The month of September is: Get to Know Your Neighbor Month! A trusted neighbor can add a lot of value in many ways. From keeping an eye out on your property while you’re on vacation to spotting suspicious activity to lending a cup of sugar, they are your first line of defense. Do you have a nearby neighbor you can count on when needed? Do you perhaps know a nearby neighbor on your block who could maybe use one? Consider getting out and meeting your immediate neighbors and exchanging contact info (so as long as you feel comfortable doing so). You can keep it simple with just a quick stop-by or you can plan a block party or something else. While the Norfolk PD or even our Neighborhood Crime Watch will do as much as possible to keep our neighborhood safe, it is usually an alert neighbor who can help deter or see suspicious activity first. COLONIAL Place / Riverview Civic League General Meeting Minutes

August 14, 2017: Eggleston Center

President Tobie Serafim opened the meeting at 6:36pm. The Secretary declared 14 members present, one short

of a quorum.

NPD Neighborhood Resource Officer Josh White presented the monthly report on crime activity. Larcenies con-

cerning autos continue to be the major issue, with 13 reported during the month. Several bicycles were reported

stolen from yards and Officer White asked that we lock all bikes or store them inside even when at your residence. A

number of questions were asked and answered.

President Serafim introduced Officer Roger Whitley, MPO of the Norfolk Police Community Affairs office. Officer

Whitley spoke at length about the Neighborhood Watch program and the FREE Residential Survey that is available

from NPD. He asked that residents contact him for more information at [email protected].

The previous month’s minutes were discussed but could not be approved without a quorum.

Treasurer’s Report – a total of $15,652.28 is held in the treasury.

The Dog Park Committee reported that several yards of mulch had been received and spread.

The President announced that the Ice Cream Social/Watermelon Festival is scheduled to be held at the Roper

Home in Riverview on Sunday August 20th from 2pm – 4pm.

It was announced that the Riverview Village Business Association plans to hold a sign dedication at noon on Oc-

tober 8th to celebrate the installation of a new sign at the foot of the Granby Street bridge delineating the Riverview

Village area. In addition, there will be a 1k run, a fun walk, and a rowing regatta. The annual Front Porch Art Walk is

also scheduled for that day.

The upcoming meeting scheduled was discussed and plans were made to have Constitutional officer candidates

running for election speak at our September meeting with all other candidates invited to speak at our October meet-

ing.

The President announced that the annual audit of the CPRV Civic League Treasury has been completed and all

funds are properly accounted for and the books are in balance.

The condition of the 7-11 convenience store at 3800 Granby Street was discussed and the President suggested

we coordinate with the Riverview Village Business Association to request assistance from the City in cleaning up the

area and keeping it in better condition.

The President adjourned the meeting at 7:51pm.

FINAL 2017 CEDAR GROVE CEMETERY TOUR

Hi, just a reminder that the my last Cedar Grove Cemetery tour for the year is scheduled for Sat-urday, September 9, at 10 am.

Cedar Grove began in 1799 (officially opening 1825). It’s the final resting place for many of Nor-folk’s early leaders, merchants, missionaries, visitors, yellow fever victims, soldiers and families. It’s like a miniature city covering two of Norfolk’s four centuries, a portal to the past. We’ll talk about what surrounded the area, vaults, mysteries, symbols and styles, the rise of the funeral industry, no-tables, and a myth debunking. I’ll also be selling the old Norfolk Maps—a real boon to lovers of local history-- ($6 each) with finding aid, $5 of which is returned to NSCC which sponsored its printing.

Cedar Grove is located on the south side of Princess Anne Road, east of Monticello, west of Church Street—directly across from the gate for Elmwood. Tours last 45 minutes to an hour, depend-ing on heat and how many history buffs are in the group. It’s very informal. No rsvp necessary. If it’s actively raining at the cemetery it’ll be cancelled. There’s no fee, though donations are appreciated and go to Norfolk Society for Cemetery Conservation, an all-volunteer group that repairs tomb-stones, fences, gates, and generally refurbishing the city’s historic public cemeteries—Cedar Grove, Elmwood, West Point and soon the Jewish Cemetery. A Brief History of Colonial Place and Riverview

The history of Colonial Place and Riverview began at the turn of the 20th century during a period of growth for the City of Norfolk. The city annexed a farming community just outside of town and slated it for suburban development; Colonial Place and Riverview were part of this development. Suburban devel-opment at that time depended upon connection to the trolley system--a connection that still exists in the neighborhood (although the trolleys no longer require electric lines).

Concurrent with the development of Colonial Place was the historic Jamestown Exposition, marking the three-hundreth anniversary of the founding of Jamestown. Held in 1907 on fairgrounds near Sewell's Point, this event inspired the developers of the neighborhood to discard their original name, Sterling Place, and rename the development Colonial Place. In keeping with the new motif, all of the east-west streets were named after the original thirteen colonies.

By 1908, the housing boom brought on by the vibrant economy at the turn of the century began to rapid-ly dissipate. It remained sluggish until World War I, when the influx of military personnel and their fami-lies into Norfolk's Naval Base (built on the site of the Jamestown Exposition) created a high demand for middle-class housing in Colonial Place. In fact, most of the homes standing in Colonial Place today were built during the late teens and early 1920s.

Riverview, on the other hand, began its development a few years before Colonial Place. This head start proved to be Riverview's buffer against the diminished housing demand in 1908. Riverview saw many stately homes built in the first decade of the century.

By 1930, both Colonial Place and Riverview were well established suburban neighborhoods--neighborhoods whose residents moved in, raised their families, grew old, and eventually passed their homes onto younger families who started the cycle anew. Many home owners today are knowledgeable of the previous owners of their homes and often possess at least a verbal, if not a written history.

In the late 1960s, Colonial Place and Riverview were united by a single civic league, which through the efforts of the Stabilization Committee, successfully guided these two neighborhoods through a period when urban deterioration threatened many beautiful neighborhoods. Today, these two neighborhoods continue to maintain their original charm and middle-class desirability. They are coveted by prospective home buyers for their beautiful old homes, parks, and water views, as well as for the patina of nearly one-hundred years of history. Riverview celebrates its one-hundreth anniversary in 2000; Colonial Place in 2003. In September of 1999 Riverview was designated a National Historic Site and placed on the National Register of Historic Places. Colonial Place received its designation in June 2001.

In 1975, The Evolution of an Urban Neighborhood: Colonial Place, Norfolk, Virginia, was published by the Institute of Government, University of Virginia. Section II, authored by Dr. Norman Pollock, chronicles the history of Colonial Place as part of a larger study on racial integration.
