Centre for Handicapped is a non-profit making charitable organization registered and approved

by the Government of Sri Lanka under Registration No. MSS/7/8/NSPD/R/123 – Section 20 – of

the “Protection of the Rights of Persons with Disabilities” – Act No. 28 of 1996. The Centre was

established in 1992 and was later substantially upgraded on the initiative of the Rotary Club of

Kandy and its partners overseas. We have also received support from the Governments of Sri

Lanka, the United States of America through USAID and Norway through NORAD as well as from

the Australian High Commission in Sri Lanka, the German Embassy in Sri Lanka, the Indian High

Commission and MOTIVATION, a United Kingdom based organization supporting the

“Otherwise Abled”. Much appreciated support also comes from companies and from concerned

individuals. Our Centre is well equipped, staffed and able to provide artificial limbs and orthotic

devices to physically handicapped persons who are in need but cannot afford them. The Centre

caters to the needs of the entire Central, Uva, North Central, Eastern, North Western, and

Sabaragamuwa Provinces of the country. Currently we provide about 150 artificial limbs and

orthotic devices a month – 1800 per year. We also provide wheel chairs and other mobility aids

to the needy and repair a number of previously provided limbs each month. However, the

numbers of people who need such mobility devices are much more than the number we can

provide with our limited resources.

Further more, Children need new artificial limbs every 1 ½ - 2 years as they grow which is a

very serious challenge to us as well. One serious constraint in utilizing the capacity we have to

provide artificial limbs and orthotic devices is funding to cover the raw material cost and other

inputs in providing these appliances to those in need. We are straining at our financial budgets

even to provide the limbs mentioned above. If we have more funding from individuals and

organizations who would be willing to sponsor a limb or other mobility device, we could

provide many more limbs to “otherwise abled” persons who desperately need them because we

have the production capacity, capability and manpower to do so.

We would be delighted to provide you with more information in the event that you would like to

be our partner in helping those who walked before but who are unable to do so now.

WHO WE ARE

PROSTHESIS

We had initially used fabricated aluminum and subsequently switched to HDPE (High

Density Poly Ethylene) and Mobility limbs, and technologies that are more advanced.

We have now introduced ICRC Polypropylene technology, which is Modular

endoskeleton in design and more comfortable to the limb user.

ORTHOTICS

Since January 2006 the CFH has been fabricating lightweight custom-made

polypropylene Orthosis for people with physical disabilities like Polio, Muscle Paralysis

and Arthritis.

PHYSIOTHERAPY SERVICES We offer services such as physiotherapy before and after the fitting of Prosthesis. The

Centre employs trained Rehabilitation Therapy Assistants working under the guidance

of a qualified physiotherapist. The department is well equipped with manual exercise

facilities.

WHEELCHAIRS

We provide wheelchairs to the needy. There are five types of wheelchairs available for

persons with physical disabilities, addressing their different requirements.

RESIDENT FACILITIES We also provide residential facilities for patients to stay until they are fully

trained to walk.

An endowment in perpetuity comprises a lump sum payment of Rs. 150,000/- which is

invested to provide the funds for the gift of a limb each year. The donor receives details

about the recipient, how he or she lost the limb as well as photographs of the person

both before and after the fitting of the limb. Each permanent fund bears a name chosen

by the donor while some generous individuals have established such funds in memory

of dear departed relatives and family members.

It is no secret that many conventional lending institutions will be concerned about

providing loans to such impaired persons who are considered a higher credit risk. It is

for this reason that we at Centre for Handicapped started our own Micro loan program

to provide small business loans only to physically impaired persons, their spouses or if

the impairment is with the child - his / her parents. We now provide Micro loans more

than Rs. 20,000/- with a flexible repayment structure for those who have viable

business plans to start a small business or expand an existing business.

Head of P&O and his team from CFH conducted an Outreach camp at Kurunegala. A total

number of 21 recipients benefited from this and as a result of the on-going project “TRF

GLOBAL GRANT 1637160.” Funded by The Rotary Club of Alnwick - District 1030

in UK, Project Sri Lanka, The Rotary Club of Kandy & District - 3220 in Sri Lanka.

Head of P&O and his team from CFH conducted an Outreach camp at Moneragala.

A total number of 28 recipients benefited from this and as a result of the

on-going project “ TRF GLOBAL GRANT 1637160.” Funded by The Rotary Club of

Alnwick - District 1030 in UK, Project Sri Lanka, The Rotary Club of Kandy and

District - 3220 in Sri Lanka.

OUTREACH CAMPS

A Medical camp was organized by Centre For Handicapped jointly with Rotary club of

Katugastota, and Past Pupils Association of Good Shepherd Convent, Kandy with a few

volunteers from the Rotaract Club of Neptune Edification on 23rd April.

Students of Physiotherapy the University of Peradeniya (3rd Year) visited the Centre in

June. They learnt about the products and the service that the Centre offers.

Master J. Y. C. Liyanage, 6 years old, lives with his parents and brother in Kurunegala

in the North Western Province of Sri Lanka. He is in Grade 1.

This is the story his parents related to us:

“While travelling to Pothuhare town by three-wheeler with his father and brother to

buy a wrist watch for him, the three-wheeler hit another three-wheeler which came

right in front of us. Master Liyanage was unconscious when we took him to Kurunegala

General Hospital. After pre operative treatments he was transferred to Kandy General

Hospital. When he gained consciousness the following day the Doctors informed us that

in order to save his life the right leg had to be amputated from above the knee. Surgery

was immediately performed and he was hospitalized for nearly one month.”

His parents were depressed and worried about how their son would grow up and be

able to study like other normal children of his age. Life seemed hopeless to them until

they heard about the Centre for Handicapped where he was provided with a limb

supported through a generous donor. He can now walk, play and take part in all

activities like all the other children of his age group. Master Liyanage says he is most

grateful to the donor who made this possible.
