Helpinator is a single source help authoring tool. It allows you to maker help files in CHM format, manuals in PDF and RTF formats, printed manuals and WebHelp. Built-in WYSIWYG editor makes it easy to write topics, you can also capture and annotate screenshots, then embed them into topics.
