

Better pedestrian access into the reserve is important with a key network picking up important destination points.

Risk Management Maintenance of infrastructure Many areas have damage due mainly to lack of maintenance and this often results in high risk.

Vehicle/pedestrian demarcation Roads are wide and there are few pedestrian crossings or logical ways to get people from car parks to walking paths.

Levels on the site vary particularly along the gully and Spring Creek. Fall from height issues exist because of the gully in a number of places and this needs to be addressed.

Flooding There is a need to under take a fl ood study.

Signage The reserve has a number of different styles of signage regarding controls in place at the site “Control” signage needs to be consolidated and themed

Little or no signage on site to interpret the history of the site. Interpretive signage to be introduced, potential for signifi cant display at this site.

Signage to improve walking paths and connection of other areas. As part of the overall development of the site, signage designating walking paths should be part of an overall plan to improve walking paths on site. Way fi nding signs may be useful in letting people understand the context of where they are in relation to the overall reserve.

Activities Activities on site are generally passive and should remain that way. Vehicle traffi c needs to be ‘quietened’ and walking around the site needs to be promoted.

Activities on site should be maintained to a passive level with minimal disruption to the peaceful amenity and natural setting of the reserve.

Park Furniture and equipment Promotion and interpretation of Mineral Springs could be far more effective. Much of the infrastructure on site needs to be replaced as it is too poorly maintained to be renovated or restored. Walking paths, seating and fencing has in various parts of the reserve, failed. In the bathhouse and pavilion areas, the condition of this infrastructure is quite good and a general them should be carried through, retaining use of cast iron and timber and natural/heritage colour palette.

Car parking circulation Car parking is large but not well landscaped, roadways are very wide and allow speed. Pedestrian linkage is not defi ned, current confi guration does not provide good or logical circulation

Reduce road width and consider one way traffi c. Better signage to lower car park and way fi nding signs and footpaths for people getting out of cars.

2.2 Consultation Outcomes

Four methods of consultation were undertaken for this project. These included;

1. Project Website summarising the project and providing opportunity for email based feedback on an individual basis and one which purely qualitative. Descriptive comments on any aspect of the project were allowed for.

2. Household Survey providing a set list of questions that were both quantitative and qualitative.

3. On site meeting with stakeholder groups

4. Community meeting for general discussion

Detailed outcomes of these consultation processes are provided as part of a background paper; however the following list provides an accurate summary of the key results from community consultation.

Residents felt that Council could do more and be more innovative in providing –opportunities for locals to be involved in maintaining the reserve

The replacement of and focus on providing better infrastructure toward Sulphur –Springs and Locarno Springs area.

Protect the creek and indigenous nature of much of the reserve with an ongoing –weed removal and planting program

Improve use and access with improvements to walking path and pedestrian –connection

There is a signifi cant opportunity to interpret historical components and provide –a “human story” to the site. In particular the history of the Dja Dja Wurrung, the development of the Mineral Springs reservation and the increase and changes in infrastructure and landscape over time that have occurred.

Address risk management issues exacerbated by a lack of or inappropriate –maintenance practices

Provide walking paths and signage to connect the reserve more effectively with the –local community and create a loop walk providing links from Hepburn to Daylesford through the reserve and other areas such as Argyle Reserve. Most of the path is already in place and needs some improvement, mapping and signage

Protect the integrity of the mineral spring water at the site –

More maintenance is required at the Hepburn Pool to improve water cleanliness and –landscaping around the pool site, further negotiation needed with traditional owners of the land.

There was a general frustration that so much money had been invested in the –bathhouse complex with little being spent on the remainder of the reserve which was used more by locals

There was also frustration at the time lag on taking action on maintenance issues. –Examples of calls being made to Council regarding blown lights and no action being taken for months were cited.

People were keen to see the areas past Sulphur and Locarno Springs maintained to –a higher standard but had no expectation that they would be developed to the level around the bathhouse and pavilion

People indicated that they did a lot of walking around the area and highlighted the –need to connect major destination points with a clear network of trails

Reviews and plans in the past have not been followed through which has resulted in a –‘mish-mash’ of projects

Simple things need to be done like rubbish removal, weed removal, basic repairs –

Use of simple structures and local materials was pushed as a priority –

Ensure visitors understand the extent of the park and have an opportunity to spread –activity across the site

Too much asphalt and this needs to be softened, landscaped –

No more commercial development, protect what is there in terms of publicly –accessible low key development.

Major use by local residents was for walking (40%), gathering mineral water (11%) –and playground (10%) and this occurred most usually on a weekly or daily basis.

Eastern car park- not well signed or landscaped and no pedestrian crossing areas.

Condition of pedestrian paths varies greatly across the reserve and needs to be made more consistent

Poor path condition is a risk issue

2.3 Park and Open Space Trends

As a result of previous studies undertaken, current participation data available through the Australian Bureau of Statistics and comments made throughout the consultation phase, the following list of broad trends are provided to further inform the outcomes of the Management Plan.

1. Increased development and use of linear open space as paths or trails for walking and cycling

2. Using open spaces to connect destinations as an alternative mode of transport, less reliance on motor vehicles.

3. Recognition of need to promote healthy, active lifestyles in a sedentary society.

4. Emphasis on Universal Access philosophy.

5. Increasing levels of informal recreation with decreasing levels of more formal sport participation as people become more individual in their approach to leisure time.

6. Increased understanding of the need to provide diversity of settings and levels of development

7. Signifi cant increase in protecting natural and cultural values and a commitment to environmentally sustainable management and development

8. Signifi cant increase in embracing water conservation principles

9. An understanding of a partnership approach to management with Council having a limit on resources and the importance of local volunteerism

10. Increased understanding of the funding environment and availability of grants for a variety of works and programs

11. Recognition of the high importance of weed control and revegetation with indigenous species in order to protect habitat

12. Broadly speaking, Victoria has an aging population, generally wanting to exercise in an informal environment and undertake low impact exercise

3 Vision and Management Principles

Based on the research and consultation previously summarised, the following vision statements and management principles are provided for Hepburn Mineral Springs Reserve in order to develop a broad direction for the future improvement of the reserve and to guide future decisions and actions at the reserve.

3.1 Vision and Future Direction for the Reserve

The following statements provide a vision for Hepburn Mineral Springs Reserve focussing on the values highlighted by the research and consultation undertaken;

Hepburn Mineral Springs Reserve will be a place where a natural and historic landscape is managed and protected for the enjoyment of local residents and tourists with a particular focus on family involvement.

Spring Creek will be a waterway known for its riparian, weed free vegetation

Local community members can become involved in the management of the reserve and local working bees can assist in improvements at the site

The reserve serves as a destination for pedestrians from surrounding neighbourhoods and creates links to other destinations

The reserve will provide a tranquil setting for passive recreation such as walking, picnics and use of the mineral springs

Around the bathhouse and pavilion area, the historic, European species will provide the dominant landscape character,

In other areas of the reserve indigenous species will provide the dominant landscape, in conjunction with a weed management program

The reserve will have a strongly themed built form to provide for passive recreation and this will be sympathetic to the historic character of the space

The reserve will provide a connection to the past in and be valued because of its connection to the history of Hepburn

4 Actions to Achieve Management Principles

4.1 Conservation

Protect and manage interface for Indigenous and European landscapes

Hepburn Mineral Springs Reserve has a unique history that has lead to a landscape which provides a concentrated area of European landscape with exotic species and a much larger expanse of native bushland. It is clear that both need to be appropriately maintained and interpreted at the site as both have a place in telling the story of the history of the park.

Generally the areas given over to both landscapes are reasonably well defi ned however weed growth particularly in Spring Creek and along some of the paths through natural bushland areas need to be managed with an ongoing weed control and indigenous replanting program.

In the northern area of the reserve, there is a mix of native and exotic species and this mixture should be managed as such.

In particular, management of Pinus radiata and Willows will be crucial as both are seen as very invasive and will need to be managed and controlled effectively. It is expected that willow seedlings and pine seedlings would generally be removed from the creek line and be contained as examples in other specifi c areas.

It is expected that exotic species with the indigenous zone would be removed over time whilst indigenous species in the European landscape would be allowed to grow as part of a mix of native and exotic species.

In some instances, retention of fallen logs and other material on site is necessary to achieve an appropriate habitat for local indigenous wildlife. Fauna will cross between environments on site and appropriate fencing should be introduced to reduce opportunities for entanglement or trapping. Even small mesh fencing can potentially block smaller animals such as lizards,

The work of managing the interface will involve the physical removal or spraying of any encroaching exotic weeds and seedlings into the indigenous zone.

Rehabilitation of Spring Creek

Spring Creek is suffering from a proliferation of weeds and some points of erosion and a weed removal program, coupled with native vegetation replanting needs to take place. The area around the bathhouse has been redeveloped and is relatively weed free however other areas of the creek line south of this section are choked with low lying and woody weeds.

Water quality may be an issue given run off from car parks and erosion however this is not confi rmed. It is recommended that some areas of natural fi ltration be employed as a preventative measure.

With inappropriate practices, water quality can be an issue in creeks and dams. Where silt build up or contaminated storm water run-off is occurring, simple traps can be used to reduce harm. There is also the issue of erosion which needs to be addressed where lack of vegetation can cause excessive loss of soil.

1. Install natural water fi ltration devices where required.

It is recommended that the use of a natural feature such as riffl e beds that provide a recognised fi ltration and oxygenation system whilst not impeding water fl ow, be used.

It is recommended that this system be used at isolated points along the creek line where weeds are removed. And creek bed stability may be an issue

2. Undertake weed removal and riparian planting program

A key aspect of rehabilitation for Spring Creek focuses on the removal and ongoing control of weeds. A weeding program needs to be coupled with an indigenous planting program of appropriate species for a riparian corridor.

Much of the larger vegetation around the creek is made up of exotic species and there will need to be a point where this vegetation is retained and an area which is cleared of weeds, returned to more appropriate species or developed with riffl e beds to stabilise creek soil.

3. Undertake fl ood study

Evidence gathered through consultation would indicate that the Hepburn Mineral Springs Reserve is subject to inundation in a fl ood event and that no defi nitive work has been undertaken in terms of the impact various volumes of water may have at the site. It is recommended that this occur and provide information on potential fl ows through Spring Creek. This will impact on the level of vegetation in and around the creek in terms of ensuring that fl ood waters are not impeded inappropriately as part of any planting program.

4. A specifi c landscape management plan should be undertaken for Spring Creek

Spring Creek requires a landscape management plans that provides detailed reccommednation on the retention, removal and management of various species. This is required given the mix of native and European vegetation along the creek line which needs to be sustainably and sensitively interpreted.

Protection of Mineral Water Quality and Presentation of Springs

1. Council and the Victorian Mineral Water Committee develop a communication based relationship to ensure effective, coordinated management of the Mineral Springs area.

The protection of the quality of the water taken from the Mineral Water Springs (Soda, Locarno Pavilion, Wyuna and Sulphur Springs) has been raised as part of community consultation.

It is understood that the monitoring and testing of the water is the responsibility of the Victorian Mineral Water Committee.

The Mineral Water Committee and Council need to work together to ensure that commercial areas utilising the waters, do not exploit the use of the waters to the detriment of the overall supply.

In general it is expected that the introduction of new mineral water pumps by the Victorian Mineral Water Committee will assist in the cleanliness of the water.

It is strongly recommended that Council should develop a more communicative and management focussed relationship with the Victorian Mineral Water Committee and liaise with them on a regular basis regarding the health of the mineral springs.

Current tapping of mineral water at Hepburn (Locarno) - more diffi cult to see and use.

Weed Control

Weed invasion is a threat to the conservation of environmental values at Hepburn Mineral Springs Reserve. Removal of weeds at this reserve must be part of a consistent, ongoing program of weed control using a variety of measures, coupled with a revegetation program.

1. High priority should be given to control of vigorous weeds through physical removal and spot spraying.

Some of this work is suited to volunteers groups and may be undertaken with some Council resource support in the fi rst instance with ongoing follow up by a local community volunteer group.

Key weeds on site are Blackberry, Cape Broom, English Broom and Gorse

Willows should be controlled and progressively removed as they become senescent or if they are deemed to be restricting fl ow to the extent of impacting on fl ood fl ow.

A rust (fungal) disease has been utilised in some regions in an attempt to control blackberry weeds. Further research indicates that although this has had some affect, at this point it has only been a mild deterrent. It is recommended that blackberry be physically removed along with other weeds and an ongoing chemical spray program be implemented.

There are a wide variety of herbicides used to control weeds; however, it is very important to note that careful selection of product and controlled spraying is crucial given the proximity of the creek line and water bodies.Weed removal should only be undertaken when confi rmation of an immediate revegetation program is in place and resourced.

Application of poison;

Apply herbicide when the plant is actively growing. –

Do not apply herbicide when the plant is under stress: extreme heat or cold, drought, –waterlogging, or diseased.

Choose early morning or late afternoon in summer; midday in winter. Usually apply –in spring.

Do not apply when wet or windy weather is anticipated. –

For many plants, especially bulbous plants and those which sucker, the best time is –from summer to autumn.

Treat deciduous plants in late spring or in summer, when in full leaf. –

Areas that are being used as habitat for breeding fauna should be physically removed –outside of breeding season.

Weed removal should be staged to ensure habitat is not removed all at once and to reduce erosion. Large areas of exposed soil are an open invitation to weed invasion and may also cause soils to erode.Mulch bare soil, and stabilise with indigenous planting as soon as possible.

Areas of Spring Creek with weed- in particular willows and blackberry need to be removed over time and replaced with indigenous plantings.

Weed control principles

Weed control must be done step by step with an integrated revegetation program to achieve a successful outcome.

Prioritisation and environmental impacts must be taken into account at all times.

It is important to consider any negative impacts of weed control and try to minimise these.

These ideas must become the backbone of any restoration plans for Spring Creek.

The natural creek bed area still has some native understorey plant species. Many different species of native birds can be observed moving through the canopy and weedy understorey.

These bird species, the assumed presence of native mammals and the presence of many native plant species make the area ideal for a major long term project for the community, Local Government, DSE and the NCCMA.

Weed Prioritising

Prioritising is essential for effective and environmentally sensitive weed control. At times, being environmentally aware can seem detrimental to effective weed control, but an understanding of weed life cycles can often lead to successful outcomes.

Choosing which weeds to control fi rst requires investigation of the following;

Seed Dispersal/Seed Type

Plants move their seeds about in many different ways. Some plants simple drop their seeds at the base of the adult, then form a thicket increasing in size, density and seed production capability as the years pass. Other plants have different seed shapes to help them travel long distances on the wind; this can give them the capability of moving birds and animals to move the seed in a similar fashion. Some plants produce hard coated seeds that can be stored in the soil for long periods of time allowing the plant to take advantage of environmental change such as increased light after weeds have been controlled or fi re has cleaned the vegetation.

Reproduction Technique/Rate of Invasiveness

Plants reproduce in two ways – sexual reproduction and asexual reproduction. Sexual reproduction is a concern when large amounts of seed is produced and can then be dispersed into the surrounding environment. Asexual reproduction is when a plant does not need to produce seed to continue to reproduce and dominate and environment. Bulbs, corms, layering and suckering are all techniques of reproduction not using seeds that can cause severe weed invasions. Amount of seed produced or reproduction technique can be related to rate of invasiveness i.e. amount of seeds is related to amount of potential seedlings that may become reproducing adults. Not needing to produce seed can allow a plant to use energy storage techniques to allow rapid growth and over large areas quickly when increased light, nutrient, water pr disturbance creates opportunities for invasive weeds. Priority rating may change over the years, as some weeds are effectively controlled.

Habitat Functions/Threat to Remnant Natives

In cases of severe weed invasion, some weeds can be the only place where native birds, insects and animals have to live. Removal of these plants must be done in a controlled way with staged removal and revegetation to replace the habitat lost during the weed control. Total removal of some weeds therefore may be determinable to the environment. It is important to control seed production of any weeds of they are to be left for habitat reasons.When weeds are invading remnant natives, it is a number one priority to control them. Climbers may strangle the trees; other weeds will be also stopping regeneration around the adults. Weeds may also change microclimate around remnant plants causing decline and eventual death.

Amount of Individuals/Plant Life Cycle

If there is only a small amount of a particular invasive weed, it should be removed immediately. It is logical to control these small invasions before they establish themselves as severe problems in the future. To understand plant life cycle is a great tool to be used in weed control prioritising. Some plants produce seed in the fi rst year or growth and then the adults die. The seed then waits to germinate to produce the next crop. The way to control such a weed is to kill it before they produce seed. The principle can be used for many plants i.e. killing them before the produce seed.

Deciduous trees draw nutrients from their leaves into the roots and leave the tree dormant for winter. This process can be taken advantage of in chemical weed control. The same principle can be followed with bulbs as nutrients are drawn down to the bulb after fl owering and the vegetative part of the plant is starting to die back.

Control Technique

Many techniques may be adopted from robust mechanical removal, which is capable of covering large areas to sensitive hand control or chemical control. Economics may be a constraint in choice of control technique as well as your capability to do follow up revegetation. No weed control should be undertaken unless follow up revegetation has been allowed for.

4.2 Trail connections

Develop a loop walking track connecting Hepburn and Daylesford with the Hepburn Mineral Springs Reserve

1. Provide loop pathway through reserve as part of larger Hepburn/Daylesford network

Ensure trail connects with main trail point through the Hepburn Mineral Springs Reserve

Much of the trail is already in place as part of an existing network.

Signage and mapping will be necessary. The plan shown at right provides a suggested route.

Paths to be inspected six monthly and maintained on an ongoing basis.

A walking trail maintenance allocation should be allowed for in Council’s operational budget.

This may also be able to connect into the Great Dividing Trail ‘Dry Diggings Track’ connecting into a regional network.

Provide local pedestrian links through the north west and south west corners of the reserve

1. Provide residential connection through parcel of reserve in north west corner and provide footbridge to then access main Mineral Springs Reserve

1. Provide a consistent standard of trail condition

Much of the existing walking trail network is in poor condition whilst the recently renovated section around the bathhouse and pavilion area is in very good condition.

It is recommended that the bitumen surfacing that has been laid should be extended to the rest of the site where the main trail network exists. A hierarchy of trails is also recommended with a main trail and other network feeder trails connecting areas between the spa and bathhouse and other key activity nodes.

4.3 Activities

The reserve is to be maintained for passive recreation purposes.

4.4 Sustainable Management

1. Undertake an audit of public lighting and footpaths and recommend works to improve public safety and surveillance

2. Replace all broken footpaths identifi ed as trip hazards

3. Provide better pedestrian access into the reserve from the Hepburn township (western) side of the reserve (see section 4.2)

4. Provide allocated budget for maintenanceGiven the size and nature of this reserve as a place of regional signifi cance, it is recommended that a budget be provided on an annual basis that is at least as much as is provided by the Bathhouse and Pavilion complex leasing arrangement. This can be alloacated to identifi ed works or be used to react to risk and maintenance issues as required.

5. Managing fi re risk in this area is important and the following activities should be undertaken to mitigate risk;

a. containment of understorey vegetation b. weed removal and ongoing management of weeds c. Provision and maintenance of fi re access tracks

6. Monitor and protect water clarity in Mineral SpringsThis responsibility falls to the Victorian Mineral Water Committee however Council needs to act as a strong advocate on behalf of residents to ensure that the Mineral Springs are protected appropriately. Clear communication links between Council and the Victorian Mineral Water Committee should be established and maintained. The Hepburn Mineral Springs Reserve Advisory Group to Council should also have access to information from the Victorian Mineral Water Committee.

7. Proactive inspection schedule for all non conforming risk and maintenance issues The need for regularly documented inspections, highlighting non conformance is very important even if funds are not directly available or an issue is raised that requires resources outside the capacity of Council in the short term. Current condition of assets indicates that such proactive inspection are not occurring often enough or not occurring. An initial risk management audit needs to be undertaken. Standard Risk matrix approach should be used as per Council’s insurer requirements (Civic Mutual Plus)

The fl ow chart to the right provides a simple process that should be followed for inspection schedules. Minimum monthly inspections should take place at Hepburn Mineral Springs Reserve. Parks staff should be trained in completing a checklist in order to highlight risk issues. Brief inspections could be undertaken on a more regular basis.

8. Maintenance to quality standardsGiven the premier nature of the reserve, all maintenance should be undertaken to high quality standards. Maintenance work (see section 4.5 for detailed works list) needs to be undertaken and completed by qualifi ed tradespeople, managed and audited by Council or other project manager (e.g. Spa management, Advisory Group)

Involvement of community in planning, works and maintenance of the area.

1. Provide for a local Advisory Group and registration of volunteers

Recognising the limitations on utilising Council resources exclusively for the ongoing management and development of Hepburn Mineral Springs Reserve, action has already been taken to more directly involve a group of local residents, passionate about protecting and improving the reserve. This should involve representation from the local Swiss-Italian Club who are involved with the reserve.

This group will be of great value to Council and should be utilised in the following ways;

Assist Council in establishing an ongoing works/maintenance list –

Recommendations on strategic development of the reserve and decision making role –on proposed developments

Providing information and assistance on applying for funds and acting as an advocacy –group to state government for funding of particular projects

Acting as the community liaison point for Council, assisting communication with local –community

Developing a strong community attachment to the site through using the site for –appropriate local events

Assisting in developing better links between all stakeholders, including contracted –management, Council, DSE and community groups

Develop opportunities for appropriate community working bees, allowing volunteers –to register with Councils Insurer (CMP)

The reference group should develop a relationship with the VMWC to ensure that they are consulted on and sign off on future works conducted by the VMWC.

Ensure clear accountability and responsibilities are outlined in terms of management, maintenance and development between community, DSE, Victorian Mineral Water Committee and Council.

It is important to establish some structure which defi nes areas of responsibility for the Hepburn Mineral Springs Reserve, given the number of stakeholders directly involved. The table to the right provides some clarity in terms of these roles and responsibilities for each organisation.

Provide internal Council Reference Group

It is important that Council establish an internal reference group to coordinate management resources. This reference group should meet on a regular basis and involve those managers and coordinators who have direct responsibility in the management of the reserve. The group should discuss details of proposed and pending projects with regard to the directions established in the management plan.The following framework is suggested;

Meetings held regularly ( suggested every three months) –

Involvement of following units/roles; Recreation, Parks, Capital Projects, Community –Strengthening.

Focus discussion on current project list, funding possibilities –

Provide a chair who will drive the Reference Group and follow up on those –responsible for various actions

Department of Sustainability and Environment

DSE is the government department given the responsibility of managing the reserve on behalf of the State Government as a gazetted Crown (Government) Allotment.

Overall management responsibility falls to DSE however, as is usual for a reserve such as this, local government play a key role in managing the reserve on a day to day basis for the local community. Ultimately, legal responsibility for the reserve rests with DSE and it is usual that any legal action taken in relation to the reserve would involve DSE. DSE generally provide minimal funding for works however where risk management issues exist, some funds can usually be applied for.

Victorian Mineral Water Committee

Operates as separate committee to the state government with budget held by DSE but managed directly by the committee in terms of where funds go. Focussed on providing a protection, enhancement and risk management role specifi cally for Mineral Springs across the state.

The VMWC are provided with an annual budget from Sate Government, through DSE. The VMWC use these funds to undertake new or replacement capital works (not basic maintenance). They have a strategic plan which provides specifi c recommendations on development and use the funds to complete this plan. The VMWC should use the Advisory Group as a reference group for future works.

The Shire of Hepburn Council Appointed by State Government to manage the reserve at a local level. Council has a direct relationship with DSE and acts on behalf of the Crown in terms of their management actions. In this way, if negligence is shown, it is normal that both Council and DSE would be pursued in any action.

Day to day maintenance, liaison with local community and other local stakeholders such as facility managers is expected of Council.Council’s actions are guided by the Hepburn Mineral Springs Reserve Management Plan and they have a responsibility to manage the reserve in a safe manner, protecting the site

Hepburn Mineral Springs Reserve Advisory Group to Council

Appointed by Council and provides advice to Council on issues and initiatives for the reserve.

To advise Council on issues and provide a liaison point between Council and Community. To assist in coordinating working bees etc.

Volunteers If working on site, these volunteers need to be appropriately supervised and registered with Council s insurer, CMP.

Undertaking working bees on appropriate tasks (such as weed removal, tree planting)

Heritage Victoria Act as approval authority with controls in place to govern development on site and protect existing facilities. Any developments would trigger the need for approval from Heritage Victoria.

Responsibility to assist in providing funding to protect heritage assets and interpret history of reserve. Funding usually available through competitive funding rounds.

A Council Offi cer should provide a liaison point for advisory groups and committees –of management and feed in community comments and input for consideration by the Reference Group

4.5 Maintenance

Provide for quality maintenance which addresses the historic character of the area.

1. Replacement and repair to built form components needs to refl ect the natural and historic values of the reserve and recognise the premier nature of the reserve as a palce of state signifi cance..

Examples of appropriate materials include;

Light coloured gravels for pathways in bushland areas –

Bitumen for main pathway connection in bathhouse and mineral springs area –

Timber for picnic tables, seating, posts and walkways-heritage colours to be dominant –across this part of the site

Dark colours to be used for fencing such as heritage green or black. –

Lighting to be checked regularly and replaced in an appropriate, themed approach –

Signage in metal, using a natural colour pallete, themed across the reserve. –

Built form that has some historic signifi cance or can be interpreted should either be –repaired and maintained as a functioning piece of infrastructure or, if in the case of interpretation should be maintained in a safe manner, with signage showing how this was used in the past.

1. Many works undertaken at the reserve will involve external contractors. When works are undertaken, contractors should be made aware of the management plan and the intent of the plan to avoid accidental or inappropriate damage to the area.

4.6 Built Form

Built form to refl ect historical and natural landscape

1. There is a need to provide extensive built structure in and around the bathhouse and mineral springs area

Given the majority of built form on the site will be established within the mineral springs and bathhouse area, it is recommended that a strong heritage theme be carried through this part of the reserve, as has been started in the bathhouse area.

Built form will generally consist of;

Themed metal signage for the purpose of –

providing directional guidance around the reserve and along trails –

interpreting historical aspects of the reserve –

Timber picnic table settings (painted timber slats, not stained) –

Council should look to work in partnership with the VMWC in terms of opportunities to part fund and leverage funding for other projects as listed in this report.

4.7 Historical Interpretation

Hepburn Mineral Springs Reserve has a rich and fascinating history and it is recommended that key points in that story are interpreted using appropriate signage.

Key points of interest include;

Indigenous use of land by the Dja Dja Wurrun –

Mineral Springs use by immigrant settlers, –

Development of the reserve, –

Bottling and sales of mineral water, –

Bathhouse,etc. –

Excellent photographs exist of the area as developments came and went throughout the last 150 years. These photographs provide an excellent opportunity for interpretive signage and assist in connecting current visitors to the importance of the site for Hepburn.

Opportunities exist through Regional Development Victoria, Heritage Victoria and Tourism Victoria to submit grant applications for this type of development.

2. Develop Concpet Plan and Feasibility study tp renovate Caretakers Cottage and use as interpretation centre

Signifi cant historical records in the form of documents, photographs and other historical paraphernalia exist for the reserve and these could be best displayed as part of an interpretive centre. The opportunity exists to renovate the old caretaker’s cottage which is now effectively redundant in any accommodation function and re-use the spaces as an interpretive centre. This could potentially include the development of a small community committee meeting space to be used by local community groups for meetings after opening hours.

4.9 Traffi c Management

1. Undertake Traqffi c Management Plan to investigate one way traffi c fl ow through the reserve-

To reduce the speed of vehicles and congestion that currently occurs, it is recommended that a one way traffi c fl ow be investigated.

There was very strong community interest in seeing this achieved to inmprove pedestrian access and manage vehicle traffi c in a more controlled manner.

This would provide opportunity to reduce road widths (and speeds), provide more space for pedestrians and develop a safer traffi c fl ow pattern within the reserve.

The major obstacle in implementing such a proposal is the entry back on to the public road from the older entry point. The hairpin bend provides a blind spot and there would need to be an agreed treatment from VicRoads in conjunction with any works to try and solve this issue.

A comprehensive traffi c management study is required as previous studies have been somewhat inconclusive.

2. Provide clear delineation between vehicles and pedestrians/park users

It is recommended that treatments across the car park areas be developed to ensure safe areas for pedestrians to cross

The use of a material change, such as bluestone, sandstone or granite paving is more subtle than a simple zebra crossing and is recommended for this site.

It is suggested that a footpath should run in front of vehicle bays so pedestrians are always able to be seen by cars reversing out of bays.

Restriction of roadway and introduction of footpath overlooking mineral springs and parkland. This is achievable if one way traffi c is provided

4.10 Entry

1. Provide treed landscaping to the main entry car park

The main entry point to the reserve should present as an example of the overall reserve. At present the main car park does not achieve this and some changes such as plantings of exotics to provide shade and a softening of the impact of so much asphalt will provide a better refl ection of what will be experienced on entering the reserve.

2. Provide more effective and varied pedestrian access to the reserve

At present there is no intuitive way for pedestrians to easily access the site with a well signed, well surfaced footpath. It is important to not simply provide the main asphalted driveway as pedestrian access as this can become very busy with vehicles and is not an inviting or safe way to enter the site as a pedestrian.

It is recommended that access to the site for pedestrians be developed as per Section 4.2 of this management plan.

Both car parks require landscaping with a good opportunity for some WSUD (see left)

Main entry requires some treatment for pedestrians- potential just a raised surface treatment which provides a subtle traffi c quietening and logical cross point

Design aimed at capturing and fi ltering car park run off as well as softening the impact of cars and asphalt.
